The recently announced Wolfston EconomicsPrize, which was focused on “how wouldyou deliver a new garden city which isvisionary, economically viable and popular”saw self-build feature highly in Shelter’s run-ner up entry. Shelter worked closely withPRP, KPMG, Laing O’Rourke and Legal &General to create a proposal located on theHoo Peninsula in Kent. The proposed StokeHarbour Garden City, if given the greenlight, would over 15 years, create a com-munity of 30,000 to 40,000 people.

Shelter suggested that the key to its con-cept is ‘the city that built itself’ and the newcommunity would achieve scale at speedby mobilising resources from landowners,major investors, self-builders, small Srms,and local residents. It would ‘foster a vibrantand diverse community from the start’.

The plan would see just over 1,000 self-build homes built in the Srst Sve years ofconstruction with almost 900 more beingbuilt over the next seven years. Key to thesuccess of the proposal is that early salesand accelerated early home constructionwould be achieved by encouraging under-served markets with untapped demand

like self-builders and family-sized sharedownership.

Shelter conSrmed that: “Self-build is cen-tral to our vision of ‘the town that built itself’and to our business plan. Self-build will pro-vide 1,865 of the Srst 15,000 homes, andwill encourage early movers/pioneers,improve cash Tow, and add diversity andcharacter to our town from the start.”

It is also envisioned that the existing StokeHarbour could be used by a Totilla ofhouseboats that would provide an opportu-nity for self-builders to live near the site pre-occupancy. It would also create an alterna-tive water-based community that wouldincrease service demand for the Tedglingsettlement and contribute to the diversity andviability of Stoke Harbour during its earlyconstruction stages.

The proposed garden city’s self-build sec-tor will be a real option for people from allincomes and is based on the enormouslatent demand from people to commissionor build their own home. Shelter quotesIpsos MORI Sndings, which have suggestedthat there is currently six million people inthe UK researching how to build their own

home. However, most could fail to realisetheir dream due to affordability

In addition to individual self-builders theproposal recognised the growing movementof community-led housing groups that seekto self-build collectively, which may be motivated by a desire to create a supportiveshared environment for their retirementyears, or the desire for their children toshare bigger gardens.

Shelter conSrmed that if the city wasgiven the go ahead they would actively pro-mote opportunities to acquire plots for avariety of self-build models, and offer arange of Snancial options to assist with this.They would do so via regional media andthe extensive network of aspiring self-buildand community-led housing schemes. Theproposed garden city would harness thehuge pent up self-build demand and allowthousands of young families to create afford-able homes for themselves.

The Shelter led consortium won the£50,000 as runner-up prize. However, theymay Snd it more difScult to win over locallandowners, north Kent based planners andexisting Hoo communities.

Cherwell District Council plans to build upto 1,900 homes on a former Ministry ofDefence site in Bicester, Oxfordshire. The ex MoD Graven Hill site will provide a mix-ture of tenure opportunities, including kithomes and self-build houses. It is plannedthat the 187-hectare site could also accom-modate 1 million sq ft of commercial spaceand create up to 2,000 new jobs andapprenticeships.

Leader of Cherwell District Council, BarryWood explained: “The sale of this site isrepresentative of several years’ work behindthe scenes to secure this purchase and com-pletes the Srst stage of our vision to deliverthe UK’s largest self-build community.”

Planning consent has already beengranted for the new homes along with a primary school, employment space, a pub or restaurant and a small number oflocal shops.

The self-build concept will also includecommunity projects where the ownerdesigns the property but employs contrac-tors to build it. The properties will vary insize but are likely to include detached, semi-detached and terraced homes of differingsizes, apartment blocks and bungalows.

Contracts were exchanged betweenCherwell District Council and the MoD inMarch but the deal has only just been com-pleted. However, work will now start to pre-pare the site for commercial space andhomes ahead of building work beginningin 2015.

Housing and Planning Minster, Brandon Lewis haslaunched the bidding criteria for a share of £200million fund, provided to help create 10 housingzones on brownSeld land.

The new housing zones, which will be outsideLondon, must be of a suitable size to deliver 750 to2,000 new homes, and support plans for the 20new London housing zones. The dedicated biddingprocess for the London housing zone £400 millionfund, provided by the government and the Mayor,is already underway.

Bidding for part of the £200 million commenced on the 22 August,at which time local authorities wishing to complete an application wereable submit their bid through the HCA’s Partner Portal. Associated

bidding documentation templates were also madeavailable on 22 August.

Funding applications will need to demonstrate acommitment to build the new homes as quickly aspossible, take advantage of innovative building anddelivery techniques, including custom build.

To provide greater focus the bids must also con-sider whether the proposed housing zone sites canbe linked to other government-backed initiativesincluding the Custom Build Serviced Plots Loan Fund.

Brandon Lewis explained: “The new dedicated housing zones willtransform disused and derelict land, and ensure the new homes arebuilt quickly in a process that is more straightforward for councils and builders.”

Speaking at Robust Details’ 10th anniversary eventat the House of Lords, Lord Tebbit called on the gov-ernment to be: “As open minded and radical asthose who were there 10 years ago which allowedthe creation of Robust Details.”

Lord Tebbit went on to praise the introduction ofthe Robust Details scheme for sound insulation stan-dards in new homes, which he described as being,‘an inspired example on all sides of how the business of governmentin regulating could be made user-friendly’.

Celebrating its 10th anniversary, Robust Details was originallyformed to simplify building regulations by providing an alternative topre-completion sound testing. The resulting scheme, which has nowbeen used in 725,000 new-build houses and apartments since being

introduced, has given homebuilders a reliable andeffective route to compliance over the last 10 years.

Lord Tebbit also praised the work of the civil serv-ice and called on the Robust Details concept to beexpanded into other areas of regulation.

Speaking after the event Robust Details CEO,Dave Baker, said: “We are very grateful to LordTebbit for hosting Robust Details 10 Year Anniversary

event. It is a real pleasure to have someone of his vast experiencespeaking so highly about Robust Details.

