Background 2.1 The State Government of Uttarakhand (SGOU) has embarked on an ambitious 10 year road improvement program, the Uttarakhand State Roads Investment Program (USRIP), to support the State’s ‘Infrastructure Vision’. Under Asian Development Bank’s (ADB) loan financing, the program will endeavor to improve around 10800 km of the existing road network of PWD comprising State Highways (SH), Major District Roads (MDR), Village Roads (VR) and Light Vehicles Roads (LVR) across the State. This road improvement program is envisaged to be completed over a ten years period through 07 phases. The major criteria used for selection in Strategic Option Study (SOS) were traffic volume, restricted carriage way width, pavement conditions, and economic activity in the influence area of the road, volume of commercial traffic and interconnectivity of the roads. 2.2 The road improvement will focus on improving the condition of the existing road network by carrying out rehabilitation and reconstruction works that are mostly confined within the existing right-of-way (ROW). The project basically comprises upgradation / improvement of the existing road sections of Public Works Department involving strengthening / reconstruction of the existing carriageway, bringing the roads to standard width, improvement of the safety features and making provision of adequate signage. Widening of roads is to be carried out only in limited stretches wherever specified. The existing bridges and culverts would have to be rehabilitated / reconstructed wherever required and mentioned in the DPRs. The proposed construction work will involve use of modern equipment and construction practices. As the construction activities are to be carried out in ecologically and environmentally sensitive areas, environmental norms and guidelines developed for the project need to be strictly adhered to. 2.3 The supervision consultancy services for the Project-III will broadly include project management, supervision and monitoring, quality assurance, contract management and furnishing engineering decisions, verification of quantity, recording of measurements and certifications of measurement and bills of the Contractor. The Consultancy services shall necessarily include administering to ensure successful and timely completion of 08 Number Construction works packages. The consultant shall incorporate latest techniques and technological developments, and, if required, advisory services on specific terms that would be required for the duration of construction and defect liability period. 2.4 Preliminary planning for the proposed project envisages the upgradation/improvement of 356.214 km of Major District Roads, Ordinary District Roads, Village Roads and Light Vehicle Roads as per Table-1 below, hereafter called the “Works”, which may be located in four districts of the state.

2.3 The supervision consultancy services for the Project-III will broadly include project

management, supervision and monitoring, quality assurance, contract management and furnishing engineering decisions, verification of quantity, recording of measurements and certifications of measurement and bills of the Contractor. The Consultancy services shall necessarily include administering to ensure successful and timely completion of 08 Number Construction works packages. The consultant shall incorporate latest techniques and technological developments, and, if required, advisory services on specific terms that would be required for the duration of construction and defect liability period.

2.4 Preliminary planning for the proposed project envisages the upgradation/improvement of

356.214 km of Major District Roads, Ordinary District Roads, Village Roads and Light Vehicle Roads as per Table-1 below, hereafter called the “Works”, which may be located in four districts of the state.

2.5 The Works will include the following, as required, largely on existing alignments: (i) Sub-base, base and bituminous pavement; (ii) Raising of the carriageway above flood level in areas subject to frequent flooding; (iii) Widening and paving of shoulders; (iv) Widening and stabilizing of embankments; (v) Improvements to geometrics and improvements to or replacement of cross drainage

structures; (vi) Repair, replacement and/or construction of minor / major bridges; (vii) Construction of bypasses/realignments as per requirements and where feasible; (viii) Traffic safety features including traffic control during construction; (ix) Road signs and markings; (x) Environmental protection measures; (xi) Slope stability; and (xii) Ground stabilization/improvements measures.

2.6 The Works contract documents may be based on either (i) FIDIC General Conditions of Contract, 2005 edition with editorial amendments, as modified by the Conditions of Particular Application for ICB procured contracts or (ii) Asian Development Bank standard bidding document for works in India, as amended from time to time for NCB procured contracts.

2.7 The Chief Engineer-1, Public Works Department, Uttarakhand, hereinafter called the “Client”, now wishes to engage a team of multi-disciplinary local expertise, hereinafter called the Consultant, to carry out construction supervision as “Engineer”, hereinafter called the “Services”, for the Works under the proposed project in accordance with the terms of reference below.

