Senator Bates champions small business Senator Patricia C. Bates (R-Laguna Niguel) represents the 36th Senate District in the California Legislature, which covers South Orange County, North San Diego County and Marine Corps Base Camp Pendleton. The Carlsbad Chamber wants to congratulate Senator Bates for earning a 100 percent score from the National Federation of Independent Business (NFIB) on its 2016 legislative score card. The NFIB is one of the nation’s leading advocates for small business owners. “One of my top priorities is making it easier for small busi- ness owners to create new jobs, so I am very pleased to have my voting record recognized by the NFIB,” said Bates in a recent statement. “It is already expen- sive to do business in California, so I will continue to do what I can to spare small businesses from additional costs and bur- densome laws originating from Sacramento.” Bates was classified as part of the “NFIB 100% Club,” a distinction given to less than one in four state legislators. If you’ve ever spent an after- noon at the State Street Farm- ers’ Market – where people catch up over tasty food, vendors talk about their products with pas- sion, and children dance to live music – you’ll know it trumps a trip to a grocery store to buy imported avocados. There’s something really spe- cial in knowing about where what you buy comes from, who produced it, and having a rela- tionship with the people who are selling it. Why buy local? Local busi- nesses are owned by people who live in the community and are more invested in the commu- nity’s future. Shopping at local businesses creates more local jobs. While chain stores mostly create positions for cashiers and clerks, local businesses hire accountants, graphic designers and many other positions that online retailers centralize at their corporate headquarters. Local businesses tend to pay higher wages to their employ- ees and they also spend money at other local businesses. That means by buying local, you help create jobs for your neighbors, contribute to improved public infrastructure, and invest in your community. “Shopping locally ensures your tax dollars are reinvested in the community. Sales tax rev- enue the city collects from goods purchased in Carlsbad is used to fund city services we all rely on, from fire and police to parks and libraries,” said Kevin Pointer, Management Analyst for the City of Carlsbad in a statement. “Shopping locally is one way to ensure a sound fiscal resiliency for Carlsbad.” The sales tax rate in Carlsbad is eight percent; one dollar of every $100 spent at a local busi- ness is received by the City and deposited in the City’s General Fund. The General Fund pays for safety services (police and fire), library and arts, parks and rec- reation, development services, street maintenance, and other general city services. For the fiscal year that ended on June 30, the total General Fund revenue for Carlsbad was $148.6 million; of that amount sales tax revenue was $35.2 mil- lion, or 24 percent. The largest economic drivers in the city are auto sales, restaurants, apparel stores, department stores and miscellaneous retail. Together, they generate approximately 31 percent of the total sales tax rev- enue received by the City. So it’s safe to say that the ben- efits of buying local far outweigh the convenience of buying from a big-box store. When you shop in your community, you’re making a choice to help keep your city vibrant and thriving. Americans plan to spend on average $1,175 this holiday season, a 12 percent jump over last year, according to Rubicon Project’s Holiday Consumer Pulse Poll. However, a surpris- ing 22% of shoppers do not plan to shop-in store at all this year. We urge you to take a dif- ferent approach and seek out your fellow chamber members on Small Business Saturday (takes places on Nov. 26) and throughout the holiday season, meet your neighbors and fully integrate your values in your purchasing decisions. Senator Patricia C. Bates (R-Laguna Niguel) represents the 36th Senate District in the California Legislature, which covers South Orange County, North San Diego County and Marine Corps Base Camp Pendleton.

One of the great things about living in Carlsbad is that the city has so many local

options to shop, dine, and play. If you’ve ever spent an after-

noon at the State Street Farm-ers’ Market – where people catch up over tasty food, vendors talk about their products with pas-sion, and children dance to live music – you’ll know it trumps a trip to a grocery store to buy imported avocados.

There’s something really spe-cial in knowing about where what you buy comes from, who produced it, and having a rela-tionship with the people who are selling it.

Why buy local? Local busi-nesses are owned by people who live in the community and are more invested in the commu-nity’s future. Shopping at local businesses creates more local jobs. While chain stores mostly create positions for cashiers and clerks, local businesses hire accountants, graphic designers

and many other positions that online retailers centralize at their corporate headquarters. Local businesses tend to pay higher wages to their employ-ees and they also spend money at other local businesses. That means by buying local, you help create jobs for your neighbors, contribute to improved public infrastructure, and invest in your community.

