There exists a natural resource more precious than gold and infinitely more valuable to the human race than diamonds. It creates tomorrow's leaders and within its confines lies the very future of the world. Corporal Morris Arcement, Motor Transport Company, Brigade Service Support Group, knows
th#t Mother Earth's most valuable resource is her children.
Arcement sponsors four Filipino girls, ages 9-13, through the Christian Children's Fund. It is through this nonprofit organization that many children across the globe are able to eat, go to school, and lead productive, healthy lives.

approximately three years ago," said Arcement. "I was stationed at Marine Corps Air Station Cherry Point, NC., when I came upon an ad in a magazine with Sally Struthers, national co-person for CCF. It sounded like an ideal learning experience.
"I received the information packages on Ana Liza Olano and Maribel Barroga during March 1981," he said. "The packages contained short biographies and photos on each girl. Their backgrounds were surprising.
"Both girls live with their parents in one-room houses built with bamboo and palm thatches," continued Arcement "Arta Li laborer father barely latilier a living forhis 12-member family. Maribel's father also scarcely scratches out a living as a sharecropper for his family of five.
"The most important factor for both girls was their uncertain educational future," he said. "Without CCF, both girls would ultimately have quit school due to lack of means."

"The photos and biographies for Mely Hadlos and Cynthia Valdez arrived during August 1983," said Arcement. "Their family income situations were similarly bleak.
"All four girls live near the city of Santa Lucia, Philippines," he continued, "but they're not related to each other. They all go to the same CCF sponsored school though, and they are friends.
"I wrote to the girls regularly," explained Arcement, "and they write buck. The letters take about four to six weeks to arrive each way. A cry appointed translator helps the girls understand my letters and lot aido \helps them write English letteratosend back. We learn a lot about our different
'cultures from our correspondence. Arcement chose the Philippines
for his sponsorship, because as a Marine, he has a greater chance to 'visit his new friends.

were both scared to meet me because I was a stranger to them. They warmed up to me by the second day of my visit though. By the third day, they didn't want me to leave at all. I had become a new friend and they enjoyed my company.
"Many people don't realize that there is much more to the Philippines than Olongapo City or Manila," continued Arcement. "To really know the PHilippines, you have to get out into the countryside. The majority of the people live in poverty. Most make only $30 to $40 a month. They need all the help we can give them."
Arcement remembers his childhood well and how it feels to want (omething you can't leave.
"When I was growing up in New Orleans my father drove a truck for a living," said Arcement. "I didn't have everything handed to me on a silver platter; I had to work hard for what I wanted. But, I always enjoyed helping others as much as I could.
"I really enjoy helping those little girls through CCF," he

continued, "because they help me as well. Through them I'm learning a new language, experiencing a new family, and becoming knowledgeable in a fascinating new way of life.
"It only costs $18 a month to reach out and help a child in a foreign country," he said. "Sixty cents a day is all it costs to bring food, medical care, education, and many other necessities to an underprivileges child. The cost is about the price of one beer per day. Couldn't everyone spare that 9ne beer a day to help a child eat and learn?
"The need for CCF is great," continued .Arcement. "Many child a in the world are lacking basic nacessities of life. We must all omitif.i help."
Because as Arcement points out, if the most important natural resource, the children, is abused and depleted - what future can there be for the rest of humanity?

Navy/Marine team receive updated amphibious vehicles
HQMC, WASHINGTON. The Navy and the Marine Corps recently received three LVT-7A1 amphibious assault vehicles in a special "roll out" ceremony at the FMC Corporation, San Jose, Calif.
Brigadier General William G. Carson Jr Director, Materiel Division Installations and Logistics Department, HQMC, and Rear Admiral George W. Davis Jr., Deputy Commander for Surface Ships, Naval Sea Systems Command, were presented. the redesignated LVT-7s by Raymond C. Tower, president of FMC Corporation.
Under the Service Life Extension Program (SEEP) with FMC Corporation, the Marine Corps will extend the service life of 984 LVT-72 in the inventory. In addition, 329 new LVT- 7A 1 s will be ordered to increase the amphibious assault force to 1,313 LVT-7Als by 1986.
The updated version of the landing tracked vehicle, driven by a new Cummins diesel engine, is used to transport Marines and their supplies from ship-to-shore and is being produced in three different models.
The models are the LVTP-7A1, a personnel carrier capable of transporting 25 combat- equipped troops and a three-member crew or 10,000 pounds of cargo; the 1.VTC-7A1, a mobile command post equipped as a communications center; and the LVTR-7A1, a recovery vehicle equipped with a heavy duty crane and winch, plus cutting, welding and other portable' maintenance equipment.
The new diesel engine will propel the amphibious machine 45 mph on land and eight mph through the water.
Many of the modernized features include upgraded mechanical, electrical and hydraulic systems, and improved power train, suspension, water propulsion, controls and digital instrument panels.
The more sophisticated LVTP-7A1 is designed to provide additional fire power and comes equipped with a .50-caliber machinegun and a M257 Smoke Grenade Launcher mounted on an "all electric" drive turret.
Survivability of the LVT-7A1 family has been increased with a smoke screen generation system, a nonintegral fuel tank which is less susceptible to damage, and a cryptographic encoding and decoding system for the transmission and reception of secure voice messages.

He was sentenced to two months confinement at hard labor, and forfeiture of $250 pay per month for one month.
Lance Corporal Sidney F. Meyers III, Company A, 3d I Reconnaissance Battalion, was convicted at trial by special court- ; martial of unauthorized absence from July 8,1983 to Nov.15, 1983; and willfully disobeying the lawful command from his superior officer to remain on the bus and return to a designated area.
He was sentenced to four months confinement at hard labor, forfeiture of $300 pay per month for three months, and
reduction to private. Private DOuglas A. Carver,
1st Battalion, 3d Marines, was convicted at trial by special court- martial of failing to go at the time prescribed to his appointed place of duty on two occasions, being disrespectful in language to a superior NCO, sleeping on post, and wrongfully using marijuana.
He was sentenced to four months confinement at hard labor, forfeiture of $275 pay per month for four months, and a bad conduct discharge from the U.S. Minine Corps.
Lance Corporal Eric B. Nicholson, Headquarters Company, 3d Marines, was convicted at trial by general court- martial of larceny of various items and U.S. currency of a total value of $906.96, larceny of U.S. currency of a value of $114, property of the U.S. government; and unlawful entry into the station library, property of the U.S. government, on two occasions, with intent to commit larceny.
He was sentenced to three years confinethent at hard labor, total forfeiture of all pay and allowances,reduction to private, and a bad conduct discharge from the U.S. MarineCorps.

