FOREWORD

This specification has been prepared by the Research and Development of KPLC. It lays down requirements for Distribution Network Operation Test Equipment.

This specification is intended for procurement of equipment and does not include provision of contract. It is subject to revision as and when required.

SCOPE

This specification is for testing equipment & Tools used in the distribution network.

SERVICE CONDITIONS

The equipment shall be tropicalised, designed and constructed for continuous indoor and outdoor operation in areas with the following atmospheric conditions:-

Altitude: From sea level up to 2000m above mean sea level.

Humidity: High at the Coast, up to 90% and lower inland, up to 50%.

Temperatures: Average ambient of +30 ˚ C with a minimum of -1°C and a maximum of +40 ˚ C.

Pollution: Heavy saline with severe corrosive effects in coastal lands and generally clean air inland.

Isoceraunic levels: Low in the coastal areas and high, in excess of 100, upcountry.

MEASURING WHEEL FOR CABLE ROUTE LENGTH

To include a folding handle with pistol grip and should come supplied with a carry case as standard.

The route Measurer measuring wheel shall have the option of a declutch facility that allow free wheel without adding distance to the readout.

CABLE PULLING STOCKINGS

The Double eye cable stockings shall be ideal for medium to heavy cable pulls – They shall be suitable to be used for pulling LV-HV cables

The cable stockings, also referred to as cable sock or cable grips, should be capable of easing low and high voltage cable pulling into ducts, trenches and conduits.

The cable stockings shall be suitable for a range of cables from 6mm to 70mm diameter.

CABLE PEELING AND STRIPPING TOOL Shall be one tool having four operations: Peeling, Insulation stripping,

cutting of sheathing, chamfering of insulation Shall be Equipped with guiding rollers, no greasing of cable surface

CABLE ROLLERS

Heavy duty cable rollers with zinc plating for laying cables up to 400mm2 cross sectional area.

Steel frame fitted large waisted steel roller running on sealed ball bearings.

Base size: 350mm x 230mm. Weight: 4Kgscables.

CABLE CORNER ROLLERS

Shall have zinc plated finish and use two vertical and one horizontal steel rollers for taking the heaviest cables round difficult corners. The assembly shall be of a robust construction for use in the most arduous conditions and can be linked together with stake pins provided to form a continuous corner roller system.

VOLTAGE DETECTOR, 66Kv

This shall be a battery operated electronic contact device that give clear indication of the status of the line under test both visually, by means of super-bright LED’s and audibly with a high intensity buzzer. This should ensure clear indication even in conditions of bright sunlight and high background noise.

The high voltage detector shall be designed to meet the requirements of IEC standard 1243-1.

Rugged plastic mouldings and PVC extrusions shall be used throughout resulting in good shock, drop and vibration resistance.

Separate proving unit shall be made available for each unit. It shall come in a heavy duty carry case In addition, it Shall be compact and light weight, with the

66KV PHASING OUT STICKS / PHASE COMPARATOR

The High Voltage Phase Comparator shall be a hand held, double pole device used to determine the phase relationship between two energised conductors at the same nominal voltage of 66kv and frequency of 50Hz.

It shall be designed for single person use primarily for outdoor use.

Once assembled the unit should be tested using a purpose designed Proving Unit or a known high voltage source.

When applied to the two high voltage sources under test the units will give clear indication of an “out of phase” condition.

EARTH RESISTANCE TEST SET

The equipment shall be a fully automatic four terminal earth electrode resistance and soil resistivity meter with auto ranging from 10milliohms to 20kilo ohms. Auto ranging on resistivity to be from 10mohm-meter to 20kilo ohm-meter. The testing shall be to BS7671,BS7430 and BS6651

The equipment shall be capable of withstanding rough handling. It shall not lose any of its properties or functionality due to transportation over rough terrains.

The equipment shall be carried in a sturdy carrying case. The equipment shall have separate 4 no. push-in galvanised

steel spikes 1cm diameter and 45-50 cm long. In addition 3m, 15m, 30m and 40m of PVC insulated copper cable of appropriate rating, with connectors and clips should be provided on a winder.

The equipment shall be used outdoor under all weather conditions.

Additional features to be: Automatic shutdown with 5 minutes of non use. Low battery state and protective fuse blown indications Noise rejection up to 40 volts An indication as to when high test spike resistance exists and

high noise interference. This is to help in testing in urban areas

The equipment shall be a tough shock resistant voltage measuring equipment.

The equipment shall be rugged and water resistant for outdoor use and should be drop proof.

The equipment shall be capable of withstanding rough handling. It shall not lose any of its properties or functionality due to transportation over rough terrains.

