2. RATIONALE

It is imperative that SES members are operating within a clearly articulated chain of command to ensure an efficient, effective and organised response for the safety and protection of SES members as they conduct their duties.

3. APPLICATION

This SES Operations Doctrine defines the standard and authority by which SES uniforms are to be worn. It is imperative the standards detailed in this doctrine are adhered to by all SES members. The SES Clothing and Equipment Catalogue, available on the SES Volunteer Portal or from the SES Regional/Area Office, provides specific details and images of each uniform item and the nominal scale of issue.

5. PROCEDURAL INFORMATION

5.1 WEARING OF UNIFORMS SES uniforms are only to be worn by SES members. SES Executives must ensure the correct standard of dress is adhered to at all times. Uniforms are to be worn by SES members at all times whilst conducting authorised SES operational or training activities, and where practical when attending meetings, forums or functions when representing the SES. Pre-approved special occasions the uniform is authorised to be worn include:

funerals/memorial services;

the Anzac day march; and

award presentations. There may, on occasion, be times when it is not appropriate to wear the uniform on duty. On such occasions, approval to wear alternate clothing must be obtained from the Assistant Commissioner, SES.

Unless authorised, SES members will not consume alcohol while in uniform. The Assistant Commissioner, SES may authorise the consumption of alcohol at an official SES function or activity. When authorised, the consumption of alcohol should be undertaken with due consideration to the image of the SES and should always be in moderation. For further information refer to “BMH 12.0 Drugs and Alcohol”. SES members are reminded that whilst wearing an SES uniform they are representatives of the SES and should always conduct themselves strictly in accordance with the Code of Conduct. For further information refer to “BMH 6.0 Code of Conduct”. Unauthorised wearing of any part of the SES uniform may result in disciplinary measures being taken.

5.2 TYPES OF UNIFORM AND APPLICATION Items of clothing are issued on an ‘as required’ basis and the SES Executive will ascertain the necessity of an issue. Uniforms worn will be appropriate to the task or activity being undertaken and relative to the risk of the task or activity.

5.2.1 PERSONAL PROTECTIVE CLOTHING (PPC) OPERATIONAL UNIFORM (PPC1-3)

When actively involved in operations or training activities SES members should always ensure appropriate operational uniform and other forms of Personal Protective Equipment (PPE) are used. The PPC operational uniform can be worn by SES members at official functions.

5.2.2 HEADQUARTERS (HQ) OPERATIONAL UNIFORM (HQ1-2)

The HQ operational uniform is issued to SES Executives and Volunteer Consultative Committee (VCC) delegates and is to be worn when an SES Executive or VCC delegate is representing the SES in a meeting, public forum or official function. The HQ operational uniform must not be worn where an operational or training activity has identified the requirement for the PPC operational uniform. The HQ operational uniform may also be purchased by SES members at their own expense using the Private Purchase of SES Apparel form for wearing at meetings, public forums or official functions as approved by the SES Executive.

5.3 STANDARDS FOR WEAR

Uniforms are to be worn as per the approved uniform combinations detailed in Appendix A. Uniform components must not be worn socially with other clothing unless directed otherwise as per the approved uniform combinations.

Variations, modifications or embellishments to uniforms are not permitted unless formally approved by the Assistant Commissioner, SES. All interpretations of standards and combination of dress must reflect safety issues as the highest priority. Where a choice of uniform combinations is available, it will be the responsibility of the SES member to identify the most suitable item of clothing as per the approved uniform combinations. PPC uniforms selected by SES members from the approved uniform combinations should at all times be suitable for the conditions involved. The PPC operational uniform combinations include a suite of long-sleeved, short-sleeved and headwear options for protection against the sun and environmental hazards. For a complete list of available PPC operational uniform options provided, refer to the SES Clothing and Equipment Catalogue. Long sleeves and broad brimmed hats offer the most effective barrier against the sun and environmental hazards. However, when balancing the need for sun protection and environmental factors, with the need to stay cool in hot conditions, members may select the short sleeves and an alternative headwear option e.g. cap combined with sunscreen. It is the responsibility of the SES member to perform a personal risk assessment to evaluate the environmental and hazardous factors and determine the appropriate level of PPC to carry out the required task/s. However, there may be tasks/activities where a consistent appearance or a particular level of PPC is required. In these instances the SES Executive or Team Leader may stipulate the type of uniform to be worn to ensure uniformity, despite an individual’s risk assessment. It is the responsibility of the SES member to ensure all uniform and PPC items are clearly marked with their name and/or SES membership number on the inside of the garment in an inconspicuous place. 5.4 MAINTENANCE AND REPAIR SES members are responsible for ensuring their uniform items are clean and well maintained at all times. For specific cleaning and maintenance requirements reference should be made to the manufacturer’s instructions on each garment.