Marines notoriously keep their hair short, and deployed leathernecks are no exception - except they have to contend with "company barbers" instead of professional hair stylists.
But the soon to be deployed Battalion Landing Team, 1st Battalion, 3d Marines will find their hair in good hands.
Henry Oda, head barber at the Marine Corps Exchange Barber Shop here, passed some valuable knowledge of the trimmer's trade to 24 leathernecks from various units. They will have the dubious honor of cutting hair during the 131.T's Western Pacific deploy- ment.
"It's something I felt was needed," said Captain Dennis Watts, who asked Oda to train the leatherneck barbers. "We have to provide a barber service ourselVes while in WestPac," he said, "and the training has already received some positive feedbaok."
The real test of the training's effectiveness will be 'felt' after the landing team deploys.

In these days of the dwindling dollar, it seems that finding a bargain is harder than ever. But, there exists a place located just below the Credit Union here, where shopping for bargains is a reality.
The Staff Noncommissioned Officers' wives have just finished renovations to their bargain-filled thrift shop, and will reopen their doors, Jan. 24.
"We just had to fix everything up," said Ginger Brown, thrift shop chairman. "It was so dark and depressing in the shop."
"It looked just like a bomb shelter," said Aurora O'Connell.
"We painted the walls and
ceilings to try and brighten-up everything," said Brown. "We also put in new clothing racks, decorated the walls, and rearranged everything."
"Our previous clothing racks were badly eaten by termites and not very strong," said Cindy Newman, president, Staff NCO Wives' Club. "If any kids had run under the racks, everything could have fallen on them. The racks fell apart anyway when we moved them, because they were so weak.
"We began the renovations on Jan. 9," continued Newman. "All the work was done by a handful of our club members and some husbands. Thrift shop funds were used to buy the wall paint. Special Services bought the floor and ceiling paint, plus the brushes and rollers."
The staff NCO wives have been operating a thrift shop here fur approximately 32 years, at many - different locations across the station.
"The money we make from our thrift shop is donated to a number of military activities," said Brown. "Our main donation is REACH, the joint services recreation for adults and children with handicaps. We also give to the United Service Organizations, Red Cross, Navy Relief, Family Services, and the Girl Scouts. We provide an $800 scholarship yearly to a dependent on station, as well."
"The staff NCO wives work in the thrift shop as volunteers," said Newman. "We have our business meeting at 7 p.m. at the SNCO Club on the first Monday of every

The thrift shop takes donations of clothing and housewares, but what many people may not realize is that they take consignments as well.
"We'll take an item an individual wishes to sell and put it on the market at the thrift shop," explained Brown. "We add 30 percent to the owner's price before we put it up for sale. When the item

sells, we give the original owner the established price and we keep the 30 percent mark-up to add to thrift shop funds.
"The consigned item will be kept in the shop for a period of two months," she said. "The item becomes thrift shop property, if the item doesn't sell and the original owner doesn't come hack to claim the item within that two month period. We donate the item to Goodwill, the Salvation Army, or church groups if the item doesn't sell as thrift shop property within three or four additional months."
The thrift shop features a wide
array of items at discount prices. "We have appliances, draperies,
baby strollers, car seats, playpens, paperback books, and lawn mowers," said Brown. "We also have a lot of clothing and serviceable military uniforms.
"We really need donations and consignments to supplement our stock," she said. "We don't accept undergarments and well only accept shoes in excellent condition."

General Kelley introduced the aircraft into the Fleet Marine Force calling it the "greatest aircraft of its kind in the world today."
Sanford N. McDonnell, chairman and chief executive officer of McDonnell Douglas, presented the AV-8B to Lieutenant General John H. Miller, Marine Corps command- ing general of the Fleet Marine Force-Atlantic.
McDonnell said that in the AV- 8B the Marines "saw a combat aircraft that could be stationed close to the combat zone, hide within the trees and brush just like a rifleman in a fox hole, and an airplane that could pop up suddenly to deliver tremendous firepower at the battlefield."
"The AV-8B is a long awaited scale development AV-813s have and very needed weapons been built and are being used for

I trust you as the builder, those who represent the procurers, and the supporters of this weapon system will do all within your power to see that this aircraft receives the utmost priority to fulfill our urgent requirement for a close air support weapon."
The aircraft accepted today is the first of 12 pilot-production AV- 8Bs that will be delivered to the U.S. Marine Corps this year. That delivery will be followed by delivery of 21 limited-production AV -8Bs, bringing the total number of Harrier II aircraft stationed at Cherry Point to 33 by 1985 when the first squadron becomes operational. Jonathan Swift once said, The stoical scheme of supplying our wants by lopping off our desires, is like cutting off our feet when we want shoes."
That philosophy could have applied to the Wood Hobby Shop here last year as the desires of those who fashioned their creations from wood were almost lopped off.
"Special Services was planning to close the woodshop about a year and a half ago," said Pat Dugdale, manager, Wood Hobby Shop.