Taking a stand on issues The Carlsbad Chamber Board

of Directors took a stand in sup-port of, or opposed to, some of the measures on the ballot this month. As a member, you should care that we are taking a stand, and here is why:

• The easiest thing for us to do would be to remain neutral. But sometimes the easy way is not the right way, and sometimes the right way is not the easy way.

• By discussing the topics openly and with a measure of respect for each others point of view, we are able to evalu-ate the pros and cons of the issues from many perspec-tives before deciding what is in your best interest.

• Taking a stand means that we are held accountable to do the research and ask the tough questions about why the issues are beneficial or detrimental to the business community.

• At our Board meetings, we hear a lot of informa-tion from elected officials, city personnel, community agencies, and other orga-nizations that can provide

first-hand information about the background of the issues. Sometimes, what is heard “through the grape-vine” is taken out of context, is embellished, or is just not factual. By getting the information first-hand, we are able to cut through the misinformation and make a decision based on informa-tion that is not discussed through the grapevine.

• Taking a stand and speaking as an organization brings a greater impact to our legisla-tors than one individual acting alone. Our success as an organization to create a favorable business climate in Carlsbad is dependent on the strength of our members, which means that your mem-bership is important to us.

• The State of California is regarded as one of the least business friendly states in the nation. We have an obligation to you to hold our legislators accountable to moderate and reason-able approaches to business legislation.

• If we didn’t take a stand, then we would stand for noth-ing, which is not what your Chamber membership is about.

While the Chamber does not endorse or support specific can-didates, it is our job to research, report, and take a stand on the issues. (For more information, please refer to the Chamber Public Policy Guide at carlsbad.org). You may not always agree with our decisions, and that is OK. In fact it is great. Because it shows that you also are doing your thoughtful research to come to your own conclusions. Being on different sides of an issue doesn’t make us enemies, it just means we are Americans, enjoy-ing our freedom, and practicing the principles and values on which our country was founded. Taking a stand is just the right thing to do.

Carlsbad’s entrepreneurs creating a buzzMany of us who live and work

in the City of Carlsbad know our community as a vibrant place populated by inventive people who convert original ideas into thriving businesses. And now the rest of the world is catching on to our secret, as national media and others are recognizing the city and business community for our entrepreneurial spirit.

The City of Carlsbad Economic Development staff has, over the past several years, emphasized helping our local industries to attract and retain talent, and in 2014 launched the Carlsbad Life In Action® brand and website, which stresses the benefits of living and working in Carlsbad.

It’s little wonder that this pro-motion has taken root, as dem-onstrated by a recent article in the nationally distributed Men’s Journal, which named Carlsbad as one of its “Best Places to Live” in 2016. The article cited several Carlsbad companies, pointing out that local firms take advantage of an ideal climate and oceanfront location to encourage their employees to interweave work and play.

“At ViaSat, a telecom outfit with 2,000 local employees, you’ll find basketball and vol-leyball courts — and wetsuits hanging out to dry,” the Men’s Journal article said, adding that ViaSat is one of many businesses where employees customize their work hours around recreational pursuits.

“‘I usually ride my bike to work,’” the article quoted Andy Parr, a manufacturing manager at Thermo Fisher Scientific. “‘If I have enough time, I’ll take the long way, which makes it a 10-mile route that goes past Batiquitos Lagoon, up a few good hills, and then to our campus, where we have a gym and showers.’”

Carlsbad is home to several industry clusters that rely on innovation and technical aptitude to remain competitive, includ-ing life sciences, information

and communication technol-ogy, action sports, and high-tech/clean-tech. Employees in these industries also command high salaries, making them attractive to young, upcoming talent.

The city has undertaken two recent ventures to stimulate local business and attract and retain talent. The city launched a life sciences incubator in a city-owned building in 2013, to provide laboratory space for scientists to conduct research, with the aim of launching new businesses. And in 2015, the city partnered with MiraCosta College to open an expanded Technology Career Institute in a city-owned building, where the college trains workers as industrial technicians, a much needed skill in North San Diego County.

These factors combine to foster creativity, as reflected in the most recent CONNECT Innovation Report, which evaluates the San Diego region’s innovation econ-omy. Carlsbad ranks high among California cities for innovation based on several metrics, accord-ing to the report.

