What needs to be reported in the BUR/NC?
BUR Guidelines (annex III to decision 2/CP.17)
Para 2. The scope of BUR is to provide an update to the most recently
submitted national communication in the following areas:
(a) Information on national circumstances and institutional
arrangements relevant to the preparation of the national
communications on a continuous basis;
Para 13. Parties should provide information on the description of
domestic MRV arrangements.

Para 5. Non-Annex I Parties may provide a description of existing
institutional arrangements relevant to the preparation of their
national communications on a continuous basis.

For Annex I Parties (GHG inventories)
BR Guidelines (annex I to decision 2/CP.17)
Para 3. Annex I Parties shall provide summary information on their
national inventory arrangements in accordance with the reporting
requirements related to national inventory arrangements contained in
the Annex I inventory reporting guidelines, and on the changes to
these arrangements since their last NC or BR.
Annex I Inventory Reporting Guidelines (annex to 24/CP.19)
Inventory arrangements include institutional, legal and procedural
arrangements for estimating/reporting/archiving inventory information.
Inventory arrangements should be designed and operated to

BR Guidelines
Para 7. Each Annex I Party shall provide information on changes in its
domestic institutional arrangements, including institutional, legal,
administrative and procedural arrangements used for domestic
compliance, monitoring, reporting, archiving of information and
evaluation of the progress towards its economy-wide emission
reduction target.

Developing/Enhancing institutional arrangements has to be
driven by the Party (the national entity in charge of the
BUR/NC)
Important to recognize that arrangements will evolve over
the years. Setting a long term vision and roadmap is key.