"I had seen an advertisement in the newspaper for the position of woodshop manager, and decided to look over the facility. I found the shop being used for maintenance purposes. More than half of the wood working machines were inopera- tive, and many hand tools had to be replaced."
Immediately, Dugdale began tiding the facility. He wed within the same budget
ttb the shop had previously. However, better management of funds resulted in a complete overhaul for the woodshop.
"I took over on Aug. 4, 1982," said Dugdale. "Since then, the shop has obtained many of the most modern wood working machines available, and we've greatly increased our hand tool inventory. New interior paint and a dust collection system are also among the recent renovations. Classes have also been started to increase participation in the facility. I think the woodshop has developed into the best facility of its kind on the island. It could be the best facility in the entire Marine Corps."
Although the hobby shop has had an upswing in modernization, safety is still the first priority.
The first class required at the shop is a 45-minute safety brief held every Friday at 5 p.m. Upon completion, each participant receives a safety card which must be shown at the desk before using the hobby shop.
"It's very important that the patrons be competent with the machines and tools," said Dugdale. "It's because of safety, that we haven't had any accidents here since I took over."
The woodshop is a complete facility, from class to end-result projects. Everything is supplied, except the lumber, which must be obtained by the patron. The woodshop supplies the glue, nails, machinery, tools, and technical
know-how.
"The woodshop is by far the best woodworking shop I've ever seen on any military base," said First Lieutenant Brad Rohden- burg, Marine Fighter Attack Squadron-235. "Once you learn the basics, woodworking can be a very satisfying hobby. In fact, my wife and I have made almost every piece of furniture in our house."
"Furniture, like everything else, is very expensive," said Captain Jack Sparks, Headquarters Company, 3d Marines. "It's also not very well constructed and that's why I like to make my own. Everything I need to make a project is readily available here at the Wood Hobby Shop."
Many interseting projects have been made at the woodshop. Seven year old Debra Dugdale makes her toys there. One patron pulled up outside and proceeded to work on his motorboat. Someone else made a 25-foot long mast for a sailboat. The Naval Ocean Systems Center made two prototype inventions of some interesting, but classified, new gadgets.
Soon, the Wood Hobby Shop will be expanding, in connection with a $1.2 million renovation. Presently, the woodshop shares Building 206 with the automobile hobby shop. As a result of renovation plans, the auto shop will have a new facility built for

their needs. The woodshop will than take over the entire present building, according to Special Services.
The woodshop hours are from II a.m. to 8 p.m., Monday, Thursday and Fridays, and from 9 a.m. to 5 p.m., Saturdays and Sundays. Fifty cents allows individuals use of the woodshop all day.

Marine squad leader makes his rounds in Beirut BEIRUT, Lebanon - Precious
few people had any business walking down the perimeter road at two in the morning. So when the hazy moonlight revealed a shadowed figure approaching their position, the sentries on post at the far right bank of their squad's front oat aridly issued an emphatic challenge,
But the indistinct silhouette proved to be no threat to the security maintained by "Foxtrot" Company along the perimeter of the Beirut International Airport. It was only Corporal Keith Carter, their squad leader, making his rounds.
No threat indeed, Cpl. Carter's !primary concerns included the security and well-being of the Marines in his charge. "That's one of our machine gun bunkers," the 22-year-old Daytona Beach Floridian said. "It's a good strong position. They'll start receiving
rockets (from the enemy) if weever have to use it. Our gunners have to have something to hide behind. If we ever start drawing fire, we can move the gun and keep them guessing."
Carter listened as the sentries reported. It was a quiet night - so fat'. As he walked back up the line, he set goals for the day. His squad had accomplished a lot since landing with the 22nd Marine Amphibious Unit (MAU) but there was much work yet to do.
He passed an unfinished bunker. It's sandbag walls came waist high, and lacked a roof. "We'll finish that position tomorrow, hopefully by 2 p.m. Our battalion wants everyone to be in a bunker that's as water-tight as possible."
Between the bunker and the platoon command post, empty one-man fighting holes notched the berm. Small viewing holes
revealed portions of the Beirut suburbs beyond. "It's not good to put people one .at-a-time on post for security reasons," Carter said. "But if something happens and we need to use them, we can."
Carter came up to the command post where a platoon sergeant listened intently to the radios. "Everybody still alive down there'?" the staff sergeant inquired lightly.
"Yes. They said they haven't had anything tonight," Carter replied.
"Going down to ten?" "Yes, I'm going to see what Fort
Georgia looks like." Carter explained that three of the watchstanders at the post hailed from Georgia, hence the name.

the night so that helps us a lot," Carter said.
Continuing on, Carter explained that his squad had built a new post to prevent infiltrators from taking advantage of the copious brush cover in the area.
"Halt! Who goes there?" Carter was challenged by the post he was approaching, he noticed how the sentries took up new positions. "They're learning how to spread out when they challenge," he thought. "That's good."
Carter left the road, crossed over a plank bridge to the post and broke briefly with the sentries. "I try to sit there and talk with them for about ten minutes to pep them up and get them motivated again. The posts get monotonous after awhile. That's what we fear the most. We don't want people to get lackadaisical and not stand post properly. As corporal of the guard, I ensure that doesn't happen."
A dirt path led from the post to another bunker. "That's my hooch there. It's reinforced by that concrete wall in the front, The skeleton of it was already built when we got here, so I stacked more sandbags on it, and put another layer on the roof with plastic. I put in a cement block floor and I put some aluminum sheets inside about halfway up so I wouldn't have to look at the sandbags for the next few months. I have a small marble table top that we found and a small shelf in there. It's comfortable and it's quiet."
Further on, the path was lined with concrete slabs like the ones used for Carter's floor. "This is a
sidewalk that was built. It's alright, but it's a bad habit to get into, walking up there on the rise and silhouetting yourself on a moonlight night. It's a good way to get shot.
Carter, constantly considering the possibilities in terms of defense and protection for his Marines. "This is a good bunker," he said, indicating another empty position. "If we get hit, we can have someone jump in there. That way we have tighter security and improve communications down the line if the phone breakadown."
Finally, the path led to the sandbag citadel known as "Fort Georgia." Carter had completed his round.
Things have happened for Carter since his first tour in Beirut, a year ago. He was a private first class then, and was
selected to be the platoon's radio operator, because of his knowledge of the new radio equipment which permits each platoon a separate channel to thp company CO. .
After his return to the states, Carter was sent to squad leadveg school, and then represented hiti battalion in the super squad competition at Quantico, Va. "When it's your turn to take charge, you have to take chargq and get things done. If you don't take advantage of it and show that you can do it, they'll put a junior man up there and try to develop him."
"Whenever you do something you have to set goals," Carter said. "I always try to set them higher maybe than I can achieve. That way you get max achievement."

