Apparently Chipampe who was entitled to approve only K50, 000 in tenders as MD of state run company that depends on tax payers money went on the limb while working with Mumba and a Lutato Nyendwa, the Director Human Resource raising suspicions from colleagues from the production department. Facts on the ground are that in 2012, the state-run newspaper suffered a set-back when an Image Setter it used to print films for the newspaper broke down forcing them to contract printing services externally from the government owned Curriculum Development Centre at a reasonable price below the required tender amount of beyond K50, 000. Chipampe, Nyenda and Mumba however, without consulting fellow Directors such as then deputy managing director Anthony Mukwita and without consulting the Permanent Secretary Mr Emmanuel Mwamba engaged a private firm called Rank Graphics whom they paid tax payers money amounting to more than K350,000.

Isaac Chipampe, Bryson Mumba in corruption scandal

The Anti-Corruption Commission (ACC) has established a case against Former Zambia Daily Mail managing Director Isaac Chipampe together with the current Managing Director Bryson Mumba after the duo abused up to K350 600 rebased or more than K350, million unrebased.

This was done in direct disregard of the ZPPA procurement guidelines which strictly stipulate that Chipampe could only approve K50, 000 at his level.

A protracted probe ensued after Production staff reported the matter to the ACC and the commission has now established in a letter written to the government that Chipampe, Mumba (current MD) and Nyendwa wantonly abused their office.

The ACC states that: “Bryson Mumba, Lutato Nyendwa and Isaac Chipampe abused the authority of their offices in the manner they single sourced Rank Graphics to print films for the Zambia Daily Mail Ltd.”

The letter adds: “as a result of this Zambia Daily Mail spent a lot of money for services offered by Rank Graphics in terms of labour and over time charges. This would have been avoided if the CDC was maintained of if a number of companies were selected and evaluated.”

The ACC, however, is probing the matter further to see whether the trio can be prosecuted but in the meantime, the government has been asked to take action on the matter.

The trio led by Chipampe were responsible for illegally terminating the contract of former Managing Director Mr Anthony Mukwita due to his strong adherence to following laws.

Chipampe is now a Junior Director at the ministry of information while Mumba and Nyendwa remain at the Zambia Daily Mail despite the deep scar of corruption that hangs over them.

Mr Chanda Kasolo, the Information Permanent Secretary is expected to take executive action on the matter in order to send a clear message that graft at state institutions involving tax payers money will not be tolerated.
