Dane Bailey is a Floodplain Hazard Specialist for the Kansas Department of Agriculture - Division of
Water Resources. He has a Bachelor's and a Master's degree in Geography from the University of
Kansas and is a Certified Floodplain Manager. Professionally Dane has focused on cartography, soil
science, fluvial geomorphology, GIS, environmental science and riverine flooding. Dane has worked in
the private sector as a cartographer and environmental science consultant for a decade and has been
employed in the public sector by The University of Kansas, the Kansas Geological Survey, and the
Kansas Division of Water Resources.
Ally Bishop is the Region VII National Flood Insurance Program‘s (NFIPS) regional
manager. She has been in her current role for over 4 years. She has more than 15 years’
experience with the NFIP working with WYO (Write Your Own) Companies and vendors.
She has presented at many conferences and town hall meetings. She provides training to realtors,
agents, lenders and city and state officials. One of her greatest joys is providing assistance and
guidance to confused and troubled policyholders.

Mr. Covey has obtained extensive experience in the areas of hydrologic engineering, hydraulic
engineering, and geographical information systems. His knowledge, obtained from over 7 years of
project experience, has played key roles in projects related to Digital Flood Insurance Rate Map (DFIRM)
development, levee certification, dam breach analyses, and city Stormwater analyses & capital
improvement plans. Mr. Covey has a Bachelor’s of Science degree in Agriculture with an emphasis in
soil and water science from Kansas State University. He has extensive knowledge in GIS processes and
methods including the utilization, conversion, and manipulation of LiDAR data for use in a wide range of
project needs including engineering analyses and flood hazard delineations.
Rex Buchanan grew up near Little River, in Rice County, Kansas, on the edge of the Smoky Hills. He has
been at the Kansas Geological Survey, based at the University of Kansas, since 1978, and has been the
Interim Director since 2010. He is the co-author of Roadside Kansas: A Guide to its Geology and
Landmarks (rev. edition, 2010) and editor of Kansas Geology: An Introduction to Landscapes, Rocks,
Minerals, and Fossils (rev. edition, 2010), both published by the University Press of Kansas; co-author of
The Canyon Revisited: A Rephotography of the Grand Canyon, 1923-1991, published by the University of
Utah Press (1994); and co-editor of Geowriting, published by the American Geological Institute
(1995). He is currently the Secretary of the Association of American State Geologists, past chair of the
Geology and Public Policy Committee of the Geological Society of America (GSA), and past president of
the Kansas Association for Conservation and Environmental Education (KACEE), the Kansas Academy
of Science, and the Association of Earth Science Editors. He chairs the Kansas Task Force on Induced
Seismicity. In 2008 he was named a Fellow of GSA, and in 2009 was given the John Strickler award for
environmental education from KACEE. He also provides occasional commentaries on Kansas Public
Radio. He has an undergraduate degree from Kansas Wesleyan University and graduate degrees from
the University of Wisconsin-Madison.

Joe File graduated from Kansas State University in 1997 with a BS in Civil Engineering and a secondary
major in Natural Resources and Environmental Sciences. Following graduation, Mr. File was employed
with the Kansas Department of Agriculture, Division of Water Resources where he eventually became
the Dam Safety Team Leader for the State, responsible for the safety of approximately 6000 dams
statewide. In 2005, Mr. File went into private consulting where he has served as project manager and/or
project engineer on a wide variety of water resources engineering projects, including dam
design and repair projects, levee certification and repair projects, dam breach analysis, inundation
mapping and emergency action planning, and multiple FEMA Map Modernization Projects. Mr. File has
been a key part of AMEC’s transition from the Map Modernization Program to the new FEMA Risk Map
Program.
Mr. Franke joined the Department of Homeland Security’s Federal Emergency Management Agency in
July 1987. He is currently a senior engineer in the Mitigation Division where his responsibilities include
risk identification and analysis for flood and wind hazards. In this capacity he has participated in the
development of FEMA’s safe room guidance and publications, and has conducted dozens of safe room
workshops. He has completed a technical review of nearly 300 community safe room projects with a
total estimated cost over $400 million. Currently he is on the Technical Steering Committees for the
updates to FEMA’s safe room publications.
Mr. Franke has served on the committee that developed the 2008 edition of the International Code
Council/National Storm Shelter Association Standard for the Design and Construction of Storm Shelters,
and participated on the Mitigation Assessment Team that visited Joplin in 2011.
Before his current assignment in Mitigation, he worked in several of FEMA’s National Preparedness
programs. An Ohio native, Mr. Franke attended the University of Cincinnati where he received a B.S. in
Construction Management.

