Feature OverviewThe request from T-Mobile
Request from T-Mobile:
in relation with the swap of Motorola BSS (to ALU BSS B9) . T-Mobile observes an higher ALU BTS output power than with Motorola, and does not want to emit higher than with Motorola.
But as the granularity of BS_TXPWR_MAX is 2dB, ALU TRE emitted power could then become significantly lower than Motorola.
The Request of T-Mobile is to finely tune the power level at cell level.

principle : The cell power attenuation is done
On any type of cell, at a resolution of 0.1dB
For a concentric cell, attenuation is done independently on inner and outer zone
This will be done by following parameters on OMC HMI BS_TXPWR_ATTENUATION_INNER define power reduction, in 0.1dB
Applied on the TRX(s) of the Inner zone of a concentric cell.
BS_TXPWR_ATTENUATION define power reduction, in 0.1dB Applied on the TRX(s) of the outer zone of a a concentric cell Applied on the TRX(s) of a normal cell
Note: Although defined in 0.1dB, the applied attenuation can vary up to 0.15dB.

Feature Overview GMSK & 8PSK power
As a general rule (ALU BSS) , cell power attenuation applies only on the GMSK signal.
as generally the power available for 8PSK is lower than the one available with GMSK. The back-off power of 8PSK is reduced (see Annex : HSDS Synthesis impact ).

Example :
TRE power before power attenuation : GMSK power = 45.44 dBm , 8PSK power = 44.76 dBm
power attenuation = 1.2 dB
GMSK power after power attenuation = 45.44 dBm - 1.2 dB = 44.24 dBm ( < 8PSK, 44.76 dBm )
TRE power after power attenuation : GMSK power = 44.24 dBm = 8PSK power = 44.24 dBm

The attenuation apply on top of the levelling, thus decreasing the RA output power.
OMU performs the levelling on all the TRE, i.e. lines down possibly the emitted power in order that the power, as measured on TOC (Top Of Cabinet) is the same whatever the TRE.

During OMC migration, the related feature parameters are migrated as well.
If the migration is done from a B10 OMC not implementing this feature ( any B10 release excluding B10 MR2 Ed6 ),
In the intermediate phase where OMC is in B11 and some BSC are in B10
the user will be allowed to use PWR_ADJUSTMENT (B10) and T3106_D/T3106_F trick for the B10 cells.
but this will be without any effect at equipment level (except the modification of T3106_D/T3106_F values) because the B10 BSC does not contain the feature.

The feature has been tested as follow
Functionnal test on FOA Velizy platform, OK Check of Power attenuation step of 0.1 Dbm with a power meter on TRE
No regression test on FO T-Mobile OK Migration of parameter BS_TXPWR_ATTENUATION is correct Migration of parameter BS_TXPWR_ATTENUATION_Inner could not be
checked ( as there was no Concentric cell in the test area ) Small change of Power attenuation does not affect KPIs, and EME, RMS
But we found the following issues : No blocking 3BKA45FBR291086 & 3BKA45FBR289142
Which concerns only indicators related to Absolute BCCH power at BTS antenna, ( other EME indicator like EME radiated power indicator, EME_Power_GSM(GRMEEPWGDN)(dBm) are not affected.

The fields representing the powers within the BTS HW config data will be coded in
0.1dBm with an offset 300 (eq. 0.1dBW) for the BTSs belonging to B11 27/05
and later BSCs. As the powers of our BTS are between 38 and 47/48 dBm, they
fit in one byte when coded with the new rule.
The impacted fields are those having the type TxPowerLevel: HwCapabilityInfo-FU.GmskPowerCapablity, HwCapabilityInfo-FU.8pskPowerCapability, HwCapabilityInfo-RA.MaxPowerPerSectorGSM, HwCapabilityInfo-RA.MaxPowerPerSectorDCS, HwCapabilityInfo-CU.txPowerLevel.