“The past 10 years have shown how popular the Robust Detailsscheme has been with the housebuilding industry, and we welcomeLord Tebbit’s call for the concept to be expanded into other areas of regulation.”

Devon Self Build is currently working on a proj-ect which will consist of six serviced plots,each with detailed planning for a detachedfour to Sve-bedroom homes, with doublegarage, in Devon hamlet of Maidencombe.

Plots will range up to 0.6 acres in size, withadditional amenity land available, and costfrom £135,000 to £195,000. All the homesare private tenure, and will enjoy far reachingviews to Dartmoor.

Maidencombe itself is a tranquil haven nes-tled between the seaside village of Shaldonand the English Riviera, close to the beach ona beautiful stretch of the South West CoastalPath. Local schools, pubs and facilities forhorse riding, golf, sailing, and Sshing are all

within easy reach.The site originally comprised of an existing

Victorian property and now has full planningpermission for six contemporary, detachedhomes. The planning consent comprises of fourthree-storey detached, four to Sve-bedroomhouses with a private double garage. Theseproperties will also have additional parking,a private garden and balconies on the Srstand second Toors.

The Snal two plots will be single storey,detached four-bedroom homes with doublegarages, additional parking, a garden andsmall paddock.

A local architect will design all the proper-ties and internal layouts of each property can

be simply customised to suit individual require-ments. Changes to the external appearancewould be subject to obtaining revised plan-ning approval.

Devon Self Build will arrange the infrastruc-ture to service each plot to avoid the risks of unforeseen events commonly found in theinitial ground works. They will also provide afull set of land and soil analysis data for eachsite and the provisions of all services to theplots. A Sxed infrastructure charge will belevied on each plot. This charge would alsocover section 106 planning contributions, provision of the communal road areas, andcommunal landscaping.

The Homes and Communities Agency (HCA) plans to complete morethan 9,500 market sale homes as part of its targets for 2014/15.

More than 5,500 of these will be delivered through the govern-ment’s Get Britain Building programme, devised for schemes that havestalled due to a lack of Snance. In 2013/14, the HCA delivered6,818 market homes, with 2,839 under Get Britain Building.

These targets are part of the HCA’s Corporate Plan covering 2014to 2018. It said that under this it would continue to increase privatesector housing starts ‘through market interventions’.

The agency anticipates the sale of around 29,000 homes through

Help to Buy over the 2014/15 period. It also intends to release HCA land to provide more than 6,000 new homes, although it didnot conSrm if this was aimed at supporting the government’s Help toBuild programme.

HCA’s chief executive Andy Rose said: “We continue to adapt ourapproach to reTect the programmes government is asking us to deliver,ensuring an efScient transition from one delivery period to the next.

“However, while our approach may be changing, the outcomes weare seeking remain the same; to meet local priorities and create suc-cessful communities with homes and jobs.”

Homes and Communities Agency sets out housing plans

Steve O’Connell, planning spokesman for the London Assembly has published a report‘Gap in the Market’, which encourages thecreation of self-build homes to help tackle thecity’s undersupply of homes, rising houseprices and rents. The report recognises thatLondon needs to experience a signiScantincrease in housing supply and that currentlythere are thousands of redundant and disusedspaces across London that could be convertedinto new communities.

While some boroughs have adopted theWandsworth pioneering ‘hidden homes’approach, which transformed empty sites intonew homes, this initiative has still to beexplored in all areas of London.

The report says that this has to change andidentiSes research which suggests that, if allboroughs fully explored this potential, at least10,000 new homes could be delivered oninSll sites within the next 10 years. In otherwords, more than the total number of newhomes currently being created on the OlympicPark site.

Steve O’Connell believes that inSll housingoffers a unique opportunity to broaden thehousing market by supporting smaller develop-ers and self-builders. Public sector land is oftenmade available for development on a large-scale as conditions typically favour largerdevelopers who have the necessary resourcesand logistical capacity. However, by deSni-tion, inSll sites are smaller areas of land, andmany of these areas could be suitable forsmaller players in the housing market.

In March 2014, the Federation of MasterBuilders told the London Assembly HousingCommittee that the release of public land iscrucial to ensuring that new entrants emergein the housing market, due to rising land costsin the open market.

The London Chamber of Commerce andIndustry has also said that encouraging new

entrants to the housing market is a key factorto increase housing supply: “To achieve theincrease in supply necessary to cater forLondon’s growing population, new Srmsshould be encouraged to enter the market andexisting smaller developers must be supportedto grow.”

Within the house building industry, thelargest developers now account for the vastmajority of new homes built. In London,between June 2011 and June 2012, just 23developers built 70 per cent of new markethomes. This poses a risk to the level of housingoutput, as many developers appear to beunwilling to release more than 150 homes tothe market per year, because they believe it isdifScult to sell above this level.

By contrast, smaller and self-builders arehappier to build on smaller plots at the earliestopportunity. History also shows that during theinter-war and post-war periods, when Londonhad the highest increases in new housing supply, small and medium sized builders hada much larger share of the market.

In addition, the use of small and mediumsized homebuilders increases choice in themarket, thereby reducing costs. Also, if theSrms are local they are more likely to supportlocal employment. Self-build is also a sectorthat the government is keen to see expand hav-ing already made speciSc funding availableto this sector of the market

The report says that if land were to be made available to smaller developers and self-builders, through inSll housing schemes,this would be beneScial to the London hous-ing market and support the wider goal ofincreasing housing supply. Boroughs and housing associations, when releasing inSllland for development, are uniquely placed tohelp bring this about. The Mayor could alsosupport this process through his recently estab-lished London Development Panel, designed

to help bring forward public sector land for development.

Two key report recommendations state that: “London boroughs, working with housingassociations where necessary, should identifysuitable sites for smaller developers or self-builders through their inSll programmes wher-ever possible.”

And: “The Mayor, through the LondonDevelopment Panel and in discussion with boroughs, should help identify pilot projects to enable small developers or self-builders tobuild new homes on inSll sites for at least 100new homes.”

