SUBJECT: INSTALLATION OF THE ARTEX MODEL ME406 EMERGENCY

LOCATOR TRANSMITTER

NOTE Revision 1 of this Service Bulletin is being issued with the purpose of providing additional information for the installation of the ARTEX ME406 ELT remote switch by means a proper switch adapter plate P/N R.0459-001 for aircraft previously equipped with NARCO 910 ELT.

Aircraft that have already embodied the first issue of this Service Bulletin are exempt from application of this Revision 1.

1. GENERAL

1.1 AIRCRAFT AFFECTED P68 aircraft variants up to and including S/N 436 equipped without ARTEX ME406 Emergency Locator Transmitter.

1.2 PURPOSE This Service Bulletin is being issued to supply instructions for the installation of the ARTEX ME406 ELT working on the frequencies of 121.5 MHz and 406 MHz in compliance with Specified Country Requirements and Operator modes and ICAO Annex 10/JAR-OPS 1.820 that can make it necessary to use an added 406 MHz frequency. Where installed, the ARTEX ME406 ELT replace the NARCO 10 ELT and 910 ELT designed to emit an emergency signal on 121.5 MHz and 243 MHz.

1.2 PURPOSE (Cont.) NOTE: SATELLITE PROCESSING OF 121.5/243 MHz EMERGENCY BEACONS IS TERMINATED ON FEBRUARY 1, 2009. The international Cospas-Sarsat Program that uses a satellite constellation to relay distress alerts to search and rescue authorities, announced at its 25th Council Session that it plans to terminate satellite processing of distress signals from 121.5/243 MHz emergency beacons on February 1, 2009. Mariners, aviators, and individuals using emergency beacons will need to switch to those operating at 406 MHz if they want to be detected by satellites.

1.3 DESCRIPTION

Compliance with this Service Bulletin requires the installation of the Kit SB180/1 or Kit SB180/2, as applicable, to be carried out in accordance with the instructions laid out in the Part A, Part B, Part C, Part D and Part E of paragraph 2 hereunder, as applicable.

The modification foresee the following operations: Only for aircraft previously equipped with NARCO 10 ELT or 910 ELT

Part A: Removal of all the NARCO ELT components • Removal of the NARCO ELT transmitter unit located on the left side wall of the

baggage compartment between the fuselage frames Nos. 10 and 11; • Removal of the existing NARCO ELT antenna coaxial cable; • Removal of the NARCO ELT remote switch;

For all the aircraft

Part B: Installation of the ARTEX ME406 ELT transmitter unit.

• Pre-installation of the ELT wiring harness P/N 7.7119-005; • Pre-installation of the ARTEX ME406 ELT antenna coaxial cable P/N 611-6013-

04; • Installation of the new ARTEX ME406 ELT transmitter unit P/N 453-6603 in the

baggage compartment between the fuselage frames Nos. 10 and 11;

Part C: Installation of the ARTEX ME406 ELT whip antenna in the aft section of the fuselage between the frames Nos. 11 and 12.

• Installation of the new ARTEX ME406 ELT antenna P/N 110-773 on the upper fuselage skin between the frames 11 and 12 by a simple drilling operation of the fuselage skin. Only for aircraft equipped with NARCO ELT, it is required to plug the existing hole left free from the removal of the NARCO ELT antenna in accordance with the repair procedure laid out in the FAA AC43.13-1B.

Part D: Installation of the ARTEX ME406 ELT remote switch on the instrument panel

For P68 aircraft variants up to S/N 436 previously equipped with NARCO 10 ELT or 910 ELT, excluding S/N 423

• Installation of the ARTEX ME406 ELT remote switch P/N 345-6196-04 on the instrument panel, adjusting the existing cut-out left free from the removal of the NARCO ELT remote switch in accordance with the repair procedure laid out in the FAA AC43-13.1B,

or, if interference problem will be found between the

ARTEX ELT remote switch and adjacent instruments,

• Installation of the ARTEX ME406 ELT remote switch P/N 345-6196-04 in a suitable free area of the instrument panel and installation of a suitable plug, manufactured in accordance with the repair procedure laid out in the FAA AC43.13-1B, to close the cut-out left free from the removal of the NARCO ELT remote switch;

For P68 aircraft variants up to S/N 436 equipped without NARCO 10 ELT or 910 ELT, excluding S/N 423

• Installation of the ARTEX ME406 ELT remote switch P/N 345-6196-04 in a suitable free area of the instrument panel;

Part E: Return the aircraft to an airworthy condition

• Performing of a Self Test of the ARTEX ME406 ELT in accordance with the procedure laid out in the latest applicable revision of the “DESCRIPTION, OPERATION, INSTALLATION AND MAINTENANCE MANUAL FOR THE ME406 ELT” P/N 570-1600;

• Updating of the aircraft maintenance program and procedures in accordance with the Maintenance Manual Supplement P/N NOR10.771-34;

• Updating of the aircraft technical documentation.