Appropriate rated test leads shall be provided. The test leads for phase rotation checking should be colour coded, with insulated alligator clips

The equipment shall be carried in a sturdy carrying case.

Additional features to be: Automatic shutdown with 5 minutes of non use. Low battery state and protective fuse blown indications Hold on to peak reading feature

Design and construction

The equipment shall be used for compression of Aluminium/copper lugs onto aluminium/copper conductors.

The equipment shall in cooperate a hydraulic hand compressor, rapid ram advance with swivel G head. The equipment shall have facilities to enable it be fitted with hexagonal dies and shall have positive push button die locks.

The equipment shall be supplied with a full range of dies for cable lugs & fittings (LV/HV), overhead line connectors & fittings including ABC cable fittings covering the range 10 – 300mm2 . It shall include the hydraulic press heads, handles and shall be complete and ready for use. (Partial & incomplete bids shall be considered ‘Non Responsive’ during the technical evaluation)

PULL LIFT 1.5 TON

Design and construction

The equipment shall be used for lifting, pulling, tensioning and securing loads up to 1.5 tons.

The equipment body and handle shall be made of high-grade aluminium alloy, which shall give it a combination of strength and lightness in addition to being corrosion resistant.

The chain shall be made of grade 80-alloy steel.

The working elements shall be of enclosed construction capable of protecting the working elements from dirt and adverse weather (The equipment shall be weather proof).

MINI RATCHET PULLER

This 1 Ton tension ratchet shall be suitable for use by linesmen for tensioning low voltage conductors in sizes from 25mm2 AA to 100mm2 AA at maximum spans of 60 meters between the poles.

ConstructionThe Ratchet Wheel shall be made from Precision cast Aluminium Alloy

The equipment shall have Interlocking , precision Fit, Steel Alloy Pawls with safety spacer sleeve and Cold –Rolled , High strength Tempered steel frame and handle.

The equipment shall drop forged steel slip Hooks with robust safety latches and heavy gauge steel reinforced ratchet guard.

The bolts shall be Heat-treated, while the equipment shall have a high tensile fully rotating steel swivel with permanent, comfortable , Non slip Grip.

Each unit shall be supplied with a cable clamp / come along clamp suitable for gripping low voltage cables in AA of up to 100 sq. mm. The bid shall therefore include per unit cost of the mini ratchet + clamp to form the complete bid for this item, and the award for both items (ratchet + clamp) shall be awarded to the same winning bidder.

The clamp on ammeters shall be used from a safe distance for taking load readings on 11kv outdoor lines that do not have ammeters at the source.

1.0. SCOPEThis specification describes the Spiking Gun to be used by Kenya Power for the spiking of the Underground Cables, including its accessories and spare parts.

2.0. TECHNICAL REQUIREMENTS

2.1. Spiking Gun

2.1.1. The Cable Spiking Gun to be suitable for the spiking of:

i) Lead covered, double steel tape with extruded PVC over sheath (PILC) 11kV and LV underground cables of an overall cross sectional area ranging from 70mm2 to 400mm2

ii) 11 kV and 33kV XLPE cables single core and 3 core with copper wire screen and aluminium phase conductors, sizes 70mm2, 185mm2, 300mm2 and 400mm2

iii) L.V. 4-core cables with aluminium phase conductors and aluminium neutral conductor, of an overall cross sectional area ranging from 70mm2 to 300mm2.

2.1.2. The gun must be remotely operated from a distance of at least 2m.

2.1.3. The gun to be fitted with the proper cable clamps for effective fit and spiking of all diameter cables within the specified range.

2.1.4. The Cable Spiking Gun to be fitted with a fast and effective operating mechanism.

2.2. Operating Cartridges

2.2.1. The Cartridges must be suitable for use with the offered Cable Spiking Gun for the spiking of lead covered armored cables described above.

2.2.2. The Cartridges of item 3 must be suitable for use with the offered Cable Spiking Gun for the spiking of the XPLE cables described above.

2.2.3. Each type of cartridge must have different colour code.

2.3. Replaceable partsAny replaceable parts to be clearly listed on the attached Schedule A

3.0. CARRYING CASEThe Gun to be supplied inside a weatherproof, robust, lightweight carrying case.

4.0. PACKING OF CARTRIDGESThe cartridges to be delivered in packing suitable to their explosive nature.

5.0. OTHER REQUIREMENTSFull descriptive literature, including drawings covering all parts of the tool, to be provided. Also detailed operation and maintenance instructions to be provided.

