Some marina representatives on Fort Lauderdale’s New River, located west of I-95 and the evacuation zone, report an increase in the number of boaters looking for dock space this summer. They attribute it directly to the initial storm forecast announced in May, which cited the possibility of several major hurricanes. “It’s just been unreal,” said John Connor, general man- ager at New River Marina, which typically offers reserva- tions for 17 land storage spots with an advance contract and deposit. This year, not only are all the spots reserved, the marina has 15 customers on a waiting list. An additional 25 dock slips are available but on a first-come, first-served basis. NOAA’s Climate Prediction Center for the Atlantic Hurricane Season warned of a 70 percent chance for as many as 23 possible named storms, 14 hurricanes and seven major hurricanes. An updated forecast will be issued in early August, according to a May 27 report from NOAA. Public marinas and yards in the evacuation zone often require tenants to relocate their vessels. Many waterfront res- idents who keep their boats at their docks also prefer to dock west. A county flotilla is generally initiated six hours after the hurricane watch is issued, said Sgt. Joe Capua, of the Broward Sheriff’s Office Marine Patrol Unit. Don Govan, of Govan Marine Co. at the Marina Mile Yachting Center, said he has seen an increase in interest from owners of 30- to 75-foot vessels. “We have had a number of smaller boats already make arrangements, which is higher than this time last year,” Govan said. “I think the last couple of years boaters had become complacent, but with the predictions of a higher-than-average season people are being a little more conscious about hurri- cane storage this year.” The marine repair service company is nestled directly west of I-95, in safe harbor outside of Broward County’s evac- uation zone, and does offer some dockage and land storage. Not all marinas along the river have seen the same rush. It’s the VHF marine channel now used for a new free automated radio check service offered by Sea Tow Fort Lauderdale, easing up usage of the VHF 16 frequency that’s traditionally reserved for distress calls. Checks are open to the boating public at large, covering an area that spans from the Bahamas and Florida Keys, up to Jupiter, depending on the strength of the vessel’s radio, said Capt. Tim Morgan, owner of the Broward-based franchise. About 1,765 checks were requested in the first three days after the automated system’s unveiling in early June, and that number continue to surge, mostly due to an aggressive adver- tising campaign and word of mouth, Morgan said. “It’s almost constant now.” Sea Tow initiated the checks, partnering with the MariTEL marine operator system, at franchises around the country in 2009, including nearly a dozen sites in Florida. Morgan jumped at the opportunity to implement the sys- tem after hearing about it during Sea Tow’s annual meeting in December. He believes the service will greatly assist in mak- ing boating safer in South Florida. “Radio checks are necessary, but not on channel 16,” Morgan said. “We need to keep it clear for the people who really need it. It’s like the 9-1-1 on the water.” When boaters make mayday, distress or assistance calls, there’s sometimes so much traffic for requests for radio checks that it can interfere with serious situations, delaying response. “People aren’t doing it nefariously,” Morgan said. “They might not be close enough to hear the vessel in distress when doing their radio check. Our ultimate goal is to have all boaters request their radio checks on channel 27, leaving channel 16 open and available to be used as it should, for hail- ing and distress.” Using the automated service is simple. It’s available 24/7, 365 days a year. Turn to channel 27, key the microphone and ask for a radio check, just as you would normally do. The sys- tem will record the person’s voice, then replay the transmis- sion back, allowing the boater to hear how well his or her radio is working, Morgan said. “I love it,” said Capt. Neil Hodder, owner of Safely Moored, a yacht management, boat training, dockside service and brokerage company in Fort Lauderdale. “It’s a good thing. It’s unique.” Hodder has become hooked on the system after learning about it through the waterfront grapevine. “When it first came out, I thought, ‘Oh, my goodness,’” he said. “As much as I think it’s a nuisance for people to be constantly on 16, it’s equally important to check your radio. This is an excellent alternative. It’s impressive.” He intends to keep spreading the word. “This is some- thing we’ll use in our company and in our hands-on boat train- ing. It’s a no brainer. We’ll direct them to channel 27.” As a member of the U.S. Power Squadron and U.S. Coast Guard Auxiliary in Pompano Beach, Hodder said he also plans to ask leaders in both groups to promote the service. Gene Cain, commander with U.S. Coast Guard Auxiliary Flotilla 37 Lighthouse Point, said he and several auxiliary members use the system. “It’s great. It’s very easy and quick.” Currently, the Fort Lauderdale Sea Tow operation is receiving requests and sending out checks from its 400-foot- tall antenna on the beach, located at Commercial Boulevard in Fort Lauderdale. They attribute it directly to the initial storm forecastannounced in May, which cited the possibility of severalmajor hurricanes.