2.8 The Project Director PMU, will be the representative of the Client for this project. The Superintending Engineer of the circles and the Project Implementation Units (PIUs) headed by an Executive Engineer, shall be the representatives of the Project Director to ensure proper Project Management/Administration and Quality Assurance.

3. Objective

The objective of the proposed consultancy Services is to assist the Uttarakhand PWD to implement the project as follows: (i) To ensure high standards of quality assurance in the execution of work and completion

of the works within stipulated time limit. (ii) Comprehensive supervision of project implementation activities carried out by the Civil

Works Contractor to ensure complete compliance with the drawings, technical specifications and various stipulations contained in the Contract Documents, with high standards of quality assurance in supervision and in the execution of work.

(iii) Efficient construction supervision by personnel who are experienced in modern methods of construction supervision and contract management.

(iv) To review detailed project reports prior to implementation activities and propose revision/constructive suggestions, if needed.

(v) To monitor the preconstruction activities. (vi) To assist in taking remedial actions to avoid slippages, cost over runs, delays by the

civil works contractor. (vii) To ensure safety during construction and adherence to all Environment Management

Regulations prescribed under the contract.

4. The main features of Contract Management Framework (CMF) formulated for the execution of the proposed construction of works are: (i) The Project Director, PMU, PWD will administer the project as the Client’s

Representative. The Project Director will be assisted by the Superintending Engineer at Circle Level and Project Implementation Units (PIUs) established at site. The CVs of the Junior/Support Staff shall be approved by the Superintending Engineer. The in-charge PIU shall comprehensively judge and approve the requirement of the proposed support staff for mobilization at site under intimation to the Project Director, PMU. The roles and responsibilities of the Superintending Engineer and PIU shall broadly be as follows: -

Conducting review on specific details of the civil works contract and advise the CSC and PIU. Superintending Engineer

(ii) The Consultant shall designate either its CEO or one of the full time Directors of the

firm/company to act as “Engineer” for the civil works contract. The Team Leader/Resident Engineer of the consultant’s team resident at the project site shall be nominated as the Engineer’s Representative and shall act on behalf of the Engineer. The Engineer will delegate such authority to the Engineer’s Representative as may be necessary for day to day working. However, the consultant’s firm/the Engineer shall be responsible for all actions taken by Engineer’s Representative and his team. For this purpose the Engineer shall undertake regular visits to the project site at least thrice a year or as per the requirement of the Client.

(iii) The in-charge of PIUs will have authority to give directions to the supervising

consultant in all routine matters related to the contract management/administration which will include among other things application of correction of any laxity in respect of slow progress and poor quality of execution, to examine the cases of variation orders

including variations in quantities and additional work items recommended by supervision consultants. The supervision consultants shall duly consider his suggestions/directions and in case of any differences both the supervisions consultants and in-charge PIUs shall send their independent view point to the Superintending Engineer for decision making, who shall make the decision in consultation with the Project Director. The Supervision Consultant shall seek prior approval of the Client by referring the proposal fully substantiated with all the necessary supporting documentation with regard to the following: a) Variation order exceeding 10% of the individual items. b) Sanction of additional items, sums or costs and variations of rates and prices,

including fixation of new rates c) Approval of subletting of any part of works d) Approval of any extension of contractual time limits e) Stopping and/or termination of the Contract for Works

In case of variation orders exceeding 10% of the cost of the individual items, the supervision consultant shall seek prior approval of the Client by referring the proposal to the PIU in charge provided the variation does not exceed 1% of the initial contract price.

Both the in charge PIUs and the supervision consultants shall interact with each other on regular basis and in charge PIUs will make prompt decisions as required in routine technical and contractual matters. All communications/directions at PIU level to the supervision consultants shall be made only by the in charge of PIU i.e. Executive Engineer of the PIU.