Uniform items must be replaced when poor condition of the uniform no longer presents a professional image or the protection provided by the uniform may be compromised. Clothing in need of repair is not to be worn. SES members are responsible for the ongoing and preventative maintenance of all items of uniform issued to them, in particular cleaning and minor repairs. The timely and proper maintenance of

uniforms will not only ensure good presentation, but extend the serviceable life of items.

5.5 APPLICATION OF INSIGNIA

5.5.1 RANK INSIGNIA

Rank insignia represents approved positions within the SES. SES members must only wear the rank to which they have been appointed, either permanently or temporarily. Epaulettes are mandatory and to be worn on all SES clothing fitted with epaulette holders. For further details on rank insignia refer to “BMP 3.0 Rank Insignia” and “ODI 2.0 Hierarchy of Command and Control”.

5.5.2 NAME BADGES AND TAGS

Plastic name badges are to be worn with the HQ operational uniform and velcro name tags with the PPC operational uniform at all times. The exceptions to this are:

When the uniform combination of protective trouser and SES T-shirt is worn; or

When wearing the SES polo shirt, only the plastic name badge or ID card is to be worn, on the designated name badge holder on the right hand side.

A common sense approach is to be taken with SES members’ names depicted on name tags, with due consideration to the rights of individuals and the professional image of the SES. Name tags and badges are to consist of the following lines:

Plastic name badges form a component of the HQ operational uniform and are to be worn on the right breast pocket flap with the top of the badge aligned with the top seam of the pocket. Should an SES member have a pacemaker installed then they should ensure that they request a pin-backed plastic name badge as opposed to the magnetic backed name badge. Velcro name tags are supplied for all active SES members and are to be applied to the PPC operational uniform in the position indicated on the uniform. Only QFES-supplied name tags are to be worn with the PPC operational uniform.

5.5.3 IDENTIFICATION CARDS

Identification cards are not required to be worn but must be carried at all times when an SES member is representing the SES. When there is an operational direction to display the identification card, it is to be affixed on the protective shirt, overalls and jackets centrally to the bottom edge of the right pocket flap of shirts, overalls and jackets, or alternatively suspended by a clip from the right collar (with the exception of the polo shirt which has a designated name badge holder on the right hand side chest). When wearing the identification card a personal risk assessment should be undertaken when participating in operational or training activities to ensure this does not increase the risk of injury. For further information relating to identification cards, reference should be made to “BMA 4.0 Identification Card”. 5.5.4 MEDALS AND DECORATIONS

Service ribbons, medals, decorations and awards are to be worn in accordance with Appendix B and the protocols set out in “BMA 3.0 Honours and Awards”, the Meritorious Service Medal booklet and www.itsanhonour.gov.au. Medals and decorations are not to be worn on the polo shirt or wet and cold weather jackets. Generally ribbons and decorations also should not be worn on the protective shirt and overall. However, if a member does decide to wear these, a personal risk assessment should be undertaken when participating in operational or training activities to ensure this does not increase the risk of injury. 5.5.5 SPONSORSHIP LOGO, NAME OR MARK

QFES may enter into sponsorship agreements or contracts which may include the application of the sponsor’s logo, name or mark to components of the SES uniform. Any sponsorship insignia for application to an SES uniform will be approved by the Assistant Commissioner, SES and will form approved insignia in accordance with this doctrine.

5.5.6 OTHER APPROVED INSIGNIA

Only authorised insignia detailed in this doctrine may be worn with the SES uniform and any other insignia must be approved by the Assistant Commissioner, SES. Exceptions to this requirement are the wearing of charity or remembrance badges and tokens on the day in question e.g. Anzac Day, Red Cross. In these instances common sense must be applied to the wearing and position of these badges and tokens.

5.6 PERSONAL APPEARANCE

It is important the personal appearance of SES members does not detract from the professional image of the SES or in any way compromise their ability to safely

undertake operational or training activities.

5.6.1 HAIRSTYLE AND FACIAL HAIR

Hairstyles, facial hair and hair length must not affect the personal safety of SES members engaged in operations and must not inhibit the appropriate fit of PPE. Long hair should be tied back, preferably plaited, at all times that SES members are engaged in operational or training activities.

5.6.2 JEWELLERY AND ACCESSORIES SES members should restrict the wearing of jewellery and accessories to those of a conservative nature that will not:

detract from the professional image of the SES;

pose a risk to their safety or the safety of others during operational or training activities; or

offend members of the public. SES members are personally responsible to ensure they remove jewellery such as watches, rings, earrings, necklaces, badges or other items that may pose a risk to safety or may be damaged or lost during activities. For safety reasons it is preferred that studs be worn for those SES members with pierced ears or other piercings. QFES takes no responsibility for loss or damage relating to these items. Should an item of jewellery be unable to be removed, such as a wedding ring, then to ensure the safety of the SES member, the item should be appropriately managed to reduce the risk of entanglement (e.g. covered by PPE or security taped).

