It helps self evolving organizing organizations to develop, if:
• There are examples (other organizations) to learn from - and even copy the effort
• If there is some sort of structure, such as simple basic rules • Some mild form of competition – creating the initiative to
do better than some of the others
What can we learn from this for the development of Water User Groups?

• Keep organization’s rules simple• Encourage them to organize themselves according to
these minimum rules• Bring them into contact with each other – especially new
groups with established groups• Organize events where they can meet and see how they
perform in comparison to other groups• Let them federate themselves