(iv) The Supervision Consultant will be a part of the CMF and will assist the Client in all

matters pertaining to contract management, as required. (v) The Client or his authorized representative may inspect and review the progress of

works and may issue appropriate directions to the Engineer for taking necessary action. The Client or his representative may also test check the quality and quantity of the materials brought to the site for incorporating in the permanent works and may also test check the quality and quantity of the materials brought to the site for incorporating in the permanent works and may also test check the quantity, quality and workmanship of the work executed in the presence of the representatives of the Engineer and the Contractor.

5. Scope of Service 5.1 The principal responsibilities of the Engineer will include the following but not be limited to:

(i) To carry out all the duties of the “Engineer” as specified in the construction contract, within any limitations specified therein.

(ii) To approve contractor’s construction mobilization program. (iii) To approve and monitor the contractor’s work program including activity scheduling and

resource programming. (iv) Give orders for commencement of work. (v) To ensure that the construction works are in accordance with the technical specifications,

Environmental Management Plan and other stipulations of the construction contract documents.

(vi) To impose and enforce a system of quality assurance of work; approve materials and their sources, review bituminous mix designs and concrete mix designs proposed by the contractors and approve/suggest modifications to the contractor’s proposed mix designs, laying methods, sampling and testing procedures and quality control measures to ensure the required standard and consistency in quality.

(vii) To check the laboratory and field tests carried out by the contractors and to develop a mechanism to involve the Team Leader/Resident Engineers in carrying out an adequate number of independent tests other than the regular testing done by laboratory personnel.

(viii) To monitor and check the daily quality control and quantity measurements of the works carried out under the contracts, keep all measurement records as per the directions of the Client and issue interim payment certificates when the quality of the works is satisfactory and the quantities are correct.

(ix) To direct the contractors to take all necessary steps including those mentioned in the works contract/environmental management plan to protect the environment and their workforce on and off the site which arise due to construction operations.

(x) To issue certificates for interim payments to the contractors, and certify completion of parts of the totality of the works where applicable. Details of interim progress payments are to be recorded in a manual measurement book before issuance of interim certificates.

(xi) Conduct review of detailed project reports (DPR) according to the site conditions prior to the mobilization of the contractors, identify issues and propose modifications.

(xii) Monitor contractor mobilization process and preconstruction activities.

5.2 Other responsibilities of the Engineer will be to carry out all such duties which are incidental to, but still essential for, the effective implementation of the construction contracts including the following.

(i) To prepare a construction supervision manual defining routines and procedures to be adopted in contract management, construction supervision and administration of the contracts, standard contract administration letters as well as a maintenance manual for the defects liability period & beyond.

(ii) To assist/advise the Client in handing over the sites and in establishing milestones (if any) for completion of contracts.

(iii) To prepare a maintenance manual to be adopted and used during the defects liability period and beyond.

(iv) To verify the list of items and quantity of all items in the BOQ and proposed modifications to the same, if necessary for the approval of the Client.

(v) To monitor, through use of MS Project software and prepare and issue reports as stated in Para 6 below covering (a) the physical and financial progress of the works, (b) progress with associated pre-construction activities and (c) performance against indicators set down in the environmental management plans.

(vi) To write a daily project diary which shall record all events pertaining to the administration of the contracts, requests from and orders given to the contractors, and any other information which may be of assistance in resolving queries which may arise concerning the execution of the works.

(vii) To advise the Client on all matters relating to the execution of the works and on claims submitted by the contractors, and to make recommendations thereon, including possible recourse to dispute resolution methods. The Consultant shall also participate in the meeting of the Dispute Redressal Mechanism for providing necessary assistance to the Client.

(viii) To prepare, as necessary, detailed recommendations to the Client for contract variations and addenda to ensure the best possible technical results are achieved with the available funds.

(ix) To assist the Client in taking over completed works from contractors, in particular by preparing lists of defects to be corrected by the contractors.

(x) To prepare specific engineering reports when requested by the Client which shall include an analysis of the problems encountered and proposed solutions.

(xi) To assist the Client in providing clarifications/explanations to observations, if any, made from time to time by the Auditor and during /statutory audit.

