I am pleased to present this report to my colleagues in parliament and I hope you will find this interesting and informative since it carries something unique and different.

On the invitation of the Chief of Naval Staff, Admiral Asif Sandila , the Senate Defence Committee visited Karachi as well as the strategic ports of Ormara and Gwadar in Balochistan and we were able to get a first hand perspective on maritime security as well as the pivotal role that the Pakistan Navy is playing to protect our maritime boundary and our maritime resources. Among the armed forces, the Pakistan Navy, despite its strategic role, has never been allocated the budget that is commensurate with its vital role in the changing times.

stIn the 21 Century when the balance of economic and political power is shifting from West to the East and the “Asian Century” is on the horizon, the primary of projection of military power in Asia is through the Navy be it the United States, China or India.

Hence, as Pakistan is located in one of the most strategic parts of Asia, it is imperative that the Pakistan Navy be beefed up with better budget allocations as well as modernisation of equipment to make it a lean but efficient arm of the Pakistan armed forces.

What was a pleasant surprise for the members of the Defence Committee delegation, which included representatives of the Government of Balochistan as well as both the nationalist parties of Balochistan with the National Party President, Mir Hasil Khan Bizenjo personally present and the PkMAP President, Mehmood Khan Achakzai nominating his colleague, Abdul Qahar Wadan, Minister in the Provincial Government to be represented at the delegation. We were fortunate that the Chief Minister Balochistan nominated his Adviser, Dr. Mohammad Ishaq Baloch to accompany the delegation as a special invitee.

We were not only overwhelmed by the Pakistan Navy's warm and gracious hospitality but we were also impressed by what members deemed as “exemplary civil-military relations” and the Pakistan Navy's positive and popular role in “forging bonds with the people of Balochistan”.

Another new and unique initiative taken by the Senate Defence Committee has been to serve as bridge between the media and the military and in this context, the Senate Defence Committee not only produced the first Media Manual on Defence Budget as a public service to the parliament and the press but in cooperation with the Ministry of Defence, the Committee organized the first ever briefing on the defence budget for the media. This turned out to be a very productive discussion based on candid exchange of views as well as questions from the media regarding various facets of the defence budget. Air Marshal Arshad Quddus, Additional Secretary Defence was very forthright in answering questions from the parliamentarians and the press.

Another element contained in this report is the visit of Lt. Gen. Sir David Roberts, Commandant of the Royal College of Defence

Studies in the United Kingdom. This premier institution of high military learning and training in the UK has produced a number of senior officers of the Pakistan armed forces including 2 recent Chiefs of Staff o the Army. The interaction with the military brass together with Senatorial colleagues helped in promoting better understanding of issues. During interaction, we made it clear that peace cannot be compartmented and segmented and if there are efforts for peace in Kabul while Kashmir continues to burn this would result in impediment to durable stability and peace in the region as well as normalization in Pakistan-India relations. We also welcomed the visit of the Pakistan Prime Minister to India in response to the positive invitation of the newly elected Indian Prime Minister as a vivid demonstration of Pakistan sincerely seeking normalization with its neighbour. We stated that Pakistan is ready for arm control and disarmament based on reciprocity and equality in the South East region. We were impressed by the questions asked by the delegation of the RCDS which included representatives of 10 different countries.

This is a special report of the Senate Defence Committee covering its Visit to Karachi, Ormara and Gawadar from February 21-23, 2014.during which, the Committee visited the facilities and installations of the Pakistan Navy along the coastal areas of Pakistan. The delegation was spearheaded by the Chairman Committee, Senator Mushahid Hussain Sayed and consisted of Senator Farhatullah Babar, Senator Sardar Ali Khan, Senator Mrs. Sehar Kamran, Senator Haji Muhammad Adeel, Senator Malik Muhammad RafiqueRajwana, Senator Abdul Rauf, Senator Muhammad Mohsin Khan Leghari and Secretary Committee Mr. Sharifullah Khan Wazir. Senator Mir Hasil Khan Bizenjo, Mr. Abdul QaharWadan (MNA) and Dr. Ishaq Baloch, Adviser to the Chief Minister Balochistan, also accompanied the delegation as Special Invitees.

During this pioneering parliamentary visit, the members got the opportunity to gain sufficient insight into Pakistan's Naval defence and the coastal development along Karachi, Ormara and Gawadar. They were enlightened by comprehensive briefings by the Pakistan Navy on its defence capabilities, the strengths and weaknesses of its installations, facilities and technology. To its great surprise, the Committee also observed and learnt about the Pakistan Navy's social development contributions for the local populace which includes establishment and running of a school, college and hospital, in addition to other social services like provision of water supplies in the four flung area of Balochistan Province.

The unequivocal policy recommendation of the Committee is that the budget allocated to the Pakistan Navy must be increased to keep it up-pace and competitiveness with the emerging challenges of defence vis-à-vis other regional players. All the efforts of the Pakistan Navy in social development of the people were lauded by the members, who deemed them as “exemplary civil-military relations” and “forging bonds with people of Balochistan”. The Chairman, on behalf of the Committee, extended full support in achieving the aims and objectives of Pakistan Navy.

The first part of this special report includes overviews of different facilities and installations visited by the Committee, the briefings they received about the sites and the policy recommendations put forth by the members. The second part is the verbatim of the speeches made by the Senators about their visit on the floor of the House during the Senate session; the delegation members discussed their observations and recommendations, terming this as very crucial visit concluded under the able leadership of Senator Mushahid Hussain Sayed.

The report also includes minutes of Media Workshop for Defence Reporters Forum (DRF) wherein Additional Secretary Defence gave a detailed briefing on defence budget, which was first ever debate on Pakistan's defence budget. Also enclosed in this Report is the visit of a high-level delegation of the Royal College of Defence Studies which met the Chairman Senate Defence Committee on May 27, 2014 at the Parliament House. The Chairman shed light on many pressing contemporary issues like the Indian Elections and its implications for Pakistan and the region, regional security and domestic politics. This part of the report provides the reader a candid insight of the parliamentarians on current issues.

Introduction:

Senate Defence Committee under the Chairmanship of Senator Mushahid Hussain Sayed visited the facilities and installations of the Pakistan Navy in Karachi and Coastal Areas, including Ormara and Gwadar. The delegation consisted of Senator Farhatullah Babar, Senator Sardar Ali Khan, Senator Mrs. Sehar Kamran, Senator Haji Muhammad Adeel, Senator Malik Muhammad Rafique Rajwana and Senator Abdul Rauf, Senator Muhammad Mohsin Khan Leghari and Secretary Committee Mr. Sharifullah Khan Wazir. In addition to this, Senator Mir Hasil Khan Bizenjo, Mr. Abdul Qahar Wadan (MNA) and Dr. Ishaque Baloch, Adviser to Chief Minister Balochistan, also joined the delegation as Special Invitees.

stVisits and Briefings: 21 Feb 2014The delegation visited Pakistan Naval Tactical School, the Pakistan Navy Dockyard, Submarine Center and Karachi Shipyard & Engineering Works at Karachi. During the visit, comprehensive briefings were given to the committee on the emerging regional challenges in the region and Pakistan Navy's response, measures and infrastructure upgrading.