Explaining why he wrote the report SteveO’Connell said: “We need an urgent, massscale, coordinated effort to turn the thousandsof redundant spaces in blocks and estates intohousing. A huge part of this is encouragingpeople to build their own homes. Some quickresearch for my report shows that it’s possibleto build a well-insulated, energy efScient homefor less than 50,000. The opportunity to buildhomes on a shoestring budget will help thelikes of young professionals and Srst time buy-ers who may otherwise struggle with heftydeposits. As part of the effort to simplify and speedup the planning process the government haslaunched a consultation exercise, whichcloses on 26 September, designed to bringfurther reform to the planning system. Theconsultation invites views on how best tomeasure the time it takes from submitting anapplication to getting it determined.

To help speed up the delivery of newhomes housing the government has also

proposed a new development right to con-vert light industrial, storage and distributionbuildings to residential use, provided theywere in that use at the time of this year’sBudget. It also intends to extend the currentpermitted development right to convertofSces into homes to 2019.

Other proposed changes to neighbour-hood planning include the introduction of astatutory time limit of 10 weeks for local

planning authorities to determine applica-tions for neighbourhood areas.

The government will also consult onmeasures to improve the use of planningconditions. This will include a ‘deemed dis-charge’ of certain planning conditionswhere a planning authority fails to make adecision in a given time. This provision ispart of the Infrastructure Bill but the consul-tation will help establish the detail.

The UK’s Srst fully solar-powered new buildhome – featured in the November/December2013 issue of Selfbuilder & Homemaker –is performing above expectations, accord-ing to an interim report into the effectivenessof its energy system.

Reviewing energy Tows within CaplinHomes’ Solar House in Leicestershire, thepaper suggests that the building will suc-cessfully remain self-sufScient all year round.Performance characteristics of the zero car-bon Solar House explores the house’s heat-ing and cooling requirements, and reviewsthe discharging and recharging of the build-ing’s unique inter-seasonal energy store, theEarth Energy Bank (EEB).

Even with the relatively mild winter takeninto account, energy Tows into and out ofthe EEB, which is drawn upon to heat thehouse and provide hot water during thecoldest weeks of the year, are at a level toeffectively recharge in spring and summer.The interim paper shows that the house was able to maintain a stable temperaturethroughout the winter season.

The Solar House, built by Caplin Homes,uses a unique combination of new andexisting technologies to meet its full annualheating, hot water and lighting require-ments. The project aims to demonstrate thatzero carbon house building is both practicaland Snancially viable.

Compiled by Robin Talbot as part of anMSc by Research degree at De MontfortUniversity’s Institute of Energy andSustainable Development, the interim andSnal reports will be used to evaluate the sys-tem, which was used for the Srst time in theSolar House. Caplin Homes will then usethe results to reSne the design of its energysystem, with a view to developing out-of-thebox solutions for a range of house types.

The NHBC has reported that private sector registrations were the soledriver of UK housing growth in Q2 2014 with registrations rising 9per cent to 27,527 during the quarter against Q2 2013.

During Q2, South East England saw the largest rise in registrations.These climbed 48 per cent to 6,434 compared to Q2 2013. The East Midlands also experienced a strong rise of 38 per cent to3,708 registrations.

In June, total registrations across the UK lifted 14 per cent to 11,726against the same month last year.

Also, according to the OfSce for National Statistics (ONS), newhousing output increased 17.9 per cent in June compared to the sametime last year and that new housing developments had recently beenthe main provider of growth in all new construction work.

The ONS data, covering Great Britain, also showed a 1.9 per centrise in new housing output in June compared to May, with a 3.5 percent increase in Q2 2014 against Q1 2014.

The ONS said that the quarter-on-quarter rise was due to ‘three indi-vidual months of positive growth’, which brought the level of new hous-ing to its highest point since Q4 2007. Output across the constructionindustry increased 4.8 per cent year-on-year. In contrast, no growthwas registered in Q2 2014 against the previous quarter. But month-on-month (June compared to May), overall output rose 1.2 per cent.

The Department for Communities and Local Government (DCLG) has

also reported that private starts climbed 23.7 per cent in Q2 2014 to29,890 against the same quarter in 2013.

In total, 36,230 homes in Q2 were started, an 18 per cent improve-ment on Q2 2013 and the same total as the previous quarter.

Private completions in Q2 2014 increased 4.8 per cent to 23,360against Q2 2013. Compared to Q1 2014, they rose 4 per cent.Total completions during Q2 increased 7.4 per cent to 29,540against Q2 2013, rising 6 per cent on the previous quarter.

In the 12 months to June 2014, private starts rose 26 per cent to111,340 against the equivalent period in 2013. Private completionsduring the 12 months increased 7 per cent to 90,860

The DCLG said that the yearly starts total of 137,780 marked thehighest level of housebuilding since 2007, a 22 per cent improvementon the 12 months to June 2013. Total annual completions lifted 7 percent to 114,440.

These statistics supported the Construction Products Association’s(CPA) Summer Forecasts, which said that private housing starts are setto increase by 18 per cent this year to 134,170 units.

The CPA believe that over the next two years the construction industry will grow approximately 10 per cent and contribute almost£11 billion to the UK economy. The private housing sector is expectedto grow 10 per cent in 2015 followed by 5 per cent growth everyyear to 2018.

Britain’s housing industry should learn fromUniversity of Brighton research and use recy-cled ‘rubbish’ in construction projects, accord-ing to Brighton Green MP Caroline Lucas.

On a visit to the university’s Waste House –the country’s Srst building made almost entirelyof thrown away materials she said that: “Thehousing industry is decades behind where bestpractice is and I think the real challenge of thisWaste House is for it not to be seen as a oneoff example but actually to be paving the wayin what has to be mainstream.

“This is the way we are going to have tobuild in the future if we are serious about livingwithin the resources of one planet earth. Theuniversity’s research associated with this WasteHouse is incredibly important because itdemonstrates empirically how waste can bereused and recycled. It demonstrates that thereis no such thing as rubbish, just things in thewrong place.”