(xii) Participate in the meetings with Project Management Unit (PMU), related Project Implementation Units (PIUs) and Contractors to discuss progress and issues, and propose solutions and draft the minutes of the meeting and submit to the Client for necessary action.

(xiii) To prepare a training manual to be agreed with the Client and deliver training – including on contract administration, quality control, environmental management, construction safety to Client’s and contractors’ personnel associated with the Project. For the purposes of preparing proposals, firms shall assume training to be delivered in up to two locations every six months, 300 person days in all over the period of the services. This includes on the job training to both Uttarakhand PWD and Contractors’ Staff, including operators, in all identified and other aspects and the circumstance dictates. Furthermore, the Consultant shall deliver at the beginning, midway and end of each package, half day workshops, of between 50-75 people each held at District Headquarters to ensure all staff understands respective roles and responsibilities and to address common weaknesses noted over the intervening period. Only training material is to be provided by the Consultants.

(xiv) To assist the Client in co-ordination with other agencies and hold co-ordination meetings to facilitate the proper and timely implementation of the Project.

(xv) To prepare revised estimates, if required, and accordingly advise the Client in modifying the cash flow estimate.

(xvi) To review the independent safety audit and incorporate feasible minor modifications in final drawings & BOQ.

(xvii) To supervise and lead all the staff in the supervision consultant team to ensure they are motivated to perform their individual tasks while subject to an appropriate internal control regime.

(xviii) To carry out any other duties relevant to the project agreed during contract negotiations.

5.3 The Engineer will carryout for minor design changes, subject to the Client’s prior approval where so required. The Engineer and the contractors shall provide the Client with necessary site information. The Engineer shall prepare the design change report, if any. The Engineer shall be responsible for preparing variation orders consequent to any design changes.

5.4 In accordance with the Works contract, the Engineer shall designate the “Team Leader” as “Project Manager” wherever applicable.

5.5 In accordance with the Works contract, the Engineer shall delegate apart from the Team Leader to one or more engineer’s representatives, hereinafter referred to as “Resident Engineers”, as appropriate for effective implementation of the Works, duties and authorities vested in the Engineer and he may at any time revoke such delegation. The duties of the Resident Engineers may include the following. (i) To ensure that the construction work is executed in accordance with the technical

specifications, environmental management measures and other contract documents.

(ii) To verify the quantities of all items in the BOQ and propose modifications to the same if necessary for the approval of the Client.

(iii) To ensure recording of all measurements of work in measurement books. All quantity measurements and calculations required for payment purposes are to be verified and checked by the Resident Engineer/Resident Engineer’s deputy or other prescribed persons.

(iv) To identify construction problems and delays and recommend to the Engineer actions to expedite progress if the works fall behind schedule.

(v) In consultation with the Team Leader/Project Manager, to interpret and apply the contract provisions, in particular with respect to claims submitted by the contractors for time extensions and/or extra payments and in general with respect to the contractors’ conformance and compliance with his contractual obligations.

(vi) To prepare detailed recommendations to the Team Leader/Project Manager for contract variations and addenda, as necessary, to ensure the best possible technical results.

(vii) To monitor and check the daily quality control and quantity measurements of the works carried out under the contracts and countersign the interim payment certificates when the quality of the works is satisfactory and the quantities are correct. The Resident Engineers shall draw the Team Leader’s/Project Manager’s attention to any instances of non-conformance in the contractors’ work with the technical specifications.

(viii) To supervise the contractors in all matters concerning safety and care of the works (including the erection of temporary signs at road works), temporary works, labour camps and plant sites and if required, to request the contractors to provide any necessary improvements. The construction zone safety plans of the contractor shall be reviewed before approving them.

(ix) To direct the contractors to carry out such works or to do such things as may be necessary in the Resident Engineer’s opinion to avoid or to reduce the risk of any emergency affecting safety of life or of adjoining property, and to advise the Team Leader/Project Manager thereof as soon thereafter as is reasonably practicable.

