Service - Summer Holidays In-Hours Extension…HERE

NHS Community Pharmacist Consultation Service (CPCS)… Contractors are encouraged to register to deliver the NHS Community Pharmacist Consultation Service (CPCS) via the NHSBSA Manage Your Service (MYS) Portal to prepare for the service going live on 29 October 2019. This includes claiming the Transition payment supplement, which will be £900 for those who claim by 1st December 2019. A service specification has been published by NHE England and NHS Improvement on the NHS CPCS registration page on the NHS Business Services Authority’s Manage Your Services portal, which will also host a self-assessment tool; and an NHS CPCS toolkit shortly. The PSNC will also publish a template standard operating procedure (SOP) for the service which contractors can amend and adopt for use in their pharmacy if they wish. The new CPCS service replaces the NHS Urgent Medicines Supply Advanced Service and Digital Minor Illness Referral Service pilots which were funded by the Pharmacy Integration Fund. The new service will offer faster access for patients who will be able to see a pharmacist for a same-day consultation for minor illnesses or urgent medicines supply by calling NHS 111.

PSNC and NHSE&I will be holding a joint webinar for pharmacy teams and others interested in learning more about the service and how to implement it; the date and time of the webinar will be announced shortly. Further detail and links to relevant info is attached.

Mandatory Public Health Campaigns… Please note that your Contractual AMR campaign runs from Monday 2nd September until Monday 30th September. For efficiency, materials for both AMR & Stoptober campaigns were delivered to all community pharmacies together in the same clearly marked envelope - Packs will have now arrived with pharmacies.

As part of your contractual requirements all pharmacies should participate in the 6 national campaigns, contractually you are required to report back the number of conversations that you undertake, even if it is a nil response. A Crib sheet is attached for your convenience with this task. Please note that only submission of evaluation through PharmOutcomes will be accepted as proof of participation in the campaign.

A range of posters and information pertaining to each campaign is attached.

Contract Award for Translation and Interpretation Services… Following a robust procurement process, NHS England with NHS Improvement and CCGs wish to announce that Language Empire will be providing translation and interpretation services for general practices, pharmacists, optometrists and dentists in BNSSG, Somerset, Devon, Cornwall and Isles of Scilly (DCIOS). The service will start from 1 October 2019 and will replace previous contracts which had been commissioned prior to delegated commissioning of medical services. All the information available is within the letter ‘Translation Procurement’, attached.

The 2019/2020 Community Pharmacy Seasonal Influenza Vaccination Advanced Service Commenced on 1 September 2019… The main changes to the service specification are: • Notification of the patient having received a vaccination can no longer be sent to the patient’s GP practice by fax – see section 3.14 of the service specification for the alternative methods that can be used • Pharmacy contractors are no longer required to ask patients to complete a patient questionnaire after they have received a flu vaccination • Claims for payments must now be made using the NHSBSA Manage Your Service (MYS) platform within 6 months of the activity taking place, or by 31 August 2020 whichever is the earlier – see section 7.2 for further details • Payment per administered dose of vaccine has increased from £7.98 to £8.08; therefore, with the additional fee of £1.50 per vaccination, contractors will receive a total payment of £9.58 per dose of vaccine administered – see section 7.3 for further details Key next steps for contractors: • Familiarise yourself with this service specification. • Ensure your standard operating procedure (SOP) is up to date. • Ensure training of all pharmacists providing vaccinations on behalf of the pharmacy is up to date, and that support staff are aware of the service and eligible cohorts. • Ensure that all pharmacists providing vaccinations on behalf of the pharmacy sign the patient group direction (PGD). • Be aware of expected delivery timelines and storage requirements for vaccines. • Ensure adequate stocks of consent forms and any other relevant paperwork that is not being completed electronically. • Ensure you are registered on the MYS platform so that you can submit claims for payment. Primary Care Networks (PCN’s)… Primary Care Networks (PCN’s) are a key part of the NHS Long Term Plan, with all general practices being required to be in a network by June 2019, and Clinical Commissioning Groups (CCGs) being required to commit recurrent funding to develop and maintain them. The networks will have expanded neighbourhood teams which will comprise a range of staff such as GPs, pharmacists, district nurses, community geriatricians, dementia workers and Allied Health Professionals such as physiotherapists & podiatrists/chiropodists, joined by social care and the voluntary sector. Under the plans, all general practices will be aligned to a PCN, covering 30,000-50,000 patients, with local Enhanced services funded by CCGs and provided through the new network contracts. The networks will provide the structure and funding for services to be developed locally, in response to the needs of the patients they serve. It is important that community pharmacy teams are fully involved in the work of their PCN. Supply Issue…Diamorphine 5mg injection… NHS England and DHSC have been notified by Accord that they are experiencing ongoing manufacturing constraints with Diamorphine Injection which will not resolve until early October 2019. To mitigate this, it has been arranged for Wockhardt to supply additional quantities of diamorphine 5mg injection. Unfortunately, an expected batch of 5mg diamorphine was not able to be manufactured. This has led to a need to restrict supply as described below: CMU (Commercial Medicines Unit) and the Medicine Supply team have been working closely with both suppliers of diamorphine and other suppliers of alternative opioids in the formation of a management plan to support the NHS over this period. Diamorphine Injection (other strengths) There are enough stocks of all other strengths of diamorphine injection to support forecasted demand of these strengths in the UK but insufficient stocks to cover the forecasted demand of 5mg strength in both primary and secondary care. >The updated UKMI memo can be found HERE which provides more information about the alternatives to diamorphine, the first line agent being Morphine injection.