5.6.3 COSMETICS If cosmetics are worn they should be kept to a minimum, with a subtle effect.

5.6.4 TATTOOS

Displaying tattoos is acceptable, except when the tattoo depicts material of a nature which may be considered offensive. Offensive tattoos must be covered while on duty or representing the SES. Tattoos that are considered offensive include those that depict any of the following:

sex (including nudity);

horror;

crime;

violence;

direct or implicit discrimination against any class of person, including discrimination that is prohibited under the Anti-Discrimination Act 1991; and

images that could be construed as degrading, dehumanising or demeaning any person.

5.6.5 MEDIA INTERVIEWS Any SES member involved in television interviews or photo opportunities for the media are to ensure that they are dressed in the uniform or PPE appropriate to the task they are performing and represent the SES in a professional manner. 5.6.6 CULTURAL EXEMPTIONS QFES supports and values our inherent diversity and aims to have SES membership reflective of the community. Where an SES member’s cultural or religious beliefs conflict with the standards detailed in this doctrine, a request may be made to the Assistant Commissioner, SES for exemption.

5.7 COMPLIANCE

SES members who do not conform to the Uniform Code may be directed by the SES Executive to rectify the non-compliance prior to commencing any further operational or training activities.

Method of Wearing: Where a personal risk assessment has been completed and has identified the suitability

of an operational clothing item for the required task, the following guidelines should be

observed: The protective shirt can be worn tucked in or out of the protective trouser.

When tucked in, it is recommended the utility belt is worn.

To alleviate heat stress, the long sleeve options can be worn without the T-shirt

underneath. If selecting this option, the protective shirt or one piece overall is required to be zipped completely closed.

The long sleeves of the one piece overall and protective shirt can be rolled up for

a short sleeve option. The sleeves should be folded/rolled neatly and no more

than three inches above the elbow. For headwear and the short sleeve options with less protection, consideration

should be given to combining these with sunscreen.

Service ribbons, medals and decorations are to be worn in accordance to “BMA 3.0

Honours and Awards”. You may be directed to wear optional items for events such as a medal ceremony e.g.

PPC1 with service ribbons, medals and decorations, broad brim hat, T-shirt and utility

belt.

Restrictions: When wearing the PPC1 operational uniform for formal occasions, the following

guidelines should be observed: The long sleeves are not to be rolled up.

The T-shirt should be worn for formal occasions, unless a personal risk

assessment identifies heat concerns when wearing both.

The one piece overall or protective shirt are required to be zipped completely

closed. When wearing service ribbons and decorations on the PPC1 operational uniform in

operational or training activities, a personal risk assessment should be undertaken to

ensure this does not increase the risk of injury.

The listed headwear options are only mandatory when outdoors and sun protection is required.

Where possible, to retain a professional image it is recommended the polo shirt should not be worn under the protective shirt. However, should circumstances change in the field and a long sleeve option is required, this should not stop members from donning the protective shirt over the polo shirt.

The polo shirt is designed to be worn tucked inside the protective trouser. However, where this does not suit an individual, the polo shirt can be worn outside of the protective trouser.

It is recommended the utility belt is worn, when the protective shirt or polo shirt is tucked into the protective trouser.

For short sleeve options with less protection i.e. the polo shirt, consideration should be given to combining this with sunscreen.

Restrictions: The polo shirt is not to be worn for formal occasions. Service ribbons, medals and decorations are not to be worn on the polo shirt. PPC2 is not to be worn when working on roads as the polo shirt does not comply

with visibility standards. The PPC1 operational uniform combination is required in these instances to meet the day/night visibility standards.

The listed headwear options are only mandatory when outdoors and sun protection is required.

The T-shirt is designed to be worn tucked inside the protective trouser. However, where this does not suit an individual, the T-shirt can be worn outside of the protective trouser.

It is recommended the utility belt is worn, when the T-shirt is tucked into the protective trouser.

For short sleeve options with less protection i.e. the T-shirt, consideration should be given to combining this with sunscreen.

To retain a professional image the polo shirt is the preferred short sleeve option however, the T-shirt may be suitable for a number of SES functions.

Restrictions: The T-shirt is not to be worn stand alone for formal occasions. Service ribbons, medals and decorations are not to be worn on the T-shirt. PPC3 is not to be worn when working on roads, as the T-shirt does not comply

with visibility standards. The PPC1 uniform combination is required in these instances to meet the day/night visibility standards.

The listed headwear options are only mandatory when outdoors and sun protection is required.
