Section 13 of Republic Act 7160, other-wise known as the Local Government Code of 1991 says that “the sanggunians of com-ponent cities and municipalities may, in consultation with the Philippine Historical Commission, change the name of city, mu-nicipal and barangays roads, avenues, bou-levards, thoroughfares and bridges within its territorial jurisdiction”.

The Bicol Harvest Magazine in cooperation with the Kaya Natin Movement and the ABS-CBN are the pro-ponent of the contest dubbed as the Bicol 2012 Essay Writing Competition on the Living Legacy of Secretary Jesse M. Robredo.

Tito S. Sarion, Publisher of the Bicol Harvest Maga-zine said that the essay writing competition is very timely to honor Sec. Robredo who inspires many lo-cal leaders in the country; as such various sectors of the society had considered him as one good man in the public service.

Like the windpower technology – production of solar energy is still considered costlier compared to the other sources of power: geothermal, hydro and oil-fed turbines. As fuel costs are expected to escalate since fossil oil deposits are subject to depletion, we have to maximize our drawings of natural power sources like sunpower and windpower in addition to geothermal energy and hydro resources (which is adversely affected by deforestration).

STOCK MARKET: The Philippine Stock Exchange reported that the combined market capitalization of all stocks listed in the bourse has reached close to P10 trillion as of August 22nd. The PSE growth record is equivalent to 19.1% which is second only to Thailand’s 20.2%. Global investors’ interest for local stocks boosted the average daily turnover of the market to P7.35 billion this year – which record is 32.3% higher than last year (P5.56B).

Investors are shifting towards stock market transactions instead of time

deposits or trust placements with banks due to prevailing ultra-low interests on funds. This financial scenario is triggered by the lethargic economic activities in the industrialized world (Europe, US and Japan). With the low costs of bank deposits, loan grants are also much cheaper. Now is the time for entrepreneurs to open up new ventures or expand on existing businesses aided by borrowed funds.

HOUSING: Another good consequence of the low interest rate regime is the energized activities of PHL realty developers. Opinions Unlimited observes though, that more investments seem to be going the way of townhouses and condominiums instead of medium or low-cost housing. Perhaps the reason here is the lack of areas for development nearer the metropolis or central business districts. The land development trend will add to the overpopulation even in the suburbs.

Development of new provincial business and industrial centers is called for. When employment sources are made available away from the metropolis – residential facilities are naturally needed, complimented by establishment of schools and hospitals …… and shopping centers. In this way – the multitude of Metro-Manila “informal settlers” can be convinced to migrate out. For those who can afford – residing in the frequently flooded MM areas is “no fun”.

WINDPOWER: Our country is regularly visited by around twenty (20) typhoons each year. We consider their entries as natural disasters what with the strong winds that usually cause the destruction of lives and properties. But there is a positive side to natural wind – which is now turning out to be a good source of power. There are existing power production facilities in northwestern Luzon and experiments show that they pass the cost-benefits tests.

Our Energy Regulatory Commission has approved what is called the “feed-in-tariff” (FIT) for wind power installations. The pricing support scheme of the government allows windpower producers to sell at certain percentage above their production costs. Four bidders – with their respective “wind capacity” have been pre-qualified. They submitted project proposals for installations to be constructed mostly in the Ilocos Norte seaboard. Truly – there is power in the winds.

SOLAR: As an archipelago of the “rising sun” – the Philippines is blessed with daily dose of bountiful sunshine. If properly harnessed with the use of modern technology – the rays of the sun can be transformed into solar power. The good thing about solar power production system is that the harnessing can be done by individual buildings. The generated power can be used outright and the excess “kept in stock” for the times when sunshine is not available.

IT is unfortunate that DILG Sec. Jesse Robredo died at a time when the country sorely needs a leader of his mold. His untimely death does not augur well for us.This country, cursed for decades by the presence of greedy leaders,has to wait for another Jesse Robredo to surface again.

The world does not easily produce leaders with admirable traits. If ever they come, they come not very often.They arrive with flashes of lightning and then vanish into the night sky again.