Tara Lanzrath is a Floodplain Mapping Specialist for the Kansas Department of Agriculture, Division of
Water Resources. She has a Bachelor’s Degree in Environmental Studies with a minor in Geography
from The University of Kansas and is a Certified Floodplain Manager. Professionally, Tara has focused
on using GIS for various water resource issues in Kansas ranging from groundwater hydrology to riverine
flooding and has worked for the State of Kansas since 2008.
Bobbi Luttjohann attended the University of Kansas where she received a Bachelor’s of Science in
Environmental Studies. She began her water career at the Division of Water Resources working with
water rights. She continued on to the Kansas Water Office in 2008, with her main focus in the eastern
third of Kansas, most notable in the Marais des Cygnes and Neosho River Basins.

Kyle Manderson is a PMI-Certified Associate in Project Management (CAPM) and a Project Manager for
Atlantic. Throughout his career he has held several positions in the geospatial industry. He started out
as stereo compiler (while still in High School) at a small photogrammetry company, Kyle most recently
worked as a geospatial analyst / aerial sensor operator for Northrop Grumman / 3001 under the Joint
Airborne LiDAR Bathymetry Technical Center of Expertise (JALBTCX) program. Kyle joined Atlantic in
2013 initially as Geospatial Analyst, before taking on project management responsibilities. Among other
projects, he manages the KS Statewide LiDAR program in collaboration with the KS Dept. of Agriculture.
Brian Mayfield is the President, Chief Operating Officer and Owner of Atlantic. He is an ASPRS Certified
Photogrammetrist, a GISCI Certified GIS Professional, a Licensed Surveyor Photogrammetrist in Virginia
and a Licensed GIS Boundary Surveyor in South Carolina. Brian is considered as a Subject Matter Expert
in many geospatial technological areas, including LiDAR, and over his 20+ year career, he has
contributed to important national geospatial infrastructure programs like the USGS 3DEP initiative.

Samantha Medlock is the Deputy Director for Climate Preparedness at the White House Council on
Environmental Quality, Executive Office of the President, where she staffs the President’s Task Force on
Climate Preparedness and Resilience and key initiatives of the President’s Climate Action Plan. Sam also
represents the Council on the Floodplain Management Task Force, the Mitigation Framework Leadership
Group of the National Security Council, and other Federal interagency policy coordinating bodies working
to reduce the risks and impacts of disasters.
Prior to joining CEQ, Sam was Policy Counsel to the Association of State Floodplain Managers, where she
was the organization’s national policy lead in Washington, D.C., providing technical assistance and
testimony in Congress on the National Flood Insurance Program, flood risk and liabilities associated with
levees, and resilient recovery from disasters. Sam also provided expert testimony in complex litigation
and prepared amicus briefs on behalf of the Association. Sam is a recipient of the Army Commander’s
Award for Public Service in recognition of her service on the National Committee on Levee Safety
created to advise Congress after Hurricane Katrina.
Sam has more than twenty years of experience in land use planning and law, hazard mitigation, disaster
recovery, and environmental policy, leading initiatives to promote safer development standards at all
levels of government. Sam is a Juris Doctor graduate with honors from Vermont Law School, earned a
Bachelor of Science in Government summa cum laude from Texas Woman’s University, and has been a
Certified Floodplain Manager since 2001.
Andy Megrail has a Bachelor of Science Degree from Kansas State University in Natural Resource
Management and a Master of Science degree in Environmental Studies from Friends University. Andy
began working with water in the conservation field with the Sedgwick County Conservation District as a
Water Quality Specialist. After 6 years of water quality testing, Andy went to work for the Kansas
Department of Agriculture Department of Water Resources as the Floodplain Mapping Coordinator in the
Cooperative Technical Partner program. After 4 years at the State of Kansas, Andy went to work for
FEMA Region VII, in the Risk Analysis Branch as a Program Specialist. Now he is currently the Natural
Hazards Floodplain Management Specialist for Kansas as a National Flood Insurance Program (NFIP)
specialist assisting communities and their citizens. Along with the duties of NFIP specialist, he is also
the Community Rating System (CRS) Coordinator for Region VII. He promotes the CRS program and
works with communities in the Region to get them entered into and remain compliant within the NFIP
program.

