• Laura Robinson: sponsorship has ranged from $200 to $450 per year since 2015 approx with arrangement that all CITAMS members receive free registration—cost of registration is more than section membership so idea is that it will help with membership numbers.

• The section will continue its support to the media sociology preconference. The specific dollar amount would be determined by the current chair in consultation with other section leaders.

• The current CITAMS chair or his or her appointee is entitled to nominate a keynote speaker at the preconference.

• The current CITAMS chair or his or her appointee is entitled to organize a CITAMS panel at the preconference.

Newsletter Committee: Barry Wellman and Ian Sheinheit

Even with our listserv, it's nice to aggregate a good deal of information into one handy newsletter space, making the sum greater than the parts. Ian Sheinheit and Barry Wellman were excited to build community in CITAMS by editing and publishing two long newsletters that bring together some--certainly not all--of our multifaceted activity. With the merger of Media with Communication and Information, this is especially important.

Roundtable Organizer: Sarah Sobieraj. 10 roundtables are organized. Reception/ CITAMS 30th anniversary committee: Keith Hampton led the search for the site of the section reception CITAMS@30.

PROBLEMS/ISSUES /FUTURE BUSINESS

1. Nomination Committee (Anabel Quan-Haase is elected as Chair-elect) Shall Anabel vacate her seat on the Nominations Committee, the bylaws state the following in terms of filling an empty seat: “In the event of a vacancy in an office, a Council membership, or a committee membership, the Chairperson shall make an interim appointment to serve until a replacement is elected in the next annual election” and “In the event of the death, resignation, absence or the inability to serve of any members elected or appointed to a committee, the Section Chair, in consultation with the Nominations Committee, may appoint a member of the Section to fill the vacancy during the Chair's term of office.”

Resolution: Deana A. Rohlinger as the new chair will be in charge of this issue.

2. Communication Issues Website and Listserve Laura Robinson on Website: I am happy to keep updating it (especially re the sponsorship from

Emerald and keeping that info up to date) and also happy to have others edit it as well. Whichever

way, we need to put a link with the contact person on the main site who will post material as needed--

OR see suggestion below for a posting page. Related to that, I have been paying the fees and getting

reimbursed by the section. Again, happy to continue or to let someone else do it. The next year's fees

will be due in early fall--I will keep paying them and asking for reimbursement until told otherwise.

Here are issues to address:

I would suggest going forward to: 1) try to link the listserv to the website OR have an open page where members can post their own announcements. We need to consider the possibility that someone could post objectionable material and consider some kind of caveat that we are not moderating the posts so that we are not responsible for the content OR decide the risk is not worth it. 2) As a number of different people have edited the pages and will no doubt do so in the future, the formatting is sometimes inconsistent. It would be helpful if everyone editing it used the same format. Resolution: Deana A. Rohlinger and Laura Robinson will coordinate.

3. William F. Ogburn Career Achievement Award Clarity There was some confusion about the Career Award. The section has been giving out TWO categories for the Career Awward (mid-career and lifetime) since 2016, based on discussion at the council meeting in

2015. The Council and the Business meeting approved of a shared Senior/Mid-Career Ogburn Award in 2015. Yet, the 2017-2018 Career Award Committee decided to select one lifetime award, arguing that “this is actually not ok within the current bylaws of the section”. One nominee for the award complained that this was not fair as the committee did not announce publicly that there would be no mid-career award this year. Several past chairs pointed out that other awards in CITAMS or other ASA sections often have co-winners, honorable mentions etc. In 2017, we subsequently received approval from the ASA's sections office. Solution: The section did not have formal discussion, vote or communication whether we should remove the mid-career award for 2017-2018 or forever. The language and recent history of the award gives nominees and their nominators reasons to believe that there is a mid-career award. Moving forward, greater clarity is needed. There are several options:

• TWO categories of the Career awards (mid-career and lifetime) in each year

• TWO categories of the Career awards (mid-career and lifetime) for alternative year (e.g. if 2017-2018 is lifetime, 2018-201p would be mid-career)

• Other options?

4. Future finance and budget Deana Rohlinger

Dear Colleagues,

I would like CITAMS to consider adding potentially three bylaws related to fiscal management into our bylaws.