“It’s just been unreal,” said John Connor, general man-ager at New River Marina, which typically offers reserva-tions for 17 land storage spots with an advance contractand deposit.

Twenty-seven is a number that’s becoming increasinglypopular with boaters.

It’s the VHF marine channel now used for a new freeautomated radio check service offered by Sea Tow FortLauderdale, easing up usage of the VHF 16 frequency that’straditionally reserved for distress calls.

Checks are open to the boating public at large, coveringan area that spans from the Bahamas and Florida Keys, up toJupiter, depending on the strength of the vessel’s radio, saidCapt. Tim Morgan, owner of the Broward-based franchise.

Big news for Florida poachers — fish and game, not drib-bly eggs on toast — who have learned to detect the distanthum of Lizzy Jane and identify her from a distance.

Lizzy Jane, a 1981 Cessna Skyhawk, has landed for thelast time as an enforcement patrol plane with the Fish &Wildlife Conservation Commission.

Joe Johnston, her pilot since 1987, named her after hisinfant daughter, about 18 months old at the time. She’s 22and a mother now. The plane is like a part of the family, atleast to her dad.

“I've spent nearly 7,000 hours flying Lizzy Jane allover the state, days and nights and in all kinds of weath-er,” Johnston said.

“She's been a productive aircraft and will be missed.She's helped us through hurricanes, tornadoes, floodsand fires.”

Not only that, but Johnston estimates they’ve flowntogether on more than 1,000 arrests, citations and warn-ings for illegal deer possession, night hunting, environ-mental crimes, trespassing, boating and fishing viola-tions, drug and illegal alcohol possession, fugitive cap-tures and even DUIs.

Though Lizzy Jane is on the ground, her pilot is stillup in the sky, flying FWC’s Bell LongRanger helicopter.Eventually FWC may get a new fixed-wing aircraft toreplace Lizzy Jane.

Objectively it’s likely to be a better one, but not inJohnston’s heart.

“They may give me a newer, sleeker model, but there'sonly one Lizzy Jane and she can't be replaced,” he said.

Remember that pivotal momentin early childhood when two roadsdiverged in a wood and you foundcompeting enlistment booths there?

In one booth a demonic dudewith a vermilion face and barbed tailstood under a big sign saying “Joinus in a life of crime, dangerousdrugs, poverty, prison, squalor &stuff like that.”

In the other booth a smiling gent with wise eyes remind-ed you of your favorite uncle. His sign said “Fishing.”

He led you down his road and that has made all the dif-ference. What a splendid person you’ve become!

Now it’s your duty to get a girl or boy started in fishing.It’s good if you have your own, but if not then a relative, agood friend or a neighbor may have one who’s interested.

There’s almost no such thing as too young to begin. Achild who can grip a stick and walk without falling down isready.

I like the way Mike Silver of Delray Beach is teaching histwo little girls, Madison and Savanah. They are 5 and 3 yearsold. They fish in the canal behind the house, in local parks andat the beach. Mike makes the cast, sets the hook and lets thekids do the rest.