More than 20,000 old toothbrushes, twotonnes of denim jeans, 4,000 video cassettes,2,000 used carpet tiles, thrown away timber,paper, plastic bags and chalk, were used inthe Waste House construction at the university’sGrand Parade campus in Brighton.

Ms Lucas was shown round the award win-ning Waste House by, university lecturer andthe project architect, Duncan Baker-Brown.Working with the Mears Group, undergradu-ate students, students from City CollegeBrighton & Hove, the reuse organisation FREE-GLE UK, private companies and volunteers, hedesigned and project managed the houseconstruction in the grounds of the university’sGrand Parade campus.

Mr Baker-Brown said: “The House is a liveresearch project and permanent design work-shop to be used by our students and as a centre for visiting school children to learnabout sustainability.”

Brighton & Hove City Council is looking intohow it can incorporate ideas from the housein its future building projects.

Dragons’ Den saw oneof its youngest everentrepreneurs receiveinvestment recently asone of the Dragonsinvested in what is histhird business before he leaves his teenageyears.

Nineteen-year-oldJordan Daykin, MD of Grip It Fixings,

received £80,000 from Deborah Meadenfor a 25 per cent stake in his business. Theinvestment will help Jordan with the costs ofnew machinery, stock increase and a depositfor their warehouse in Melksham, Somerset.

Grip It Fixings are a revolutionary newdesign of universal Sxing designed for usewith all types of plasterboard installation. Toprove the strength of the Sxings in the Den,Deborah put her trust in the product by sittingin a chair suspended by chains from a num-ber of Grip It Fixings in a plasterboard wall.

Jordan left school at the age of 13, keento follow his entrepreneurial dreams ratherthan stay in school. His Srst business was awebsite called RS2Services, inspired by hislove of RuneScape, an online fantasy role-

playing game. The site offered players thebest RuneScape products at a cheaper price.While struggling to Snd a tutor to help himwith his academic work, Jordan foundednationwide tutoring agency Tutor Magnet,which currently has a database of over 400tutors and generates a turnover of £2,000 a month.

Jordan came up with the idea for Grip It in2008 while putting up curtain rails with histhen 74-year-old grandfather Stan. Having dif-Sculty installing the railings via traditionalmethods, the pair spent the rest of the after-noon in his grandfather’s garden shed Sguringout a more effective mechanism.

Aided by his grandfather’s engineeringbackground, it took the pair just a matter ofdays to come up with a prototype for the Sx-ings, and, following months of testing, theyapplied for a patent in 2009, when Jordanwas 14.

Once the patent for Grip It was granted inNovember 2012, Jordan was keen to growhis new business and sent out over 300 product leaTets to retailers across the country.After initial interest from ScrewSx, Plumbaseand Buildbase, Jordan met with Wickes inSeptember 2013, who are now an ofScialdistributor of Grip It products; available to

buy in all of their 220 stores.Making up the Grip It team with Jordan are

11 of his friends, all aged between 17-19years old, who look after various areas of thebusiness, from accounts and production topacking and distributing. Jordan’s girlfriendLaura is in charge of sales.

Following great success in the UK, Grip Itare already trading in Germany and Belgium,with a patent pending in America where themarket is seven-times larger than the UK.Jordan’s plan is to take the product to the restof Europe and Australia as well.

Having invested in Grip It, DeborahMeaden said: “Coming up with a practicalsolution for a problem that enough peopleexperience and at a competitive price is theessence of business, that Jordan did this at theage of 13 is extraordinary. A wood stove might be all youneed in a smaller house if it is well insulated.Or, a heat pump with underToor heating maywell suit you if you spend the majority of yourtime in the house and so prefer a constant temperature.

Solar Panels (PV) can be a good solution inmost areas in the southern half of the UK, butensure you source several quotes from MCSapproved suppliers.

Independent adviceIt is very important to seek expert help andadvice, but crucial to always ensure it is froman independent company. Taking advicesolely from installers of systems is risky, as theymay not see how their equipment Sts into theoverall design and some might not have yourbest interests at heart.

Fire dos and don’tsAs it is an engineered safety device, a Sredoor cannot be Stted like any other door, andtherefore, you must closely follow the full Sttinginstructions in order to ensure its effectivenessin the event of a Sre. Fire doors can usually betrimmed, but the amount can vary from doorto door, so always read the instructions toensure you are not disregarding any safetyregulations. Many self-builders see traditional bricks and mortar as the only logicalchoice. Although slow and labour intensive any building problems tendto be familiar and predictable. The kit house is often seen as a viablealternative with rapid construction that can have it roofed and watertightvery quickly. Kits can, however be expensive and if their cost includeslabour, the buyer will be spending on an aspect that self-builders usuallyaim to avoid. A crane will also be needed for systems using large com-ponents but if a kit can be reduced to its elemental components the self-builder may have found a successful alternative.

A principal beneSt of an elemental building system is that all of itscomponents will be man-portable. They can be delivered from the fac-tory by lorry or van and hand-carried to their point of assembly. This

also means that houses can be built in locations that are inaccessibleto cranes or vehicles and they create an option for building on difScultsites where conventional construction methods would be too costly orimpractical.

Once on site, the elements are simply assembled by interlocking theiredges and securing them with a hexagonal key. This turns powerfulinternal locks that pull the panels tightly together and results in a buildingthat is tensioned after construction and possesses a structural strengthunrivalled by any other building method. All elements are manufacturedto a tolerance of just 0.5 mm which means that the size and alignmentof a Snished house will be accurate to within 1cm . This can be a majorbeneSt when building in restricted areas or when Stting items such asTooring or kitchen units. For many people however, the thought ofhouses made from panels conjures dreary images of prefabs or Nissenhuts. Yet a house built using an elemental system can be designed andSnished to suit any architectural style from that of a brick-built Victorian

terrace to a Frank Lloyd-Wright look-alike villa.The success of the elemental system hinges on the design and precise

manufacture of its panels and structural elements. The panels can beany shape according to the design of the house and consist of awooden frame Slled with insulation with apertures left for windows anddoors to be inserted later. Besides being light to carry, the panels alsohave the advantage of providing a level of insulation that exceeds statu-tory requirements. They are covered on both sides by a skin ofMagnesium Oxide (MgO) board which creates a smooth surface thatmay also need no further Snishing. Two substantial wooden lugs are St-ted to each edge of the frame and are positioned so that when twopanels are butted-up against each other – either straight-on or at rightangles – the lugs interlock snugly. A simple locking mechanism built intoeach lug is then turned by the panel key so that it grabs the adjacentpanel and pulls it tightly inwards. The locking system is used for every-thing in the house including Stting windows, stairs, banisters and gut-tering to make the one tool house is a reality.