Melissa Mitchell, CFM, is an ISO/CRS Specialist for FEMA’s Community Rating System. Covering 6 states
within 3 FEMA Regions; Kansas, Missouri, Arkansas, Iowa, Nebraska, and Minnesota. Within the 6
states, she manages 82+ CRS communities. She was hired as the Midwest ISO/CRS Specialist
November 2014. Mrs. Mitchell has an AGS with course work in construction management, is a Certified
Floodplain Manager, and Internal Codes Council Permit Technician
Tom Morey began his floodplain management career with the Kansas Department of
Agriculture-Division of Water Resources as the NFIP Specialist in September 2005. He obtained his
Certified Floodplain Manager's designation in May 2006. In May 2007 Tom accepted the position of
State NFIP Coordinator for the State of Kansas. Tom spends a majority of his time working with property
owners, insurance agents, real estate agents and local officials to provide information on the National
Flood Insurance Program. Tom also serves as the President of the ASFPM Certification Board of Regents
and Chairman of the State Hazard Mitigation Team. Tom has a strong background in education, natural
science and public administration. He is a Registered Sanitarian in the State of Kansas. He previously
worked for the Kansas Department of Health and Environment and Parks and Wildlife and has over 9
years of experience in State Service.
Ben Rufenacht PE CFM has a B.S. Degree in Civil Engineering from Kansas State University. He has
been working for Amec Foster Wheeler for the past 9 years specializing in surface water modeling for
FEMA floodplain studies, dam and levee assessment and design, and stormwater assessment and
design. Ben is also involved in an ongoing water improvement project in Guatemala through the
Sunflower State Professionals Chapter of Engineers Without Borders.
Brian T. Rast, PE, CFM, PMP Senior Project Manager, Lead Silver Jackets Coordinator Kansas City
District, U.S. Army Corps of Engineers
Mr. Rast has worked as an engineer in hydrology and hydraulics, since 1993. He received a BS in Civil
Engineering with a secondary major in Natural Resources and Environmental Science from Kansas State
University in 1994. In consulting, he focused on stormwater management and site development plans
that included detention basins. Mr. Rast has been a planner and project manager in the U.S. Army
Corps of Engineers, Kansas City District, Planning Branch, since 2004. He also earned his MS in
Engineering Management from the University of Kansas that year. He completed advanced training from
the Institute for Water Resources’ (IWR) Planning Associates Program in 2007 and finished the Kansas
City District’s Leadership Development Program in 2010. He is a registered Professional Engineer (PE)
in Kansas, as well as a Certified Floodplain Manager (CFM) and a Project Management Professional
(PMP). He manages Civil Works water resource projects in flood risk management and watershed
planning, and he is an advisor to the National Nonstructural Flood Proofing Committee. Since 2009, as
the Lead Silver Jackets Coordinator with state lead hazard mitigation teams in Kansas and Missouri, he
has led over ten interagency projects. Several of the projects were pilots that improve the
management of flood risks. He has facilitated several progressive outreach tools for improving
interagency hazard mitigation work. On August 21, 2012, peer state programs voted the Kansas team
the winner of the 2011 State Team of the Year.

Don is the current Planning Director and Floodplain Manager for the City of Bonner Springs and held the
position since July 2004. Don oversees all Planning and Development that includes comprehensive plan
and zoning changes; plat and subdivision design; subdivision construction oversight; site/landscape plan
review and floodplain management.
Don began his college career in the School of Architecture at the University of Arkansas in Fayetteville,
Arkansas in 1973 after a four-year tour in the United States Navy as an Aviation Ordnancemen with a
tour off the coast of Vietnam in 1969-1970. After three years at the University of Arkansas, he once
again jointed the Navy; and in 1980, he was selected to attend the University of Kansas in an officer
program where he completed the first of two degrees from the KU with a Bachelor’s of Environmental
Design degree from the School of Architecture and Urban Design in May 1982. After KU, Don then
began his flight training in Pensacola, Florida at the Aviation Officer Candidate School (AOCS) and
became a Naval Flight Officer (RIO) in 1984 where he flew the Navy’s F-14 Tomcat on and off the flight
deck of the aircraft carrier USS Saratoga, CV-60 that included combat flight operations during Desert
Shield/Desert Storm in 1990-1991. Don amassed almost 2,000 hours in a variety of tactical aircraft
along with 445 arrested landings. Don retired from the Navy in 1994 after a naval career that spanned
over twenty-two years and returned to Lawrence, Kansas where he began his graduate degree program
in urban planning in 1995. Don graduated in May 1997 from the University of Kansas with a Master of
Urban Planning.
Don is a member of APA-Kansas and a member of KAFM (Kansas Association for Floodplain
Management). Don served as Regional One Director for KAFM from 2006-2011 and elected Chairman
in September 2011 to present.