Let’s imagine Madison at age 2 while her dad describesmain events in her introduction to fishing and later Savanah’s:

“The first fish we caught together was a juvenile large-mouth bass. Madison reeled it in and we rushed it into ourhouse and put it in our 150-gallon aquarium. She named ournew pet bass ‘Mony.’ We observed Mony for approximatelyone month. We then set Mony free back into the canal to bewith his family.”

Awwww.“I brought her to Outdoor World and bought her a pink

Barbie fishing rod. She loved observing the bass, snook, cat-fish, redfish, and tarpon in the Outdoor World aquarium. Inaddition, we went to the IGFA Fishing Hall of Fame. Sheloved the fishing movie being displayed in the theater. Wethen reeled in fish at the simulated fishing area.”

Next, the old man built a small garden pond in the backyard and began involving the little one, Savanah.

“We would fish in the canal out back and transport bass,garfish, and Mayan cichlids into our pond. We would observethe fish for a few days and then return them to the canal. Themost attractive part of fishing to [the girls] was getting anunderstanding of life and nature.”

A year ago during a family vacation at Longboat Key,schools of pilchards swarmed the shoreline. Silver fetched acastnet. Here’s Mike again:

“I threw the net and quickly had a couple dozen baits.My girls were fascinated. They were holding the pilchardsand releasing them back into the ocean. We then startedcatching Spanish mackerel, ladyfish and even a few snook.

“This kind of fishing was even more fun for the girls.They were able to swim and enjoy the beach until I hooked afish. Once I did, I would yell for them to reel it in. When thefish would jump out of the water, they would scream with

excitement. Once the fish was caught, I would let them holdand observe it while I unhooked it and released it safely.”

My uncle Bob in New Jersey knew just what to do whenI was 7 or 8 years old. He took me to Branch Brook Park inNewark, where there was a small lake. He handed me a rodand reel, showed me what to do and made sure I could do itmyself. Then he watched me catch my first fish, a small onethat he called a crappie.

“What’s so crappy about it?” I asked, thinking it was apretty good fish. I became an ardent fishing-doer and an hon-est man. No crime, dangerous drugs, poverty, prison, squalor& stuff like that for me.

If I were teaching a kid that age, I would do just as UncleBob did. If I were teaching a toddler, I would do just as MikeSilver does. It’s an interesting coincidence that a favorite uncleintroduced him to fishing at age 6. They still fish together.

I also would follow the advice of Alan Zaremba, aHollywood peacock and bass guide with four children. Iasked him for his best wisdom about getting younger kids intofishing.

“The actual fishing they catch on to pretty fast, so mybiggest tip is for the parents, not the kids,” he replied. “It isgetting the parents not to try and make the kids do too muchat one time. Keep it fun for the kids and make it an event.Don’t keep them out too long in the heat.”

Don’t take a child fishing if he really doesn’t want to.Zaremba, who often offers parent-child specials, has experi-enced the consequences.

“The day usually ends up being very short or the poor kidends up in a lot of trouble with the parent scaring the child intonever wanting to come again. Once a 4-year-old dumped allthe bait and the net into the water.”

water and explore. Name an item on board you can't live without.Air conditioning in the summer and a generator.Scariest experience on the water?First, at Aquapalooza 2009, when a boat pulling out right

in front of me stopped, and then wouldn't move for no otherreason than to serve more drinks. Apparently, they had alreadybeen drinking too much or they wouldn’t have stopped rightin front of a boat like ours.

There was a long string of boats rafted up about 30 to 40feet right behind me. Since I was already untied, I had noplace to go. With the current at the time in Lake Boca, I justdrifted right into another group of boats rafted up. Luckily,they all got on their swim platforms and pushed our boat offwith their hands and feet, so we wouldn't keep hitting. Thiswent on for 10 minutes until the crazy boat in front of medecided to move again.

Another time, I was training during the first week withthe boat, and the captain took me into the ocean to see how theboat performed. The waves were 6 to 8 feet. He said, “this iswhy you don't go into the ocean when it's like this withoutmany years experience.”