Let me win, but if /can not win. let me be brave in the attempt - Special Olympics' motto.
They repeated those words before the games, and the 120 special olympians who partici- pated in Friday's Special Olympics BowlingTournament at K -Buy Lanes here were brave.
Bowling is one of the events that form the Special Olympics, which is a year-round program. Truck and field, soccer, basketball and swimming are some of the other sports, and the kids are equally brave in challenging them.
"Other districts don't push the physical aspects as much as we do," said Corporal Chris Ned, Marine Air Base Squadron-24. Ned spends Fridays with the special education classes at Kahaluu Elementary School as a physical education coach. He also helps with field meets and special events.
"The schools here (Windward) spend a couple of days each week in physical programs preparing for the Special Olympics," Ned said. He added that this commitment by the teachers and coaches has boosted the district's participation in the programs. About 43 of the approximately 100 keglers scheduled for the state

But the state meet is sways off fur the kids who challenged the lanes Friday. These kids thrilled in the glory of competition, for their concept of winning is different from many people's. Not one of them lost, for just rolling the ball down the lane was a victory.
One lady, frustrated in her earlier attempts,' jumped for joy when the pins fell, while another
ran happily to her teaoher immediately after rolling the ball.
And they were both winners. Cathy Brasher, a physical
education resource leather with the Department of Education and Friday's coordinator, praised the efforts of the Marines who made the Special Olympics a success here.

Retirees'purchasepower differs overseas developed after WW II in order to cope with international mail system problems.
Those problems have long since been rectified so the continued unlimited use of MPS (APO mail) by retirees electing to reside overseas is no longer justified.
Accordingly, said.the Military Postal Service Agency, military retiree use of MPS throughout the world is limited to those countries whose agreements with the U.S. interpose no objection, but limiting mail only to items weighing less than one pound.
While base privileges are virtually automatic for active duty members and their families while assigned to a foreign country, all the rules can, and usually do change when the same individual becomes a retiree.
Sovereign nations, including the United States, have always guarded their right to control the flow of goods into their territory and to levy and collect taxes and import duties. The exercise of this right is a clear manifestation of "sovereignty."
Fortunately, during the post World War II years, the United States was able to negotiate a series of favorable agreements which permit members of the U.S. military forces stationed in various foreign countries to purchase goods free of customs duties and taxes.
The theory behind these agreements is that U.S. military personnel are involuntarily located in a foreign nation for the mutual defense of that nation and the United States, and consequently the member should not be penalized by a requirement that he or she pay prices inflated by import duties and local taxes.
It must be emphasized that these agreements represent exceptions granted by host nations to their sovereign rights. They ate made much more sensitive because they not only permit U.S. military forces to import goods tax-free, but allow the United States to control its distribution as well. Most items on the exchange and commissary shelves are tax-free.
The agreements which contain the tax-free provisions are generally characterized as -
"Status of Forces Agreement." These Status of Forces Agreements, or SOFAs, generally cover the breadth of the U.S. military presence in the foreign country involved including such matters as criminal jurisdiction and claims responsibility.

One very unfortunate factor that enters into play here is the occasion al. abuse of the privilege by some retirees or family members who have engaged in black market activities and thereby forced commanders to curtail or stop the extension of privileges at the request of the host government. This is an extremely delicate area, and one in which abuses of a few can harm the interest of all.
Many retirees have suggested, as a solution to the problem of lack of privileges, that the existing SOFAs be amended to permit retiree and retiree family numbers purchases at overseas commissaries ;tad exchanges.
There are to over-riding reasons why this cannot or should not be done. First, remember the theory upon which the tax-fruT privilege is based. It is a special ,exception carved out of the traditional exercise of sovereign rights by the host country.
The primary basis for permitting the exception is the fact t hat those who enjoy the privilege are involuntarily in the host country for the purpose of participating in the mutual defense of that country.
The retiree and his family members, on the other hand, are in the country of their own volition and pot participating or accompanying those participating in,the mutual defense of that country.
The second reason why *amendment of the SOFAs is not practicable has to do with political relations. The current SOFAs were, for the most part, negotiated at a time in world history when America was dealing with 09127 ,
countries which were just beginning to recover Another privilege available to some retirees residing overseas is use of the Military*Postal Service. Such use is not an earned entitlement but rather the result of a sitilatiort that
may le! tried in the courts of the country they are visiting in or in which they are stationed.
Th4 right to make purchases will vary by country. In many, there is total restriction. In some, purchases may be made if the customs and taxes of the host country are paid. In others, purchases may be made but there are restrictions on the dollar amount and items that may be purchased. Because of this and because the status of retirees and their family members, with respect to a host country, can change at any time, retirees are advised to write to appropriate military agencies within the country they plan to reside or visit.

