Publication of ATP Suspended

At the August Tenth WFSC Executive Board Meeting, the Board voted to temporarily suspend publication of "Across The Fence• during the month of October, pending the appointment of a new Editor. The current Editor, who is personally unable to meet the financial obligations of the office, has been relieved of his duties. In the interim, all inquiries regarding "Across The Fence" are directed to the WFSC Central Office, 221 S. Owen Drive, Madi­son, WI 53705.

It is expected that a letter from the Secretary of WFSC will come to each club during the month of October in lieu of the regular newsletter.

SUMMARY OF EXECUTIVE COMMITTEE MINUTES, AUGUST 10 , 1986

Officers· and active participants of the WFSC met on Sunday, August 10, for over five hours to canplete a two-page agenda. Highlights of the rooeting included a proposal for a bylaw change to allow past-presidents, specific appointees, and the chair or appointed representative of a camdttee, to have the right to vote at Executive Conmittee rooetings only.

Good and bad news was reported by the Treasurer. The good is that the WFSC treasury is now in a very healthy position--the bad is that Mary Ann Sarsfield-Koerner, who has served in the position of Treasurer for many years, has declined a rencmination.

Detailed plans for WISO)PEX ' 86 and the annual convention were finalized, and are included elsewhere in this issue.

The resignation of ATF Editor, Kirk Becker, was accepted to become effective upon CCfllpletion of the September, 1986, issue. WFSC Secretary, Karen Weigt, was instructed to prepare and distribute a follow-up report on WISO)PEX ' 86 , in lieu of an October newsletter.

It was detennined that more time is required to ccxnplete the BLUE Jl'.XlK revisions and a new set of bylaws. The decided alternative was to place certain inmediate amendments on the agenda for the 1986 annual rooeting, and defer the "constitutional meeting" to 1987.

It was agreed that the present naninating procedures for the Hall of Fame should not be altered. It was proposed, however, that the inductee be honored at the banquet on the date of induction, rather than wait until the following year. Discussion ensued about the possibility of making W1SO)PEX ' 87, a Hall of Fame 10-year reunion.

The Publicity and Public Relations Conmittee reported on the success of prorootions done at the WFSC table at AMERIPEX, the First Day Site at Mineral Point, and the WFSC Territorial Exhibition at BelnKJnt. It was suggested the \'IFSC sponsor an annual exhibition similar to that staged at 9elnKJnt, and a proposed site was Cedar Grove in July, 1987 . The WFSC subnltted three entries in the 1985-86 APS Chapter Awards Contest. Plans for imple­menting the use of a District Representatives award were approved. Maryann Brnl11fill

discussed intentions for use of the WFSC inventory of sale items and gifts.

Under New Business, it was decided there was a dire need for the appointment of a Finance Conmittee, the interest-free loan received f ran the Green Bay Philatelic Society --ould be inmediately paid up , the WFSC --ould provide backing for Maryann Bomnan to institute a statewide Youth Club, and the matters of a \'IFSC Stamp Show Registry and

increase in dues for members-at-large, \\Ould be brought up at the annual convention.

Treasurer Declines Nomination

After a decade and more of service to the Wisconsin Federa­tion of Stamp Clubs, Treasurer Mary Ann Sarsfi eld Ko erner has declined re-nomination to the offi c e . Wisconsin will, however, not lose Mary Ann altogether. She is also an officer of the Italian American Stamp Club, a speaker who has presented pro­grams at several Milwaukee-area clubs, and is currently Show Chairman for Milcopex ' 87.

Joining With Juniors by MaryAnn Bowman

Last month, I quoted from a column written by John Hotchner re­garding the do's and dont's of youth philately. The information comes from his column "Stamp Club Idea Trading POst" which appeared in the September 26, l983 issue of Stamp collector. What with the major emphasis being placed on youth philately in recent months, it seemed appropriate to examine the statements. It is my hope that by presenting Hotchner's material in this column, your own clubs will focus more of their attention to the youth attending the .meetings.

The listed items are quoted directly from his September 26, 1983 column. The list is a continuation of ideas, the first 12 ideas having been presented in JIIY last "Joining with Juniors" column. 13. Have stamps available at a price most juniors can afford: a.) penny boxes,

b.) stockbooks with stamps from 1¢ to 25¢, c.)Inexpensive (older with low face value) first day covers and plate blocks.

14. Have an occasional "field trip" -- to a post office, a nearby exhibit, another stamp club, a member's home to see a collection, etc . An ounce of practice is worth a pound of theory.

15. Let juniors know you share their problems. You don't have enough time or money either. Often juniors will give up because they assume that they'll never attain some fictitious philatelic nirvana. Better that they gain a realistic understanding of what adult collecting is really like : The goals are less important than the fun we have in trying to reach them.

·16. Consider getting the parents on your side: Hold a half-hour seminar on "stamp collecting for parents of stamp collectors." Who knows ? You may well reawaken the latent interest of a parent - and there is no better way to help the child.

If nothing else, you will help parents understand the positives and give them a resource point for questions if they see junior going in a direction they ' re uncomfortable with.

17. Accept the waxing and waning of childrens ' interests as they are bombarded by many new experiences, emotions and interests.

18. Take the show"on the road:• visit schools, put on a program for juniors at local libraries, Scout troops, churches, etc. Aside from drawing juniors to your club, you may be able to help start junior clubs.

19. Consider starting your meetings with a half-hour session for juniors only if your adult members have a major abjection to including the young col­lectors in the regular proceedings.

THINGS NOT TO DO 1. DOn't stress education stress fun. Five days of school each week is

enough. Philately is absorbing and fun and happy - or it isn't a hobby. In other words: for country identification it is much better to make a game of the ideographs, with prizes, than to give kids a list and say , "Memorize this."

2. DOn't creat juniors like idiots because they ask elementary or even seem­ingly foolish questions. You learned thousands of things as a child by asking questions. DO you remember how you felt when someone talked down to you or intimaued 4hat you weren't too bright?

3. DOn't assume that any junior is too young to enjoy stamps. It will be at their own level - the colors, the shapes, the designs for youngsters -but the earlier the involvement, the more time they have for philatelic fun.

4. DOn't press juniors to start specializing early. Let beginners explore the variety that stamp collecting offers.

5. DOn't impose your own collecting/condition standards on juniors. They should collect precisely what interests them and what they can afford. You can present alternatives ; even try to sway the decision - but no fair belittleing the choice!

6. DOn't allow beginners to spend "big money" - $1 on a 250 item , for example­repeatedly. Take them aside to expain why that is not wise before a child figures their child is being rooked and "resigns" the child, and then tells all his or her friends that your club is a den of thieves.

7. DOn't suspend your meetings during the summer when juniors have the most freedom to get involved in things like stamps. Attendance may be irregular, b~t whoever comes will enjoy themselves.

!'!hY We Work For The Club Why do we work for the club? It can't be because we don't

have anything else to do. We work, have families, and are in­volved in a lot of other things. It can't be for the praise, because most things are never noticed. It can't be for the pay, because there is none. So why do we continue to work? Truth­fully, for a purely selfish reason--YOU. We love the club, and yes--the work!

It has been said that the busiest people are the ones to ask when a job needs to be done. This is certainly true. They are the ones who will do the work without any thought of getting recog­nition or praise. The job is done, and the club continues to function.

There are several people in the club who are the "gears" that keep this organization moving. You know who they are-­why not pick one or two of them and give them a word of encour­agement. Tell them that you appreciate them and their work.

The greatest rewards are the little things--a smile, a friendly hug, or a pat on the back.