We have him for a brief period- l8 years as Naga City mayor and a couple of years as DILG secretary.Then his plane plunged into the sea and he was gone. The man who has given the country so much has walked into the sunset.

Individuals of such sterling qualities are not numerous.The Israelites who toiled day and night in the brick farms in Egypt had Moses who led them out of bondage.India had Ghandi who fought the Establishment of his day with nothing but bare chest.

This country had Ramon Magsaysay and Benigno Aquino, Jr..They could have changed the world.But they both died early in their career, unable to finish what they

had set out to do for their people.There is a saying that good men die

young.This is true to Magsaysay, true to Aquino, true to Robredo.If such leaders do not die by unnatural causes, they die in the hands of enemies.Aquino was gunned down at the airport tarmac, Magsaysay and Robredo both died in a plane mishap.

* * * * * *There is a task for public officials. They

should study and emulate the life of the late secretary.But I doubt it if they will have him as their role model. It is not easy to

stay uninfected by the corrupt system.Look at many of the so-called

honorable men and women in public service. Do they behave like officials who have a sworn duty to their people?

No wonder, with many people overstaying in public office as if they have torrens titles, enriching themselves and their cronies, insurgency fed by discontentment and frustrations of their constituencies, continues to thrive.

Jesse Robredo could have lessened the disenchantment. He could have brightened the hopes of the common tao. But he is gone from our world.

With the few good men no longer around, President Aquino will have a very hard time fighting the windmills of venalities. How will he combat them with his thinning followers ranged against the multitudes of the army of darkness.

Fashion and Education“Wait until they grow up!” There are parents who

are not into buying quality clothes and shoes for their children while they are still small. They deliberately delay it. According to them, children grow up so fast. It will be a great waste of money and resources since they wont be using it for a longer period of time,anyway. More so, nowadays, most younger siblings are not happy with hand-me downs anymore. As much as possible, they would also want their own new set of clothes and shoes....

Many parents teach their children to be patient and wait until they grow up to get those most coveted style of clothes and shoes. Some even use it as a motivating factor to graduate from school. Many of us knew how was it to be surrounded by peers sporting the latest in styles and fashion while we were still awkwardly sporting our “always” clothes and shoes. We felt envious and, sometimes, even ashame to associate with them..

Education vis-a’-vis fashion. I admire parents who invest much in the early education of their children over providing them with the latest gadgets and stuffs just in order for them to get ahead socially- to be IN the right association, crowd, cliques... I usually observe it happen among families with parent or parents working overseas. How many times did I hear them said that they are pressured to provide their children with what is the latest in the market to assuage their insurmountable feelings of guilt for being physically absent, for a very long time, from their families back home. They vehemently justify that ; “They need it ! “ Of course, they don’t want their children to be in a very pitiful situation of being late or lacking in modern fashion. They love them that much.

I have been overseas, for sometime, and how many times have I told them that this system of providing their families with the latest in trend is so shortsighted. For sure, it wont fill up, substitute or take up the empty space brought about by the long absence from their families.

Fashion are fads that don’t last long. It is time-bound and, more so, at the mercy of people’s fleeting tastes. In the end, it wont add up to anything. It will be gne in a minute or two. Out of sight. Out of mind. On the other hand, getting an education might be too tedious. However, it is life and it is forever. For as long as we have prepared our minds well, it will keep on adding up, growing and generating more and more good ideas for our lives, for our families, for the church and for the community. Furthermore, it is the only way by which we can become bigger and stronger every day to really be of help to others.

The healthiest breakfast would, of course, include some fruit on the side, like a banana, an apple or a slice of mango. Other excellent food choices are eggs, cereals, oatmeal, vegetables, yogurt and skim milk. For our protein needs, our local fare or fish (sardines, tuyo and bangus) are healthy too.

2. Take tomato sauce and green tea.

A scientific study shows that eating tomato sauced (rich in lycopene) leads to longer survival for men with prostate cancer. But in order to release its lycopene, tomatoes should be cooked with a little oil. Ideally, we should consume at least 10 tablespoons of tomato sauce a week or approximately 150 ml a week. So remember to choose red over white spaghetti sauce to get your lycopene needs.