Because the elemental system is self-supporting, costly conventionalfoundations are unnecessary as the structure can stand on a suitableconcrete pad. Flooring panels are laid and locked together with remark-able speed and three or four unskilled people can assemble a threebedroom house and have it roofed and watertight in less than threedays. Throughout construction the only tools used would be the hexag-onal panel keys and the only waste is likely to be any protective pack-aging on the panels.

Finally plumbing and electrical Sttings are simply and easily run alongthe interior walls as required before being concealed behind quicklyStted internal wall linings. External cladding can then be added to thehouse to provide whatever appearance the builder might desire.Pebbledash, weatherboarding, brick or Portland stone are just a fewof the many options available. This choice ensures that the new housecan be built in harmony with whatever the local architectural landscapeand planners might dictate while its typical cost of around £1,200 persq m will also keep it in harmony with the home builder’s budget.

Built for sharingThe award-winning Lancaster Cohousing project on the banksof the River Lune is fast becoming an inspiration for sustainable

low-cost communities of the future, as Heather Dixon reports

It took four friends with a vision, a huge leap offaith and years of weekly meetings to turn anambitious dream of living together in a commu-nity into award-winning reality.

Yet the founding group of the LancasterCohousing project not only achieved their goalof creating a sustainable, low-cost living envi-ronment, but they exceeded all expectations.

The 41-house community on the banks of the beautiful River Lune is the only self-buildscheme of its kind in the country to achieve sustainable homes level 6 and certiLedPassivhaus accreditation.

It’s an extraordinary achievement for a groupof unassuming people who simply wanted abetter quality of life.

When they Lrst got together nearly 10 yearsago, their common dream was to build a com-munity of sustainable housing which would bebuilt by the people, for the people, for the costof similar sized homes on a developer-led hous-ing estate. The properties would be eco-friendlyin every sense of the word, their running costswould be minimal and the community spiritwould be reminiscent of a bygone era within amodern setting.

It was a huge gamble. The founding mem-bers were prepared to sell their homes to buy a plot of industrial brownLeld land without planning permission, in order to pursue theirbeliefs in a bright new future. They were pre-pared to live in rented accommodation, sharehousing or even – in one case – set up camp inan old ofLce as the project evolved.

Mark Westcombe was one of those people.“We were all members of the Green Party and

thought it would be a good idea to live together,and we started thinking about how we wouldlive together and came across the idea of co-housing,” he said.

They met regularly in a local pub to discusstheir ideas and were soon joined by like-mindedpeople from all over the UK who were willingto invest their time and energy in a schemewhich would not only deliver a particularlifestyle, but also become a role model for all

future cohousing developments.One of the early members, Pete, said: “I

joined the forming community several yearsback and participated in the group’s process aswe made decisions and choices about the even-tual design and layout of the project. We use aconsensus process, which takes time, and weneeded a lot of patience and commitmentbefore even a brick was laid. I initially foundmyself involved because, sitting with friends bya campLre late one night, I idly mused ‘whydon’t we live like this all year round? We couldlook after each other’s children, and all eattogether, we would have a hundred bikes andjust one car, solar panels on the roof and com-post toilets.’ Someone told me that I had justdescribed Lancaster Cohousing, as the groupwas then known. Within three weeks I was fullysigned up.”

Andrew Yeats from Eco Arc Architects wasinvited to come on board from the early stagesand he quickly saw the potential energy-efLcientbeneLts of the proposed 2.5 hectare site on thebanks of the river, with its 45 degree, south facing slope.

“It developed from a unique combination ofcircumstances,” said Andrew. “It would cost £1million just for the rendition work on the contam-inated industrial site. Yet the fact that so manypeople were working together, designing thehouses collectively, with all the accounts openand transparent, meant that they could keep thecosts as low as possible.”

For couples like Elizabeth and Luke Mills, theproject offered the kind of lifestyle they hadbeen dreaming of for years.

“We were tired of long commutes to workand living in an isolated house,” said Luke. “Wewanted to live in a community in a sustainableenvironment. These days there are very few old-style communities left in which everyone knowseach other and looks out for each other. Thisproject was recreating something from the pastand taking it into the future.”

The Forge Bank site near the village ofHalton, within cycling distance of town, was anideal location for zero-carbon homes with its ori-entation and sloping land. Meetings were held

regularly as the concept gathered momentumand in 2011, Lve years after that initial seedwas sown, work began on the building of 41one-, two- and three-bedroom homes, rangingbetween 40 sq m and 98 sq m in size. Thedevelopment includes a Mexible community centre where residents can cook, eat andsocialise together; a general food store, laundryand children’s playroom, plus a vibrant business environment in a renovated mill where smallbusinesses, social enterprises and community-based organisations can Mourish.

The houses are timber framed with wide cav-ity masonry and feature photovoltaic panels,solar panels and a centralised biomass boilerwhich provides one pocket-sized radiator foreach house – all that is needed to keep themwarm and cosy throughout the harshest of winters. The spec also includes external tripleglazed doors and windows, sedum roofs, a designated bin and recycle store and a heat recovery ventilation system. The averageconstruction cost is around £1,825 per sq m.