1.4 COMPLIANCE

At owner’s discretion.

1.5 MANHOURS The time necessary for the application of this Service Bulletin including the time required to access the parts and return the aircraft to an airworthy condition is estimated as 48 man-hours.

2. INSTALLATION INSTRUCTIONS

Only for aircraft previously equipped with NARCO 10 ELT or 910 ELT.

Part A: Removal of all the NARCO ELT components 1. Place the aircraft in a suitable working area for the operations to be carried out; 2. Turn all electrical switches OFF. Remove the baggage bulkhead and disconnect the battery

cables (negative cable first); 3. Disconnect electrical and ELT antenna connections from the NARCO ELT transmitter unit; 4. Release the clamp retaining the NARCO ELT transmitter unit to the its mounting tray, and

remove the transmitter unit. Discard all the removed items; 5. Remove the screws securing the mounting tray to the bracket installed between the fuselage

frames Nos. 10 and 11 and remove the mounting tray. Discard all the removed items; 6. Remove the furnishing panel in the concerned area. Insulate the electrical connector and coil

and stow adequately the existing wiring harness. Tag and store in a reserved area the furnishing panel for its subsequent reinstallation;

7. Disconnect and remove the existing NARCO ELT antenna coaxial cable. Discard the removed item;

8. Remove the NARCO 910 ELT antenna P/N 01652-0102 and its relevant attaching parts from the upper skin of the fuselage between the frames Nos. 11 and 12. Discard all the removed items;

9. Remove the concerned instrument panel cover to gain access to the back side of the NARCO ELT remote switch. Tag and store in a reserved area the removed items for their subsequent reinstallation;

10. For aircraft equipped with the NARCO 910 ELT, remove the four screws and nuts attaching the NARCO 910 ELT remote switch to the instrument panel; withdraw the ELT remote switch just enough to gain access to the its back side and disconnect the electrical connections. Discard all the removed items;

11. For aircraft equipped with the NARCO 10 ELT, if installed, disconnect the electrical connections and remove the toggle remote switch and its guard and placard;

12. Insulate the electrical connections and coil and stow adequately the existing wiring harness;

For all the aircraft

Part B: Installation of the ARTEX ME406 ELT transmitter unit (Refer to Figures 1 and 4 and the “Description, Installation and Maintenance Manual for the ME406 ELT” P/N 570-1600)

1. If not already done as per the previous Part A: a) Place the aircraft in a suitable working area for the operations to be carried out; b) Turn all electrical switches OFF. Remove the baggage bulkhead and disconnect the battery cables (negative cable first);

c) Remove the LH side furnishing panel in the baggage compartment between the fuselage frames Nos. 10 and 11;

2. Only for aircraft equipped without the NARCO ELT 910, referring to figure 1, install the bracket P/N 7.2933-1 on the left side of the baggage compartment between the fuselage frames Nos. 10 and 11, using No. 6 rivets P/N MS20470AD4-4. Touch up with Alodine 1200 (MIL-C-5541) then with Epoxy Primer (MIL-PRF-23377) all the reworked surfaces;

3. Referring to figure 4, pre-install the ELT wiring harness P/N 7.7119-005, routing it along the existing avionic wiring harness. Remove all the concerned inspection covers/panels to allow above installation. Secure the ELT wiring harness to the existing avionic wiring harness and fuselage structure with suitable tie wraps;

4. For aircraft equipped with NARCO ELT, referring to figure 4 and where installed, disconnect the existing fuse holder labelled “ELT” from the NARCO ELT wiring harness in the battery compartment and connect it to the ARTEX ME406 ELT wiring Harness previously installed. Insulate and coil and stow adequately the existing NARCO ELT wiring harness;

5. For aircraft equipped without NARCO ELT or for aircraft equipped with NARCO ELT but without the fuse holder labelled “ELT”in the battery compartment, referring to Figure 4, install the flying fuse holder P/N NOR7.335-3 with 1Amp. Fuse P/N NOR7.329-11H in the battery compartment; secure the fuse holder to the wiring harness with a suitable tie wrap;

6. Referring to Figure 4, perform the electrical connections to the ARTEX ME406 ELT buzzer P/N 452-6505 using two splices P/N NOR7.613-1, and install the electrical connector included in the ARTEX ME406 ELT kit, on the existing wiring harness;