Most memorable experience?All the new great friends I’ve made because of the local

Florida?I love the Intracoastal and all the restaurants and

and also the no wake weekends along the entire Intracoastalfrom Nov. 30 to March 15 each year.

As of this writing in late July, it appearsthat a workable cap may have been placedon the Gulf oil wellhead, meaning that theworst of the spill could be over.

Weeks ago the prognosis was muchdarker as oil continued to gush into the Gulf.Reputedly, several high tech ships fromother countries offered to skim over theocean and separate the oil from the water.The idea was to clean the water whileretaining the oil for actual use instead ofleaving it as a pollutant.

Controversial reports stated that vesselswere denied government permission to per-form work in the Gulf allegedly because ofthe Jones Act.

What is the Jones Act? To those evenremotely familiar with it, it refers solely tostatutes that bestow certain rights to seamen.But in fact, the Jones Act is much more thanthis — and in some cases, less.

What we now call the Jones Act ismore properly referenced as the MerchantMarine Act of 1920. It was essentiallydeveloped during and following the after-math of World War I while Congressattempted to protect shipping and boat-building interests in the United States.

Since the U.S. was then emerging as amajor international power, there was a con-cept that a strong national shipbuildingindustry and merchant marine was neededas a matter of national security and com-merce. The outcome at that time was protec-tionist policies.

As a result of the Jones Act, in mostcases the water transport of passengers andcargo for hire between U.S. ports can onlybe conducted by vessels built and docu-mented in the U.S. Generally, they have tobe wholly or primarily owned by U.S. citi-zens and manned by a U.S. crew.

To protect crewmen, the Jones Act also

allowed for the first time the right of a sea-man to sue an employer for negligence. Yousee, until the Jones Act, an injured seamancould only seek liability for unseaworthi-ness (i.e. an injury due to something actual-ly being wrong with the boat), and mainte-nance and cure (i.e. the right to be takencare of from an illness or injury until gettingbetter). This change was to encouragerecruitment in the merchant marine force.

So, how has the Jones Act affected theGulf clean-up efforts? It depends on the pol-itics of whom you talk to.

Arguably, the strict language of theJones Act would not allow many of thesehigh tech skimming vessels to work in theaffected areas, as they would be in violationof conducting commerce in U.S. watersusing foreign vessels with a primarily for-eign crew.

The recent controversy in the Gulfhighlights a major criticism many maritimeprofessionals voice concerning the JonesAct. Given that many modern innovationsand building techniques are occurring inother venues, a policy that weds a country to“home grown” and “home built” vesselsactually limits possibilities for productiveand economic commerce.

Moreover, it has been noted that sincethe passing of the Jones Act in 1920, theU.S. ship building industry — particularlyin commercial areas — experienced anactual decrease.

Passed 90 years ago, the Jones Act ispossibly the single most influential pieceof legislation governing the maritimeindustry. How unfortunate if it proved adetriment to the very industry it was cre-ated to protect.

Keeping up withthe Jones Act

It’s that painful time of the year whenmy boat insurance comes up for renewal.And what better time than in the middle ofhurricane season.

My premium increased 11 percentfrom last year even though I have not hadany claims, nor have there been any hurri-canes in the past few years.

Insurance companies always seem tocheck my auto driving record. Maybe thatparking ticket I got in Coral Gables in 1978is still on my record.

Florida is all about boating and livingon the water. However, most insurancecompanies are reluctant to insure anythingnear the water. The big companies used tounderwrite boats if you also carried theirhomeowner policies. Because I lived on thewater for 20 years, the big guys cancelledmy insurance the day before moving intomy Hollywood beachfront condo. If it hap-pened a month in advance it would beunfair, but one day is just mean.

Years back, a couple friends insuredtheir boats through an agent in West Palm,who apparently couldn't read a map. WhenI called, I was told that they don't insureboats docked within one mile of the ocean.My friend’s boat was located at my marinaa few slips away. But it was 50 feet furtherwest so maybe that was the difference.