CSC exams slated Oct. 21LEGAZPI CITY -- The Civ-

il Service Commission (CSC) here reminded applicants for the Career Service Professional and sub-professional paper and pencil test on October 21, 2012 to submit their application form and specified require-ments before the September 6 deadline.

Marilou Baduria of the CSC V Examination Services Division said in the “Ugnayan sa Bicol” radio program of the Philippine Information Agency (PIA) here that applicants can personally submit their properly answered application forms at their nearest CSC provincial office.

The Career Service Examina-tion (CSE), said Baduria, is open to Filipino citizens who are at least 18 years old at the time of filing off application regardless of educational attainment and have not taken the same level of examination in less than three months.

Among the requirements to-gether with the Application Form that can be downloaded from the CSC website are four pieces of passport size (4.5cm x 3.5cm)

colored pictures with white back-ground and hand-held nametag taken not more than three months. The name tag must be in the for-mat: First name, Middle name, Last name and Extension name if any, with signature over the printed name.

“The original and photocopy of any valid ID must have a clear picture, date of birth and signa-ture of the owner and the head of the issuing agency,” Baduria added.

Examination fee for both levels of examination is still P500.00.

The testing centers for Bicol region examinees are in Legazpi, Naga and Masbate.

Furthermore, to assure the au-thenticity of the CSE result, con-firmation of eligibility will not be sent through mails but will be given instead through the Award-ing ceremony.

SALUDO: A Concert for Heroes

Every year, Filipino soldiers are killed or incapacitated in line of duty. Our soldiers are compelled by their sworn duty to put their lives in the line of fire even if it means dying and leaving their families to fend for themselves. It is more dif-ficult for the children, whose dreams of a better future die together with their bread win-ners.

This is where the HERO Foundation, Inc. comes in. HERO, which stands for Help, Educate, and Rear Orphans, was founded in 1988 by the late Presi-dent Corazon C. Aquino with then Armed Forces of the Philip-pines (AFP) Chief of Staff Gen. Renato de Villa, as an answer to the growing need to help families of fallen soldiers. The Foundation is presently headed by business-man-philanthropist Fernando Zo-bel de Ayala as the Chairman of its Board of Trustees.

The HERO Foundation’s mis-sion is to provide educational as-sistance in the form of stipends to children or siblings of Filipino soldiers killed in action (KIA), or totally incapacitated due to combat action. For 24 years, it has provided more than P98 mil-lion to 2,261 military orphans to ensure that qualified scholars re-ceive a yearly stipend to support their education. Thousands of military orphans still need edu-cational support as hundreds of Filipino soldiers are killed annu-ally fighting lawless elements and insurgents around the country.

Firmly believing in the cause, many celebrities have shown their support including actor Pio-lo Pascual & top broadcaster Ces Drilon.

In line with this, the HERO Foundation will launch a series of concerts to raise funds that will benefit families of our fall-en soldiers. The concert will be staged in different cities all over the country, with its first leg to be timely held in Naga City, home of many heroes, including Naga’s modern day hero, the late Secre-tary Jesse Robredo.

Dubbed “SALUDO: A Con-cert for Heroes”, the concert will kick-off on Sunday, September 9, 2012 at the Jesse M. Robredo Coliseum. It will feature HERO Ambassadors Billy Crawford, Nikki Gil, Iya Villania and 6Cy-cleMind. Joining them are Kris Lawrence, Shiela Valderrama and the 9ID Band.

Organized by ALV Produc-tions and Bimbo Productions, the concert is co-presented by San Miguel Corporation, ABS-CBN, Philippine Star, Bicol Mail, Globe Telecom, City Gov-ernment of Naga, Avenue Plaza Hotel, Crown Hotel, Ngo & Sons Group of Companies and Gold-print. This concert for a worthy cause is a wonderful addition ev-ery Nagueno could make to their festivities for Our Lady of Pena-francia.

CEB currently operates 10 Airbus A319, 21 Airbus A320 and 8 ATR-72 500 aircraft. Its fleet of 39 aircraft – with an av-erage age of 3.6 years – is the largest aircraft fleet in the Philip-pines. Between 2012 and 2021, Cebu Pacific will take delivery of 21 more Airbus A320 and 30 Air-bus A321neo aircraft orders. It is slated to begin long-haul services in the 3rd quarter of 2013.