7. Referring to Figure 4, pre-install the ARTEX ME406 ELT antenna coaxial cable P/N 611-6013-04, routing it from the installation area of the ELT antenna to the ELT transmitter unit location and secure it to the fuselage structure with suitable tie wraps. Install Roundit cable protective P/N 2000-NX-13-5 on the wiring harness and coaxial cable;

8. On work bench, referring to Figure 1 hereunder, carry out the slot indicated in Detail “b” on the concerned baggage furnishing panel, to allow the routing of the electrical wiring harness and antenna coaxial cable to the cabin inside face of the furnishing panel. Install the plastic grommet P/N MS21266-2N;

9. Only for aircraft equipped with NARCO ELT, referring to Figure 1, remove the existing grommet on the furnishing panel and, plug the free hole with the plastic snap plug P/N NOR7.415-4 or P/N NOR7.415 -3 as applicable; if it is necessary enlarge the hole to the required diameter;

10. Position the baggage furnishing panel in proximity of its installation area and, through the slot previously carried out on it, route the wiring harness and the ELT antenna coaxial cable to the cabin inside face of the furnishing panel and install the ARTEX ME406 buzzer P/N 452-6505 as shown in Figure 1, placing the O-Ring P/N MS28775-117 under the attaching nut. Reinstall the furnishing panel as previously;

11. Referring to Figure 1, position and install the ARTEX ME406 ELT mounting tray P/N 452-3034 on the bracket P/N 7.2933-1, located behind the LH furnishing panel in the baggage compartment, using No. 4 screws P/N MS24693-S51;

12. Referring to Figure 1, insert the ARTEX ME406 ELT transmitter unit P/N 453-6603 into the mounting tray previously installed, at an angle so that the locking ears at the end of it fit into the mounting tray locking slots. Retain firmly in place the ELT transmitter unit using the Velcro strap included in the ARTEX ELT Kit;

13. Perform electrical and ELT antenna connections to the ELT transmitter unit;

Part C: Installation of the ARTEX ME406 ELT whip antenna in the aft section of the

fuselage between the frames Nos. 11 and 12 (Refer to Figure 2 and the “Description, Installation and Maintenance Manual for the ME406 ELT” P/N 570-1600)

1. Referring to figure 2 drill 13 mm diameter No. 1 hole on the upper fuselage skin between the

frames Nos. 11 and 12. Only for aircraft equipped with NARCO ELT, remove any trace of sealant around the existing hole left free from the removal of the NARCO ELT antenna;

2. Check the fuselage upper skin for signs of oxidation in the ELT antenna contacting area. If necessary, remove the oxidation with a fine sand paper;

3. Gain access to the internal side of the fuselage upper skin, between the frames Nos. 11 and 12 and, referring to Figure 2, remove completely the epoxy primer from the area which is concerned by the installation of the reinforcement plate P/N 2.4073-4;

4. Clean the reworked surfaces with Methyl-Ethyl-Ketone or isopropylic alcohol and, where necessary, treat with Alodine 1200 (Specification MIL-C-5541);

5. Referring to Figure 2, position and install the reinforcement plate P/N 2.4073-4 on the internal side of the fuselage upper skin between the frames Nos. 11 and 12 using No. 20 rivets P/N MS20470AD4-4. Touch up with Alodine 1200 (MIL-C-5541) where required;

6. Only for aircraft equipped with NARCO ELT plug the 10 mm diameter hole left free from the removal of the NARCO ELT antenna with a flushed patch in 2024-T3 material (QQ-A-250/4), in accordance with the repair procedure laid out in the FAA AC43.13-1B. Treat the patch with Alodine 1200 (MIL-C-5541), then with epoxy primer (MIL-PRF-23377);

7. Referring to Figure 2, install the new ARTEX ME406 ELT whip antenna P/N 110-773 using the provided attaching parts. Torque the nut to 25÷30 lb.in. (0.20÷0.34 Kgm). Check the antenna for a ground contact of less than 0.003 Ohm;

8. Apply a small smooth fillet with RTV sealant around the periphery of the antenna base to seal out moisture;

9. Connect the preinstalled coaxial cable to the ELT antenna;

Part D: Installation of the ARTEX ME406 ELT remote switch on the instrument panel

(Refer to Figures 3 and 3A as applicable, and the “Description, Installation and Maintenance Manual for the ME406 ELT” P/N 570-1600).

For P68 aircraft variants up to S/N 436 previously equipped with NARCO 10 ELT or 910 ELT, excluding S/N 423 Only for aircraft previously equipped with NARCO 10 ELT: 1. With reference to the required cut-out (refer to Figure 3), and the external dimensions of the

ARTEX ME406 ELT remote switch, adjust the existing cut-out left free from the removal of the NARCO ELT remote switch and drill 3.2 mm diameter No. 4 holes as shown.