My current insurance provider is con-sidered a “surplus lines” company. The statedoes not guarantee that claims will be paid.I have no real beef with my company otherthan cost. However, the fact that there’s awebsite for complaints against them with aURL that includes the word “sucks” doesnot help me sleep better at night.

Why am I insured by a surplus linescompany? Because there’s no alternative inFlorida. Calls to the Florida Department ofInsurance and to Florida Surplus Lines

Service Office shed little light on why thestate with the third largest number of regis-tered boats does little to ease the situation.

The state has proved impotent in assur-ing that boaters have access to reliableinsurance. Thus we have surplus lines.These companies are, in a way, doing us afavor. Even though they exist becauseFlorida can't come up with a better idea,they are — of course — regulated by thestate to make boaters feel safer. This boateris not fooled.

Another company said it would insuremy boat if it was worth $1 million and hada full time captain. Two other major insur-ance companies insure boats up to 26 feetand 35 feet respectively. One offered toinsure my boat without hurricane coverageand a 30 percent theft deductible. But thatputs a kink in my plan to leave my boatuntied at the dock with the engines running.

As a member of a boating associa-tion, I thought their rates might be cheap-er. Although they have come down overthe past few years, my quote was $450more than the company I ultimatelysigned with.

If the whole process wasn't painfulenough, I'm also required to have a surveyon my boat. The cost is not insignificant,and since it has to be an out-of-water sur-vey, I might as well paint the bottom whileit's out. Since there’s no blue book for boats,insurance companies use this method toestablish the vessel’s value.

The survey’s results: I had undersizedequipment. My life ring was only 20 inchesand the surveyor claims it should be 24inches. Pages of recommended optionalequipment and improvements followed.

If I had enough money to buy all thesuggested upgrades, I'd buy a new boat.

It took about six months to obtain the FCC licenses andinstall special equipment to get the service up and running.The franchise shelled out initial costs of $5,000 and will con-tinue paying license and maintenance fees, Morgan said.

The system is expected to get a large boost before the endof this year when Morgan said he intends to install the samespecial equipment at the franchise’s second, 800-foot-tallantenna on the Miami-Dade-Broward county line.

Offering the free service has been part philanthropy, partgood exposure for the Fort Lauderdale operation, Morgan said.

Hodder doesn’t mind the marketing aspect. What mattersis that this is a good thing for the boating community, he said.

The check system has had a huge positive response, saidCapt. Charlie Zaloom, vice president of business technologyfor Sea Tow’s franchise-based, international marine assistanceorganization headquartered in Southold, N.Y.

Fort Lauderdale is one of 11 active sites in Florida. Theothers are in St. Augustine, Sebastian, Key Largo, Fort Myersand Charlotte Harbor, St. Petersburg and Tampa Bay,Horseshoe Beach, Carrabelle and St. Marks and the Pensacolaand Orange Beach areas. Each area uses a dedicated VHFchannel between 24 and 28, Zaloom sad.

Nationally, the service is available through Sea Tow franchises in Portland/Midcoast; Maine, Boston and SouthShore, Mass.; Rhode Island; Huntington, N.Y.; Manasquan,N.J.; Northern Chesapeake and Central Chesapeake, Md., andHampton Roads, Va.

Checks are also available from Sea Tow operators inWrightsville Beach and Ocean Isle, N.C. In California,the system is offered in Newport Beach/Los Angles and San Diego. Additional locations are on a waiting list for activation.

The system is expected to spread, with more operationswaiting for activation.

Things really start to pick up at Marina Bay, which takesboats only on a first-come, first-served basis, once activityshows up on the Doppler, Workman said.

“If something’s out there in the works, then everyonepays attention, and then the phone starts ringing.”

As of late July, Workman said spaces were available forboats 60 feet or less.

It’s a similar story at the Cable Marine West Yard, whereservice manager Mike Ennis said he has noticed boaters wait-ing longer than usual this summer to store their boats.

“The end result has been about the same number, just alittle later coming,” Ennis said.