USO offers more than a cup of coffee Story and photos

If you were to ask service members serving in the Pacific
. what the USO means to them, answers would be wide and varied.
To many who have served in a combat environment, memories bring back visions of stars such as Bob Hope entertaining at Christmas. To others, it might mean a touch of home iq a foreign country, a place to get away from it all or relax while traveling on leave or to a new duty station.
The United Service Organiza- tion was born in 1941. Its symbol was the woman volunteer serving coffee and doughnuts to weary soldiers, sailors and Marines.
While the faces have changed, and more than coffee and doughnuts are provided, the USO remains one of the service member's greatest friends. As it was then, the USO still helps boost the morale of' thousands of service people around the world.
"We try to prOvide a relaxing atmosphere," said Norman Guenther, executive director for the USO in Hawaii.
Service persons, (retired, reservists or active duty and dependents) are offered light refreshments, emergency assistance in conjunction with Navy Relief and the Red Cross, referral assistance and recreation- al activities, Guenther explained.
Hawaii boasts two USO lounges on the island of Oahu. The original USO was at Hickam Air Force Base, opening its doors 42 years ago. As the Vietnam War 'drew to a close, so did the need for the Hickam-based lounge. About 10 years ago, it closed and a USO lounge was opened at the Honolulu International Airport.
However, the USO doors at Hickam have been unlocked and
;those passing through the Military Airlift Command :terminal can now take advantage (of services offered by the USO.
"Air Force officials told us that about 20,000 service people go
'through the MAC terminal each month. We figured there was a need for the center there," Guenther said.
While the Aloha Airport Center is staffed around the clock by four
'permanent staff members and 35 volunteers, Hickam is limited to a 12-hour operation, from 10 a.m. to 10 p.m. "This is because of a limited aureber of volunteers and money constraints," the retired Air Force major said.
Although the USO in Hawaii does not provide entertainment normally associated with the
, organization, Guenther empha- sized the usefulness of the center and the organization to the military community.
Guenther said the USO offers one of the "best deals in town."
"Our services are all for military personnel. There are no membership fees. We don't feel enough people take advantage of the services we provide. One of the reasons is probably because of our location and the fact that we were not allowed to make announce- ments over the airport public address system," he added.
The USO at Hickam is located on the second floor in the dependents' lounge. The Aloha Airport Center is located on the ewa side of the Japanese Airport Garden, below the main level of the terminal.
Since the Army is the only branch of the service to maintain a liaison there for new arrivals on the island, the USO more or less provides those services for the other branches.
With a copy of the person's orders, the staff will help the member to locate his or her sponsor or get a ride to a particular base.
For the weary traveler, there are limited sleeping accommodations, two small rooms with bunk beds and crib for a small child. However, the rooms are not designed for families. Therefore, the Mother and child would be in, one room with the father in the other. There are no sleeping facilities offered at the Hickam USO.
Also available at the Aloha Airport Center are a pool table, playing cards, iron and ironing board and writing material. Because the Hickam USO has only been open for a short time, only a color television is available for recreational use. Eight cribs are available for the young travelers.
While these services are free, operating a USO center costs money and this money comes from several courses, the largest contributor being the Aloha United Way. Funds from the Aloha United Way also includes Combined Federal Campaign donations. The balance of the budget comes from military wives clubs, base chapels and some private contributors.
"Our budget for 1983 was just under $60,000. We expect our 1984 budget to be much higher, due to the reopening of the center at Hickam and some new entertain- ment projects we're discussing," Guenther said.
The additional funds will also allow them to open the Hickam center on a 24-hour basis.
Taking a nap between flights, watching television, playing a game of pool or reading a magazine are all part of the activities provided by today's USO lounges. Snacks can be heated in a microwave. All of these things are revolutionary compared to the USO centers of 1941. But some things haven't changed; coffee and doughnuts are still served.

possible educational Opportunities has long been a goal of the Marine Corps"tuition Assistance Program. The funding policy for this fiscal year prmiides college level tuition assistance for Marines, both officer and enlisted, who enroll in qualifying college and university courses. Enlisted personnel must still be on active duty at the conclusion of the funded course, while officers using tuition assitance must agree to remain on active duty for two years upon completion of course work funded under the Tuition Assistance Program.
The basic rate of assistance for Marines using tuition assistance at the post-secondary level is 75 percent. However, tuition assistance at the rate of 90 percent is authorized for enlisted Marines in the grades of sergeant and above with less than 14 years of service. In addition, tuition costs for high school completion courses from regionally accredited or state recognized high schools will be 100 percent funded.
Only actual tuitiuon charges are authorized for tuition assistance by the Commandant of the Marine Corps (TDE). The individual Marine will be responsible for all instructional fees, such as student activity fees, matriculation fees, lab fees, and admission fees. The expense of books and materials needed for classroom participation will be defrayed by the participating Marine.
The maximum course load authorized for tuition assistance at the collegiate or high school level may not exceed two courses taken concurrently. But, if a "below average" grade is earned in any course funded by the Tuition Assistance Program, the student will be limited to one course until he can maintain at least a "C" average.
Courses are authorized only at the academic level beyond the diploma or degree that the Marine holds. In some cases, courses offered through vocational or technical certificate programs offered by regionally accredited colleges may be approved provided the applicant has not completed 30 semester hours or 45 quarter hours of college level work.
Marines who receive tuition assistance are required to submit their grades to the proper tuition assistance authority upon completion of the course. Ineligibility will result if one receives a failing or incomplete grade in two courses. The reinstatement of these privileges can be accomplished by successfully completing two courses similar to the ones for which tuition assistance was authorized&
Tuition assistance funds must be reimbursed when a student voluntarily withdraws from a course or receives an incompelte grade due to the failure to meet course requirements.

Most of the marhcing on Friday is back into camp. It is rare (but not unheard of) to find people going to the field on Friday. Most "field" Marines have three goals on Friday: to get a shower; get their checks; and to get out the gate until Monday.

Friday, on the other hand, is the most popular day of the work- week for most Marines. Only non- duty Saturdays and Sundays are more popular with leathernecks.
The pre-Christian Germans gave us Monday and Friday as day-names. They believed that by naming a particular time period, it would bring a particular kind of fortune.
Friday comes from the German Friataeg, Fria's day. Fria was their teutonic goddess of love and passion. Monday is derived from the German word Maentaeg, moon's day. To the Germans of that era, it was only logical that the moon's day should follow the sun's day.
Europeans have always been a superstitious lot. To the Germans it seemed that if you had one good day, Sunday, then a bad day, Monday, must follow. Anyone