In its 16th year of operations, CEB had flown over 60 million passengers. It provides access to the most extensive network in the Philppines, with 32 domes-tic and 19 international destina-tions. The airline also remains a pioneer in the Philippine aviation industry by being the first to of-fer web check-in, self check-in, e-ticketing and Lite Fares.

President Leni Robredo in 2016—why not?By WILLIE JOSE

Come 2016, Atty. Leni Ro-bredo, the widow of former DILG head Jesse Robredo, could possibly be the next president of the Philippines. Well, why not?

Some people might say that this idea is just a wild guess, a fi gment of one’s imagination or it’s tantamount to virtually ask-ing the impossible to happen— in this life, but more so in poli-tics, nothing is impossible.

I’m not a political expert, but this piece is an honest-to-goodness analysis of what I’ve seen, heard and read about the political going-ons back home; this is a short commentary on what on the minds of common people.

The only thing Leni and her loyal followers would have to do is to turn into votes the tsunami-like waves of support shown by the millions of Filipi-nos who had lined the streets to welcome her husband’s fu-neral cortege and had formed the long queues in the funeral wakes, braving the heat and rains, to pay their last respects to her husband.

And this Leni’s presidency scenario is not really farfetched since we have been witnesses to the unfolding of some unbe-lievably history-making events in recent past—that of seeing the rise of reluctant and “ac-cidental” candidates (former President Cory Aquino and now President PNoy) to the presidency.

Well, Malacanang is still a long way to go to-- but for the meantime, Mrs. Robredo must run for the senatorial race next year in order to test water fi rst, so to speak, to fi nd out if she’s gotten the numbers that could

catapult her to the highest posi-tion of the land.

The 2013 election is a good barometer for Leni because topping these elections could only mean that the people have found the right person who could justly carry on President Benigno Aquino’s “ Tuwid na Daan” advocacy. Winning the elections is also an indication that the people would like Leni to continue her husband’s lega-cy of running the affairs of the government with accountabil-ity, honesty and transparency.

Being a lawyer herself, Leni is said to have displayed the willingness to help the com-mon people by joining the Sali-gan (Sentro ng Alternatibong Lingap pa Legal) and she has helped victims of human rights .The Robredos have led simple life; their humble dwelling in Naga City and the fact that they could move around with less security aides are proofs of

their simplicity and humility.If she topped the senate

polls, come hell or high water, Malacanang would be within Leni’s reach.

These days, the cyberspace users —Twitter and Face-book— have been busily ex-changing notes and messages and lunching signature cam-paigns like the Atty. Leni Ro-bredo For Senator Movement, all aimed at convincing Leni to get involved this early in poli-tics.

One Facebook user has this comment “ OO naman, medyo sawa na nga kasi mga tao sa trapos. Eh kaya ang mga Pinoy sanay sa subok nang subok kung sino talaga ang puedeng umayos ng Pilipinas.Baka itong baguhan, mas may maga-wa at mas may political will na maayos ang Pilipinas.” (Yes, the people are sick and tired of these traditional politicians and that’s the reason why we have

kept on trying and trying to look for people who could real-ly fi x the country’s ills. Maybe these new breeds of politicians will have the political will to patch up the Philippines,)

Yes, our countrymen are pinning their hopes on Presi-dent Aquino and his possible successor Atty. Leni Robredo to bring about meaningful changes in the country.

Is this not a wishful think-ing?

But I would like to throw these questions: Are our kaba-bayans really convinced that these good and sincere leaders are capable of fi xing the coun-try’s ills such as poverty, cor-ruption, pollution, natural ca-lamities, diseases, crimes and other forms of violence.

Quoting historian David Fromkin, he said, “Govern-ments are composed of human beings; therefore they are fal-lible and their prospects are uncertain. They exercise a cer-tain power, but only a limited one.” (The Question of Gov-ernment).

