“The Oregon Education Investment Board is established for
the purpose of ensuring that all public school students in this
state reach the education outcomes established for the state.
The board shall accomplish this goal by overseeing a unified
public education system that begins with early childhood
services and continues throughout public education from
kindergarten to post-secondary education.”

The Destination (SB 253)
• 40% of adult Oregonians have earned a bachelor's degree or higher (now 30%);
• 40% of adult Oregonians have earned an associate’s degree or postsecondary credential as their highest level of educational attainment (now 18%); and
• 20% of all adult Oregonians have earned at least a high school diploma, an extended or modified high school diploma, or the equivalent of a high school diploma as their highest level of educational attainment (now 42%).

• 38 states have a P-16 or P-20 Council
• 5 states have a consolidated single governance agency: FL, ID, IA, NY, MI

Early Childhood Services Plan(Beginning June 30, 2012)
• Merge, redesign or improve EC services and align them with child-centered outcomes•Establish kindergarten readiness assessments and benchmarks•Identify children and families at risk and establish family support managers•Consolidate, align juvenile crime prevention and related programs
Governance Questions the Board May Address
• Merger and transfer of duties to OEIB for the Board of Education and the Board of Higher Education (in the context of the Higher Education Coordinating Commission) by 6/30/12• Transfer of duties of the Comm. on Children & Families to OEIB by 6/30/12• Requiring the Chancellor, the CCWD Commissioner and the Director of OSAC to report to the Chief Education Officer by 6/30/12