At PNTS (Pakistan Naval Tactical School) the delegation was

very warmly received by Admiral Muhammad Zakaullah, Vice Chief of Naval Staff. He appreciated initiative of the elite Parliamentarians to visit Pakistan Navy and the maritime infrastructure along its coast. Presentation to the Committee was made by Rear Admiral Kaleem Shaukat, Deputy Chief of Naval Staff (Operation) in the following sequence:

· Significance of the Oceans:Sea is the most economical mode of transportation and also provides valuable mineral and sea food resources. About half of the world's trade by value and one third of its oil consumption pass through the Indian Ocean. Any interruption in this traffic flow would have devastating effects on economies of under developed as well as the developed countries and may create a global energy crisis.

· Challenges: Pakistan's chief adversary in the foreseeable future remains India. Indian Navy embarked upon an ambitious development plan to augment force levels, allocating a share of approximately 19% of defence budget which is more than the entire budget of Pakistan. Therefore dealing effectively with the Indian

Naval threat remains the foremost challenge. Moreover post 9/11, asymmetric challenges of maritime terrorism, piracy, narco-arms and human smuggling remain rampant in the region, which further complicates the security matrix.

· Pakistan Maritime Interests & Compulsions:Pakistan is ideally located at the confluence of three important regions of the world i.e. Middle East, Central Asia and South Asia on the Northern shores of Indian Ocean. The geographic location puts it in a very important strategic perspective vis-a-vis the world's most important energy highways. Hence Pakistan's national interest is, to take advantage of the geo-strategic location by exploiting the maritime sector. The development of Gwadar Deep-Water Port in close proximity to Gulf is of Pakistan's maritime interest and geo-economic compulsion. The Government has also announced an initiative of building Kashgar-Gwadar Economic Corridor which will prove to be a game-changer in the region. If Pakistan develops its Merchant Marine on sound footing it can save billions of dollars. Similarly a potential US $ 2 billion worth of seafood exports remain untapped, exploitation of which can bring economic prosperity. Maritime industries also remain under exploited, e.g., shipbuilding, ship breaking, tourism, deep sea fishing

and aquaculture thus denying billions of dollars to our exchequer annually.

· Budget Pakistan Navy has a smallest share in defence budget averaging around 10% for the last 18 years. Over a period of last 13 years, the Pakistan Naval Budget increase has been the lowest among the three forces. It is important to note that the Pakistan Navy is an institution and a capital intensive force therefore there is a dire need to enhance Pakistan Navy's budget to meet its force goals.

· Role in nation building:The Pakistan Navy actively contributes in the Education Sector. It has opened schools, colleges and universities especially in Balochistan and coastal areas. It is also providing Job opportunities to youth of Balochistan. In this regard, a Recruitment & Selection Centre has been established at Gwadar which is likely to enhance recruitment from Balochistan. Additionally, free medical camps at coastal towns have been setup and Pakistan Navy has been actively pursuing all stake holders to initiate effective measures to reduce Marine pollution.

that there should be a system for regular visits of such nature as they are informative and will raise the voice of Pakistan Navy in the Parliament. Senator Hasil Khan Bizenjo asked about the Indian usage of Chabahar Port and Pakistan's implications on it. Upon this he was told that the Gwadar Port surpasses the Chabahar Port and Pakistan Navy is strong enough to easily compete with India via this route. In addition to this, the Pakistan Navy is planning for more development of the Gwadar Port.

Senator Sardar Ali Khan asked if Pakistan has enough capability to block supplies to India from Chabahar. He was informed that Pakistan Navy has identified some vulnerabilities of Indian Navy so it is possible.

Briefing by Commander Logistics

Commander Logistics gave a presentation on efficient logistic support of whole of the fleet and other Pakistan Navy units in order to maintain optimum material readiness and to undertake indigenous construction of Naval Vessels. Salient features of the presentation are as under.

· Introduction:Defence Logistics is a major factor in the outcome of wars. It has become sophisticated, diverse and complex. The Logistic support is of strategic significance for Pakistan Navy and its major emphasis is on self-reliance.

· Work of Organization:Commander Logistics supervises Repair and maintenance group, weapons & ammunition group, depot group, specialized units group and indigenous technical development group.

· History:After independence Pakistan Navy had no repair and rebuild facility and Pakistan Navy used to send ships to Singapore, Malta and UK for repair, refit and docking. With the dawn of modern technology Pakistan Navy Dockyard has come a long way and

modern submarines are being built here.

· Pakistan Navy Dockyard:Pakistan Navy Dockyard covers 73 Acres area. It has a total of 90 work centers, 01 Graving Dock, 04 Floating Docks and 01 Marine Railway. The primary function of Pakistan Navy Dockyard is to rebuild/ Maintenance of ships & submarines. It provides home port facilities for Pakistan Navy ships, submarines and other support crafts.

· Ship rebuild capacity:

It has rebuilt 2 major warships, 3 Fast Attack Craft (Missile) and 2 auxiliary vessels. More than 20 planned maintenance programs are included per year which includes docking for ships and other crafts.

· Submarines Rebuild Capacity:It deals in repairing, rebuilding, maintenance and modification of Agosta and Midget submarines. Up till now it has rebuild two submarines and 10 scheduled maintenance programs per year including docking for submarines during their operational cycle.

· Major Modernisation Projects:The major modernization projects include Type-21 Frigate, Harpoon Missile System, Heavy weight

Torpedo etc.

After the presentation Senator Farhatullah Babar asked whether Pakistan can build/design a submarine on its own. He was informed that many parts of submarine are built in Pakistan but it is not possible to completely design a full submarine at the moment.

Chairman of the Committee asked about the total cost of Agosta Project. He was informed that it was $ 1145 Million. Chairman further asked about the French controversy related to the kickbacks received by Ex-President Surkoozy. He was told that nothing had been asked in this regard and no such information was shared with us by the French Government.

Presentation by MD Karachi Shipyard and Engineering works (KS&EW)

Rear Admiral Syed Hassan Nasir Shah SI (M), Managing Director gave a presentation on Karachi Shipyard and Engineering Works. Salient features of the presentation are as under.

· Introduction:KS&EW is situated at West wharf Karachi. It has a large shipbuilding hall, two block fabrication areas, three shipbuilding berths, two dry docks, a well equipped machine shop and a large grit blasting and painting facility. It is basically designed to build and repair ships.

· Ship Building:In order to undertake modern construction KS&EW has undergone extensive up-gradation during 2008-09. This includes the installation of luffing cranes up to 40 ton capacity, gantry cranes up to 50 ton

capacity and CNC water plasma machine. With the help of this Fast Attack Craft (Missile), Small Tanker Cum Utility Ship, Agosta 90B Submarine and Frigate Project has been completed.

· Ship Repair:KS&EW has modern and well planned facilities to undertake above and underwater repairs. For under water repairs the total capacity there are two docks having the capacity of 26,000 TDW and 18,000 TDW respectively. For above water repairs, quay walls with a total length of 665 meters are available.

· General Engineering: KS&EW's major areas of business are, Sugar Plants/

Machinery, all type of cranes (1-00 tons capacity), Industrial boilers and pressure vessels, Cement plants, flood light and wind turbine towers, Equipment for petroleum and petrochemical industry, Drilling rigs and Structures for power plants.

