5. Chair’s Report Kim Rose welcomed Connie Klimek to her first meeting. On November 27 at 4:00pm, there will be a meeting of the Board / Senate Task Force on Bi-cameral Governance. Kim Rose will be attending. The meeting is open to observers.

6. AC10 Establishment, Revision, Suspension and/or Discontinuance of Programs Policy and Procedures Sal Ferreras brought these documents for feedback. They were posted on the policy blog and many people commented on them. Several revisions were discussed and noted by Sandi Klassen.

7. GV9 Establishment and/or Discontinuance of Faculties and Departments Policy and Procedures

Sal Ferreras brought these documents for feedback. They were posted on the policy blog and many people commented on them. SSCAPP had a discussion on the policy and accepted it. It is also on the agenda for the bicameral task force meeting on November 27.

Several revisions were discussed and noted by Sal Ferreras.

8. HR22 Presidential Search Advisory, Appointment and Re-appointment Policy and Procedures

Harry Gray brought these documents for approval, and said that the only change is on page 4, (j) (iv) of the Procedures.

It was pointed out that there is no provision for what happens if the Board determines that there are no suitable candidates. It was suggested to add Procedure (m) (iii), stating that if the Board deems none of the candidates to be suitable, a new search will be initiated.

Moved by Connie Klimek; seconded by Wendy Belter THAT the Presidential Search Advisory, Appointment and Re-appointment Procedures be recommended to Senate for approval as amended.

9. Academic Schedule

Robert Hensley said the Academic Schedule needs to go to Academic Council. It is therefore withdrawn from the agenda.

10. Items for Discussion - Matrix of Policies in Progress

It was requested that a Matrix of Policies in Progress be placed on the agenda for the December meeting or in the Spring, which would be one year from the last time the list was discussed.

* C.20/AC4 – Student Evaluation and Grading The proposed policy and related procedures have been posted on KPU’s policy weblog (http://blogs.kwantlen.ca/policies/) for a six (6) week public commenting period from November 25, 2014 to January 14, 2015. As part of KPU’s Policy Protocol, the proposed policy will be reviewed by the Senate Standing Committee on Policy Review (SSCPRev) on December 8, 2014 during the public commenting period. It is anticipated that the final policy and procedures will be sent to SSCPRev for endorsement on February 16, 2015, and to be recommended to Senate for approval on February 23, 2015.

A. CONTEXT AND PURPOSE Kwantlen Polytechnic University (KPU) commits to ensuring that students have equitable access to course offerings and recognizes that establishing a rational approach to the order in which students register is therefore necessary. The purpose of this policy is to define the order in which students will be scheduled for registration and the principles that support the order.

B. SCOPE AND LIMITS This policy applies to KPU students enrolled in Senate-approved curriculum where a need to provide a sequence to registration exists. This policy does not apply to students enrolling in courses or programs outside the jurisdiction of Senate, including Continuing / Professional Studies or Apprenticeship programs.

C. STATEMENT OF POLICY PRINCIPLES

The following principles are valued equally:

1. KPU is committed to creating a positive experience for new students by providing first priority access to courses.

2. KPU recognizes the importance of earlier access to courses for students as they near credential completion by giving them earlier priority.

3. KPU supports academic exploration before a student focusses on a credential for graduation. 4. Once a student identifies a specific academic goal, transfer credit should be considered in

calculating nearness to graduation. 5. KPU values academic achievement therefore, students in good academic standing will receive

higher priority access to courses.

Priority and Scheduling of Registration Procedures

A. DEFINITIONS

1. Continuing registration period: The registration period during which all new students who have missed the early application deadline, but have been admitted to the University can register.

2. Declared student: A student who has formally declared their program of intended completion.

3. General interest registration date: The date after which time tickets will not apply and seats are available on a first-come, first served basis.

4. Good academic standing See “Good Academic Standing” in Procedures for Policy L.7, Minimum Academic Standards for Undergraduate Programs

4.5. Institutional GPA: See “Institutional Grade Point Average” in Procedures for Policy C.20/AC4, Student Evaluation and Grading.

5.6. Late registration date: The date after which registration in a course requires the permission of the instructor, and may require the approval of the Dean and the University Registrar.

6.7. New student: The University classifies new students as:

Students who have not been previously admitted to the University per the applicant categories defined in KPU’s Procedures in Support of the Admission Policy (Policy AR2) and have no institutional GPA (no attempted courses); or

Students who have been admitted to the University through KPU’s re-application requirements as defined in KPU’s Procedures in Support of the Admission Policy (Policy AR2).

7.8. Scheduled registration period: The registration period during which all continuing and new students who have met University deadlines will register.

8.9. Time ticket: The earliest time and date that a student can begin registering for courses in an instructional cycle.

9.10. Year standing: Using an appropriate combination of declared program requirements and courses completed, year standing categorizes students by their progress towards a degree.