2. Deburr the holes and touch up with Alodine 1200 (MIL-C-5541) then with Epoxy Primer (MIL-PRF-23377) all the reworked surfaces and proceed with the step 7 hereunder;

Only for aircraft previously equipped with NARCO 910 ELT: 3. Referring to figure 3A, position the switch adapter plate P/N R.0459-001 on the instrument

panel and using it as a template, adjust the existing cut-out left free from the removal of the NARCO ELT remote switch and drill four 3.2 mm diameter holes enlarging the four existing 2.5 mm diameter pilot holes;

4. Referring to figure 3A, copying from two indicated diagonally opposite free hole used for the installation of the removed ELT remote switch, drill 3.2 mm diameter 100° countersunk No. 2 holes on the switch adapter plate;

5. Deburr all the holes and touch up with Alodine 1200 (MIL-C-5541) then with Epoxy Primer (MIL-PRF-23377) all the reworked surfaces;

6. Referring to figure 3A, install the switch adapter plate P/N R.0459-001 on the instrument panel using two rivets P/N NAS1097AD4-5;

For aircraft previously equipped with NARCO 10 ELT or 910 ELT 7. If interference problem is found between the ARTEX ELT remote switch and adjacent

instruments, individuate a suitable free area of the instrument panel for the installation of the new ARTEX ME406 ELT remote switch and, referring to Figure 3, perform the required cut-out and drill 3.2 mm diameter No. 4 holes. Deburr the holes and touch up with Alodine 1200 (MIL-C-5541) then with Epoxy Primer (MIL-PRF-23377) all the reworked surfaces. Install a suitable plug, manufactured in accordance with the repair procedure laid out in the FAA AC43.13-1B, to close the cut-out left free from the removal of the NARCO ELT remote switch;

8. Install the new ARTEX ME406 ELT remote switch connector included in the ARTEX ELT kit, on the ELT wiring harness previously installed;

9. Referring to figures 3 and 3A as applicable, position the ARTEX ME406 ELT remote switch in proximity of its installation area, just enough to be able to perform the electrical connections on back side of it. Carry out the electrical connections and install the new ARTEX ME406 ELT remote switch on the instrument panel, using the four screws P/N MS35214-13 and four nuts P/N MS21042-04 or four screws P/N MS35214-16 and four nuts P/N MS21042.04 if installed the switch adapter plate P/N R.0459-001 for aircraft previously equipped with NARCO 910 ELT;

10.Install the “CAUTION” placard P/N 591-0427 included in the ARTEX ELT Kit, near the ARTEX ELT remote switch previously installed;

For P68 aircraft variants up to S/N 436 equipped without the NARCO 10 ELT or 910 ELT, excluding S/N 423 1. Individuate a suitable free area of the instrument panel for the installation of the new ARTEX

ME406 ELT remote switch and, referring to Figure 3, perform the required cut-out and drill 3.2 mm diameter No. 4 holes. Deburr the holes and touch up with Alodine 1200 (MIL-C-5541) then with Epoxy Primer (MIL-PRF-23377) all the reworked surfaces;

2. Install the new ARTEX ME406 ELT remote switch connector included in the ARTEX ELT kit, on the ELT wiring harness previously installed;

3. Referring to figure 3, position the ARTEX ME406 ELT remote switch in proximity of its installation area, just enough to be able to perform the electrical connections on back side of it. Carry out the electrical connections and install the new ARTEX ME406 ELT remote switch on the instrument panel, using the four screws P/N MS35214-13 and four nuts P/N MS21042-04;

4. Install the “CAUTION” placard P/N 591-0427 included in the ARTEX ELT Kit, near the ARTEX ELT remote switch previously installed;

NOTE: An operator shall ensure that all ELTs that are capable of transmitting on 406 MHz

Part E: Return the aircraft to an airworthy condition

1. Touch up the head of rivets and the reworked area of the fuselage upper skin between the fuselage frames Nos. 11 and 12, with polyurethane finish paint as per the aircraft livery;

2. Reconnect the battery cables (positive cable first); 3. Perform a Self Test of the ARTEX ME406 ELT in accordance with the latest applicable

revision of the “DESCRIPTION, OPERATION, INSTALLATION AND MAINTENANCE MANUAL FOR THE ME406 ELT” P/N 570-1600;

4. Reinstall the baggage bulkhead and all the removed inspection covers/panels as previously; 5. Reinstall the removed instrument panel cover as previously; 6. Update the aircraft maintenance program and procedures in accordance with the Maintenance

Manual Supplement P/N NOR10.771-34 included in the Kit SB180/1 and Kit SB180/2;