In 2014 and 2015, for example, Carlsbad hosted 63 startups, the most of any city in the county outside San Diego city. And according to U.S. Patent and Trademark Office data, Carlsbad firms netted more than 650 pat-ents in 2015 — 10 percent of the total issued countywide.

Coincidentally, San Diego County’s 6,500 patents ranked second only to Santa Clara County, home to Silicon Valley, making San Diego the

second-most innovative county in the state, and Carlsbad a signif-icant contributor to that innova-tive spirit. Based on the number of patents issued per worker, Carlsbad averaged 12 patents for every 1,000 workers, compared with 3.6 patents per 1,000 work-ers in San Diego city, and 8 per 1,000 workers in San Francisco.

And while Carlsbad scores high in creativity, it doesn’t do so at the expense of livabil-ity, said the Huffington Post, which called Carlsbad “the anti-Silicon Valley, … a livable, workable city with world-class leading companies in multiple disciplines.” The HuffPost arti-cle singled out local companies for their retention rates, which “are so amazing as to be almost unbelievable.” The article also commended the City of Carls-bad’s efforts in helping local firms retain and recruit talent.

Those efforts were recognized by the League of California Cities magazine, Western City, which featured Carlsbad for its June 2016 cover story, “Carlsbad Focuses on Economic Opportuni-ties in High-Tech Sectors.”

And recently the California Association of Local Eco-nomic Developers presented the city with two awards of merit, the first for the Bio, Tech and Beyond Startup Showcase, which promoted businesses in the city’s life sciences incuba-tor; and the second for the city’s partnership with MiraCosta Community College to house the Technology Career Institute.

And Transforming Local Government’s Alliance for Innovation, which recognizes local governments that improve day-to-day government opera-tions and implement creative business processes, honored the Technology Career Institute with an “Outstanding Achieve-ment in Local Government Innovation Award.”

It’s now fair to say your city, our city, has made its mark as a center for innovation.

Achieving goals against the odds

Believe in the impossible and yourself. As I sit down to jot down my thoughts for my monthly column, my mind started wondering about what I’m thankful for this year. So I want to share a powerful story of determi-nation with all of you.

In 1963, engineer John Roebling came up with a design for the Brooklyn Bridge. Experts told him there would be no way he would succeed. But he ignored them, and devel-oped the concepts of how it could be accomplished.

With the help of his son, Washington, he hired a crew and set to work. But only a few months into the proj-ect, an accident took the life of John Roebling and severely injured Washing-ton, who was left with per-manent brain damage and was unable to talk or walk. Everyone felt that the project would have to be scrapped since the Roeblings were the only ones who knew how the bridge could be built.

Even though Washing-ton was unable to move or talk, his mind was as sharp as ever, and he still had a burning desire to complete the bridge. An idea hit him as he lay in his hospital bed, and he developed a code for communication.

All he could move was one finger, so he touched the arm of his wife with that finger, tapping out the code to communicate to her what to tell the engineers who were building the bridge. For 13 years, Washington tapped out his instructions with his finger until the Brooklyn Bridge was finally completed.

So, you see we do have much to be thankful for. Our spirits and ideals will always be the envy of the world. When times get tough for you, just think of how spe-cial John and Washington Roebling were and how great their will to succeed helped make a great city. Ready Carlsbad honored with Community Partner Award

The USS Midway Museum once again paid tribute to those who serve as the American Red Cross recog-nized inspiring examples of heroic actions, lives saved and community service in October. “Real Hero” honorees were publicly recognized from Military, Law Enforcement, Fire & Rescue, and adult, youth and animal welfare cat-egories. Ready Carlsbad Business Alliance, a partnership between the Carlsbad Chamber of Com-merce, local businesses, and the City of Carlsbad which promotes business emergency preparedness, was honored with the Com-munity Partner Award.

Struggling to contain emotions, attendees heard heart-gripping stories of danger, sacrifice and

selfless heroism. Although quick to dismiss such a label as “hero” for them-selves, honorees spoke of: saving lives with AED and CPR; providing animal welfare support to serve veterans, active duty mili-tary, seniors, families in crisis, and those affected with PTSD, among others; multiple accounts of res-cuing severely burned children and adults from

residential fires; extract-ing victims from horrific traffic accidents; and pro-viding support to the sur-vivors of torture, and their families. The most inspir-ing example of self-less heroism was demonstrated by two young women, just teens, who rescued a boy trapped in a life-threaten-ing rip current.