(x) To write a daily project diary which shall record all events pertaining to the administration of the contracts, requests from and orders given to the contractors, and any other information which may be of assistance in resolving queries which may arise concerning execution of the works. To facilitate an impartial assessment of the work progress and application of the Liquidated Damages Clause of works contract, the dairy should specify days on which civil works were not possible due to the weather or other conditions beyond the control of the contractors. The use of the of-the-shelf (or an adhoc) computerized system to keep the record of tests, log of working days etc. would be the most effective option.

(xi) To verify, and if necessary order correction of, the “as built drawings” supplied by contractors.

(xii) To assist the Team Leader/Project Manager with the execution of the Taking Over of completed works by the Client from the contractors for each contract, in particular by preparing lists of defects to be corrected by the contractors.

(xiii) To approve the setting out of the works, materials and sources of materials. (xiv) Copy Requests for Inspection (RFIs) to the related PIUs (on weekly basis) (xv) Organize and participate in monthly meetings with PMU, related PIUs and contractors to

discuss progress and issues and propose solutions.

(xvi) To carry out other such duties under the terms of the contract which may from time to time, be delegated, in writing, by the Team Leader/Project Manager.

5.6 Develop and operate a quantitative and qualitative project performance monitoring system

(PPMS) in consultation with ADB and EA to monitor and evaluate the performance of the project in relation to its goals, purposes and outputs. Baseline values should be established for (a) traffic volumes and journey times, (b) freight tariffs and bus fares, (c) environment and social impact indicators, (d) socio – economic indicators and (e) social and poverty reduction impact indicators. Implementation and evaluation monitoring indicators would be measured at necessary agreed frequency during the project. Measurements of these indicators, together with relevant comments would be included in the Quarterly Progress reports and the Final Completion report

5.7 Performance Monitoring shall be carried out under the following guidelines

a) General 1. Baseline data may primarily be drawn from the Feasibility Study/ DPR. Any data not available

should be collected by the Supervision Consultant 2. All the subprojects should be covered. 3. Interim data (during project implementation) should be collected, if relevant. 4. Adequate data should be collected to enable economic evaluation at completion b) Specific The baseline data related to the following performance indicators may be collected. The corresponding data at completion should be used in the assessment of the Project Impacts.

5.8 The Supervision Consultant will process interim and final payments to the Contractor in

accordance with contract of the civil works. Interim monthly payments shall be based on interim payment certificates processed by the Supervision Consultants following claims filed by the Contractor.

5.9 In processing contractual payments, the measurements for the works shall be permanently recorded 100% by the concerned field Engineer in the Measurement book issued exclusively for a particular package. After the completion of the works all the MB’s so issued to the consultant personnel shall have to be deposited with PIU. Measurements for hidden items such as reinforcement works (Steel) etc. shall be recorded by field Engineer before hand as a record measurement and shall have to be checked by Resident Engineer 100%. The resident Engineer of the package shall certify during the processing of interim monthly payment that he has checked 25% of the measurements and quality control test. The Team Leader of the Supervision Consultant will certify during the processing of interim monthly payments that he has checked at least 5% of the measurements and quality control tests.

5.10 The quality control test shall be done 100% by lab technician of the consultant. 25% of these

tests shall have to be done in presence of pavement/ material Engineer. The tests being performed shall be intimated to Executive Engineer PIU in advance for getting their representative associated for quality control test checking. The documents for each tests performed shall be signed by each observer present and copies of such documents shall be regularly submitted to PIU for record in addition to monthly reports.

5.11 However before processing the interim payment certified and submitted by the Consultants for

payment Executive Engineer, PIU shall check the recorded field measurements at least 5% of measurement. Executive Engineer PIU shall check the quality control tests at least 5% of tests.

5.12 The Engineer shall intimate the details of these check tests to the PIU In-Charge before

undertaking them, so that the PIU officers could associate, if they wish to do so. The Engineer or any of his concerned experts shall do the repeat tests or measurements, if directed by the Project Director, in the presence of PIU In-Charge of the construction package. In case of any conflict the consultant may do the test check in the presence of the Project Director or his authorized representative limited to 5% of total measurement/quality control tests.