Lance Corporal. Terrence McAfee, Western Pacific All- Stars' "Chairman of the Boards," hit the winning basket with 27 seconds to play in overtime to defeat the Hawaii All-Stars 84-82 in the Fleet Marine Force Pacific Regional Basketball Champion- ship held here Sunday.
The win tied the best three out of five series 1.1. Hawaii won the first game 82-78, Jan. 20, after coming back from a 24 point deficit at half time.
The West Pac all-stars had four players in double figures in the second game. McAfee led his skywalking entourage with a
me high 19 points. Followed by Noah Mason with 18 and
Private ,First Clack Robert Jantei and Corporal Keith McLachlan with 12.
West Pac jumped out to an early eight point lead with precision outside shooting from McAfee, Mason, James and Cpl Reggie Greene.
The Hawaii all-stars got in track with inside moves from Hospitalman Second Class Ricky Howerton and Staff Sergeant Norris Chappel.
The lead changed hands several times with explosive offense and electrifying defense on the part of both teams.
Hawaii's Sergeant Gene "Pee Wee" Patterson sparked his team with 18 second left in the half. Pee Wee, 5 feet 5 inches, drove down court scoring a layup between West Pac-s twin towers, McAfee and Mason.
On defense McAfee rejected a shot by Hawaii's Cpl Eris Hooks, into the bleachers, in the closing seconds of the first half. He brought the fans to their feet, slamming one home at the buzzer. WestPac went into the jocker room with a 41-38 halftime lead.
In the second half, Hawaii took control of the game and the lead. The crowd was anticipating another comoback victory for Hawaii. McAfee cooled Hawaii's offensive drive by pinning a layup by Ilawaii's HN2 Sebastian Moorehead to the backboard.
Hawaii led 74-70 with 3 minutes and 5 second to play in the game. WestPac's Mason tied the game at 74 with 2:44 to play. Hawaii took the lead on a 20-foot jumper by 11042 David Troy with 2 minute left to play.
With time running out, McAfee shattered all hope and dreams of victory for Hawaii, tying the score at 76 and sending the game into overtime.
Hawaii jumped out to a 4 point.

lead on the arm of HM3 Richard Smith. Hawaii took its last time out with a little over 2 minutes to play, leading 80-76. Hawaii maintained the lead but watched it dwindle as Mason tied it at 82 with 1:18 left to play.
Hawaii, with no time outs left, turned the ball over and McAfee put the icing on the cake with 27 seconds left to play. For Hawaii, time just ran out.
"We came into this game with a
better attitude and more intensity," said Sgt Johnny Jackson, head coach, WestPac stars.
"We got cocky the first game and relaxed with the 24 point first half lead,:' Jackson continued, "and in the second half it got away from us. This time we countered their zone and ran a lot more. We played basic ball Sunday and took them to the hoop!"
"We credit the utilization of the
full court press in Friday's victory," said Gunnery Sergeant Skip Best, head coach, Hawaii All- Stars. "We knew they adjusted to the press, so we modified it a bit. But, it still wasn't as effective as we wanted it.
"We look at it as losing the game by missing four layups and going 10 for 20 at the free throw line," Best, added. "When you miss layups, you can't expect to win ball games. I'm happy with the

CAMP PENDLETON, Calif. - Shin splints, runner's knee, achilles' tendonitis, tennis elbow, and hamstring pulls are injuries exercise buffs have come to grips with at one time or another. But even more so, these injuries afflict the "weekend athlete" who doesn't prepare his body by warming-up first.
The first and most important step in avoiding injury is stretching the muscles prior to using them. One good way to warm up the muscle is calesthenics. Another is to begin your sport at a slow pace and gradually increase the intensity of play.
Sports injuries are easier to understand and, more important- ly, avoid, if you know something about muscles, tendons, bones, ligaments, and the jobs they perform.

It was a fast-break and run and gun affair for the Hawaii team. WestPac's Lance Corporal Pamela Glenn tried to save face with 21 points in Sunday's game. Sixteen of them came in the second half.
"We expected a lot more out of the WestPac team," said Staff Sergeant Sam Davis, head coach for the Hawaii team. "We practiced three to four hours a night for two weeks preparing for the series and it's paying off. This is the same Hawaii team that won only four games during the regular season."
Corporal Nancy Gordy led the Hawaii onslaught with 17 points, followed by LCpI Tammy Cullison with 16, Cpl Alice Slomko with 12 and Sgt Gloria Mincey with 10.
Triathlon date set at Big Island The Keauhou Beach Hotel will be
headquarters for the Second Annual Keauhou- Kona Triathlon which will be held Feb. 19. It will include a 1.2-mile ocean swim, a 56-mile bicycle race, and a 13.1-mile run, which equals one-half the Ironman World Championship Triathlon held in Kona every October.

The Keauhou-Kona Triathlon is accepting individual athletes as well as team entries -a team would consist of one swimmer, one biker and one runner in 2 or 3 person teams. Athletes who wish to team up with other interested participants may call Dennis Florer at 329- 1881, Toni Fortin at 329-5308, or Pat Budke at 329-1491.
The bike course will start at the bottom of Kamehameha III Road on the north side of Keauhou Bay. The bicycle race route will be from Keauhou Bay north through the industrial area on Kaiwi Street, out to the 78-mile marker on Queen Kaahumanu Highway, and back to the Keauhou Beach Hotel. The run will be south along Alii Drive to the turn-around point at the end of the Alii extension road, then north on Alii Drive to the S.6-mile checkpoint at Huggo's, and return to the Keauhou Beach Hotel. The entire race will be completed by 3:45 p.m.
The entry fee for individuals is $35 and $30 per member for teams.
Awards will be presented to individual male and female winners in all categories and to team members in age divisions (based on age average). All finishers will receive a T-shirt and certificate.