Briefing by Commander Coast:

Rear Admiral Arifullah Hussaini (Commander Coast) briefed the Committee that Coastal Command also includes the Creeks area. Highlighting the importance of Coastal Command he said it provides force protection to naval infrastructure, ground based Air Defence. It also supports the fleet, Naval Aviation and Submarines. Humanitarian Assistance and Disaster Relief is also provided to the locality.

In addition to this there is a Marine Training Centre located at PNS Qasim. It trains Pak Marine Officers and CPO/Sailors. As Port Qasim is responsible for providing logistic/material support to Pakistan Navy Ships and foreign means of war visiting the Port, it should have “man power”.

The Commander said that the roles/tasks of “Commander Special Services Group” are Special Operations, Anti-Terrorism operations, Combat Search & Rescue and Training etc. Discussing Jinnah Naval Base, he apprised the Committee that it has a Naval Air Station and helipads. It provides repair/maintenance facilities to Pakistan Navy Fleet and Coastal Units.

Senator Haji Muhammad Adeel asked if the Disaster Relief

Programme charges the people. Upon this the Commander Coast replied that in providing the relief facility, no fee is charged on the affectees.

ndVisits and Briefings: 22 Feb 2014

At the stat of the day, the Committee first visited the submarine anchored at Ormara. All Committee members went inside the submarine and asked very interesting and relevant questions. Through a very powerful telescope, the members also glanced at outside while sitting in the submarine below the water level. Members of the Committee appreciated the technical capabilities of the submarine and also the tough life of its captain and the crew on the ship, a life they have accepted voluntarily for upkeep of the country's defense line in the sea.

The Committee next visited the Cadet College Hostel at Ormara. During the visit, the committee members were apprised of the facilities being provided by Pakistan Navy to the Cadets. PN has also planned development of the college so as to make it a premier training institution on the Makran Coast. It is important to mention that more than 50% intake of the Cadets is from Balochistan Province.

During a visit to a 100-bed hospital in PNS Darmaan Jah, the committee members were informed that Pakistan Navy is providing free medical support/facilities to the local Baloch population and the coastal community in particular. The Hospital is equipped with almost all the required facilities like the Operation Theater, Laboratory and X-Ray

plant in any good hospital of the cities. The Committee, one by one, visited all those facilities and showed satisfaction over having such a neat and clean, well equipped hospital in such a remote area of the Balochistan Province. The Committee was also apprised of the humanitarian assistance provided to the earthquake victims of Awaran.

In addition to this, the committee also visited Bahria Model College where a talent show was performed by the school children, who were mostly local Balochies. The Committee was impressed by the excellent performance on the stage of Mr. Danish, a local Balochi student of Class 8. His overall confidence and command over English language was appreciated by all.

Briefing by Commander West:

Commander West briefed the committee that Pakistan's Navy has contributed towards development of the area of Gwadar. He apprised the committee that 160 Baloch students are provided quality education along with other ongoing welfare activities. Special meetings are made with the local fishermen to know their requirements and sort out their problems. A survey of the same kind has also been conducted at “Pasni Fish Harbour”.

The Committee was told that there is an extreme water shortage in the area, therefore water boring facilities are provided to the locals. In addition to this, sports activities such as tournaments of football and cricket are also arranged. Moreover, the expansion of Gwadar Bahria School, opening of Bahria School at Turbat and a plan to build a dam at Hamorat, especially for drinking water, are major contributions of Pakistan Navy for welfare of the backward coastal areas.

Senator Farhatullah Babar asked if the welfare activities were from Naval Funds. Commander West clarified that only manpower is provided by Pakistan Navy but the funds are mostly from the donors comprising of the local elders and the industrialists.

Chairman asked about the law and order situation in the area. Commander West replied that there is an improvement in this regard as generally the atmosphere is peaceful at Gwadar. Chairman further asked about a comparative analysis of Gwadar and Chabahar port. In reply, the Commander West said that Gwadar has deeper water and is also strategically more important.

Upon a query of Senator Haji Adeel, the Commander West told the Committee that the literacy rate for women is almost zero but for males it is around 15% of the total population of the area.

Briefing about the Gwadar Port Authority (GPA):

Capt. Abdur Raziq Durrani, DG (Ops), GPA gave a presentation on Gwadar Port Authority. Salient features of the Presentation are as under:

Introduction: Gwadar's location, being in proximity to the Persian Gulf region is of Strategic importance.

Current Facilities and Infrastructure:The current facilities in Gwadar Port includes 2 Tug-boats, 2 Pilot boats, 1 Mooring boat, Power-house, water desalination plant and Fueling facilities etc.

Free Zone:

In accordance with GPA's Master Plan, an area of 2281 acres has been earmarked for establishment of a Free Zone, however this has not been established so far due to non-availability of land.

Petro-chemicals:Gwadar has a strong potential, particularly in the oil and gas sector; to tap this potential, efforts need to be directed towards attracting oil refining, petrochemicals and gas companies.

Government Policies for Special Economic ZoneGovernment policies for the special economic zone includes creation and promotion of an investment friendly competitive business climate which is tax free for a minimum period of 20 years, infrastructure development, investment incentives and IT System.

Conclusion & Recommendations:

The Senate Standing Committee on Defence has expressed satisfaction over the Pakistan Navy's operational preparedness, nation-building efforts and measures for safeguarding the economic interests of Pakistan in the Indian Ocean and its impregnable maritime defence.

Although chances of all-out conventional war in today's world have receded yet the Indian Navy is continuously progressing to augment its force levels, enhance platform capabilities and transform into a Blue Water force by the next 10 to 15 years. The quantum of resources for these developments can be gauged from the fact that the Indian Navy has been allocated a share of approximately 19% of the Indian defence budget (US $ 40 Billion) which amounts to over US $ 7.5 Billion (more than the entire defence budget of Pakistan).

Indian Navy by the year 2022 would have about 50 major warships including 3 x Aircraft Carriers, 5x nuclear submarines, 22 x conventional submarines and a number of capable Long Range Maritime Patrol aircraft. India has already acquired a nuclear attack submarine (Akula-II)

ndfrom Russia in April, 2012 and the 2 nuclear submarine of the class will be inducted soon. Moreover, sea trials of its indigenously built nuclear submarines are also in progress. Induction of nuclear submarines in the Indian fleet is a cause of serious concern not only for Pakistan but for all the regional states. Dealing effectively with Indian naval threat therefore, remains Pakistan's foremost challenge.

Hence, there is a dire need for Pakistan to increase its Naval Budget so as to manufacture new submarines and compete effectively with the forces working against Pakistan.

The Committee extends its full support and approval of all Naval Projects presently under consideration at various levels and forums. As informed by the Naval Authorities, these projects are basically meant for enhancement of the operational capabilities of the Pakistan Navy.

Senator Mushahid Hussain Sayed, Chairman of the Committee, expressed his firm solidarity on the behalf of the Senate Defence Committee with the aims and objectives of the force and promised to raise the issue at the appropriate forum for facilitating/fulfilling the Pakistan Navy's requirements in modernization of its equipments and materialization of its force goals.

Senator Mushahid Hussain: Mr. Chairman, I am grateful to you for approving the Defence Committee's trip to Karachi, Ormara and Gwadar. We had a successful visit with the full support and coordination of the Pakistan Navy. We travelled to Karachi first and then went on to Ormara, followed by Gwadar. Our visit gave us an insight into the pace and level of development taking place on the coast of Ormara and Gwadar where, I believe, a new world is opening up.