B. PROCEDURES Prior to the scheduling of registration and assignment of time tickets, students will be classified into one of the following groups based on credits completed and applicability to program. When calculating credits completed for declared students, transferable credits will be included.

Order Group Description

First Priority standing Individual students or groups of students requiring priority access to courses as defined by the Provost. Priority standing of an individual or group must be renewed each semester.

Second New student standing New students.

Third Fourth Year standing Declared students with 90 or more credits completed and in good academic standing.

Fourth Third Year standing Declared students with 60 or more credits completed and in good academic standing.

Policy C.20, Student Evaluation and Grading, is being updated to ensure its alignment with the goals and outcomes of the University Transitions Project. The policy was developed by Robert Hensley (policy developer), and sponsored by the Provost (policy sponsor). As part of the policy development process, a series of consultations with stakeholders took place between August to October, 2014 as follows: Transitions Executive Team August 12, 2014

Academic Council September 29, 2014 Based on the feedback received from the consultations during the policy development process, the following considerations were incorporated in the final draft of Policy and Procedures for C.20:

Combined the Mastery (MAS) and Experience (EXP) Grading Systems into a new Competency-Based Grading System.

Provided additional clarity on definitions, including “Drop”, “Withdrawal”, and associated deadlines.

Provided additional clarity, distinction, and a mechanism for policy enforcement on course attempts and repeats.

Provided clarity on Cumulative GPA and Overall GPA (where the latter is indicated on KPU’s official transcript)

Provided clarity on the TRF grade. Created alignment between a passing grade and a prerequisite grade. Provided clarity on I grade procedures.

Based on preliminary data of “course repeats” at KPU, the proposed changes in the policy aim to:

Reduce the number of repeats by recognizing the most recent attempt / last grade achieved in computing grade point averages and in determining academic standing.

Reduce the number of repeats due to progression issues by changing the minimum allowable grade required in a prerequisite course from a C to a passing grade (unless otherwise stated). Currently, there is a high number of repeats for courses with final grades of C, C- or D across several Faculties. These students are repeating a course in order to achieve one or more of the following:

o A higher pre-requisite grade to progress; o A higher grade to meet graduation requirements; and/or o A higher overall GPA.

In addition to the above, we have revised the section on Evaluation (B. 1. a.). We have tried to make this section clearer, and less prescriptive than what is currently there. We are looking for feedback from the KPU community on the weblog and will consider all feedback before finalizing and taking through the approval channels.

Student Evaluation and Grading Policy

A. CONTEXT AND PURPOSE

Kwantlen Polytechnic University (KPU) is a special purpose, teaching university under the University Act. The University Act states that the senate of a special purpose, teaching university has the power and duty to “set policies concerning examinations and evaluation of student performance” (35.2 (5) (e)) and to “set criteria for academic standing, academic standards and the grading system” (35.2 (5) (h)).

The purpose of this policy is to establish meaningful University grading categories, including a grade system, grade point averages, and related grading procedures.

B. SCOPE AND LIMITS

This policy applies to KPU’s Senate approved undergraduate, vocational and preparatory-level courses. This policy does not apply to courses outside the jurisdiction of Senate, such as Continuing/Professional studies or Apprenticeship courses.

C. STATEMENT OF POLICY PRINCIPLES

1. KPU recognizes the importance of producing grades and reports of student learning achievements that are valid, reliable and accurate representations of each student’s capabilities in relation to clearly articulated learning objectives.

2. Students will be informed of the expectations and learning outcomes in a course prior to registering in that course.

3. KPU is committed to ensuring grades are consistent with national and international benchmarks. Grades must be comparable across the institution and referenced to predetermined standards.

4. KPU’s grading principles should support and facilitate progress to graduation. 5. To support learning, students should be given the opportunity to review their examinations and

papers. Students may request a review of their final course grade with the instructor. 6. The procedures for a Grade Appeal are outlined in the Grade Appeal Policy.

Procedure

A. DEFINITIONS

Course Outline: The Senate approved document detailing the required learning outcomes of a course.

Drop: De-registration from a course prior to the withdrawal period. No record

is noted on the transcript. See Policy AD091 (C39) – Refunds of Tuition and Other Fees for refund procedures.

Drop Deadline: The last date to drop a course; always the day prior to the beginning of

the withdrawal period. Prerequisite Grade: The minimum grade required to register in a course. Semester: A defined number of weeks of instruction, including final evaluations.

Semester-based instructional cycles operate in a tri-semester format called Fall, Spring and Summer.

Syllabus: Provided to each student by the instructor specifying elements that

contribute to the grade in a course and the proportion each represent. The elements include learning outcomes, course requirements, dates, assignments, assessment methods, deadlines, text book(s), how the students will be assessed, and contact information for the instructor.

