WHEREAS, the fueling systemat the Municipal Service Cen-ter is scheduled for replace-ment in FY2021/22 as the un-derground storage tanks arenearing the end of their 30-yearwarranty; andWHEREAS, funds have beensaved from fuel surcharges inthe Stores Revolving Fundbudget for this purpose and arequest to utilize these fundswill be included in the StoresRevolving Fund’s FY2021/22Capital Outlay budget; andWHEREAS, staff believe itprudent to hire an engineeringconsulting firm to assist withproject design, regulatory com-pliance and project oversight;andWHEREAS, in order to startthe project in July to ensurecompletion by the fall it is ne-cessary to start the design pro-cess with the engineering firmin February and obtain initialpermits for the project butfunds for this are not includedin the current f iscal yearbudget; andWHEREAS, the FY2020/21Stores Revo lv ing Fund ’sbudget needs to be amendedby $30,000 to allow for the hir-ing of a consultant and obtain-ing permits for the project withthe funds coming from the ex-isting fund balance; nowRESOLVED, that in accordwi th Sect ion 11.6 of theCharter of the City of Midland,a public hearing shall be con-ducted at 7:00 p.m., Monday,January 25, 2021, in the Coun-cil Chambers of City Hall, orvirtually due to social distan-cing guidelines as a result ofthe coronavirus pandemic, onthe proposal to amend theFY2020-21 Stores RevolvingFund’s Capital Outlay budgetby increasing expenditures by$30,000 to hire an engineeringconsultant to begin designwork and obtain initial permitsfor the fuel system replace-ment project.