While Cable Marine typically reserves their land storagefor service work, they can lend some flexibility in storm con-ditions, offering 15 covered, in-water docks up to 120 feet.Cable Marine's space is on a first-come, first-served onlybasis, just like Marina Bay.

County officials recommend boaters develop a plan now.Capua, of the Broward Sheriff’s Office Marine Patrol

Unit, said he initiates the county’s flotilla evacuation plan 48hours before a storm makes landfall, but that individual plansshould be made long beforehand.

“Make arrangements now to have that dock space,whether you’re [at a marina] or renting from a resident,” hesaid. “Anchoring in the middle of the New River is not anoption,” he added.

Crude oil pouring into the Gulf from the DeepwaterHorizon drilling disaster was capped in mid-July with appar-ent success and hope but without certainty that the flow wasstopped at last. The Florida peninsula had not been directly

affected yet, but with an enormous amount of oil still floatingor suspended in a huge area of the Gulf, a threat remained.

NOAA scientists got together a computer model ofpotential scenarios based on historic wind and current data.The consequence possibilities, though not good, don’t look asbad as your worst dreams.

Shoreline threats were projected at 41-60 percent proba-bility for Florida Bay (Everglades National Park) and at 61 to80 percent for the Keys and southeast peninsular coast.

What’s so good about that?“Any oil reaching this area would have spent consider-

able time degrading and dispersing and would be in the formof scattered tar balls and not a large surface slick of oil,” saida report from the Deepwater Horizon Incident JointInformation Center in Louisiana.

It went on: “Whether or not oil comes ashore will dependupon wind and ocean currents at the time. In addition to theseand other natural factors, booms and other countermeasurescould be used to mitigate the actual coastal contact.”

• • • •Larry Abele, who will join the Gulf of Mexico Fishery

Management Council on Aug. 10, doesn’t have much of asport fishing background – none at all that we could find – buthe knows a lot about bait.

Formally known as Lawrence G. Abele, PhD, the marinebiologist’s research specialty is crustaceans, a euphemism forshrimp and crabs. He also is provost and vice president foracademic affairs at Florida State University, where he earnedhis undergraduate and master’s degrees. His doctorate is fromthe University of Miami’s Rosenstiel School, a leading marinescience center.

His appointment was cheered by the CoastalConservation Association (CCA), which sticks up for therights of saltwater fishing-doers.

The council is one of eight regional outfits that adviseNOAA, the federal agency in charge of oceans and atmos-phere, on fishery policy. Abele was one of four candidatesnominated by Florida Gov. Charlie Crist to replace JulieMorris, whose term is expiring.

Abele will be an at-large member. Other new memberswere appointed from Texas and Mississippi.

Sport fishing organizations, the CCA in particular,had long complained that their interests were underservedby the regional councils, compared to commercial fishinginterests. NOAA managers promised to do better. CCApresident Pat Murray said the new Gulf council appoint-ments show they are.

“NOAA Fisheries has clearly stated that they intend toforge a new relationship with the recreational angling com-munity, and this indication of that effort is positive.”

Last spring the pending vacancy generated some con-troversy over another nominee, charter fishing captainGary S. Colecchio, whose views are unpopular with tar-pon fishing purists. They want federal protection for thespecies, which is protected in the state waters of Floridabut not Louisiana, where they can be kept and eaten.Colecchio doesn’t mind that.

Council members are appointed by the U.S. secretaryof commerce from nominee lists submitted by the gover-nors of Florida, Alabama, Mississippi, Louisiana andTexas. Abele’s appointment is for a three-year term. He iseligible to serve two more.

Public workshop scheduled on Biscayne buoysA potentially controversial plan to reorganize

Biscayne National Park’s mooring buoys, add more sitesand require boaters to use them will be presented at twopublic workshops in the first week of August.

There is a one-month window of opportunity for pub-lic comment, criticism and suggestions. It’s scheduled toclose on Sept. 3.