As you can see in the graph below, which reports the section’s finances from 1997 through 2017, the CITAMS budget can fluctuate fairly dramatically over time. In an effort to better manage the section finances from one year to the next, CITAMS should consider the following: 1) Requiring the section chair to create a budget, the council to improve it, and the Secretary-Treasurer to enforce it; 2) Requiring the section to craft a long-term budgeting plan; and 3) Requiring the Secretary-Treasurer to maintain the section’s records.

At least one other ASA section has moved to a 5-year budgeting model where current year expenditures are budgeted based on forecasts of future meeting costs, which vary substantially by city. At any given time, ASA makes the next several meeting locations available to members, allowing a section to determine the average cost of their receptions in that city and forecast a localized budget for their reception across the five year time frame. The table below shows an empty model worksheet the section could use for this kind of budgeting. As is clear from the table, it is actually possible to forecast a current year and seven additional years based on current ASA meeting locations. As the past Secretary-Treasurer, I created a Dropbox for the section and compiled information made available to me. This archive simply needs to be maintained.

Communications Committee: Newsletter Committee: Student Representative These committees must be staffed according to CITAMS Bylaws (https://citams.org/section-bylaws/), which are as follows: Nominations Committee There shall be a Nominations Committee consisting of three members elected at-large by the entire voting membership of the Section. Members shall serve three year staggered terms with one person elected each year. One elected member shall retire each year. The current Section chair will serve as an ex-officio member. The committee member in their third year will serve as chair of this committee. Each year the Nominations Committee shall develop a slate of at least two candidates for each elected vacancy. The slate of nominees shall be placed on the ballot of the Section’s annual Election.

Career Achievement Award There shall be constituted each year a Career Achievement Award Committee to select the recipient of the William F. Ogburn Career Achievement Award. This award recognizes a sustained body of research that has provided an outstanding contribution to the advancement of knowledge in the areas relevant to the section. The Committee shall consist of the immediate past-Chair, the most immediate prior winner of this award, and the council member serving in their second year of their term who has the last alphabetical last name. The immediate past-Chair will serve as chair of this committee. If any individuals are unable or unwilling to serve, the Section Chair, in consultation with the Nominations Committee, may appoint a replacement for that year. Paper ward There shall be constituted each year a Best Article Award Committee to select the recipient of the Paper Award. This award recognizes an outstanding published paper or book chapter on a topic relevant to the section. Submissions must be in English and published within the two calendar years prior to the award nomination deadline. The Committee shall consist of the Secretary/Treasurer, the most immediate prior winner of this award, and the council member serving in their first year of their term who has the last alphabetical last name. The

With the merger of Media with Communication and Information, this is especially important.

Nomination Committee (Anabel Quan-Haase is elected as Chair-elect) Shall Anabel vacate her seat on the Nominations Committee, the bylaws state the following in terms of filling an empty seat: “In the event of a vacancy in an office, a Council membership, or a committee membership, the Chairperson shall make an interim appointment to serve until a replacement is elected in the next annual election” and “In the event of the death, resignation, absence or the inability to serve of any members elected or appointed to a committee, the Section Chair, in consultation with the Nominations Committee, may appoint a member of the Section to fill the vacancy during the Chair's term of office.”

Resolution: Deana A. Rohlinger as the new chair will be in charge of this issue.

6. Communication Issues Website and Listserve Laura Robinson on Website

I am happy to keep updating it (especially re the sponsorship from Emerald and keeping that info up to date) and also happy to have others edit it as well. Whichever way, we need to put a link with the contact person on the main site who will post material as needed--OR see suggestion below for a posting page. Related to that, I have been paying the fees and getting reimbursed by the section. Again, happy to continue or to let someone else do it. The next year's fees will be due in early fall--I will keep paying them and asking for reimbursement until told otherwise. Here are issues to address: I would suggest going forward to: 1) try to link the listserv to the website OR have an open page where members can post their own announcements. We need to consider the possibility that someone could post objectionable material and consider some kind of caveat that we are not moderating the posts so that we are not responsible for the content OR decide the risk is not worth it. 2) As a number of different people have edited the pages and will no doubt do so in the future, the formatting is sometimes inconsistent. It would be helpful if everyone editing it used the same format.