Our delegation had a strong representation from Balochistan that consisted of Senator Rauf, Senator Hasil Bizenjo, Dr. Ishaq and Senator Sabir Ali Baloch. Others included Senator Sahar Kamran, Senator Farhatullah Babar, Senator Rafique Rajwana and Senator Haji Adeel.We were witness to the remarkable work being done by the Pakistan Navy; they are not only maintaining the maritime security, but are also greatly involved in national integration and socio-economic development by providing education and health. We observed that Pakistan's future economic and strategic potential lies in Balochistan and its coastal areas. The 70km coastline has tremendous untapped resources. I will give you just one figure; around 600 tons of fisheries are produced out of which only 130 tons are exported: the dollar value of this export is 200 million dollars whereas the total potential amounts to 2 billion dollars, thus only a 10% of the potential is being utilized. We believe that there should be an initiative for the activation of Gwadar Port.

We are pleased that the commercial project of Gwadar is managed by a Chinese government. However, we feel that the development work in that region must not be limited to the port; there should be a social development project which provides education and health. In this regard, we are very grateful to the Balochistan government for taking some initiatives specifically on education and health; a Coastal Development Programme has been launched in which Pakistan Navy is an important component.

Mr. Chairman, naval development is of critical important. The whole world is focusing on its navy; the Americans have expanded their navy, and the Chinese are also increasing the size of their naval force. Given the huge strategic significance of this area, I feel that more funds

should be allocated to the Pakistan Navy to enable it to contribute even more significantly in the defence and development of the area. We visited their base, inspected their ships and submarines, and observed their professionalism; all very impressive. This is why we want to support the modernization, up-gradation and greater funding for the Navy. Additionally, a coastal development plan is also very important which must focus on Ormara, Jewani, Pasni and Gwadar. I think the overall vision should be very clear. Balochistan needs a healing touch. The provincial government, the Federal government and other political forces have to work to that effect.

Senator Hasil Bizanjo: I am grateful to Senator Mushahid Hussain for giving us this opportunity. My consistent standpoint has been that the future of Pakistan's development and progress lies in its 750 km coastal area, hence it must be developed. According to some figures regarding India's coastal development plans, around 500 ports are expected to be built in the next 20 years. It is our ill-fate that we have never paid attention to this area in the last sixty years.

I would specifically like to mention the efforts of the Pakistan Navy in promoting education to the people of Balochistan. We were astonished by the high academic standard of the Cadet College of Pakistan Navy; the College is not only at par with its counterparts in Murree and other areas, but may even be better than many. This is the case despite the funds constraints of the Pakistan Navy which is why I consider it a very big contribution by them for people of Balochistan.

Many people talk about connecting Gwadar to Central Asia and other regions, however, in my opinion, the most critical step right now is to connect Gwadar to Pakistan. I think Gwadar can automatically be connected to Central Asia just by connecting the city to a highway. I feel that once the Gwadar Port is developed, the pressure and load on Karachi can be eased as the shipments of Khyber Pakhtunkhwa and Punjab can be transported via this port. The need of the hour is to construct a road between Gwadar and Rutodero; I believe that if we do not take this up urgently and waste another five years, then the cranes and machinery in Gwadar will rust and become obsolete.

Senator Farhatullah Babar:I would like to congratulate Senator Mushahid Hussain on organizing such a successful and important visit to the

Makran Coast, Gwadar and Ormara.

Apart from the development work done by the Navy in education, water supply and health, I was also struck by a completely different phenomenon. This was the role played by the Pakistan Navy in winning the hearts and minds of the people. It is not that one cadet college has been set up for 500 students, it is not that three or four water supply schemes have been set up and it is also not that a very good hospital has been set up; it is only the way these things have been set up and the way the Navy is dealing with the people of Balochistan. In these times of crisis and uncertainty, I feel that this particular role of the Navy has not been highlighted.

I am sorry to say this but unfortunately other security agencies, particularly those of the FC or Coastal and also to some extent the military establishment, are perceived to be acting like an occupational force by the Baloch people. Thus, I am pleasantly surprised to note that the third arm of the Pakistan Armed Forces, the Pakistan Navy, has succeeded in cultivating an entirely different perception of the Defence Forces of Pakistan. What I can see with my mind's eye is that, if the negative perception of the other security forces in Balochistan is not urgently corrected, even all this good work will be washed out.

Therefore, on the floor of this House, I would very strongly urge Pakistan Security Forces to emulate the example of the Pakistan Navy in winning the hearts and minds of the people of Balochistan. Secondly, I would also like to stress that whatever public welfare projects the Pakistan Navy has undertaken have been financed by individual officers with personal contributions or by cutting their own budgets, a process that will not last forever. If this development work is to be sustained and continued, then there must be some institutional mechanism to propel it. The first institutional mechanism that I would like to propose to the government is that an Endowment Fund should be set up by the Federal Government, particularly to ensure that the Cadet College established by the Navy, which is symbol of national integration, should not languish into non-existence.

The Pakistan Navy taught us two messages that I brought along with me. Number one, the security establishment of Pakistan, particularly the army related institutions must take a leaf from the example of Pakistan Navy on how to win the hearts and minds of people, and to not act like an occupation force. Secondly, an Endowment Fund should

be set up to perpetuate the naval development projects.

Senator Sahar Kamran: We are expressing our true sentiments after the visit. First of all, I would like to congratulate and compliment the Chairman Defence Committee, Senator Mushahid Hussain, for organizing and arranging such an important visit. We were pleased to see that the Pakistan Navy is playing an important role in the country's defence and protection. They are also playing a vital role in the improvement of education, health and overall living conditions of Balochistan. This is extremely commendable.

Additionally, we also visited the naval facilities in Karachi, Ormara and Gwadar. It was gratifying to see that despite the budget constraints, the defence capabilities of the Pakistan Navy are note-worthy. The government should consider the naval defence expenditure of our neighbouring country and take measures to improve our capabilities. I felt that the submarine fleet needs to be improved which will not only defend our water territories but also be an important component of our strategic development.

I also believe that Gwadar port has a special strategic significance among its competitors in Iran and UAE and thus needs to be made operational as soon as possible. Out of the 13 berths in Gwadar, only 3 are being utilized. I feel that a high-paced development in Gwadar would bring prosperity to Pakistan.

Senator Abdul Rauf:I would like to thank our Chairman, Senator Mushahid Hussain, who arranged this trip which gave us an opportunity to see the coastal areas of Pakistan very closely. We were particularly pleased to see the bond between the Pakistan Navy and the people of Balochistan. Despite budget limitations, the Pakistan Navy has installed tube wells which provide clean drinking water to the schools and colleges; these measures have had a positive impact on the local populace.

I also want to mention that the Gwadar port remains non-functional despite the amount of work done and funds spent on its development. We gleaned that the local population and the Pakistan Navy want this port to be operational as soon as possible because the flow of goods and shipments would create employment opportunities for

the local. I also feel that the bigger purpose of Gwadar Port was to connect it to China and Central Asia; this connection would be a major driver for the economy of Pakistan and thus must be established. A road from Gwadar should pass through the centre of Balochistan and enter Khyber Pakhtunkhwa which can connect it to the Silk Route. During our briefing, we were informed that the current plan is to connect the road to Ratodero; this will not achieve our bigger purpose and have limited benefits for Pakistan. Hence, I urge the members of this assembly to convince the government to link Gwadar to China and Central Asia as it will open numerous employment and business opportunities for our people.