5.13 The supervision consultant may be required to carry out the following additional services as and

when so requested by the Client, and on terms to be negotiated at that time. No financial cost shall be included in respect of any such possible services in the present financial proposal. The events are:

(a) Preparation of additional reports or additional contract documents for consideration of proposals for the carrying out of additional work; and

(b) Any other specialist services by the Engineer or by other specialists as may be agreed upon. 6. Outputs: Reporting Requirements

6.2 The consultant (The Engineer) will prepare a comprehensive final completion report of the

construction contract package after completion of the work. The report shall incorporate summary of the method of construction, the construction supervision performed, as built construction drawing, problems encountered and solutions undertaken thereon and recommendations for future projects of similar nature to be undertaken by the Client. The consultant shall submit the self appraisal report within the prescribed time summarizing the following details:

1. Details of Personnel including substitution made during the assignment. 2. Details of variation orders issued 3. Details of extension of time granted to the Contractor. 4. Details of Quality Assurance System 5. Quality observed at site by the consultant. 6. Details of claims. 7. Special preventive measures for maintenance suggested by the consultant. 7. Consultant’s Inputs

7.1 The implementation of the Project is organized in terms of eight construction packages. The period of construction shall vary from 15 months to 24 months plus the defects liability period of 12 months and further maintenance period of 24 months.

7.2 This Consultancy Contract is expected to be carried out by using 168 key professional staff-months and 871 sub-professional staff-months. The Client expects proposals to be based on staff months of key personnel estimated by the Client and specified in the RFP. Consultants offering staff months less than the Client's estimate run the risk of an adverse impact on their technical scores especially with respect to the work plan. Timing of mobilization of individual staff would be subject to agreement with the Client. Composition and duration for Supervision Services for the Supervision Team will be as per the suggestions given in Table 2.

7.3 The site supervision team would be mobilized on the date of actual commencement of works

by the contractors or as decided by the Client. However, the Team Leader and other key professions/sub professional associated with review of the Detailed Project Reports would need to be mobilized about 2 months in advance of the contractor’s mobilization. During the defect liability period, the Engineer along with other staff as in Tables 2 will be required to continue on a part time basis, as and when required and as mentioned in Para 9 of this TOR.

7.4 After award of the contract the Client expects all the proposed key personnel to be available

during implementation of the contract as per the agreed staffing schedule. The Client will not consider substitutions during contract implementation except under exceptional circumstances (such as death and/or extreme nature of ailments for which medical certificate shall be produced form Hospital/ Nursing Home). In case of replacements on medical grounds, the Consultant will ensure that there is a reasonable overlap between the staff to be replaced and replacement wherever feasible/possible.

7.5 The CVs of the following key professional staff will be evaluated in accordance with the sub-

criteria stated in the Data Sheet. 7.8 The supervision consultant will be expected to establish 4 offices including: (i) main office, suitably located and (ii) three field offices shall be suitably located near project roads in

Tehri, Uttarkashi and Dehradun Districts. The Team Leader’s office will be established within 5 km of Client’s Representatives (PIU) office. The size of each office shall be 250 sq.mts. The Client/Client’s Representative may visit these site offices during their site visits to monitor the progress of the works. The supervision consultant for conducting various tests shall use free of cost all equipment installed in the site laboratories to be set up by the Contractors. 7.10 The supervision consultant shall provide 9 No. vehicles of at least 2400cc engine for the PMU at Dehradun. In case vehicles of the PMU exceed the running limit of 3000 km. per vehicle per month, the Client shall reimburse the Consultant every additional km. on pro-rata basis.

