September 2016
HIT Policy UpdateJohn D. Halamka
Agenda
• What do you need to do in 2016, 2017, 2018 -
guidance from CMS about Certification and Quality
Measures
• Likely provisions of the final MACRA/MIPS Rule
(November 1, 2016)
• The Impact of the Election (my opinion)
The EHR Products
You’ll Need
• For the CY 2016 reporting period (FY 2018 payment
update), use the 2014 or 2015 Edition
• For the CY 2017 reporting period (FY 2019 payment
update), use the 2014 or 2015 Edition
• For the CY 2018 reporting period (FY 2020 payment
update), use the 2015 Edition
The Quality Measures You’ll
Need
• The language in the IPPS final rule (81 FR 57256) states that for
the electronic submission of CQMs, it requires the use of the
most recent version of the CQM electronic specification for each
CQM to which the EHR is certified. We require that an eligible
hospital or CAH will need to have its EHR technology certified to
the 16 available CQMs in order to meet the reporting
requirements for 2017. Technology is tested and certified to
each CQM individually, that test is the same for either 2014 or
2015 from this point forward. For 2016 and 2017 reporting,
providers/hospitals can use either edition (or a mix of both) as
long as they have at some point certified to each eCQM they
report prior to export/calculation/reporting.
Likely Provisions of the final
MACRA/MIPS rule
• 90 day reporting period
• “Meaningful Use Stage 2” style thresholds
• Pick your own quality measures
• Flexible implementation options
Andy Slavitt’s Blog
• Test the Quality Payment Program.
• Participate for part of the calendar year.
• Participate for the full calendar year.
• Participate in an Advanced Alternative Payment
Model in 2017.

The Impact of the Presidential
Election
• Career vs. Political Appointees
• 16 weeks left
• ONC - Vindell Washington is replaced by Jon White
• CMS - MACRA staff will have continuity
• Payment reform is a bi-partisan issue