Check that Your Pharmacy is Accredited as an HLP Level 1… Community pharmacy contractors will be required from 1st April 2020 to be a Healthy Living Pharmacy (HLP) Level 1 as part of their Terms of Service. Achieving HLP Level 1 status is also a quality criterion which is part of the Prevention composite bundle for the Pharmacy Quality Scheme (PQS) 2019/20. HLP accreditation is only valid for two years therefore contractors who are currently an HLP Level 1 are encouraged to check the date when they were accredited as an HLP Level 1 to see if they need to start the process of re-accreditation to ensure they will still be accredited for the date of declaration for PQS (this will be in February 2020) and for the 1st April 2020 deadline. Contractors who are not currently HLP Level 1 are encouraged to start the process of accreditation as soon as possible to again ensure they meet the above deadlines.

CORNWALL: Community Pharmacy Emergency Supply Service - Summer Holiday In-Hours Extension… …Will run from Monday 1 July through to Friday 27 September. During this time, pharmacists working in participating pharmacies will be able to supply a sufficient quantity of medication to Cornish residents (up to five days treatment) and to visitors to the area, (up to 14 days treatment) both in and out of hours. The Emergency Supply Service (in-hours and out-of-hours) is only available for UK registered patients. See link to the Cornwall LPC website, HERE.

Contractor information

The launch date for the NHS Community Pharmacist Consultation Service (CPCS) has been set as 29th October 2019.

This date has been agreed by NHS England and NHS Improvement (NHSE&I), the Department of Health and Social Care (DHSC) and PSNC as part of the ongoing work to implement the first phase of the service, which will see NHS 111 call advisers referring suitable patients to community pharmacy.

To help pharmacy contractors and their teams to prepare to provide the service, which will connect patients who have a minor illness or need an urgent supply of a medicine with a community pharmacy, the draft service specification has been published on the NHS Business Services Authority (NHSBSA) website; the final version will be published by NHSE&I once it has completed its journey through their internal governance process.

NHS England and NHS Improvement

Contract award for Translation and Interpretation services in BNSSG, Somerset, Devon and Cornwall. Following a robust procurement process, NHS England & NHS Improvement and CCGs wish to announce that Language Empire will be providing translation and interpretation services for general practices, pharmacists, optometrists and dentists in BNSSG, Somerset, Devon, Cornwall and Isles of Scilly (DCIOS). The service will start from 1 October 2019 and will replace previous contracts which had been commissioned prior to delegated commissioning of medical services. The new provider will undertake the following services:

• interpretation - spoken word NOT including British Sign Language (BSL); • translation - written word or braille transcription.

NHSEI and CCGs will be working with the new provider to ensure the smooth mobilisation of the service. The new provider will be in touch with primary care colleagues shortly to introduce themselves and confirm working arrangements. We have removed British Sign Language (BSL) from the new contract as we did not secure sufficient assurance on the quality of this element of the service. This decision also reflected feedback from engagement with patients and stakeholders ahead of the assessment of bids. We intend to procure this service separately from the current process.

We have contacted current BSL providers with the intention to continue their service for another year whilst we procure this service separately, excluding Devon where the CCG have made other arrangements for medical services. Pharmacy, optometry and dental practices in Devon will continue to be commissioned by NHSEI until the second procurement is completed.