The Ready Carlsbad Business Alliance was recognized as a commu-nity partner “Real Hero” for its unique symposium series to build community preparedness, its role in assisting residents recover from the 2014 Poinsettia Fire recovery, and response preparedness during the 2015-16 El Niño season. The next RCBA Sympo-sium is on cybersecurity on Friday, Nov. 18.

Local retailer wins Gold Medal honorCoolest Shoes in

California was named a winner of a Gold Medal Service Award in Octo-ber for Outstanding Cus-tomer Service by Footwear Insight magazine.

“Customer Service is the best way that inde-pendent shoe stores can win out over bigger stores and online competitors,” said Mark Sullivan, editor of Footwear Insight, in a recent statement. “It’s also the best way stores can take care of their customers and build a loyal following.”

Coolest Shoes in Cali-fornia was one of 61 other stores that were recognized as winners of the presti-gious Gold Medal honors. The awards are presented to stores that earn a score of 70 or better based on the results of a mystery shop-ping evaluation autho-rized by Footwear Insight, one of the leading trade

publications serving the footwear industry, and con-ducted by an independent third party mystery shop-ping firm.

The company achieved its recognition by earning points on 24 different criteria involved in the shoe buying process, starting with “how promptly were you greeted,” to the measuring of the shopper’s foot, all the way

through the checkout pro-cess and the quality of the bag the shopper received on the way out the door.

Now, in its second year, the Gold Medal Awards are open to all independently owned shoe stores and regional chains that have significant shoe businesses. National chains, running stores, and sports specialty stores are not eligible.

Karl Strauss named top midsize brewery Karl Strauss Brewing

Company was named the nation’s best midsize brew-ery at the Great American Beer Festival (GABF) in Octo-ber. Karl Strauss, San Diego County’s oldest brewery, won four medals at the annual competition in Denver.

Rides to wellness

A new pilot program being launched in the upcoming months will improve transpor-tation availability to seniors and disabled people by pro-viding lifts home and to follow up appointments to qualify-ing patients being discharged from the hospital.

It’s all possible thanks to a partnership between Tri-City Medical Center; SANDAG; and Facilitating Access to Coor-dinated Transportation (FACT), a regional nonprofit serving seniors and disabled people.

The Federal Transit Administration awarded the $200,000 grant for “Rides to Wellness.” The North County initiative was one of 19 agen-cies awarded a “Rides to Well-ness” grant nationally. Only two of the 19 grants were awarded in California.

“Ensuring ease of access to medical care is a priority. The ‘Rides to Wellness’ program and grant is an excellent option to help us serve our senior and disabled patients who have unique transportation needs and obstacles,” explained Tri-City Medical Center CEO Steve Dietlin in a statement.

The pilot project will last 18 months. The objective of the grant is to improve patient out-comes, improve transportation availability and reduce the cost of transportation, as well as overall spending on healthcare by reducing hospital readmis-sions. To learn more, call (760) 754-1252.

E-consults connect patients with specialists North County Health

Services has teamed up with AristaMD to expand an eConsult platform to all clinics system wide at NCHS.

The expansion follows a four-month pilot that sig-nificantly outperformed expectations. In 65 percent of cases where a specialist was engaged for an eCon-sult, the issue was success-fully resolved in under four hours and replaced the

need for an in-person visit.“Not only are we empow-

ering our providers with the support they need to make referral decisions, we are also improving high-qual-ity and timely specialty care access for our patients who may not otherwise have gotten the care they needed,” said Dr. Denise Gomez, Clinical Director of Adult Medicine at NCHS. “As the pilot program was

met with positive outcomes and very high accept-ability by both providers and patients alike, we are thrilled to expand access to the eConsult service to all of our locations throughout North County.”

The eConsult Platform is designed to improve access to specialist care and reduce costs by facilitating rapid collaboration between pri-mary care providers (PCPs,

NPs, PAs) and specialists.

Results of the pilot include:• 65 percent of the pilot

program’s eConsults resolved the patient’s issue altogether so that an in-person specialist visit was not necessary.

• Top three specialties were dermatology, orthopedic surgery and cardiology.

• 91 percent of providers acknowledged that the program had a signifi-cant influence on their patients’ care plan.

• Nine out of 10 providers would recommend the service to others.

Training students to fight cybercriminalsWith cyberattacks seem-

ingly in the headlines on a daily basis, it’s no surprise that cybersecurity workers are in demand.

