This letter serves as notification to Caltrans, the Federal Highway Administration (FHWA), and Federal Transit Administration (FTA) of Formal Amendment No. 8 to SBCAG’s 2019 FTIP. The SBCAG Board of Directors approved Formal Amendment No. 8 to the 2019 FTIP at their September 19th meeting. The amendment was presented to the public per guidelines established in SBCAG’s adopted Public Participation Plan. The amendment makes the following changes described below, which are consistent with the Regional Transportation Plan and requirements in 23 CFR 450:
o South Coast 101 HOV Carpinteria (Segment 4A): (MPO ID: CT123): Program Highway Infrastructure Program funds to Segment 4A of the South Coast 101 HOV Carpinteria project. A total of $2,648,893 is programmed in FY 2019/20. (Attachment A)
The 2019 FTIP remains financially constrained, meets air quality conformity, and does not interfere with the timely implementation of Transportation Control Measures contained in the State Implementation Plan. SBCAG STAFF REPORT
SUBJECT: Amendment No. 8 to 2019 Federal Transportation Improvement Program MEETING DATE: September 19, 2019 AGENDA ITEM: 4E STAFF CONTACT: Jacky Mata RECOMMENDATION: Adopt Resolution 19-34 amending the 2019 Federal Transportation Improvement Program through Formal Amendment No. 8 to program Highway Infrastructure Program funds to the U.S. 101 High Occupancy Vehicle Project. DISCUSSION: The Federal Transportation Improvement Program (FTIP) is adopted by SBCAG and serves as the sole reference federal funding document for public review. The FTIP must contain accurate project information and funds allocated before federal funds can be expended on the projects. SBCAG’s role is to amend funding changes into the FTIP as needed. The 2019 FTIP will be the new programming document moving forward. The 2019 FTIP was approved by the SBCAG Board on September 20, 2018. The 2019 FTIP was adopted by the Federal agencies on December 17, 2018. The recommended action is not a project under the California Environmental Quality Act (CEQA) pursuant to sections 15276 and/or 15378 of the CEQA guidelines. Formal Amendment No. 8 to the 2019 FTIP will program the following changes: Highway Infrastructure Program SBCAG has an apportionment from the Federal Highway Administration (FHWA) from the Highway Infrastructure Program (HIP). The funding is considered a one-time apportionment at $2,648,893 for Fiscal Years 2018 and 2019. Eligible projects include construction of highways, bridges, tunnels, including designated routes of the Appalachian development highway system and local access roads under section 14501 of title 40, U.S.C. (link to FHWA website). The FY 2018 apportioned HIP funds must be obligated by September 30, 2021 and the FY 2019 apportioned HIP funds must be obligated by September 30, 2022.
Amendment No. 8 changes the following individually listed project:
o South Coast 101 HOV Carpinteria (Segment 4A): (MPO ID: CT123): Program Highway Infrastructure Program funds to Segment 4A of the South Coast 101 HOV Carpinteria project. A total of $2,648,893 is programmed in FY 2019/20.
(Attachment A) COMMITTEE REVIEW: Formal Amendment No. 8 was presented to TTAC at their meeting on August 1, 2019 and the committee unanimously recommended approval by the SBCAG board. FTIP amendments are available for public review at http://www.sbcag.org/2019-ftip.html. After approval, Formal Amendment No. 8 and the accompanying resolution (Attachment B) will be submitted to Caltrans, the Federal Highway Administration, and the Federal Transit Administration for State and Federal approval.