Muscles are bundles of fibers that stretch. When they shorten, they produce movement. Tendons are tough bands of fibers that unite a muscle with some other part of the body, and transmit the force which the muscle exerts.
The achilles' tendon, for example, connects the calf muscle to the heel bone. Bones serve as the body's framework and leverage system for muscles. Ligaments are tough fibrous bands attached to the ends of bones, holding them together to make joints.
A way for runners to prevent injury is to ensure their shoes fit well and provide adequate support in the arch. Because each type of
running shoe is made for a specific purpose, it is important to know what type of shoe you're buying. The inner side of the arch should have enough support to keep the foot from rolling about during running.
The all-important rule to remember is this: Sports should not hurt, and pain does not necessarily always mean gain.
Pain is a defense mechanism that warns the body it has a problem functioning at the level, which could lead to torn muscle fibers, sprained ligaments, or internal muscle bleeding.
Failure to heed such signals can and usually does make the injury worse and prolongs the healing process. The American College of

U.S. economy faces slowdown in '84 The U.S. economy
should grow at a slower rate during 1984 as high interest rates dampen the growth of investment in housing and industry, said economist Jack Carl- son.
"Business invest- ment typically spurs the economy in the latter stages of recov- ery," said Carlson, chief economist and executive vice presi- dent of the National Association of Realtors.
However, high in- terest rates, which in large part are due to annual federal budget deficits of around $200 billion for the foresee- able future, now are hindering that invest- ment,he said.
"If nothing is done to solve the federal deficit crisis - and soon - the recovery could be choked off by high and rising interest rates during 1985.
"The lack of adequate investment in educa- tion, plant and equip- ment and structures also will limit the ability of the economy to grow and will limit the improvement in employment, income and output," Carlson said.
With the recovery maturing, the rate of economic growth is slowing, as is normal and expected, he said.
Growth in real gross national product (GNP) - the total value of goods and services produced - slowed in the third and fourth quarters of 1983 and is expected to slow further during 1984, easing fears that the economy is overheating now or will overheat next.: year, Carlson said.
The economist pre- dicted that the quar- terly growth rate will have declined to the 2-3 percent range by the fourth quarter from 7.6 percent in the third quarter of 1983.
Although the pace of the growth will slow, real GNP for 1984 as a whole is expected to expand by about 5 percent from the 1983 level, Carlson added.
At this point in the recovery, consumer spending and business inventory accumula- tion continue to make the largest contribution to GNP growth, he noted.
Thanks primarily to strong automobile sales, consumption expenditures were expected to rise by 5 percent during the fourth quarter of 1983, he said.
Inventory accumula- tion during the fourth quarter of 1983 was expected to occur at a $26 billion annual rate, up from $9 billion
during the third quarter.
In 1984, however, "Growth in total consumption expendi- tures and inventory accumulation will slow significantly," Carlson said.
By the fourth quarter, consumption expendi- tures growth will slow to the 2-3 percent range, and inventory accumu- lation will be down, Carlson predicted.
Residential invest- emnt, which spurred the recovery in its early stages, has stalled as mortgage rates have leveled off at about 13.5 percent, according to the economist.
However, modest declines in mortgage rates, down 1/2 to 1
percentage point, should boost residen- tial investment to economic growth," he added.
Non-residential in- vestment is expected to remain weak in 1984, increasing by only 5 percent because of high real interest rates and low levels of utilization of existing capacity, Carlson said.
Business investment in equipment, however, is expected to rise by nearly 11 percent next, year, far out-stripping the increase of just 4 percent expected for 1983, he added.

Hawaii's economy will improve in '84 Hawaii's economy in
1984 will be propelled by improvement in the tourist industry, strong- er international trade, gains in high-technolo- gy manufacturing and stable construction activity, according to First Interstate Bank's deputy chief economist, Dr. Edward Crosby and P. Kenneth Ackbarali, senior econimist.
Crosby and Ackba- rali also said that total personal income will amount to $13.7 billion, an increase of 10.5 percent in Hawaii in 1984, just shy of the growth rate forecasted for the 13 Western States, but a full percentage point above the projected growth rate for the United States, but a full percentage point above the projected growth rate for the United States as a whole.
In addition, nonfarm employment will in- crease by 2.5 percent in 1984, adding 10,000 new jobs to the econ- omy of Hawaii -
following job losses in both 1982 and 1983.
The construction sector will hold up quite well, according to Crosby and Ackbarali, with housing permits of 6,300 forecasted, close to the 1983 volume, which was up by 7 percent.
Some of the damage incurred by the state's important tourist industry from the strong U. S. dollar will be alleviated in 1984 - as foreign visitors will benefit from a modest decline in the dollar's value.
The bank's econo- mists pointed out that some negative impact will be felt from the closure of Del Monte's pineapple canning operations and weak- ness in government employment.
However, the state economy as a whole will be participating in the general expansion of the U.S. economy in 1984.
On the national level, the bank's forecast is
that the current econo- mic expansion should parallel the 1975 upturn until the second year of recovery, with in- creases in real Gross National Product (GNP) of 3 to 4 percent in 1984.
By the latter part of 1984, the economy will be facing a sizable increase in inflation, which will consume a larger share of the nominal increase in GNP and prompt the Federal Reserve to adopt more restrictive policies.
"The deceleration in inflation during the past three' years has been nothing short of spectacular," said Crosby and Ackbarali.
"Producer or whole- sale prices were soaring by nearly 15 percent on a year-over-year basis in mid 1980.
"Just three years later, in 1983, they will show an average year- to-year rise of less than 2 percent.
"Yet, this respite from inflation may
prove to be discourag- ingly brief, as the factors responsible for improvements turn negative."
According to the First Interstate economists, a major increase in prices is imminent because of the rapid 8.5 percent expansion of
the money supply in 1982, and an estimated 9 percent in 1983.
"We believe that inflation will move markedly higher to 7.5 percent by the end of 1984, and to 8.7 percent by 1985," said Crosby and Ackbarali.
By then, prices will
start to reflect the surge in monetary growth of the past two years."
The economists mentioned that mort- gage rates will move up to levels high enough to act as a dampener to home buying and new home building.

As with non-residen- tial investment, U.S. export growth in 1984 is expected to be modest, despite a rebound in the world economy, accord- ing to Carlson.
The dollar's rise against other curren- cies has severely reduced the competi- tiveness of U.S. goods in world markets, contributing to a U.S. merchandise trade deficit that could widen in 1983 to $60 billion and in 1984 to $75 billion to $100 billion, he added.
Employment growth, too, is expected to be
modest in 1984. The unemployment
rate is expected to drop from November 1983's 8.4 percent to 8.0 percent by the fourth quarter of 1984, not as steep a decline as the drop from more than 10 percent at the begin- ning of 1983, Carlson said.
He predicted that the jobless rate could start to increase in 1985 as economic growth slows..
Inflation, which is below 5 percent now, promises to accelerate in 1984 and 1985, according to Carlson.
For all of 1983, the Consumer Price Index
(CPI) is expected to have risen 3.2 percent, the lowest annual increase since 1967.
However, the econo- mist forecast that the CPI would rise by 6 percent in 1984 and 7 percent in 1985. With a higher overall level of utilization in the economy, labor costs will begin to increase faster than producti- vity and produce larger increases in price, he explained.