Identity theft breaches are one type of cybercrime with which many people are familiar, but others include financial fraud, intellectual property theft, denial of ser-vice and hacking.

Cal State San Marcos is helping to fill a critical need by training the next generation of cybersecurity professionals.

Now in its second year, CSUSM’s Professional Sci-ence Master’s Degree in Cybersecurity is one of four in the nation accredited through the National Pro-fessional Science Master’s Association. A Professional Science Master’s program allows students to receive advanced training in a sci-entific field such as cyber-security while developing valued business skills at the same time. As such, both CSUSM’s College of Science and Mathematics and Col-lege of Business Admin-istration provide selected courses for students in the University’s cybersecurity program.

“We believe our program better equips our students to take on leadership roles in cybersecurity within their organizations,” said Teresa Macklin, interim director of CSUSM’s cyber-security program and the University’s chief informa-tion security officer and associate dean for technol-ogy infrastructure.

“It is becoming increas-ingly important for IT professionals to be able to advise, counsel and com-municate effectively with their organization on cyber issues, threats and

vulnerabilities,” Macklin said. “We designed this program to provide them with the information and resources to lead their orga-nizations’ effort to secure their technologies and operations.”

CSUSM’s cybersecurity program is geared toward working professionals by offering evening classes and can be completed in less than two years. Cur-riculum focuses on cyber-threat prevention and IT security management. Although students don’t need to have a cybersecu-rity background, they do need a computer science or technology-related degree (or experience) in order to qualify for admission.

One of the unique aspects of CSUSM’s mas-ter’s in cybersecurity is its Semester-In-Residence (SIR) program, which pro-vides students an opportu-nity to apply their training and knowledge to address a real-world issue or proj-ect. The SIR program also allows companies that might not have the neces-sary expertise for a project to tap into the knowledge of CSUSM’s cybersecurity students and professors.

The SIR program is struc-tured similar to an intern-ship and is done in lieu of a master’s thesis. It requires about 300 hours of project work over 15 weeks.

Even if you’re not look-ing for a career in cyber-security, you’ll still want to take precautions to cyber-protect yourself or your business. CSUSM’s cyber-security program offers five tips to help:

• Back up your data – and do so regularly.

• Understand the value of what you need to pro-tect. Your family photo collection? Your client/customer personal information? This helps you determine the mea-sures you should – and those you must – take to protect those assets.

• Practice safe browsing. Don’t accept “certificate errors.” These are not normal. Each time you enter a password, check to be sure you are using an encrypted session (https://site or the lock symbol, etc.).

• Don’t reuse passwords. If one site is breached, the hackers will try your email or username and password on other sites. You are at risk if you are using the same pass-word in multiple places. Get a password manager program if necessary.

• Make sure your computer is protected with current operating system and applica-tion updates along with an anti-malware application.

8 tips for selecting a Medicare PlanMedicare’s open enroll-

ment period is October 15 - December 7. By now, your mailbox is likely filled with information from insur-ance companies about your coverage choices. The sheer amount of information can be confusing and even overwhelming.

The following tips should help you make sense of it all – and help you make the right decisions. In most cases, this is the only time you can pick a new Medi-care Advantage or Medi-care Part D plan.

Now is the time to think about what you need from your Medicare plan and research your avail-able options to make sure you’re getting the most from your benefits.

1. Decide which services are important to you.

“No two people have exactly the same medical needs,” says Marc Reyn-olds, corporate senior vice president of payer relations at Scripps Health. Even if you both have diabetes, for example, you may take dif-ferent medications, or have other health conditions that affect your care. Make a list of

the medical services that you absolutely need, including:

• Primary and specialty care• Specific physicians or

hospitals that you prefer• Prescription

medications • Care while traveling or

other services

2. Consider your unique needs.

Make sure your plan pro-vides the coverage you need at a cost you can afford.

Factors to consider:

• Premiums, coinsur-ance, co-payments and deductibles

•Out-of-pocket limits •Quality of care

3. Review your plan and check for any changes in 2017.

Before open enrollment begins, your current insur-ance provider will send an Annual Notice of Change/Evidence of Coverage to let you know about any changes that may be made to your Medicare plan starting in 2017. Read this information carefully. Changes may include:

• Costs (premiums, deductibles, copays, out-of-pocket)

• Covered services, provider, hospitals and prescription medications

• Rules for eligibility

4. Choose the plan that best meets your needs.

You may find that your existing Medicare plan will provide everything you need, and you don’t need to make any changes. However, if your current

plan doesn’t fit your needs, your options may include switching Medicare Advan-tage Plans, returning to Original Medicare and making changes to your prescription drug coverage.