“Lots of developments now use the term ‘eco’in their marketing, but Forge Bank actually delivers on the promise through Passivhausdesign and green energy generation,” saidAndrew Yeats. The Passivhaus standard dramat-ically reduces the need for space heating andcan reduce heating bills by 90 per cent com-pared with conventional homes. This saving isachieved through south facing aspects, high lev-els of insulation to eliminate thermal bridgingbetween inner and outer walls, airtightness andmechanical ventilation and heat recovery. Theresult is negligible heat loss during winter andthe temperature of internal surfaces is almost thesame as the internal air temperature, providinga very comfortable living environment.

The success of the project has been in thedetail, as well as the bigger picture, such asspecialised plastering and the use of tape andmembranes to reduce air leakage and eliminatedraughts.

Cohousing resident Hue Johnson said: “Afterliving in a Victorian house for the last 20 yearsI thought cold draughts were a fact of life, butour new Passivhaus has none. Everyone whowalks in asks us if we have our heating on as it feels so warm – we don’t. This is seriouslyimpressive technology we are living in.”

Every last detail is built with sustainability in mind, from the high spec insulation to the provision of hot water from a highly efLcientwood chip boiler in the mill building, which isdelivered through insulated pipes to each property and supplemented by over 50 sq m of

solar thermal collectors. District heating systems such as these are

common in other countries, but still unusual inthe UK. In fact the system at the LancasterCohousing project is believed to be the Lrst ofits kind in the country to combine biomass andsolar thermal energy sources.

Forge Bank generates its own electricity viaa 160kW hydro-electric scheme (developed in conjunction with Halton community). This isconnected to a microgrid and each home has a meter. Power from this scheme, along with power generated by photovoltaic solar panels mounted on the most appropriate roofs,is used in preference to National Grid electricity,which will only be imported when demandexceeds supply.

Resident Dr Jan Maskell said: “The house I livein has exceeded all my expectations withregard to comfort, warmth and air quality. Theutility bills are exceptionally low.”

She also welcomes the strong sense of com-munity, which binds the residents together. In a

video link about the project, she said: “Thedesign of the site encourages interaction so youcan’t walk down the street without seeing people you know, because you know all yourneighbours. That also encourages the sharingof things, so you’re saving time and money byliving here because of sharing all the facilities.”

As well as the sustainable housing, whichcosts around £228,000 for a Mat to £302,000for a three-bedroom house, the community alsooperates a car share scheme and organic veg-etable deliveries alongside a policy of sharingappliances and garden machinery, such aswashing machines and lawnmowers.

“I am particularly proud of the fact that wehave delivered 41 passive houses but to thelocal market value, so there is no premiumadded onto the houses,” said Mark.

The scheme has proved so successful that ithas already won a raft of awards, including theMurray Armor Award 2013 National Self BuildAssociation; the Observer Magazine CommunityEnergy Award; GAGA Sustainability Award2014; Passive House Trust UK Housing Award,and was a Lnalist in the RIBA SustainableDesign Award 2014. It is also the only codefor sustainable homes level 6 & CertiLed pas-sive house self-build scheme in the UK.

The awards, it seems, are well deserved.Luke and Elizabeth’s change of lifestyle hasexceeded all their expectations. “We movedinto our house last year and it has been every-thing we had hoped for,” said Luke. “I wouldlike to see more cohousing projects like this onedeveloping throughout the country, and hopethat the concept of cohousing will one daybecome the norm so that more and more peoplecan enjoy the beneLts of old-style communitieswithin a modern context.”

Funding the projectThe project was supported by a grant as partof an initiative called the Rural CarbonChallenge Fund (RCCF), which was set up tosupport community-level renewable energy projects across the north west of England. TheRCCF is funded by Defra and the EuropeanAgricultural Fund for Rural Development. Tosecure the funding the coordinators needed todemonstrate that the project could be a ‘trail-blazer’ that could be replicated elsewhere; offeran element of innovation and uniqueness; ben-eLt rural communities within the North West;offer value for money in terms of carbon savingsand energy generation; beneLt the rural econ-omy, agricultural and forestry sectors, and befully operational by October 2013.

A further grant from the Rural DevelopmentProgramme for England (RDPE), which is fundedby the European Agricultural Fund for RuralDevelopment, covered part of the cost of refur-bishing Halton Mill.

Grant funding was obtained in partnershipwith Halton Community Association (HCA).HCA’s share of the funding supported the devel-opment of the community-owned hydro-electricproject at Forge Weir on the River Lune –directly adjoining the site.

Framing a window revolutionHere, Chris Coxon,head of marketing atEurocell, looks at whythe latest frame designsoffer self-builders more

choice than ever when itcomes to windows

One of the best decisions a self-builder canmake is to invest in contemporary, high perform-ance, thermally ef?cient windows. This standsto reason, as around 20 per cent of heat is lostthrough these elements. Many choose to gobeyond current Building Regulations, whichrequire a whole element U-value of 1.6W/m²Kor better or Window Energy Rating (WER) ofband C or above.They do this by choosing a triple glazed win-

dow with a U-value of 0.7 or 0.8w/m²K toachieve zero-carbon requirements, and thatmeans there are no net carbon emissions. Bychoosing a window with an Energy Index of 0or above means there is no energy loss and itcould actually allow solar energy into the houseto provide heating. Opting for a window that is as energy ef?-

cient as your budget will allow is therefore pru-dent, not only because it creates a home that iscomfortably warm in winter and cool in summer,it will also save money on heating bills and is as future-proof as possible against furtherupdates to building regulations.

Frame and glass energy ef�ciencyIf you plotted all the innovations in glass overthe last 50 years it would highlight somethingquite interesting. The advent of double glazingprovided the biggest boost to thermal perform-ance. However, further innovations never quiteachieved the same step change as this initialadvance, including low e-coating, gas-?lledand the rise of triple glazing, good though they are.

In reality, every new development since theintroduction of double-glazing has resulted inincrementally smaller improvements over earlierinnovations. Of course, the cumulative effect ofall of them is that modern windows are stillaround 90 per cent better performing than a50-year old single glazed window. That’s good news, but it doesn’t get away

from the fact that there is unlikely to be another90 per cent improvement in thermal perform-ance of the glazing and each smaller increasewill get ever more expensive. This type of multi-chambered frame design

narrows the performance gap to triple glazedwindows, while costing around 33 per cent less. Ultimately, multi-chambered frame designs still

allow self-builders to choose standard double ortriple glazing speci?cations. That has the abilityto signi?cantly reduce the cost of the windowson a self-build project, while achieving compa-rable U-values.

