Staff Report ACCEPTANCE OF EASEMENT
WALL STREET ROAD September 8, 2008
Background: On July 21, 2008, following a Public Hearing, the Board of Selectmen conditionally accepted the dedication of the Wall Street Extension, which included the need for an easement. Issue: Acceptance by the Board of a road maintenance and facility easement deed. Discussion: The easement proposed has been reviewed and modified by Town Counsel and is in final approval format for acceptance. Wall Street Extension and its related facilities, for which the easement is to be granted, is described in the as-built plan prepared by Associated Surveyors, which is on file with the Town of Meredith. Public Works Director Mike Faller has verified that the roadway has been re-graded and rolled to the Department’s satisfaction. He further verified that all areas have been addressed with regards to the road, cul-de-sac and drainage areas. It was reviewed following the recent storm damage and complies with the Town’s requests. Fiscal Impact: There is an undeterminable cost associated with Town maintenance. However, the costs associated with this easement regarding legal and recording costs are borne by the Grantor of the easement. Town Manager Recommendation: For purposes of acceptance, the following motion is offered:
“Mr. Chairman, in the matter of the proposed road maintenance and facility easement on Wall Street, shown as Lot No. 1, Lot No. 2, and Lot No. 3 on the Subdivision Plan, Tax Map S 25 - Parcel 27 J, recognizing the Town has completed a legal review of the proposed easement, the final language before us incorporates the recommendations from Town Counsel, the applicant’s attorney having certified good title to grant the easement deed prior to recording, I move the Board of Selectmen accept the easement as presented.”

Staff Report CERTIFICATE OF AUTHORIZING RESOLUTION
INSURANCES September 8, 2008
Background: Upon review of legal documents necessary, the Local Government Center (LGC) has requested that the Town of Meredith, and many other localities, adopt authorization resolutions pertaining to the health insurance, property liability, and workers’ compensation coverages in effect. Issue: To adopt resolutions requested by the Local Government Center. Discussion: In July 2005, the Town of Meredith joined the entities of School Administrative Unit #02 and the Towns of Ashland, Center Harbor, and Sandwich for a combination rating program for health insurance that was cost effective and advantageous to all. Individual rating insurance programs of property liability, workers’ compensation, and unemployment benefits are also covered through LGC. As Meredith has a Town Manager, authorization for signing these agreements has been with the Town Manager. LGC is now updating all of its documents following its review by legal counsel. The attached Certificates of Authorizing Resolutions (Exhibit I and Exhibit A) are to be read into the record for approval. Fiscal Impact: None. Town Manager Recommendation: It is recommended the Board move the adoption of the two Certificates of Authorizing Resolutions.
