PROHIBITIONSIt is prohibited to possess or operate a motor vehicle onNational Forest System lands on the Coconino NationalForest other than in accordance with these designations(CFR 261.13)Violators of 36 CFR 261.13 are subject to a fine of up to$5,000, imprisonment for up to 6 months, or both (18 U.S.C.3571(e)).This prohibition applies regardless of the presence orabsence of signs.This map does not display nonmotorized uses, over-snowuses, or other facilities and attractions on the CoconinoNational Forest. Obtain forest visitor information from the localnational forest office.Designated roads, trails and areas may also be subject totemporary, emergency closures. As a visitor, you must complywith signs notifying you of such restrictions. A national forestmay issue an order to close a road, trail or area on atemporary basis to protect the life, health, or safety of forestvisitors or the natural or cultural resources in these areas.Such a temporary and/or emergency closures are consistentwith the Travel Management Rule (36 CFR 212.52 (b), 36CFR 261 subpart B).The designation "road or trail open to all motor vehicles" doesnot supersede State traffic law.
PURPOSE AND CONTENTSOF THIS MAP
The designations shown on this motor vehicle use map(MVUM) were made by the responsible official pursuant to 36CFR 212.51; are effective as of the date on the front cover ofthis MVUM; and will remain in effect until superceded by nextyear's MVUM.
It is the responsibility of the user to acquire the currentMVUM.This MVUM shows the National Forest System roads,National Forest System trails, and the areas on National ForestSystem lands in the Coconino National Forest that aredesignated for motor vehicle use pursuant to 36 CFR 212.51.This MVUM also identifies the vehicle classes allowed on eachroute and in each area; and any seasonal restrictions thatapply on those routes and in those areas.Designation of a road, trail, or area for motor vehicle use by aparticular class of vehicle under 36 CFR 212.51 should not beinterpreted as encouraging or inviting use or implying that theroad, trail, or area is passable, actively maintained, or safe fortravel. Motor vehicle designations include parking alongdesignated routes and at facilities associated with designatedroutes when it is safe to do so and when not causing damageto National Forest System resources. Seasonal weatherconditions and natural events may render designated roadsand trails impassable for extended periods. Designated areasmay contain dangerous or impassable terrain. Manydesignated roads and trails may be passable only by high-clearance vehicles or four-wheel-drive vehicles. Maintenanceof designated roads and trails will depend on availableresources, and many may receive little maintenance.This motor vehicle use map identifies those roads, trails, andareas designated for the motor vehicle use under 36 CFR212.51 for the purpose of enforcing the prohibition at 36 CFR261.13. This is a limited purpose. The other public roads areshown for information and navigation purposes only and arenot subject to designation under the Forest Service travelmanagement regulation.These designations apply only to National Forest Systemroads, National Forest System trails, and areas onNational Forest System lands.

OPERATORRESPONSIBILITIES
Operating a motor vehicle on National Forest System roads,National Forest System trails, and in areas on National ForestSystem lands carries a greater responsibility than operatingthat vehicle in a city or other developed setting. Not only mustyou know and follow all applicable traffic laws, you need toshow concern for the environment as well as other forestusers. The misuse of motor vehicles can lead to the temporaryor permanent closure of any designated road, trail, or area. Asa motor vehicle operator, you are also subject to State trafficlaw, including State requirements for licensing, registration,and operation of the vehicle in question.Motor vehicle use, especially off-highway vehicle use, involvesinherent risks that may cause property damage, serious injury,and possibly death to participants. Drive cautiously andanticipate rough surfaces and features, such as snow, mud,vegetation, and water crossings common to remote drivingconditions. By your participation, you voluntarily assume fullresponsibility for these damages, risks, and dangers. Take careat all times to protect yourself and those under yourresponsibility.Much of the Coconino National Forest is remote. Medicalassistance may not be readily available. Cellular telephones donot work in many areas of the Coconino National Forest. Takeadequate food, water, first-aid supplies, and other equipmentappropriate for the conditions and expected weather.ALWAYS REMEMBER TO RESPECT PRIVATE LAND!PROTECT YOUR PRIVILEGE. STAY ON DESIGNATEDROADS AND TRAILS AND IN DESIGNATED AREAS.Read and understand this map in its entirety. If you havequestions, please contact the Coconino National Forest forclarification.As a motor vehicle operator on a National Forest System road,trail, or area you must comply with this map, as well as allFederal, State, and local laws and regulations. Compliancewith these rules is your responsibility.
1. Areas open to Cross Country Motorized Uses – TheCinder Hills OHV Area (located on the North Half of theMVUM) is open to all motor vehicles year round. There areno other areas on the Forest with this designation.2. Camping – This map does not include restrictions onwhere forest visitors can camp on the Forest. This map doesrestrict motor vehicle use for the purpose of camping. Motorvehicle use off of designated roads for the purpose ofcamping is permitted on National Forest Service lands up to300 feet from the side of the road, where designated. Forestvisitors can park on the side of any designated road andcamp anywhere except where specifically prohibited such aswithin the City limits of Flagstaff or Sedona. When parkingalong a road, it is necessary to fully pull-off the road surfaceto allow through traffic.3. Game retrieval – When an elk has been legally taken inGame Management Units 6A, 6B, 7E, 7W, and 8, theindividual who legally took the animal may drive or be drivento the downed elk. Under no circumstances may a secondvehicle be used to retrieve the animal. The vehicle used toretrieve the elk may be operated off of designated routes onnon-wilderness National Forest Lands up to one mile fromdesignated routes. Motor vehicle use off of designatedroutes is not allowed for game retrieval of any species,including elk, in game management units 5A, 5BS, 5BN, or11.4. Roads in developed campgrounds and other developedsites – All roads in developed campgrounds are designatedfor highway legal vehicles only. Other developed sites, suchas surfaced parking areas, developed dispersed campsites(includes ground surfacing and signage), and trailheads maybe accessed by vehicles even when not shown on this map.5. Sensitive areas - Motor vehicle use off of a forest road ortrail for purposes of camping or game retrieval shall notcross riparian areas, streams, and rivers except at hardenedcrossings with existing culverts. Motor vehicle use off of aforest road or trail may not occur in areas that are gatedand/or fenced, and signed as closed even if shown asdesignated on the map.6. Casner Mountain Trail – Casner Mountain Trail (Trail No.8) is designated as a motorized trail with very ruggedconditions along a narrow ridge with limited opportunity fortwo-way traffic. For vehicles < 50” in width, the route is openyear-round and no permit is required; there is room to goaround existing gates at each end. For vehicles over 50” inwidth, permits are available from the Red Rock RangerDistrict for free from May 16th – October 14th each year. Nomore than one permit will be issued per calendar week.