5. Check with your employer before making changes.

If your employer or union provides your health insur-ance benefits, you may need to get approval to change your coverage. If you don’t get approval, you may risk losing coverage for your-self as well as your depen-dents. Before you make any changes, check with your benefits administrator.

6. Remember key dates and differences among enrollment periods.

Once you have decided on a Medicare plan, complete the enrollment process. You may be able to do this in person with your agent, online, through the mail or by phone. Remember, there are different time periods for enrolling in Medicare, disenrolling from Medicare Advantage and other actions, says Reynolds. Mark your calendar with the dates and deadlines that apply to you.

CUSD talks trash, rolls out new recycling programs

Banana peels and coffee cups, foam trays and juice boxes, copy paper and lunch bags -- Carlsbad’s schools generate tons of trash every year. County landfills are filling up, with plastic water bottles buried under apple cores and yes-terday’s homework.

To manage the profusion of trash in landfills, the Cal-ifornia Legislature in 2012 passed Assembly Bill 341, requiring that 75% of waste be diverted from landfills by 2020. Right now, Carlsbad schools recycle only about 15 to 20% of waste. State law mandates that we do better. And we believe that it is the right thing to do.

Last year our school dis-trict inaugurated the CUSD Sustainability Committee, consisting of representa-tives from Student Services; Facilities; Nutritional Ser-vices; Custodial Services; Instructional Services; our waste hauler, Republic Services; and Green Teams at each school, made up of staff and students. With the support of our Board of Trustees, the Carlsbad Educational Foundation’s (CEF) Grant Writing Collab-orative submitted a grant application and received $30,000 from the Carlsbad Charitable Foundation. As a result, we are rolling out new recycling programs in all elementary schools located within the City of Carlsbad (including three elementary schools in Encinitas Union School District), serving approxi-mately 8,000 students.

This grant will support

our schools in: Implementing a lunch

waste sorting initiative. For instance, rather than throw styrofoam lunch trays into the trash, we will “tap and stack” them, and they will be picked up to be recycled. This alone should increase our diversion and lower our waste.

Instituting new recy-cling programs. All CUSD classrooms will implement a “twinning” recycling pro-gram: a tan trash container and a blue recycle container will be placed in each room. We will have a “single

stream recycling” process with our waste hauler, Republic, so there will be no need to sort bottles, aluminum cans, or paper anymore. New signage will clearly define what is for recycling and what is trash.

Inaugurating inno-vative educational pro-grams. Students and staff will learn about the importance of reducing waste and the impact that personal behavior can have on the larger community. The education components will include interactive assemblies from the Solana Center for Environmental Innovation at each of the elementary schools, and ongoing training through-out the year. The Solana Center will also provide lunchtime monitoring to support the development of better recycling habits.

The CEF Grantwrit-ing Collaborative’s Chair, Rosemary Eshelman, says, “The Carlsbad Charitable Foundation grant targets elementary schools, but its efforts will have an impact districtwide. It will promote environmental stewardship and significantly reduce the amount of refuse sent to the landfill from our schools.”

We have work to do to sustain these recycling efforts. The ongoing edu-cation necessary for main-taining recycling programs at each site will be sup-ported by staff, students and parents. The school district is also having con-versations with the City of Carlsbad to collaborate to lower all diversion across the city. Once our recycling programs are established, we expect to save money by reducing waste hauling expenses and increasing recycling. More important, our students will learn how to act responsibly to protect our environment.

On the cybersecurity front, Governor Jerry Brown recently signed a bipartisan anti-ransom-ware bill co-authored by Senator Bates.

Senate Bill 1137 authored by Democratic Senator Bob Hertzberg (D-Van Nuys) and co-authored by Senator Bates and others will make “ran-somware” the criminal equivalent of extortion. It will be a crime punishable by up to four years in jail.

Ransomware involves infecting a user’s computer with a virus that locks it

until a ransom is paid. Senate Bill 1137 will define “ransomware” in state law and make it a crime to introduce it into any com-puter, system or network. The range of punishment (up to four years imprison-ment) is equivalent to the punishment under current law for extortion.