Senator Sardar Ali Khan:What I observed from my visit was the feeling of deprivation rife in the province. This is because little or no effort is being made to develop the province and improve the lot of its people. I would like to bring the attention of the leader of the house, Raja Zafar-ul-Haq, to this issue; I believe that this is a God-gifted chance for his party to do something for the people of Balochistan.

I suggest that the Chairman, the leader of the House, the Chairman of the Defence Committee and the Finance Minister should all experience what we experienced by making the same trip. I feel that they should start with Karachi and visit the Pakistan Navy facilities to see their capabilities, the dedication of the servicemen and the limitations faced by them. In addition to this, the college and hospital established by the Navy, although insufficient for the whole province, needs appreciation and commendation. We also observed that Gwadar has a well-developed infrastructure that includes a five-star hotel, a port, various housing societies and a local ship building industry, this industry however is in need of federal government financing. I also feel that the provincial and federal government must coordinate closely for the development of Gwadar.

I want to clarify that we are not making these speeches for political point scoring. We genuinely feel that there is an immense potential in Gwadar but there is also deprivation and deficiency. This is why it is extremely important that we give special attention to Balochistan and Gwadar in particular.

Senator Talha Mahmood:I appreciate the Senate Defence Committee for making

such an important visit to Balochistan and apprising the House of their observations. I particularly appreciate Senator Mushahid Hussain for organizing this trip; I believe him to be an asset for the House who has undertaken many notable initiatives like the recently held Asian Parliamentary Assembly. I feel that this visit is also a major contribution.

Senator Haji Adeel:I would like to thank Senator Mushahid Hussain for giving us this opportunity. I agree that Pakistan's future lies in Balochistan. We had always heard that there is gold, silver, oil and gas in the mountains of Balochistan; however, by actually going to the province, we were able to truly appreciate the importance of water for a country, be it the river or the sea, which can be analogized to blood in a human body. The river water can be used for production of energy while the sea water can be used for connection with the world. Water is a vital resource without which it is hard to make do. Allah Almighty has blessed us with a long coastal line.

As for the Pakistan Navy, I would also like to appreciate them. They have done a remarkable job of establishing ideal civil-military relations. They have established schools, colleges and hospitals which are providing free services to the people of Balochistan.

Gwadar Port is to be utilized as a transit port which can store goods from other countries; these goods are currently taken all the way to Gulf ports for storage, a detour of 600 km. Although the existing facilities of the port are insufficient, however I feel that it would a great success if Gwadar is made into a transit port.

For the past five years, we have been saying at the Finance and Planning and Development meetings that the Ratodero road would only cost Rs. 8-10 billion but it would link Gwadar to Khyber Pakhtunkhwa, Gligit Baltistan and Kashmir. However, we have no idea why the provincial or the federal government does not spend this amount and make this crucial road.

The second issue is of the fisheries. The teak used in ship-building is imported from Burma which is costly. Thus, we feel that the custom duties on Burma teak should be lifted to establish and promote the ship-building industry of Gwadar. Also, the fisheries collected by the fishermen are sold to the big trawlers because these small fishermen do not have facilities to store their stock and sell it in Pasni or

Gwadar. The local fishermen have complaints that the fisheries of Balochistan are taken away by the big trawlers of Sindh. I will present a report on this too. Thank you.

Senator Humayun Khan:We are happy to hear that the Senate Defence Committee went to Balochistan under the chairmanship of Senator Mushahid Hussain who has always made valuable contributions to the House. Undoubtedly, Pakistan's economic progress is linked with the development of Gwadar Port. When the port is made operational and the physical infrastructure of roads and railway is made, a high volume of trade will pass through this port. China's volume of trade amounts to 3.7 trillion dollars, thus even if 10% of this passes through the Gwadar port, it would be around 370 billion dollars of trade which a large amount compared to our own at 50 billion dollars. This would greatly benefit Balochistan and will also benefit China as the distance from Gwadar to South China Sea and Shanghai port is small.

However, the actual benefit will accrue only if the port is linked to Pakistan via the originally planned route which passes through Turbat, Panjgor, Haushab, Basima, Suhrab, Doab, Quetta and D.I. Khan, and covers a distance of 2500 km. This route has been changed and a new route has been planned which will cover very few areas of Balochistan as it passes through Khuzdar and Rutodero. The old route would have benefited the Baloch and Pashtun people.

It is important to remember that Balochistan has neither agriculture nor industry nor business activity. This port is a lifetime opportunity for this province which would have been a game-changer for its people. However, this opportunity is being taken away from these people and given to other provinces like Punjab and Sindh which already have agriculture, industry and business. Thus, I request the government to look into this and pass the route through maximum areas of Balochistan so that the people of Balochistan can benefit from this opportunity.

Senator Rafique Rajwana:I would like to share some sentimental moments of my visit to Balochistan. We used to read about Balochistan and coincidently this was a first visit for many members. We went there under the chairmanship of Senator Mushahid Hussain who conducted a very successful visit with many important briefings by the local people. And right now as the members express their sentiments about the trip in the

House, we see a commendable unity in the House.

We first visited the Karachi Shipyard whose Chief briefed us about the institution's performance, informing us that the Shipyard does not need any funds, but rather the support of the government in taking orders for shipbuilding and other engineering services. They are doing everything in engineering, from using bulldozers to manufacturing ships which was very encouraging to witness.

The Pakistan Navy was an excellent host for our committee and looked after us very well. In Balochistan, we witnessed the public relations of the Navy. We saw the Cadet College established by them in Ormara.

Remember I said I will be talking about some sentimental moments. The first sentimental moment was at this Cadet College. We attended the Talent Show of the students in which they presented the culture of Balochistan in order to inform us about the lives of the Balochis. The show started with a little girl coming on stage with a pallet which she started sewing, a boy entered with some woods and started to cut them with an axe, a group came with a net and started fishing, and some girls came on stage and started working on embroidery. While looking at this spectre, I couldn't help but say to my colleagues that this is not the destiny of the children of Balochistan. Being born in a land rich with mineral and energy resources that are worth billions of dollars, they should certainly not be reduced to fishermen and wood cutters. When we compare them with other provinces, our own mistakes of years come to the fore and it becomes obligatory on us to amend the wrongs of the past and alleviate their deprivation. The second sentimental moment was when the children sang the national song “Is parcham ke saye taley” while waving the Pakistani flag; I admit before this assembly that I could not hold back my tears.

I felt that these people are a part of Pakistan and they love Pakistan, and their complaints are justified. We should try to remove their sense of deprivation and deficiency. This is what the Pakistan Navy is working on, i.e., to help and bond with these people by imparting education and providing health facilities to them. The people of Balochistan must be engaged and involved in all the development projects of Balochistan and they must be the chief beneficiaries.