According to the draft plan’s executive summary, theintention of the plan is to protect sensitive resources,reduce visitor crowding and improve navigation safety

The mooring plan in its present form does not designatenew mooring fields, but would create a system for figuringout how many are needed, where to put them, how big theyshould be and other criteria that don’t exist now.

In the early stages, once a plan is implemented, somebuoys would be added to existing locations. Channelmarkers also would be added to keep boats from hittingoft-damaged reefs and flats.

There are designated moorings now over seven reefsand three historic shipwrecks, all in the park’s oceanwaters, with one to five buoys at each spot. They are scat-tered over a range of about nine nautical miles.

Use is voluntary, and anchoring on injury-prone reefsis not forbidden. A new plan probably would change that.One big challenge would be to protect the reefs without

excessively restricting large areas in the compact park. To review the draft online, go to

Ahuriri’s transition from seedy port to charming suburbhas been decidedly slow.

For decades the small seaside neighborhood on thenorthwest coast of Napier, New Zealand, was dominated byits wharf, cavernous warehouses left empty as the wool indus-try declined, and rough-and-tumble pubs frequented by localdock workers.

But in 2000, with the demolition of a vacant building andthe construction of an apartment block, the area started to turn.A row of those wool warehouses on the quay was convertedinto bars and restaurants that these days heave with 20- and30-something revelers on warm nights.

Most people who cook at home know that for each of us,there is a culinary fallback position. This is not so muchabout the recipes themselves, though obviously we all haveour own repertory, but about the style in which we are happyto cook unprompted. My own leans toward the urbanizedrustic, food that is casual and informal and yet informed bythe influences of city eating.

And while I can produce meals that fit that bill almostwithout thinking, occasionally there is something enormous-ly gratifying about stepping out of the regular register – for aparticular event that needs catering or an occasion thatdemands attention.

I never embrace the full-on formal, but every now andagain there is a meal to be cooked that needs to be a littlemore elegant. For me, that does not mean eschewing simplic-ity. Above all, an elegant dinner should not be hard to cook,but luxurious touches can be added. A fine filet of beef, thin-ly sliced and dotted with a concasse of tomatoes and edgedwith diced potatoes and snipped green beans, spells out ameal that is more than the everyday.

If you first serve a pale jade soup and finish with awickedly rich chocolate mousse cake, you have created adinner, without excessive labor, that is a simple celebrationin itself.

Soup is the most versatile of dishes. When it is rough-chunked, thick and hearty, it is a homey supper; when it issmooth and delicate like the lettuce soup here, it is the per-fect elegant starter. It also happens to be a wonderful wayof using up any stray lettuces in your fridge. You do notwant to use anything that is unpalatable, but I often start theweek planning to eat a lot of salad and then end it havingnot lived up to my intentions. This recipe is the perfect wayof atoning for that.

This time of year I especially prefer this soup chilled,which makes life much easier because you can cook it inadvance. If cold soup is not your thing, do not panic; it is justas good served at room temperature. Either way, this soup istaken up a few notches by being studded by some cucumbercroutons: small, jade cubes cut like toasted-bread dice, onlyso much more elegant.

It is only human nature to want to spend money on foodto show that it is a special occasion. It is not necessary, butwe still do it. And every now and again, that feels good. Abeautiful filet or tenderloin of beef is something special:Even those who do not cook know that. And again, the joy isthat it is simple to prepare. It needs nothing except to beroasted, rested and sliced.

And the accompanying vegetables are not served ingreat heaping bowls on the table, but are chopped and addedas an abundant garnish to the welcoming platter of meat. Ihave called this style nicoise because the components – pota-toes, tomatoes, olives and beans – take their inspiration fromthat traditional stalwart, the salade nicoise.

I also love this with the anchovies you would alsoassociate with the salad – their dense saltiness really addssomething to meat. But I have not added them here out ofdeference to those who do not want fish with their steak.You know who you are cooking for, so you are the bestjudge. If you think they will go for it, then add a littlecrisscross of anchovies (first soaked for 20 minutes inmilk to remove excessive saltiness) to the tomato andolive topping.