So the Bible (God’s Word) aptly warns us not to put trust in man—Psalm 146:3

To conclude this article, I’d like to quote another verse in the Scriptures which all of us can refl ect on: “ It does not be-long to man who is walking.,” wrote the prophet Jeremiah, “ even to direct his step.”—Jere-miah 10:23

His Excellency, President Benigno “Noynoy” Aquino III just recently conferred on him posthumously the Philippine Legion of Honor. This is the highest award the President can bestow. He is given the Legion’s highest rank of chief commander “for life achievement as Secretary of the Inte-rior and as Mayor of Naga City. He was the 11th Legion of Honor with the rank of chief commander recipient since its creation under Army Circular 60 on July 3, 1947.

In his award are the following citations: “for being an exemplar of principled, committed leader-

ship, regardless of personal cost or danger, thereby mak-ing him a man of outstanding life achievement deserving of the highest recognition,”

“For being an advocate, as mayor of Naga City from 1988 to 1998 and again from 2001 to 2010, and Secretary of the Interior and Local Government, of true and trans-formative change, which led to a revitalized city and a vi-brant culture of transparency, accountability, and people empowerment,”

“For being a mentor to public servants who are likewise supportive of change; for choosing to tread the straight and righteous path even at the risk of political persecu-tion, instead of taking the easy and crooked road of the unprincipled,”

“For institutionalizing a virtuous cycle in the Depart-ment of the Interior and Local Government by establishing a full disclosure policy and seal of good housekeeping in local governments; for being a leader who set aside the ostentations of power, choosing the simplicity and honesty of a genuine servant leadership,”

“For his dedication to public service, which earned him the respect and acclaim of his peers and the public, as manifested in the countless accolades he received, such as the Ramon Magsaysay Award for Government Service in 2000, the Konrad Adenauer Medal of Excellence as Most Outstanding City Mayor of the Philippines in 1998, the fi rst ever Dangal ng Bayan Award of the Civil Ser-vice Commission, and inclusion in the Ten Outstanding Young Men of the Philippines (TOYM), among many other awards,”.

The beloved secretary’s early demise shocked the nation. But we can always remember and love him, and show him just that.

Therefore, on behalf of the Naguenos around the world who deeply adore, admire and love the Honorable DLIG secretary and former mayor of the city, I humbly rec-ommend that, through either an Executive Issuance or a City Council Resolution, a statue be erected either at the front of the city hall of Naga or at the welcome rotunda located along Concepcion Grande. I likewise urge the city to rename the rotunda as “Jesse Robredo Circle”. I further move that a committee be formed to oversee the realiza-tion of this project.

It is but fi tting that the city government and its people give him the highest honor of remembrance for the good example he left them.

“ Intramurals serves as a battlefi eld of talents. Here, skills and endurance are tested, camaraderie is also strengthened. While we aim to win and get the top prize, we also instill sportsmanship, discipline and how to gra-ciously accept defeat.”

This was the message con-veyed by Atty. Remelisa Al-felor-Moraleda, the young and dynamic President of the Uni-versity of Northeastern Phil-ippines (UNEP) as the week-long Intramurals reach its fi nal stretch.

UNEPians were encouraged to share their skills and talents in various sports endeavor in line with the celebration of the university’s sports fest. The oc-casion, which took place from August 28 to 31 highlighted various sports events sports like basketball, volleyball, table ten-nis, chess, badminton and sepak takraw. Runners hurdled the 100, 200, 400, 800 meter dash and the 400x 100 meter relay, 4x400meter relay and walk-athon 1500.

Laro ng Lahi competition was also simultaneously held. It

included patintero, hilahang lu-bid or tug of war, sangkay, luk-song sako or sack race, Si Pedro at si Maria sa Bayan, bunong braso or arm wrestling and kick ball for girls. This aims to showcase the traditional games and appreciate the culture of sportsmanship which has honed our early players.

Atty. Remelisa Alfelor-Mo-raleda believes that the sports events will not only polish the psycho motor aptitude of the students, but will also encour-age them to engage in fruitful endeavors.