We had some preconceived notions about the pace of development in Gwadar Port. However, as we were landing in Gwadar, we had a bird's eye view of the city, the state of

which prompted us to ask if this is indeed Gwadar. It has colonies and roads but it is completely non-operational even now. It can only be made functional and thriving once the road linking it to China and Central Asia is built. It does not have a water supply system. We asked the Managing Director of the Project, who was also giving us a briefing, that why are the Chinese not here and working on the port. He replied that there is no water supply or internet and telephone facility here which is why the Chinese are not here as yet.

I will request the government to give a push to this project; it would transform the province and Pakistan. I would ask you to please make an action plan on this so that there are actual implications from our trip; otherwise it can only be taken as a trip for amusement and recreation.

Senator Muhammad Mohsin Khan Leghari: I will try to be very brief and to the point since most of the points have been covered by my colleagues. This initiative of Senator Mushahid Hussain was an eye opener for all of us. We observed many things during our trip but one thing that hit me the most, and which has not been covered as yet, is the outward potential. We are looking at it from an inward angle when there is also a tremendous outward potential. A huge region comes under our sea routes and trade lines which has to be defended by our Navy. Unfortunately, in the current defence resources allocation, the Navy does not get the funds it should be getting because it is considered a smaller branch of the defence forces. We observed that they need capital intensive tools but they are unable to get them from funds available. Our submarines are quite old now thus even if they are functioning well and have battle preparedness but can they compete with the naval capabilities of other regional countries? I am not talking about number games; I am saying that we must ensure the latest technology, strong preparedness and sound strike capabilities. This is something that we will highlight in our defence report because this element also needs to be addressed.

Introduction:

“Media Workshop on Defence Budget” was conducted under the Chairmanship of Senator Mushahid Hussain Sayed, Chairman Senate Standing Committee on Defence at Pakistan Institute for Parliamentary Services, Islamabad

thon 19 May, 2014. Honourable Senator was flanked by Mr. Ronny Heine, Resident Representative, Konrad-Adenaur-Stiftung at the Presiding table.

Opening:The seminar started with the recitation of Holy Quran. Senator Mushahid Hussain Sayed opened the floor by we lcoming the p ress and the Honourab le Parliamentarians. He said that the Defence Committee is working as a bridge between “Khaki” & “Mufti”. Emphasizing the importance of transparency and openness, he said this is the Defence of Pakistan and we all should know the process and procedures through which it works.

He introduced two papers. Firstly a “Media Manual on Defence Budget” and secondly a background paper on “how to review the Defence Budget”. These two papers were launched with the assistance of two partners namely;

(i) Konard-Adenaur-Stiftung, (KAS)

(ii) Pakistan Institute of legislative Development and Transparency (PILDAT).

Moreover he said that the Defence Committee wants to educate Pakistani press and the honourable Parliamentarians as to how our Defence budget is prepared and utilized.

Remarks by Ronny Heine:Mr. Ronny Heine, Resident Representative Korad-Adenaur-Stiftung welcomed all. He expressed his pleasure and said that it is an honour for his organization to be part of this Seminar. He said this year's budget is coming soon and it is very important to facilitate the press and the Parliamentarians to understand the process of budgeting and especially about the portions related to Defence. He expressed his sincere thanks to the Committee for promoting such awareness and hoped to look forward to more of such initiatives.

Presentation by Air Vice Marshal Arshad Quddus, Additional Secretary, Ministry of DefenceAir Vice Marshal expressed his remarks by saying that this is the first time he was given an opportunity to present before the press on such important issue. Pakistan Concluding his presentation he ensured the press and the Honourable Parliamentarians that each and every penny of the Defence Budget is drawn through Pakistan Military Accounts Departments and audited by the Auditor General of Pakistan through Defence Audit Authorities. He further said that the Defence needs strong funding to carry out its operational Activities.

Kalb-e-Ali, Senior Reporter Dawn News Kalb-e-Ali, Senior Reporter Dawn News gave the “Journalists” perspective of Defence Budget. Laying the importance of transparency he said that the press does not know much about the budget making process. Referring to the Pink Book, he said there are things missing which

create confusion. Many questions arise such as why one head was dedicated less budget than the other, as there is no reason mentioned in the book. He further pointed out that as to what portion of the defence allocation go wasted, is there any scrutiny to that. Finally he said that these questions/clarifications will improve the explanation of the book in the coming years.

Senator Farhatullah Babar:Senator Farhatullah Babar complimented the Air Vice Marshall for a wonderful presentation and said that the Air Marshal stands firm to defend the Defence of the country.

He said he would like to present view point as member of the Parliament. He said that Pakistan is a security driven state and the policies are formulated in the light of the National Security perspective of the GHQ. He exemplified the case of Mian Nawaz Sharif when he tried to challenge the Defence, he was exiled from the country. Similarly Mohtarma Benazir Bhutto also in the past tried to challenge the Defence and faced problems.

He said that the participation of Parliament in the preparation of Defence Budget is minimal. In addition to this he said that transparency is lacking. At least the figures of Defence Budget should not be tailored to show them different from the original. Moreover pensions should be

shown in the books of Defence and not civil. Furthermore accountability is very weak.

Therefore, he concluded that the National Defence Budget is build around the National Security narrative given by the GHQ pursued with high secrecy and almost no accountability.

Question and Answer Session:Replying to the queries from the press Air Vice Marshall told that the total Defence Budget was 6.3 trillion. Regarding the news that Defence lands were used for commercial purposes, Air Marshall said the case has been referred to the Senate Special Committee on AFV Ranges Nowshera, and it is working on that.

On the question of discrepancies in the Defence Department, Air Vice Marshall replied that if one takes the case of any department, nothing is perfect and there is always a room for improvement. Another person from the press asked that the Defence intelligence have their own secret missions for which secret allocations are made in the budget. Air Marshall replied that everything is scrutinized by the Accounts Departments and hence nothing is secret.

Replying to another question Air Vice Marshall said

coalition Support Fund is a kind of reimbursement. For example Defence incurs an expense and completes a task which is then reimbursed by the Partners of Coalition Support Fund. When the amount is reimbursed back the Defence consumes it on its maintenance and routine tasks.

Regarding dependency of US support, Air Vice Marshall said that the government decides how much it should take from US and according to PEPRA rules it is further processed. As far as UN money is concerned it is given to the soldiers worldwide on account of services they render.

Regarding the allotment of lands, Air Vice Marshall told that Ministry of Defence takes the decision.

Moreover he said that the news regarding commercial/business ventures, it is in consultation with the Principle Accounting Officer who takes the final decision as covered under the rules.

Explaining the process Air Vice Marshall clarified that all three forces send their demand to Joint Services Hqrs., which subsequently sends it to Ministry of Defence which finally sends to Ministry of Finance through Military Finance Wing.

Remarks By Senator Sardar Ali Khan:Senator Sardar Ali Khan suggested Senator Mushahid Hussain Sayed to present the situation of Pakistan's Defence capability at this forum and to make the people realize how much Pakistan faces deficit of finance. India has surpassed us regarding vehicles, equipments, arms & ammunition. Therefore our budget is very low and we should realize.

Air Vice Marshall seconded him and said Pakistan's Defence Budge only covers operational cost but the development side is ignored. Pakistan and India may be compared by a ratio of 7 billion vs 37 billion.

Remarks by Senator Abdul Haseeb Khan:Senator Abdul Haseeb Khan thanked and appreciated Senator Mushahid Hussain Sayed for providing an opportunity for the first time to discuss Defence Budget making process. He said today it feels like the Parliament has a contribution in it.