There was some confusion about the Career Award. The section has been giving out TWO categories for the Career Awward (mid-career and lifetime) since 2016, based on discussion at the council meeting in 2015. The Council and the Business meeting approved of a shared Senior/Mid-Career Ogburn Award in 2015. Yet, the 2017-2018 Career Award Committee decided to select one lifetime award, arguing that “this is actually not ok within the current bylaws of the section”. One nominee for the award complained that this was not fair as the committee did not announce publicly that there would be no mid-career award this year. Several past chairs pointed out that other awards in CITAMS or other ASA sections often have co-winners, honorable mentions etc. In 2017, we subsequently received approval from the ASA's sections office. Please see below.

Wenhong Solution: The section did not have formal discussion, vote or communication whether we should remove the mid-career award for 2017-2018 or forever. The language and recent history of the award gives nominees and their nominators reasons to believe that there is a mid-career award. Moving forward, greater clarity is needed. There are several options:

• TWO categories of the Career awards (mid-career and lifetime) in each year

• TWO categories of the Career awards (mid-career and lifetime) for alternative year (e.g. if 2017-2018 is lifetime, 2018-2019 would be mid-career)

• Other options?

8. Future finance and budget Deana Rohlinger

Dear Colleagues,

I would like CITAMS to consider adding potentially three bylaws related to fiscal management into our bylaws.

As you can see in the graph below, which reports the section’s finances from 1997 through 2017, the CITAMS budget can fluctuate fairly dramatically over time. In an effort to better manage the section finances from one year to the next, CITAMS should consider the following: 1) Requiring the section chair to create a budget, the council to improve it, and the Secretary-Treasurer to enforce it; 2) Requiring the section to craft a long-term budgeting plan; and 3) Requiring the Secretary-Treasurer to maintain the section’s records.

At least one other ASA section has moved to a 5-year budgeting model where current year expenditures are budgeted based on forecasts of future meeting costs, which vary substantially by city. At any given time, ASA makes the next several meeting locations available to members, allowing a section to determine the average cost of their receptions in that city and forecast a localized budget for their reception across the five year time frame. The table below shows an empty model worksheet the section could use for this kind of budgeting. As is clear from the table, it is actually possible to forecast a current year and seven additional years based on current ASA meeting locations. As the past Secretary-Treasurer, I created a Dropbox for the section and compiled information made available to me. This archive simply needs to be maintained.

Plans for the Coming Year Describe section plans for the period between September 2018 and August 2019. These plans should align with the 2018 budget and proposed 2019 budget below.

• Membership recruitment and retention – What efforts will the section make to retain members and reach out to new members? What are the goals of the efforts? DR: This is a problem for the section. I have sent lapsed members emails urging them to rejoin, reinstated regular communication with members via the ASA listserv, and put together a team to expand our online presence and activity. I am also sponsoring the 2019 reception with two larger sections – SKAT and CBSM, and have invited scholars who represent the section’s diversity to organize panels this year. We are making a concerted effort to publicize the work and achievements of CITAMS members and member, Andrew Linder, has agreed to spearhead a student outreach/faculty pairing effort beginning in January 2019. The goal is to grow and create more of a community in the section.

• Communications – How does the section plan to communicate with its members? Does the section plan on using any new technologies or strategies? If so, how? DR: We have a newsletter and a website. We are expanding our activities on both as well as making a concerted effort to increase our social media presence. This is working so far. We’ve gained about 150 followers on Twitter and 50 on Facebook.

• Mentoring – What efforts will the section make to mentor students, early career faculty, nonfaculty, etc.? DR: The section currently does not do this at all and, long term, needs to have a mentoring program. I will see if I can build support for a program since I helped put together the one for CBSM. I am working with Data & Society to organize a grad student-faculty mixer and information session so that sociologists can learn about non-academic jobs, and will include a non-academic job roundtable in our ASA session.

• Programming – Provide an overview of the section’s upcoming plans for programming at the annual meeting, scholarly/ professional development activities outside of the annual meeting, development of substantive resources, partnerships with other sections or groups, etc. DR: The 2019 sessions will focus on 1) entertainment and diversity and 2) journalism and diversity. This reflects an effort to better represent a broader range of member interest and attract graduate students to the section. Outside of the meeting, I am working with Data & Society to provide members an opportunity to meet (and potentially collaborate with) their staff. The opportunity will be extended to reception co-sponsors (SKAT and CBSM) in an effort to maximize the events networking potential. CITAMS will also help sponsor the Media Sociology Pre-Conference.