Ms. Deli Alfelor-Tibi, UNEP Vice President and EVP For Finance said that Intramurals are not only meant for fun and enjoyment but for deeper pur-poses like instilling self disci-pline, cooperation, self-respect, respect for others specially for the offi cials and opponents and to their team mates, fair play and sportsmanship.

“We teach our students to be an academic achiever but we also want them to develop self confi dence and stir their ability to shine even under pressure,” Miss Deli said in an interview.

Procurement will be conducted through open competitive bidding procedures specified in accordance with R.A. 9184 and its Revised Implementing Rules and Regulations.

To bid for this contract, a contractor must submit a Letter of Intent (LOI) and must meet the following major criteria: (1) prior registration with DPWH, (b) Filipino citizen or 75% Filipino-owned partnership, corporation, cooperative or joint venture with PCAB License applicable to the type and cost of this contract, (c) completion of a similar contract costing at least 50% of ABC within a period of 10 years, and (d) Net Financial Contracting Capacity at least equal to ABC or credit line commitment for at least 10% of ABC. The BAC will use non-discretionary pass/fail criteria in the eligibility check and preliminary examination of bids.

Unregistered contractors, however, shall submit their application for registration to the DPWH-POCW Central Office before the deadline for the receipt of LOI. The DPWH-Central Office will only process contractor’s application for registration, with complete requirements, and issued the Contractor’s Certificate of Registration (CRC). Registration Forms may be download at the DPWH website, www.dpwh.gov.ph.

The significant times and deadlines of procurement activities are shown below:

The BAC will issue hard copies of Bidding Documents (BDs) at DPWH, Camarines Sur 3rd Engineering District Office, Tigaon, Camarines Sur, upon payment of non-refundable amount as stated above. Prospective bidders may also download the BD’s if available from the DPWH website shall pay the said fees on or before the submission of their documents. Bids must be accompanied by a bid security, in the amount and acceptable form, as stated in Section 27.2 of the Revised IRR.

Prospective bidders shall submit their duly accomplished form as specified in the BDs in two (2) separate sealed envelopes to the BAC Chairman. The first envelope shall contain the technical component of the bid, which shall include the eligibility requirements. The second envelope shall contain the financial component of the bid. Contract will be awarded to the Lowest Calculated Responsive Bid as determined in the bid evaluation and the post-qualification.

The DPWH, Camarines Sur 3rd Engineering District Office, Tigaon, Camarines Sur reserves the right to accept or reject any or all bids and to annul the bidding process anytime before Contract Award, without incurring any liability to the affected bidders.

3. Eat more vegetables and fruits (and less fatty foods).Every day, we should eat two and a half cups of veggies and

one and a half cup of assorted fruits. If you want to stay younger, eat more of nature’s healthiest fruits like bananas, carrots, tomatoes and citrus fruits. Bananas are rich in potassium, vitamin B6 and follic acid. Carrots and tomatoes have high amounts of antioxidants, including beta-carotene and lycopene, respectively. Citrus fruits like calamansi, suha (pomelo) and dalandan are teeming with healthy vitamin C,

from my window . . . Green leafy vegetables contain vitamins, minerals and fibers known to provide health benefits. Moreover, vegetables are beneficial for people with heart disease, high cholesterol, high blood pressure, diabetes, bowel problems and various cancers. Vegetables are also excellent diet foods because they’re low in fat and high in fiber.

Locally, we have cabbage, pechay, kangkong and camote tops (talbos) and spinach.

4. Regarding food, everything in moderation.Whether we are talking about protein, fats, eggs or alcohol,

take everything in moderation. Excessive alcohol intake leads to a multitude of diseases like liver cirrhosis, liver cancer, stomach ulcers, brain damage, abusive behavior and vehicular accidents. Incidentally , the benefits of red wine comes from the flavonoids in the grapes, and not the alcohol content. A balanced diet of

carbohydrates, protein, protein fruits and vegetables is healthier than a high-protein or a high-fat-diet.

5. Love is the answer.Gerontology professor Dr. David Demko believes that bing in

love can prolong one’s life by as much as seven years. Married people or those with close relationships are generally happier compared to single people living alone. Being in love releases endorphins (happy hormones) that strengthen our immune system. If you don’t have a partner, then having a close friend, a pet or a hobby can be a substitute.