SPECIFICATION FOR OVERHEAD LINE TEMPORARY EARTHING KITS (FOR 66KV, 33KV AND 11KV) –PORTABLE EARTHING HARNESS

FOREWORD

This specification has been prepared by the Research and Development Department of KPLC and it lays down requirements for Portable Earthing Equipment used for temporary earthing on 66kV, 33kV and 11kV overhead lines. It is intended for procurement of the equipment.

SCOPE

This standard specifies requirements for Portable Earthing Equipment used as Circuit Main Earths (CME) or Additional Earths on 66kV, 33kV and 11kV overhead lines operating at 50Hz.

The specification covers the following:

a) Portable Earthing Equipment with Copper Leads

b) Portable Earthing Equipment with Aluminium Leads

Note: The type required shall be specified for each Tender.

REFERENCES

The following documents are referred to during the preparation of this specification; in case of conflict, the provisions of this specification shall take precedence.

IEC 61230: Live working – Portable Equipment for Earthing or Earthing and Short-circuiting.

IEC 61230: Cables for Portable Earthing and Short-circuiting Equipment

BS 7454: Method for calculation of thermally permissible short circuit currents, taking into account non-adiabatic heating effects.

TERMS AND DEFINITIONS

For the purpose of this specification, the definitions given in the reference standards shall apply.

REQUIREMENTS

4.1 Service Conditions

The equipment shall be suitable for continuous outdoor operation in tropical areas at altitudes of 2200m above sea level, humidities of 90%, average ambient temperature of +30ºC with a minimum of -1ºC and a maximum of +40ºC and heavy saline conditions along the coast.

4.2 General Requirements

4.2.1 The portable earthing equipment shall be designed and manufactured in accor-dance with IEC 61230 and IEC 61138 and shall permit safe earthing of electri-cal installations.

4.2.2 The portable earthing equipment shall be supplied as a complete kit compris-ing earth-end clamp, line-end clamp and flexible leads complete with termina-tions and carrying bag.

4.2.3 After application of the earth-end clamp to the appropriate earth connection, equipment shall be suitable for application of the line-end clamps in turn by means of non-conducting operating rod to the overhead line conductors.

Note: The operating socket used in the company is of the form shown in fig 2 and is procured with the operating rod separately.

4.2.4 The design of equipment shall include a separate ‘star-point’ connection de-vice between the earth lead and phase leads. This ‘star-point’ connection de-vice shall be provided with a means of supporting the weight of the complete assembly by attachment to the line support, adjacent to the position adopted by the operator, before the application of the line-end clamps.

4.2.5 The method of coupling the operating rod to the line-end clamps shall permit the application of the clamp to the line conductor from an angle of between 45 –90° to the axis of the conductor.

4.2.6 The complete equipment shall withstand the maximum expected short circuit fault current during the selected fault time.

For 66kV, 33kV and 11kV overhead lines, this current is 13kA for 1 sec.

4.2.7 The equipment shall be able to withstand all stresses from the specified fault currents without causing electrical, mechanical, chemical or thermal danger to persons.

4.2.8 All the components shall be resistant to the levels of corrosion and physical handling stresses expected in service.

4.3 Earth End Clamp

4.3.1 The earth end clamp shall comprise:

(a) A device for making electrical contact with the earth connection point i.e. earth rod assembly or steel work as appropriate.

(b) Operating screw for tightening (by hand) the device to the earth con-nection point.

(c) A termination separate from the arrangement given in item (b) for at-taching the protective conductor to the device given in item (a).

4.3.2 The clamp shall be rated for 13kA 1 sec and shall be of the general shape and material details given in fig 1.

4.3.3 The torque necessary to complete the connection shall not exceed 22 Nm and the clamp shall be capable of withstanding over-tightening up to a maximum torque of 45 Nm without damage to the clamp or conductor.

4.4 Line End Clamp

4.4.1 The line end clamp shall comprise:

(a) A device for making electrical contact with the overhead conductor.(b) Operating screw for tightening the device on to the conductor. The op-

erating screw shall be tightened by means of operating socket fitted to the fibre glass operating pole.

(c) Once hooked over the conductor, the clamp shall become self support-ing whilst the operating screw is tightened or loosened.

(d) A termination separate from the arrangement given in item (b) for at-taching the protective conductor to the device given in item (a).

4.4.2 Each line-end clamp shall be suitable for connection to aluminium multi-stranded line conductor in both new and oxidized conditions of diameters 6-20mm and copper bus-bar tubes of 38mm diameter. The clamps shall be suit-able for connection to both tension and non-tension conductors.