Moreover he said that we are determined to pursue what we learnt today and will make it practical.

Closing Remarks By Senator Mushahid Hussain Sayed:Senator Mushahid Hussain Sayed thanked Air Vice Marshall, Arshad Qadoos the press and the Honourable Parliamentarians for their participation. He said that the Parliament should build its capacity and should be able to present a policy which it considers fit to be implemented. He mentioned that if the US withdrawal takes place through Pakistani routes then the government should take benefit out of the shifting of Heavy Machinery and Defence Equipments worth US $35 Billion by taking active part in the whole process of shifting.

At the outset of the meeting, the Chairman Standing Committee on Defense, Senator Mushahid Hussain Sayed welcomed the delegation and appreciated the role of Royal

College of Defense Studies (RCDS) in imparting training to top brass military officers of the United Kingdom and other countries and future leaders from the private and public sectors for high responsibilities in their respective organizations, by developing their analytical powers, knowledge of defense and international security, and strategic vision.

Senator Mushahid Hussain gave a short overview of the Senate Standing Committee on Defense and its role in the fulfillment of parliamentary oversight of defense institutions. He informed the participants that for the first time in the parliamentary history of Pakistan, the Senate Defence Committee organized a media briefing on defence budget and launched a first ever “Media Manual on Defence Budget” for the beat reporters on defence and national security highlighting the various aspects of the budget making process of Ministry of Defence and defence institutions working under the Ministry. It was also shared that the Committee has published a very informative “Cyber Security Manual” last year for journalists to create awareness on risks associated with the cyber security and techniques to mitigate those risks. He also added that the Committee organized a Policy Seminar on “Pakistan's Counter Terror Strategy: What is to be done?” on November 25, 2013 which was attended by Mr. Hasan Abbas, professor and head of the department of Regional and Analytical Studies of National Defence University, Washington DC and Mr. Tariq Pervaiz, former Chairman of NACTA and architect of Counter Terror Strategy.The delegation head Lt. Gen (Retd) Sir, David Roberts requested Senator Mushahid Hussain Sayed to express his views on the current dynamics of national politics of Pakistan developed after General Elections of 2013.

Senator Mushahid Hussain apprised the delegation members that drastic transformations have been witnessed in the arena of national politics in Pakistan. Present political scenario is marked by multiple power centers in the form of independent judiciary, vibrant civil society and unconstrained media. Both civil and military leadership is on single page pertaining to the issues of national interest. Peaceful transition of power from one elected government to the other is an evidence of Pakistan Army's commitment of noninterference in the national politics by advancing the policies of General (Retd) Ashfaq Parvez Kayani. He added that the past political scenario was incoherent with the aspirations of masses; however, with the emergence of social media and subsequent

growth of cellular subscribers and internet users, the domestic as well as foreign policies are being framed in accordance to the public opinion. He remarked that South Asian people are very resilient and remained determined in front of crises but failure in conforming to the will of majority might lead to cataclysmic events like Arab Spring and Anna Hazzare Movement.

Senator Saeeda Iqbal also seconded the views of Senator Mushahid Hussain and remarked that there is a need of political co-existence and peaceful settlement of issues at appropriate forums. She added that political parties having concerns regarding the alleged rigging in some constituencies during May, 2013's General Elections should consult the courts rather than taking to the streets by pushing the country into chaos. She further remarked that Pakistan Tehreek-e-Insaf (PTI) Chief should have boycotted the General Elections of 2013 if they had any grievances with the existing electoral system instead of forming government in Khyber Pakhtunkhwa. It was also shared that the majority of votes from the Pakistani youth were casted in favor of the present ruling party.

Responding to a query of one of the participants regarding the Indo-Pak relations, Senator Mushahid Hussain remarked that Pakistan has always craved for establishing cordial relations with its neighboring countries on the basis

of equality and mutual respect but not at cost of national interest and by retracting from demands that guarantees its sovereignty and solidarity. He added that Pakistan has on several occasions extended a gesture of good will towards India in order to dilute tensions and promote peace in the region. The Prime Minister Nawaz Sharif's recent visit to India by accepting the invitation for participation in the swearing-in ceremony of the newly elected Indian counterpart Mr. Narendra Modi is a proof of Pakistan's intentions that are aimed at normalizing the relations. Contrary to that, India has always given a cold shoulder to Pakistan. He remarked that there is a need of composite dialogue process between the two countries without laying down any pre-conditions. Peace could not be ensured until the Kashmir Issue is resolved as per United Nations Security Council's Resolution 47 adopted on April 21, 1948, demanding a free and fair plebiscite in Kashmir. Both India and Pakistan should bury the hatchets and cooperate on issues of common interest. He added that the best possible way to dilute tension is to resume composite dialogue process and trust building measures needs be taken to bolster the peace process by resolving the water disputes and restraining from aggression across the Line of Control (LoC). He said that Pakistan envisions a world free from nuclear weapons and is ready for arms control but that should be based on reciprocity and equality. However, he remarked that nuclear weapon has injected

self-confidence in Pakistani nation and defense institutions.

He was also requested to share his views on US withdrawal from Afghanistan and Pakistan's commitments for peace building and improvement of relations with Afghanistan. He apprised the delegation members that the stability of Pakistan is linked with a stable Afghanistan and Pakistan has no intentions of interference in internal affairs of any other country, including Afghanistan. Pakistan is committed to extend its support for the democratization process of Afghanistan and anticipates that the new representation would advance the peace process and cooperation between the two countries. He informed the delegation members that recently a trilateral dialogue between think tanks of China, Afghanistan and Pakistan was held in Beijing under the joint auspices of China Institute of International Studies (CIIS) and Pakistan-China Institute. This track II dialogue was attended by diplomats, strategist and researchers from China, Afghanistan and Pakistan, including the Ambassadors of Pakistan and Afghanistan. The three neighbors discussed the prospects of peace, security and stability in the region, in the context of the upcoming withdrawal of US forces from Afghanistan, handover of security responsibility to Afghan National Security Forces and 2014 presidential election. Both China and Pakistan reiterated that peace and stability

in Afghanistan is in their national interest and they support the "Afghan-led and Afghan-owned" reconciliation process and both the countries support the efforts of the Afghanistan High Peace Council in this regard. The delegation was also informed that Pakistan is going to host the second round of track II Trilateral Dialogue in Islamabad in September, 2014.

While sharing his views on Pak-China relations, Senator Mushahid Hussain Syed remarked that the Balance of Power is shifting from West to East due to emerging economies of South Asia, its vast energy reserves and geo-strategic position in the region. The rise of China as a powerful economy and military power is considered a source of peace in the region. He added that a New Regionalism is shaping up and the subcontinent has transformed into a 'Greater South Asia' extending beyond the sub-continent to countries in the vicinity such as China, Myanmar, Afghanistan and Iran, whose cooperation is woven together through energy, economy, pipelines, road and rail links. He remarked that India should reverse its decision of withdrawal from Iran-Pakistan-India gas pipeline project and India's cooperation in the region would finally result into realization of the dream of Mr. Manmohan Singh of having 'breakfast in Amritsar, lunch in Lahore and dinner in Kabul'. He added that containment policy of world powers to counter the emergence of China as a major

cases on the basis of merit and often the criminals and terrorist get acquittal due to absence of witnesses and evidences. However, he informed the delegation members that laws are being evolved in the form of amendments in the Criminal Procedure court, Protection of Pakistan Bill 2014 and The Protection of Cyber Crimes Act, 2014. There is a need on increased coordination between the law enforcement agencies and security forces. The Chairman Senate Standing Committee on Defence presented a souvenir to the delegation head and the meeting ended with a vote thanks to and from the Chair.