Earlier this year, the Orange County Transpor-tation Authority spent $660,000 to fix servers that were held for ransom by hackers. In addition, computer systems at two Southern California hospi-tals were held hostage by hackers after being hit with ransomware. While patient records were not compro-mised, such attacks have become more common and more brazen.

Delivering a historical Thanksgiving In 1621, a rich and plentiful

harvest prompted a historical gathering between Plymouth’s Pilgrims and our land’s Native Americans. Fast forward to 2016 and the same tradition carries on amongst family and friends as our favorite holiday feast, known simply as Thanksgiving.

This year, you and your loved ones can honor the historical tradition that is Thanksgiving at Carlsbad’s Green Dragon Tavern & Museum. Drawn from the colo-nial history of our nation, the New England inspired restaurant serves a bountiful holiday buffet of oven roasted turkey, apple glazed spiral ham and New England Cod — com-plete with all the fixings, including rosemary mashed potatoes, can-died yams, house made stuffings and a variety of seasonal vegeta-bles. created a forum for laugh-ter, discussion, and deeper thinking in Carlsbad since 2001. In its Sixteenth Season, NVA is producing six plays that each explore a differ-ent facet of The American Experience. food and as long time residents of Carlsbad, the owners of Tinleaf Fresh Kitchen and Beach Plum Kitchen, found that the restaurant scene was in need of inexpensive, everyday restaurants that support other local businesses. Locally grown food is full of flavor. When grown locally, the crops are picked at their peak of ripeness versus being har-vested early in order to be shipped and distributed to your local restaurant.

Eating local food is eating seasonally. Even though we are lucky enough in California to enjoy many produce items year round, the best time to eat it is when purchased directly from a local grower. You experience better flavor than produce that have traveled thousands of miles and picked before fully ripe.

Local food has more nutrients. Local food has a shorter time between har-vest and our kitchen, and it is less likely that the nutrient value has decreased. Food imported from far-away states and countries is often older, has traveled and sits in distribution centers before it gets to our restaurant.

Local food supports the local economy. Money spent with local farmers, growers and other vendors stays close to home and is reinvested with businesses and services in our community.

Local food benefits the environment. By purchas-ing locally grown foods you help maintain farmland and green and/or open space in our community.

Local foods promote a safer food supply. More steps between you and your food’s source means more chances for contamination. Food grown in distant loca-tions has the potential for food safety issues at har-vesting, washing, shipping and distribution.

Local growers can tell you how the food was grown. We often ask what practices are used to raise and harvest. When you know where your food comes from, you know a lot more about that food.

The Carlsbad Chamber held its first ever Facebook Live Candidate Forum on Oct. 14 to help inform voters ahead of the General Election.

Using technology to help inform votersOn Friday October 14,

2016 the Carlsbad Cham-ber of Commerce part-nered with Owen Video to host the Chamber’s first ever Facebook Live City Council Candidate Forum. Three out of six candidates took time out of their busy campaign schedules to participate in the forum including: Cori Schumacher, Ann Tanner, and Mayor Pro Tem Lor-raine Wood.

In previous elections, the Chamber has held town hall-style forums, to help voters get to know candidates better and understand the conten-tious issues facing the community.

Although the Cham-ber remains committed to help inform voters about their local elections and the candidates, this year the Chamber decided to try

something new. It turned to technology to try to reach more voters and allow them to ask questions and inter-act with the candidates in an unscripted environment.

The Chamber used Face-book Live to broadcast the Candidate Forum. Anyone with a smartphone, tablet, or desktop was able to watch the interviews live from their office or their home. The Forum followed a simple format where each candidate had time at the beginning of the interview to introduce their campaign. Then each candidate was asked to do some word association with the following words: Vision, qualifications, pri-orities, transparency and growth management. Each participant was given seven minutes to share their thoughts on the five words, and the forum wrapped up

with some final thoughts from each candidate.

The Chamber also cre-ated a Voter Resource Guide (distributed city wide) covering the local candidates and ballot measures for the City of Carlsbad, along with key deadlines for the Nov. 8 presidential election.

As you may know the Chamber does not endorse any candidate. The Voter Resource Guide and Facebook Live Candidate Forum were simply a free resource for the business community.

The Chamber’s goal in using this format was simple; reach thousands of area voters. An informed electorate makes better decisions on Election Day and those decisions should pay off in better represen-tation and more responsive local governments.