4.4.3 The design of the clamp shall be such that its attachment to the conductor does not result in the inevitable deformation of the later. It shall slide smoothly onto the overhead conductor.

4.4.4 The torque necessary to complete the connection shall not exceed 22 Nm and the clamp shall be capable of withstanding over-tightening up to a maximum torque of 45 Nm without damage to the clamp or conductor.

4.4.5 The clamp shall be rated for 13KA for 1 sec and shall be of the general shape and material details given in fig 3.

4.5 Flexible Cable with terminations

4.5.1 General Requirements

The cable shall be of low weight and flexible over a wide range of temperature.

The insulating covering shall offer protection against mechanical and chemical damage.

The earthing and short-circuiting cables shall withstand a fault current of 13KA for 1 sec.

4.5.2 Construction

The cable shall be manufactured in accordance with IEC 61138.

The covering of the cable shall be based on a compound of thermoplastic polyvinyl chloride suitable for indoor and outdoor use within -5ºC to 70ºC in accordance with IEC 61138. The mean value of the thickness of the covering shall be not less than 1.8mm.

a) Type 1: Copper

The conductor shall consist of annealed copper tinned wires. The maximum diameter and electrical resistance (at 20°C) of the conductor wires shall be 0.21mm and 0.277W/km respectively (in accordance with IEC 61138).

Copper Cables for use in overhead lines (66kV, 33kV, 11kV) portable earthing equipment shall be 70mm2 in cross sectional area and 13.9mm overall conductor diameter.

b) Type 2: Aluminium

The flexible lead shall be manufactured from fine stranded commercially pure aluminium sheathed with clear PVC. The maximum diameter and electrical resistance (at 20°C) of the conductor wires shall be 0.46mm and 0.326W/km respectively (in accordance with IEC 61138).

Aluminium Cables for use in overhead lines (66kV, 33kV, 11kV) portable earthing equipment shall be 95mm2 in cross sectional area and 17mm overall conductor diameter.

4.5.3 Terminations

The cables shall be supplied complete with terminations ready for connection to line end and earth end clamps by use of single bolts.

Excellent fatigue resistance is required for the connections of cables to clamps and connecting cluster (‘star-point’). The terminations used shall obviate

fraying of conductor strands and wear on protective PVC insulation and shall be fitted with transparent heatshrink flexible sleeves to provide additional support (design as per fig 4, for aluminium).

The connections shall ensure that the specified minimum characteristic of the cable are maintained. Terminal lugs shall be supplied fully compressed onto the leads.

4.6 Marking and Instructions for Use

4.6.1 Markings shall be clearly legible, durable and consist of letters at least 3mm high. All markings shall be in the English Language.

4.6.2 Each component shall be marked with the following markings:

Manufacturer’s name or trade mark. Model or type reference number for the device. Cross-section in mm2, material and a double triangle symbol at 1m

intervals on each cable. Year of manufacture. Rated current Ir (kA r.m.s) for rated time tr(s) of the device (example

13kA/1s). The words ‘PROPERTY OF KPLC’ (Note: Authority to use this

inscription shall be given together with the approval for design drawings before manufacture -see clause 6.2).

4.6.3 The manufacturer’s instructions for use shall be submitted. The instructions shall be in English and be in accordance with IEC 61230: 1995

TESTS AND INSPECTION

The complete earthing kit shall be tested according to the requirements of IEC 61230. The earthing and short circuiting cables shall be tested in accordance with IEC 61138. It shall be the responsibility of the manufacturer to perform or to have performed all the tests specified.

Copies of previous test certificates and reports shall be submitted together with other bid documents for tender evaluation.

Upon completion of manufacturing process, the equipment shall be inspected by two KPLC Engineers at place of manufacture and sample tests carried out in their presence.

Routine and Sample Test Reports shall be completed and submitted to the purchaser (KPLC) for approval before shipment of the equipment.

The purchaser (KPLC) shall perform or have performed any of the specified tests to confirm compliance of the received equipment with the specifications. The supplier shall replace (at his own cost) any equipment found not to comply with the

specifications.

TECHNICAL DOCUMENTATION

6.1 The Bidder shall submit a clause by clause statement of compliance with these specifications together with copies of the manufacturer’s catalogues, brochures, technical data, drawings and copies of previous test certificates /reports clearly marked to support each clause, all in English for evaluation. The manufacturer’s type reference/designation of the item offered shall be indicated.

6.2 In the case of tender award, technical details and drawings for the equipment to be supplied shall be submitted to the purchaser for approval before manufacture.

6.3 A detailed list and contact addresses of previous customers (utilities) shall be submitted with the bid for reference.