James Walton, P.E. is a Registered Engineer with a B.S. in Civil Engineering from Kansas State
University. James defected to Missouri (sorry KS) and has worked 16 years for the City of Kansas City,
MO, Water Services Department. James works on the City’s flood warning system and related
emergency response, warnings development and barricade efforts and needs. James supports storm
water review and floodplain review for development and is the City’s CRS coordinator. James does in
house study and design projects and in house program development and management as well as project
management for study, design and construction projects for storm water needs. James provides and
works with the City’s modeling products and spends much time on GIS Analysis, flood risk analysis and
storm system assessments and recommendations for the City’s storm water needs. James is on call for
flood monitoring 24/7 and has been so for 14 of 16 years before a recent co-monitor was hired and
trained (at last!). I believe storm water concerns and issues are at a turning point thanks to key
technologies in modeling and geo-spatial analysis that can work together to tell us much more. So much
that our processes themselves will likely not just need to change, but may actually want to change. I
believe we can develop geo-spatial tools that allow complete visual and analytical analysis of storm risks
and concerns up front to provide better study, planning, design, development and
construction. I’ll discuss what visual and analytical tools and information the City of KCMO’s Water
Services Department is working to develop in order to gain far better directions in design, planning and
development within our community. I look forward to sharing these efforts with you all!
Mr. Zung received his BS in Geology from the University of Missouri at Rolla and a MS in Water
Resources Science from the University of Kansas. Mr. Zung is currently the Water Resources
Engineering Program Manager as well as the Hazard Mitigation Program Manager in the Kansas City
office of Stantec Consulting Services Inc. He also is the Professional Technical Service contractor STARR
Regional Service Center lead for FEMA Region VII. He has 15 years of experience as a hydrologist with a
background in hydrologic and hydraulic modeling and water resource management. He is a Project
Management Professional and a Certified Floodplain Manager experienced with FEMA’s National Flood
Insurance Program, Hazard Mitigation Technical Assistance Program, and Technical Assistance and
Research Contract for FEMA’s Building Sciences Branch. The majority of Mr. Zung’s work includes
project management of federal projects, performs the completeness check review of certification
packages to meet 44CFR 65.10, technical review of floodplain mapping projects, performing hydrologic
analyses, hydraulic analyses and GIS mapping for FEMA flood studies, “No-Rise” analyses, dam breach
analyses, stormwater management analyses, levee interior drainage analyses, and erosion control.

I. Call to Order:
The meeting of the entire membership was called to order by Chairman Slone at 12:35 p.m. with the following officers

II. Approval of the Minutes: September 5, 2013 Annual Meeting Minutes:
Chairman Slone advised the membership the first order of business today is the approval of the 2013 annual business
meeting minutes. Motion by Eldon Miller to approve the 2013 annual business meeting minutes as written; seconded
by Sam Seeley. The motion was approved unanimously.
III. Treasurer’s Report – August 8, 2014:
Chairman Slone asked the membership if there are any questions or comments regarding the treasurer’s report.
There were none. Chairman Slone advised the membership there is a misplaced comma in the report. The Chairman
did not receive $10,000 to go to the ASFPM National Conference. The official report has the comma in the right place.
Chairman Slone stated the KAFM organization now pays the registration to the ASFPM National Conference for all
Board members so long as KAFM is financially able to do so. This is to ensure Kansas is well represented at that con-
ference.
Motion by Sheila Dale to approve the treasurer’s report as submitted; seconded by Linda Finger. The motion was
approved unanimously.
IV. Election of Officers:
Chairman Slone announced the following people are seeking election to the Board of Directors:
Don Slone – Chairman Melissa Mitchell – Vice-Chairman Jon Bristor – Treasurer
Mark Vonachen – Secretary Tonya Richards – At-Large Representative
Chairman Slone commented it is a good working relationship with the Board. Nobody from the membership ran for a
seat on the Board so there was no ballot election necessary for this year. The term for the Board of Directors is one
year and runs from annual conference to annual conference.
V. Installation of Officers:
Slone announce to the membership the 2014-2015 KAFM Board of Directors are:

Secretary: Mark Vonachen At-Large Representative: Tonya Richards Ex-Officio Member – Tom Morey
Motion by Linda Finger to approve the 2014-2015 Board of Directors; seconded by Kelly Dixon. The motion passed by
unanimous vote.
Chairman Slone announced to the membership the Board of Directors for another year and congratulated all Board of
Director members and thanked them for their service.

VI. Special Recognitions:
Chairman Slone presented Sam Seeley with a plaque from KAFM for his years of service on the Board of Directors.
Sam Seeley was the Vice-Chairman and webmaster for KAFM from 2008 to 2013.
Chairman Slone recognized all of the members of the different committees who helped organize the conference.

Chairman Slone said this committee is responsible for putting together the three tracts of floodplain, stormwater, and
CRS training this year. Chairman Slone requested Tom Morey be the Chair the Conference Training Committee next
year and Mr. Morey has agreed.

VII. CFM Recognitions:
Chairman Slone announced the names of the newest CFM’s and presented each one of them with a pin from ASFPM.
The following people have received certification since last year’s conference:
Dan Kahn – Kahn Engineering (Lee’s Summit MO) Neal Cable – Saline County
Casey Jones – City of Hutchinson David Neal – Saline County
Mike Wilson – City of Derby
Chairman Slone stated in 2005 Kansas had 24 CFM’s. Kansas now has 116 CFM’s.
Slone congratulated all new CFM’s on their achievement.
VIII. Conference Certificates:
Chairman Slone announced the conference certificates will be available to everyone after Session 9. The conference
is approved for eight CEU’s toward your CFM renewal. Send the certificate, along with your membership number to
IX. Chairman’s State of the Association
Chairman Slone stated we have come a long way as a professional organization. One of the main reasons is because
of the support we receive from our sponsors. Those long-standing sponsors are:

Other topics discussed were:
Conference Evaluations will be sent out next week through RegOnline. Last year the Board only received 21
responses. The Board wants to know your thoughts on the conference whether we need to improve something or
you’re doing a good job.
The Association is in good shape legally, financially, and training wise.
Liability Insurance is paid and up to date through April of 2015.
2013 Federal Taxes-IRS Form N-990 was filed.
Membership fee for ASFPM will be increasing the next three years up to $500. This Board has kept the
registration for the conference at $150 since 2004. This has been made possible due to the monetary donations
from DWR.
KAFM will apply to ASFPM to sponsor a FEMA 273 course for 2015. In 2013 KAFM sponsored this four day course in
Wichita. This time the course will be held in the Kansas City, Kansas area.
X. Upcoming KAFM Conferences:
2015 Conference will be at “Great Wolf Lodge” in Kansas City on September 2 and 3, 2015. The room rates have
been set at $115 a night. Vice-Chairman Melissa Mitchell is the Conference Planning Chair with assistance from
Chairman Don Slone. Great Wolf Lodge has agreed to keep the water park open for the conference. Anyone who
wants to assist should get in touch with Vice-Chairman Melissa Mitchell.
2016 Conference will be at the “Kansas Star Event Center” in Sumner County. Jon Bristor is the Conference
Planning Chair with assistance from Barry Fleming, Ray Fleming, and Tiffany Bonfiglio.
2017 Conference. The Board is looking for a host city and a conference planning committee.
XI. Other Business
Chairman Slone announced there are several DWR training classes coming in the next few months:
Elevation certificates and letters of map amendment are on October 1, 2014 in Chapman.
Basics of the NFIP are on October 9, 2014 in McPherson and October 30, 2014 in Colby.
Post flood responsibilities is on November 6, 2014 in Chanute