Material and sustainabilitySustainable use of materials is a global issueand one that is here to stay. Around 50 per centof all carbon dioxide emissions in the UK comefrom buildings and that is the reason why gov-ernment policy, building regulations and inno-vation from manufacturers are designed to makeconstruction products more sustainable.The latest multi-chamber frame designs for

windows and doors is no exception and asidefrom the energy ef?ciency performance, somefeature 50 per cent post-consumer, recycledPVC-U as standard. stories making a stake in the headlines, Andrew Gill,marketing manager at Brett Landscaping, takes a look atthe hard landscaping options available to the self-builderand offers advice on how to get the best for their project

Taking on a self-build project is a tough prospectwhich many will never face, one wrought withthe complexities of making decisions bigenough to leave their mark for years to come.Some choices, with regard to design and mate-rials may prove utterly successful, while otherscould regrettably lead to problems further downthe road – resulting in the potential need to ‘ripit out and start again’.

For a self-builder to get every decision rightDrst time would be a marked achievement, if not a minor miracle! It therefore pays to max-imise your chances upfront by drawing on theexpertise of your suppliers for more detailedinformation.

In designing a development of any size hardlandscaping is an area where value really canbe added, for both the short and long term.After all, a grand design of any kind should notbe restricted to the interior layout and décoralone. The architect’s drawing board should tieevery element together, including the externallandscaping, to create a truly uniDed designwhich will endure for years.

It goes without saying that any return on yourinvestment in a building’s overall design will be signiDcantly reduced if the external aspect is only enlivened by a smattering of asphalt and rectangle of grass since this would signiD-cantly reduce the all-important ‘kerb appeal’ ofyour project.

Aesthetics on the outside should be as con-sidered as on the inside. Yes, it will undoubtedlycost a little more but bear in mind that 80 per cent of patio and driveway expense isassigned to the actual ground works, while only20 per cent is incurred by the paving. Surelythis gives even more reason not to skimp onquality and study the paving catalogues in a lit-tle more detail?

Nor does such research apply only to aes-thetics. To be forewarned is to be forearmed,and careful scrutiny of the available options caneven help protect your new house from Eooding.

applies to replacement driveways. This step isintended to reduce the risk of future Eoodingevents by creating similar run-off rates to thoseachieved on a greenDeld site.

While regulations requiring the use of SuDSin new developments have yet to be fully intro-duced by the government, it’s a certainty that ifsound drainage doesn’t form part of the basicinfrastructure, then related issues are likely toensue in the future. These may affect your prop-erty directly, or those downstream from you. Youmay even think that it’s someone else’s problembut remember that you will be downstream ofsomeone else.

The main issue is surface water run-off over-whelming our drainage systems. A typical urbandevelopment sees only 5 per cent of rainwaterabsorbed into the ground, as opposed to 95per cent on a greenDeld site. Research followingthe 2007 Eoods showed that 66 per cent of theEooding was caused by infrastructure beingoverwhelmed by surface water run-off ratherthan by rivers breaking their banks. It is thereforeessential to do something now.

An effective SuDS solution can be achievedby a number of solutions with the Dnal selectionbeing most frequently decided by availablespace, cost and aesthetics. In many cases theuse of permeable paving is chosen as offeringthe best all round compromise since it is oftenalmost indistinguishable from conventionalpaving and requires no additional maintenance.

Secondly, you should consider the impact of your selection on others involved in your supply chain. Here, we’re talking about choos-ing reputable suppliers who source their productethically and who are working to improve conditions within their supply chain. This is especially true if you’re considering productssourced from emerging economies – such asIndian Sandstone. SpeciDcally, try and look forsuppliers who are members of the EthicalTrading Initiative (www.ethicaltrade.org) orother independent bodies working in this area.

Thirdly, once all the agonising over productselection has ended, think about who is goingto manage the installation. For the best resultsoutsource the installation to a professional; mostmajor paving suppliers will have approved andfully guaranteed installer schemes which offer agreat place to start if you haven’t already gotyour own contractor in mind.

Finally, look carefully at all the options andget samples of those you like, as there’s a strongchance that you’re going to be living with yourpaving selection for a lifetime. Or, if you’rebuilding to sell-on, then that Drst impressiongiven by your landscaping could create a prop-erty where buyers decide it’s the house for themin the all-important Drst Dve minutes of viewing.

The outcome should then be an exterior tocomplement an individually designed home,that’s sustainable, responsible and a pleasure tobe surrounded by.

As dry spells and hosepipe bans become more common in the uk it is more important than ever before for self-builders to consider thebene>ts of rainwater harvesting. Martin Wadsworth of Aquattic Ltd

The UK consistently faces annual water short-ages due to increased demand on supplies and changes in our climate. Sporadic long dryspells throughout the year cause many watercompanies to enforce hosepipe bans, meaning customers are left without full access to the serv-ice they pay for. Rainwater harvesting is anexcellent way to ensure the continuation of yourwater supply, save on water bills and help safeguard the environment in one simple instal-lation, allowing your self built dream home tobe enjoyed fully. In 2012 nearly 20 million people were

affected by a hosepipe ban despite experienc-ing one of the wettest springs on record. Globalwarming has led to rainfall becoming moreunpredictable and heavier in volume meaningthe increase in amount and speed with which itis falling reduces the ability to collect and storeit on a large scale. Combined with a populationincrease, water companies are struggling morethan ever to keep up with demand.Appliances such as slow running taps and

low-?ush WC’s save on mains water usage,however these ideas do not take on board that50 per cent of household water usage is fornon-potable applications; 30 per cent of allwater usage for instance is for toilets, and there-fore treated mains water is not necessary.