6. Laugh a lot.Laughter is indeed good medicine. Laugh often and laugh

out loud. A study at the University of Calfornia Irvine College of Medicine reports that after watching a funny video, the viewers’ mood iimproved dramatically, Depression and anger dropped by 98%, fatigue fell by 87%, and tension was reduced by 61%. When we laugh, the level of stress hormones, called cortisol, decreases, and the good hormones, called endorphins, increases. Endorphins are natural substances in the body that make us happy.

7. Nurture a group of supportive friends.One study shows that talking to a supportive friend for an hour

is as effective as taking a tablet of pain reliever. They take the stress away. Good friends, like having a caring doctor, can reduce your stress level by 50% to 90%. Invest your time in building close relationships. They are as good as money in the bank.

8. Have (safe) sex more often.Studies show that healthy men who have sex two or more

times a week can decrease their risk for a heart attack or stroke. Women who enjoy sex can also tend to live longer than those who don’t. Data show that increasing one’s sexual activity from once a month to once a week increases one’s general happiness. It’s also good exercise for the heart. How does a person know if he or she is trong enough for sex? One simple step is to climb two flights of stairs. Bir Bicol exceeds tax collection target

LEGAZPI CITY -- The Bureau of Internal Reve-nue (BIR) in Bicol collected P460.455 million in taxes for July surpassing its col-lection goal of P409.380 million by more than P51 million or 12.48 percent.

Its cumulative collection as of July 31 reached P3.17 billion, P35.5 million or 1.13 percent more than the goal of P3.13 billion, the revenue of-fice reported here Thursday.

The amount realized is also higher by P551.27 mil-lion or 21.02 percent com-pared to the P2.62 billion tax collected during the same pe-riod last year.

BIR Regional Director Es-meralda Tabule commended all revenue district officers in the region saying “almost all of them attained their respec-tive collection targets for the month.”

They were given certifi-cates in recognition of their good performance during the

regular monthly staff confer-ence at the BIR regional of-fice here.

Naga City headed by its chief Socorro Lafuente topped the collection perfor-mance with P154.331 mil-lion, P44.84 million or 40.96 percent more than the target collection of P38.725 mil-lion.

Virac, Catanduanes un-der Ma. Teresa Noemi Pizon placed second with P24.72 million, P3.8 million or 18.30 percent of the target collec-tion of P20.901 million.

Masbate City led by Melquiades Cancela landed in the third place with a col-lection of P33.36 million, ex-ceeding its goal of P30.306 million by more than P3 mil-lion or 10.10 percent.

President Benigno S. Aquino III has declared September 3, which falls on a Monday, as a special (non-working) day in the city of Iriga in the prov-ince of Camarines Sur in celebration of its 44th Founding Anniversary.

The Chief Executive is-sued the declaration through Proclamation No. 456 signed by Executive Secre-tary Paquito N. Ochoa Jr. on Aug. 14 to give the people

of Iriga the full opportunity to celebrate and participate in the occasion with appro-priate ceremonies.

On July 8, 1968, Iriga was converted into a city by virtue of Republic Act 5261. However, it was only on September 3 of the same year that the city was formally organized and inaugurated as the third city of the Bicol Region by then President Ferdinand Marcos.

VIRAC, Catanduanes -- Eighty six nursing students from the Catanduanes State Colleges (CSC) passed the 2012 Nursing Licensure Ex-amination (NLE).

The Professional Regula-tion Commission (PRC) an-nounced that 27,823 out of 60,895 passed the NLE given by the Board of Nursing in the cities of Manila, Baguio, Cagayan de Oro, Cebu, Dagu-pan, Davao, Iloilo, Laoag, Legazpi, Lucena, Nueva Ecija, Pagadian, Pampanga, Tacloban, Tuguegarao and Zamboanga last June 2012.

Even though not a single examinee landed in the top 10, CSC performed well with an 88.66 percent passing rate for its 97 first-timers.

However, none of the 10 repeaters passed, lowering the school’s total passing rate to 80.37 which is nearly double the national passing percentage of 45.6 percent.