Russian President Vladimir Putin's visit to China and the signing of a huge natural gas deal of $400 billion is a win-win for China and Russia, as China secures a long-term (30 years) provision of natural gas from Russia and Russia can reduce its dependence on the European markets as well as strengthen Russia's position against Western sanctions. In the meantime, China and Russia conducted a joint naval drill in East China Sea, sending a deterrence message to Japan and the U.S. This also indicates that Russia is now moving closer to China's side with regard to the territorial disputes between China and Japan.

One of the participants inquired about the lacunas in investigation and prosecution system and steps required for the improvement in judicial system of Pakistan. Senator M Senator Rafique Rijwana remarked that existing system is marred by lack of expertise in evidence collection, forensic investigation and weak witness protection system as witnesses are widely targeted which discourages the people to report to testify a crime. The court decides the

Achievements:· Chaudhry Shujat Hussain, President of Pakistan

Muslim League and former Prime Minister of Pakistan, has been playing a leading role in the politics of Pakistan for nearly twenty-four years.

· Born on 27th January, 1946 in Gujarat, Pakistan, Chaudhry Shujat Hussain is a graduate of Forman Christian College, Lahore. He went to London for further studies in Industrial Management. Thereafter he returned to Pakistan and joined the family business comprising of industrial units in textiles, sugar, flour milling and agricultural farms. The eldest son of the late Chaudhry Zahoor Elahi, he is married, with three children, a daughter and two sons.

· His late father was a highly respected parliamentarian who played a prominent role in the restoration of democracy and human rights in the country, A firm believer in democracy, he was imprisoned by various

governments for nearly eight years for his stance on restoration of political institutions. He was declared “Prisoner of Conscience” by Amnesty International. Chaudhry Zahoor Elahi's life came to a tragic end when he became the first political victim of terrorism in Pakistan.

· Upon his father's assassination in 1981, Chaudhry Shujat Hussain entered politics. He became a Member of the Federal Parliament (Majlis-e-Shoora) in 1982. Since then, he has had an illustrious political career, although he himself underwent political imprisonment for a second time in 1994 by the then government in power. During his political life, Chaudhry Shujat Hussain has held several important positions: Throughout his political career, he has remained in the Pakistan Muslim League, a party which created Pakistan.

Senator Sehar Kamran is an elected Member of the Upper House of Parliament, Pakistan for the term 2012-2018. She has been elected to the Committees of Parliament for Strategic Defence and Foreign Relations, as well as Pakistan's Diasporas and HRD. Furthermore, she has also been a part of the Gulf Research Meeting of 2012 at the University of Cambridge, where she presented a paper on Pakistan and the Gulf Region – Historical Perspective and Future Trends; the Gulf Forum 2011 organized by the Gulf Research Council and Diplomatic Institute KSA, and the IISS annual conference on the Global Strategic Review (GSR) held in Geneva in September, 2011. She has participated in the Council of International Schools (CIS) Forum 2011 in Lisbon, Portugal; the First Education Forum of Arab Countries, Dubai in 2006 as well as many other development events. She is also a member of the

International Institute of Strategic Studies (IISS). Recently she also visited Afghanistan as part of the Senate Standing Committee on Defense Production Delegation, to participate in the Track I dialogue between the two States.

Senator Kamran (TI) is currently heading a prestigious international think tank, the Centre for Pakistan and Gulf Studies (CPGS). From this platform, she has launched various initiatives for promoting global and regional peace and security, including a mega-project titled 'SALAM-Innovating Means to Resolve Radical Extremism in Pakistan'. He is also an alumni of National Defence University, Islamabad and the Theodor Heuss Academy in G u m m e r s b a c h , G e r m a n y .

He belongs to a renowned political family of souther Punjab, which has been represented in the parliaments since before partition. His uncle, Sardar Farooq Ahmed Khan Leghari was President of Pakistan during 1993-96, his father served as Member Provincial Assembly of the Punjab during 1993-96 and 1997-99. His uncle, Mr. Muhammad Jaffer Khan Leghari (NA-174) and cousins Awais Ahmed Khan Leghari (NA-173) and Muhammad Arshad Khan Leghari (NA-197) are sitting MNAs and another cousin Sardar Muhammad Jamal Khan Leghari (PP-245) is a sitting member of Punjab Assembly.

He was represented Pakistan at the annualUnited Nations hearings of the Inter Parliamentary Union in 2012.

He is an avid reader with keen interests in current affairs and policy making. He is also weekend golfer.

Sharifullah Khan WazirAdditional Secretary/Secretary Committee

Mr. Wazir did his Masters in Political Science from Peshawar University in 1982 and started his career as a Lecturer in Political Science at Government Post Graduate College, Bannu (KPK). During the same year, he qualified the Central Superior Services Competitive Examination and joined Civil Services Academy at Lahore in 1983 after getting his place in Pakistan Audit & Accounts Service. The officer, by now, has completed almost 30 years of his professional career, including two years extensive and specialized training as per following break up:-

i. 8 years in Pakistan Military Accounts Department at Bannu Cantt, Rear Air Headquarters Peshawar, Northern Areas Gilgit and GHQ, Rawalpindi.

ii. 4 ½ years in Civil Accounts as Deputy Accountant General, Khyber Pakhtoonkhwa, Peshawar and Director General Accounts in AGPR, Islamabad.

iii. 4 ½ years in Civil Audit as Director WAPDA Audit Tarbela Dam Project, Director Federal Audit, Islamabad and Director Zakat Audit, Islamabad.

iv. 1 year in Health Department, Govt. of Punjab as Director Finance, Rawalpindi Medical College and Allied Hospitals, Rawalpindi.

v. 6 years as Deputy Secretary/Deputy Financial Advisor, Pakistan Aeronautical Complex, Kamra Cantt.

vi. 6 years as Joint Secretary in Ministries like Finance Division Military, Ministry of Defence, Ministry of Environment and the Senate of Pakistan.

vii. Current assignment is much enjoyable for the

incumbent officer as the same is much relevant to his highest educational qualification i.e. the Masters Degree in Political Science.

viii. The officer has also successfully completed his Advance Management Course from National Institute of Public Administration (NIPA), Peshawar and National Management College, Lahore in year 2004 and 2012 respectively.

Director Staff

Mr. Riaz Ahmad Khan, Director Staff, Senate Secretariat has been working in the Senate Defence Committee since June 2012. Earlier he was posted in the Senate Foreign Affairs Committee. He holds Bachelor's Degree from University of Peshawar and Master's Degree in Political Science from University of Punjab. He is responsible for maintaining the Committee Office, upkeep of record, contact with Members of the Committee and coordinate with Secretary Committee/Senate Secretariat for holding meetings of the Committee. He is also dealing with the work related to preparation of the reports in the book form which involves compilation, proof-reading, coordination with printers and dissemination of the report to various quarters in public and private sectors.