It's discouraging, to say the least. Not only do your friends and family think your brilliant business idea hasn't a prayer, but, they ask, who would give you the money to launch it?
Fortunately, what those of little faith in you don't realize is that there has never been a better time to find start-up money for new ventures.
Consider: Now that interest rates are going down, investors are hunting for alternatives to money-market funds. Re- search-and-development tax shelters will raise more than $100 million this year, with much of the money going to entrepreneurs.
. Banks are making loans to small businesses again, and the price of credit is more affordable than it used to be.
Professional venture capi- talists, loaded with cash, compain they can't find enough worthy enterprises to assist.
Some entrepreneurs will get their money more quickly than others. A long, unblemished credit history is helpful and so is locating your business in California, Massachusetts, New York or Texas, where 62 percent of venture-capital money goes.
The amount you'll need will be a major factor too. You probably can extract anything under 550 000 from relatives and friends or raise half a
million dollars from a venture- capital firm.
But if you want a sum that falls between those two extremes - which is likely - finding it will be difficult.
However appealing your concept is, no backer will give you a dime until you've sunk in most of your own savings - and then some.
Only after you have hocked everything but your spouse, children and the clothes you stand up in, should you begin soliciting relatives, friends and others who may be willing to take a chance on a new business.
Once you have exhausted your informal sources, it's time to go formal.
If you need less than $100,000, the best bets are banks, savings and loans, commercial finance compa- nies.
Here is a rundown: Banks, savings and loans
and commercial finance companies. As a rule, their lending policy for start-ups can be expressed in four words: no collateral, no loan. Banks and commercial finance companies are exceedingly leery of lending to entrepreneurs.
The Small Business Administration. There are two kinds of SBA financing - guaranteed loans that you get through your bank and direct loans.
The guaranteed program is by far the larger: 22,288 of these loans were made last year compared with 3,666 direct loans.
Typically, SBA-guaranteed loans are made for five to seven years in amounts from $50,000 to $500,000. The interest rate for seven-year money is 21/2
percentage points above the prime. _
Business development corporations. About half the states have these quasi-public organizations that make loans to small businesses to create jobs.
Venture-capital firms and small-business investment companies. The company that has the best chance to obtain venture-capital money is one with products that "cost a nickel to make, sell for a dollar and are habit forming," jokes John Komives, a small-business consultant in Milwaukee.
Local development corpor- ations. The little-known LDCs are composed of local government officials and private citizens who borrow funds from the SBA and banks to relend to entrepreneurs in need of long-term financing.
Limited partnerships. Entrepreneurs searching for big bucks - say $500,000 or more for research and product development - should look into setting up limited partnerships.

Checkless payday has become a reality The checkless society
is still some years away, but the checkless payday is already here for millions of Ameri- cans.
In Hawaii, thousands of employees don't need to handle a pay check anymore because their pay is automatically credited. to their account every payday at financial institutions here or on the Main- land
This elimination of vast paperwork results in untold efficiency not only for financial institutions, but to the companies and their employees," said Robert B. Marchant, First Hawaiian Bank vice president who is in charge of this program for the bank.
'The savings in time, materials, and postage are significant," he added.
This is the way the automated payroll crediting system works:
First Hawaiian Bank, for example, works with a company and its employees to
begin this service, which the bank calls "Sure Pay." The service is not compulsory. Those who do not want to be in it continue to receive pay checks on payday.
It doesn't matter which financial insti- tutions are involved. The employing. com- pany makes out a magnetic tape listing all employees in the plan and their payroll data, and sends it to First Hawaiiin, which in this case would be the "orifinating institu- tion. '
First Hawaiian then takes all the employees on the tape that have an account at First Hawai- ian and credits their accounts with the amount of pay.
Then it makes an- other magnetic tape of the remaining employ- ees and sends it to the clearinghouse bank, which distributes their pay data to the other financial institutions.
If some accounts are with California banks, the clearinghouse
sends the payroll data via telecctinmunica- dons to the Cal-Western Automated Clearing- house Association, which distributes the data to the proper financial institutions.
Similarly, if an Ohio company has employ- ees in Hawaii, the payroll first goes to its regional clearinghouse. Then the payroll data for Hawaii-based employees is sent to Cal-Western, which transmits them to the Hawaii clearinghouse for distribution.
This automated service started with the federal government, and the private sector quickly followed. The U.S. makes out millions of social security benefit and payroll checks per month.
Automatic crediting of accounts makes the work much more efficient for the federal agencies because recip- ients are sure to get their funds on time with little chance of theft.
Approximately 130,000 residents in Hawaii are
receiving social secur- ity benefits Monthly, 50,000 of them are on the automated plan.
Now debits are coming into the picture. These are payments for goods and services which are deducted from an account, unlike credits which are amounts that are put into the account.
Locally, labor unions, a dental service and a medical plan are among clients using this automated debit service. A labor union, for example, makes a magnetic tape of those members who agree to have their dues deduct- ed in this way.
The tape goes to the originating institution, which deducts dues from members who have accounts there and sends thereat to the clearinghouse for distribution to the other financial institutions that have members' accounts.
Approximately 1,000 companies in Hawaii are enrolled in this automated service,
mostly for payroll. Marchant estimates that it will be some time before the majority of firms will convert to this plan.
In Hawaii, 25 finan- cial institutions - banks, savings and loan associations and credit unions - formed an association with a clearinghouse opera-
tion to provide this automated service. They call themselves the Hawaii Electronic Funds Transfer Asso- ciation (HEFTA).
In turn, HEFTA is a member of the regional association, the Cal- Western Automated Clearinghouse Associa- tion.
