RESOLUTIONHONORING AND COMMEMORATING THE DELEGATES TO THE CONSTITUTIONAL

CONVENTIONS THAT TRANSFORMED PHILIPPINE POLITICAL LANDSCAPE, CELEBRATING THE 50th ANNIVERSARY OF THE 1971 CONSTITUTIONAL CONVENTION

WHEREAS^ the Constitution is the bedrock of the Republic and its writing is an act of freedom coming together the past, present and future of the Nation and the great expectations of the People. It is the evolving history of the Rlipino people;

WHEREAS, It is important for the youth to look into constitutional history so that when the future calls for a revision or an amendment to the Constitution, they can improve on it;

WHEREAS, it is important to commemorate in schools and other educational institutions the various dates of completion of the Constitutional Convention's work or ratification of our constitutions such as February 8 for the 1935 Constitution, which is also the birthday of Claro M. Recto, January 17 for the 1973 Constitution and February 2 for the 1987 Constitution;

WHEREAS, our Constitutional Conventions became a breeding ground for illustrious names in Philippine politics, legal luminaries, and respected leaders that guided the country in the course of its history;

WHEREAS, two former Philippine Presidents headed the 1971 Constitutional Convention as Convention presidents- President Carlos P. Garcia and President Diosdado Macapagal;

WHEREAS, the 1986 Constitutional Convention like the 1934 and the 1971 Constitutional Conventions was composed of men and women of great legal acumen and outstanding leaders such as: Supreme Court Justices Cecilia Munoz Palma, Supreme Court Justice Adolfo Azcuna, Chief Justice Hilario Davide, Supreme Court Justice Flerida Ruth Pineda - Romero, Supreme Court Justice Florenz Regalado Jr., Court of Appeals Justice Regalado Maambong, Senate President Bias Ople, House Speaker Jose Laurel, Jr., Senator Ambrosio Padilla, Senator Ahmad Domocao Alonto, Senator Lorenzo Sumulong, Senator Francisco Rodrigo, Assemblyman Rustico de los Reyes, Jr. and Jose Luis Martin Gascon, its youngest delegate;

WHEREAS, it is important to look Into our past and honor the great men and women delegates of our Constitutional Conventions, some of whom are still living, for their work for the country and to pass and continue their legacy and example to our youth; (Attached is the list of delegates to the Constitutional Conventions)

WHEREAS, by inculcating in our citizenry especially the youth the examples of the delegates to our Constitutional Convention, we may be able to develop among them an active and knowledgeable citizenry, who are advocates of democracy and liberty, and who will be stewards of our country by being active in public discourses about our current predicaments and the future in order to build a national consensus thereon;

WHEREAS, on June 1,2021, the 1971 Constitutional Convention will have its 50th Anniversary;

WHEREAS, a number of the 1971 Constitutional Convention delegates are still living today, such as Vice President Teofisto Guingona, Jr., Sen. Richard Gordon, Elizabeth Johnston, Ricardo Quintos, Lilia De Lima, Jose Levlste, Amado Tolentino, Gary Teves, Leandro Garcia, Sonia Aldeguer, Ernesto Amatong, Teresita Flores, Mary Rose Ezpeleta, Ricardo Sagmit, Gonzalo Catan Jr, Manuel Molina, Victor Ortega, Maria Clara Lobregat, Antonio Araneta, Michael Mastura, Reynaldo Villar, and Natalio Castillo, among others;

NOW, THEREFORE, BE JTRESOL VED, as it is hereby resolved by the Senate of the Philippines in deep recognition of the contribution of Constitutional Conventions in shaping Philippine history and future honors and commemorates the delegates to the 1934,1971 and 1986 Constitutional Conventions in shaping the Philippine history.

RESOL VED FINALL Y that, the following dates of completion of the Constitutional Convention's work or ratification of our constitutions be celebrated by meaningful discussions in schools and other educational institutions particularly: February 8 for the 1935 Constitution, January 17 for the 1973 Constitution and February 2 for the 1987 Constitution.