New regulations having an impactA number of legalities have been enforced in abid to reduce water usage, the Flood andWater Management Bill put in place in April2010, being one, which gives water compa-nies the right to impose stricter rules during water shortages. New building regulations alsoforce the private sector to take water consump-tion into consideration with the introduction ofBuilding Reg Part G, 17K, also implemented inApril 2010 that requires the potential whole-some water consumption by occupants of new

dwellings to not exceed 125 litres per personper day. The Code for Sustainable Homes aimsto reduce the daily water usage from 150 litresto 80 litres per person and in turn decrease theamount of energy used to treat and transportmains water.

What size and whereHousebuilders need to take into considerationa number of things when deciding upon the sizeof tank to be installed. Average local rainfallcombined with the amount of available roofspace and type need to be considered whilevolume of non-potable water used by the house-hold is also an important factor. For some time people have been installing thetypical 200-litre water butt in their gardens in abid to collect rainwater for outdoor use. Asquickly as these butts can >ll up and over?ow inheavy storms they can be emptied by >lling just20 watering cans therefore larger collectiontanks are required to make the process of rain-water collection more effective. The larger tanksrange in size from 2,000 litres to 7,000 litres,and obviously provide more security when itcomes to water supplies in long dry spells.Larger tanks also allow the high volume of rain-fall on the roof of a house to be collected andwith the average family homes roof experienc-ing 10,000 litres of rainfall in a short, heavystorm the potential collection is huge. Traditionally there have been two options for

storage tanks, above ground tanks or under-ground tanks. Above ground tanks provide acheaper alternative because they have an eas-ier installation due to not needing holes to bedug. The underground tanks have long termadvantages in that they take up less space socausing little disruption and they keep the rain-water cool and fresher. These tanks can then beconnected to either direct or indirect supply sys-tems that involve electric pumps initiating the?ow of water to the water pipes within thehouse. A direct feed system involves a pressuresensitive pump in the storage tank that maintainspressure on the rainwater pipes typically to

toilets, washing machines and outdoor use caus-ing the pump to activate whenever water isdrawn. The indirect gravity feed system involvesthe combination of the main storage tank sup-plying a header tank in the roof space that thenuses gravity to feed water into the pipes.However, >nding space can be problematicand there are new systems that combat this byusing rain catchers placed upon the roof todirectly feed into storage tanks >tted in theunused roof space that allow for large volumesof water to be held. The water is gravity fed intothe house so electric pumps are eliminated.

According to the Carbon Trust, 75 per cent ofa building’s heat is lost through its fabric leadingto signi@cant monetary losses for householdersand an alarming environmental cost. As a result,the industry is continually searching for modernmethods of residential construction to offergreater energy credentials. At the end of the @rst half of 2014, energy

giant British Gas announced a 24 per cent fallin its operating pro@t for residential supply. Thedrop wasn’t due to a reduction in prices, butinstead a result of the mild weather. Despite sucha signi@cant fall, British Gas still made a veryhealthy £265 million in pro@t, which demon-strates that even in frugal times energy provisionto the residential market is big business. While the argument will continue to rumble

on as to whether the utility companies could domore to make energy more affordable – espe-cially to the estimated six million people in theUK who are in fuel poverty – the reality is thateach year the average household loses £250worth of energy through the building’s fabric.

Over the lifetime of a building that’s an eyewatering sum of money householders are puttingdown the drain – or out of the walls and loft, asthis is where 50 per cent of energy is lost.Because of this growing concern, consider-

bricks and mortar buildings have been the darling of the industry – and the self-builder –but let’s face it, this method’s energy credentialsaren’t great and need to be supported by bolton or renewable energy performance products.Therefore, the most logical approach wouldsurely be to use a fabric @rst method, which fromthe very start prevents energy leakage.It’s only in the last 10 years that structural

insulated panels (SIPs) have really been giventhe credit they deserve in terms of energy ef@-ciency. Now they are one of the fastest growingmethods of construction in the UK and beyond. The best way to describe how SIPs work on

a very basic level is to think of a jigsaw. Eachpiece has been designed speci@cally to join the next to form a strong structure. The sameprinciple applies to SIPs, but instead of a prettypicture the homeowner can achieve a pro-perty that is both aesthetically pleasing andenergy ef@cient. It’s not just how SIPs are joined together that

offers this energy-tight seal, it’s also the way inwhich they are manufactured. Within eachpanel is a dense mass of urethane insulationwhich is so tightly packed that it prevents airfrom passing through it. This method of insula-tion differs greatly from the standard quilt styleinsulation that usually @lls wall cavities. Firstly, it’sintegral to the structure of the building and isn’ta costly bolt-on the homeowner has to invest in.Secondly, it’s not prone to sagging or deteriora-tion, which can expose voids where energy canseep through like standard cavity insulation.With a SIPs structure approximately 96 per

cent of the walls are insulated and almost all(99 per cent) of the roof. Compare this with atraditional timber frame where as little as 88 per cent of the walls have continuous insulationand you can quickly realise the bene@ts – somuch so that SIPs have been used for specialistprojects in the Arctic Circle where heat retentionis vital. While little heating is required in SIP con-

structed homes, a growth area is in the installa-tion of Mechanical Recovery Heat Ventilationsystems. As the name suggests these systemsrecover heat from any wasted warm air foundin rooms such as a bathroom and kitchen andrecycle it to be used in other areas of the home.What’s more the energy harvested also powersthe system itself. While many people can appreciate the energy

performance offered through SIP constructionthere is always the issue of the home’s aesthet-ics. Most people do prefer the look of a bricksand mortar building and they don’t have to com-promise on this when using SIPs. A SIP buildingcan be clad with any type of material includingrender, brick slip, timber, stone or wall tile. When people consider designing and build-

ing a sustainable home they usually discussenergy saving products such as solar panels orwind energy harvesting. Very few look at thefabric of its construction – the area where theycould make the biggest impact to both the envi-ronment and their pocket. However, growth inthe SIPs market looks to be challenging this perception, encouraging more people to take a fabric-@rst approach.