There is very little that needs to be said about a choco-late mousse cake. This one lives up to its name. It is glorious-ly intense. But the whisked egg whites ensure that it has abalancing lightness. A slice of it, with a smattering of freshraspberries and a dollop of cream, or better still, sour cream,

• Bring a pan of salted water to a boil and add potatoes.Cook until tender, about 30 minutes. Drain, allow to coolslightly, and cut into 1/4-inch dice. Place in a bowl, andtoss with a small amount of olive oil. Season with salt totaste, and set aside.

• Bring another pan of salted water to a boil, and addgreen beans. Cook until bright green and barely tender.Drain immediately and plunge into a bowl of cold water,then drain again. Set aside.

• Bring a pan of water to a boil, and remove fromheat. Add tomatoes, and allow to sit for several minutes,until skins split. Remove tomatoes with a slotted spoon.Peel and halve them, discarding seeds. Cut tomato pulpinto 1/4-inch dice, and sprinkle with a little salt andsugar. Set aside.

• When beef is cooked to taste, remove from oven andsprinkle with salt and pepper. Allow to rest for a few min-utes, then carve into thin slices, reserving any juices.Arrange on a platter, and drizzle with juices. Toss beans anddiced potatoes together and scatter around beef. Scattertomato dice over beef and sprinkle with olives. Strew withbasil leaves, and serve.

Yield: 6 to 8 servings.

Lettuce Soup with Cucumber CroutonsTime: 30 minutes2 tablespoons butter6 scallions, white part only, finely sliced8 new potatoes, peeled and diced7 cups chicken or vegetable stock1 pound Boston lettuce, roughly chopped1/3 to 1/2 cup sour creamSalt2 tablespoons finely sliced chives1 cucumber, peeled, seeded and diced.

• Melt butter in a large saucepan and add scallions. Sauteuntil softened. Add potatoes to pan, stir well, then add stock.Bring to a boil, then reduce to low and simmer until potatoesare tender, 15 minutes.

• Add lettuce to pan and stir until wilted. Remove fromheat and allow it to cool until no longer steaming. Using ablender and, working in batches, puree soup until smooth.Transfer to a serving bowl, add 1/3 cup sour cream and saltto taste. Stir until smooth, and adjust sour cream and salt asneeded. If soup is to be served chilled (it may be served roomtemperature), cover bowl with plastic wrap and refrigerate.

• To serve, ladle into bowls, and sprinkle with chives andcucumber “croutons.” Yield: About 2 quarts.

Intense Chocolate Mousse CakeTime: 65 minutes10 ounces bittersweet chocolate9 tablespoons unsalted butter6 large eggs, separatedPinch of salt3/4 cup sugar2 tablespoons brandy1 teaspoon confectioners’ sugar.

•Heat oven to 350 degrees. Cover the outside of a 9-inchspringform pan with a double layer of foil. Using amicrowave oven or double boiler, melt together chocolateand butter; set aside to cool.

•Whisk egg whites and salt until thick. Add 1/4 cupsugar and keep whisking until stiff and shiny but not dry; setaside. In another bowl, whisk together egg yolks and remain-ing 1/2 cup sugar until pale, frothy and increased in volume.Whisk in brandy, then fold in cooled chocolate mixture.

•Place a kettle of water over heat and bring it to a boil.Fold 1/2 cup whisked egg whites into chocolate mixture tolighten it. Gently fold in remaining whites, careful not to letthe mixture deflate. Pour mixture into prepared springformpan and place pan in a roasting pan. Add boiling water toroasting pan to come halfway up side of springform pan.Bake 45 minutes; top of cake will be hard and inside gooey.

•Remove cake pan from water, and place on a rack tocool completely. Unwrap foil and remove side of springformpan. Place cake on a serving platter. Dust top with confec-tioners’ sugar passed through a sieve. Yield: One 9-inch cake.