Term: A period of instruction. Instructional cycles at KPU are defined as

semester-based, fixed-term and continuous.

Withdrawal: De-registration from a course during the withdrawal period. A

withdrawal is posted to the transcript as a W grade. Withdrawal Deadline: For semester-based courses, the withdrawal period begins at the

beginning of the third week of the semester, and ends at the end of the ninth week of the semester. For courses that do not follow semester dates, the withdrawal period begins when no more than 15% of the course has been completed and ends when no more than 60% of the course has been completed.

i. Students' final marks should normally be based on no fewer than three separate evaluations.

ii. A final assessment may be worth no more than 50% of the final mark.

iii. A minimum of two evaluations must be given, graded and returned prior to the last day for withdrawal from a course so that a decision may be reached by the student about the likelihood of success in the course.

iv. Evaluations in courses using the Competency-Based Grading System may differ from the above.

b. GRADING SYSTEMS

i. KPU has two Grading Systems: the Standard Grading System and the Competency-Based Grading System.

c. NON-GRADES The following non-grades are applicable to both grading systems at KPU:

I N/A Incomplete – Course requirements to be completed before a specific deadline date (see d. below).

CIP N/A Course In Progress

DEF N/A Deferred – the course duration does not correspond to the usual term duration. A final grade will be assigned within a year.

d. INCOMPLETE (I) GRADE INFORMATION

i. The I grade is intended to assist a student in completing course assignment requirements when circumstances prevent them from doing so during and by the end of the term.

ii. The guidelines used for the development of an I Contract are:

1) Previous work in the course should have been at a satisfactory or passing level;

2) The student must have been prevented from completing requirements by some abnormal circumstances, such as:

a) embarking on a project whose completion turns out to be more time-consuming than contemplated

b) an emergency situation such as illness or accident has prevented the student from completing one or more of the course requirements.

3) The student must complete an I contract within eight weeks after it is made; the due date may be extended due to extreme circumstances if approved by the Dean and the Registrar. The I contract form is available on the KPU website.

e. GRADE POINT AVERAGE

i. The grade point average expresses the academic performance of a student as a numerical weighted average. It is calculated by multiplying the grade points associated with the letter grade assigned for a course by the number of credit hours assigned to that course; add those values for all courses taken; and divide the result

by the total number of credit hours registered. Withdrawals are not included in the calculations. For repeated courses, only the last grade achieved is used in the calculations.

ii. A GPA is calculated for each academic level and is based only on courses at that level.

Academic levels at KPU include graduate, undergraduate, vocational and preparatory. The transcript will reflect each level separately.

Example of the calculation of a GPA:

Term grade point average (TPGA): 37/15=2.47 Cumulative grade point average (CGPA): Is the average calculation of all KPU term GPA’s

into a Cumulative grade point average.

1) Term Grade Point Average (TGPA) is the GPA calculated for all courses taken in a specific term at KPU.

2) Institutional Grade Point Average (KGPA) is the cumulative GPA calculated for all KPU courses.

3) Transfer Grade Point Average (RGPA) is the cumulative GPA calculated for transfer courses from another post-secondary institution that are accepted for credit at KPU.

4) Cumulative Grade Point Average (CGPA) is the cumulative GPA calculated for all courses completed at KPU and transfer courses. It is noted on the transcript as Overall Grade Point Average.

5) Program Grade Point Average is not institutionally defined. It can be determined at a program level but is not posted to the transcript. A record of how the program GPA is calculated is maintained in the Registrar’s office.

f. RECOGNITION OF A PASSING GRADE

i. Courses in which a passing grade has been achieved may be used to satisfy program requirements for graduation.

g. REPEATED COURSES

i. All grades are recorded on the student's transcript. If a course is repeated to replace a grade, the most recent or last grade will be used to compute grade point averages and to determine standing. A course may only be attempted twice; the original attempt and one repeated attempt. An attempt includes equivalent courses completed through transfer credit.

ii. A course for which a ‘W’ or ‘WE’ grade has been awarded will not be considered as an attempt or a repeated attempt.

iii. A course that is a prerequisite for another course that has been successfully completed cannot be repeated.

h. MINIMUM GRADE REQUIRED IN PREREQUISITE COURSE

i. Normally, in order to enrol in a course for which there is a prerequisite course (or courses), a student must have been assigned a passing grade or higher or an AE or TRF in the prerequisite course (or courses) unless otherwise stated in the course outline.

i. PRIOR LEARNING ASSESSMENT AND RECOGNITION (PLAR)

i. Credit granted through the PLAR or prior learning assessment process may be used to satisfy a graduation requirement, and recognition of PLAR will appear on the transcript.