7.11 The supervision consultant shall use modern construction management techniques in all aspects

of performing this work. 8. Deficiency of Services Deficiencies in the services on part of supervision consultants may attract penal provisions in the form of fines, up to a maximum amount of 10% of contract price and /or debarment, blacklisting etc. by the Client. Client shall have the right to communicate to all the Departments/Government/Agencies inside and outside the state regarding action initiated against the consulting firm regarding their inferior services. Sample deficiencies include but are not limited to the following: i) Not acting impartially or acting in collusion with contractor in award of variation, fixation of new

rates etc. ii) Not keeping proper records regarding quality control, inspection, rejection/rectification of work

etc. iii) Failure to give proper and timely advice to Client/contractor to enable correction during

execution. iv) Delay in design and withholding approvals etc. beyond the period mentioned in this TOR for

such action. v) Recommending extension to the contractor with a view to extending duration of supervision

services. vi) Discrepancies found regarding Quality Control Results Data. vii) Refusing to give reasons for decisions when called for by the Client. viii) Not being fully conversant with manuals, specifications, standards, Client’s/ministry’s guidelines

and requirement of project to be followed during construction. ix) Certifying substandard work for payment. x) Not exercising required scrutiny/non approval of temporary stretch/works. xi) Lack of proper coordination with contractors and Project Manager/ Client’s representative to

ensure smooth implementation of projects. xii) Permitting subletting of any part of/ major works without authorization. xiii) Delay in mobilization of required staff at any stage of the contract. xiv) Indulging in corrupt, fraudulent, coercive or collusive practices. 9. Deployment Schedule/Work Program of the Construction Supervision Consultant 9.1 Team Leader, 1 Resident Engineer, 1 Assistant Resident Engineer, Sr. Structural/Bridge

Engineer, Sr. Pavement cum Highway Engineer, CADD Engineer, Road Safety Expert and 2 Surveyors shall be made available by the CSC for DPR review and mobilization of the contractors.

9.2 During Defects Liability Period, intermittent input of Team Leader, 1 Resident Engineer, 1

Assistant Resident Engineer, Sr. Quantity Surveyor cum Contract Administration Specialist, Road Safety Expert, Road Maintenance Engineer and CADD Engineer shall be made available by the Supervision Consultant.

9.3 The Construction Supervision Consultant shall be give deployment schedule/work program based on the principles outlined in clause 9.1 and 9.2 above.

10. Data, facilities and assistance to be provided by the Client 10.1 The Client will provide the following:

(i) Project reports, including design drawings and relevant data prepared/collected by the design consultants; and

(ii) Contract documents, implementation/procurement schedules, plans, estimates and detailed engineering designs for each of the works packages.

10.2 The Client will assist the supervision consultant with obtaining licenses and permits necessary to

carry out the services. 10.3 The Client will second at least 4 full time professional technical staff members - 1 EE, 2

AEs/JEs - to work alongside the supervision consultant team for the duration of the services. The number, level and reporting of staff is to be agreed during negotiations and the CVs of the proposed Client’s staff are to be vetted by the supervision consultant. Their salaries and all other allowances shall continue to be paid for by the Client. The Client will seek to maintain continuity of counterpart staff for the duration of the services. The objective of the secondment is to transfer skills and the supervision consultant should not assume that this arrangement absolves them from delivering on the outputs of the service.

11. Review by the Client of Consultant Outputs and Process. 11.1 A reviewing committee consisting of the following officers of the GOU shall review the progress

of the work and the reports to be submitted by the consultant. 1. Principal Secretary (PWD) to Government of Uttarakhand 2. Chief Engineer Level-1 3. Project Director PMU 11.2 The Review Committee will review the outputs submitted by the Consultant, give suggestions

and modifications. Review Committee may also hold meetings with the Consultant as necessary to discuss reports submitted and review the progress etc.

Appendix-1

SELECTION CRITERIA FOR KEY PROFESSIONAL STAFF

Consultants are advised to prepare the CVs of their proposed key personnel specifically highlighting the qualification and experience in the related area of expertise as per requirements of the terms of reference. The CVs of the proposed personnel should reflect the size of the project handled in terms of length, costs, duration for which services were provided, source of funding for the project and type of works contract document used. In proposing candidates,

firms should bear in mind the following selection criteria against which marks can be scored in accordance with the marking regime noted in the Data Sheet. The qualification requirements in this Appendix are “preferred” qualifications and not pass/fail. However, qualifications specifically mentioned with language such as “minimum” or “at least” are minimum qualification requirements, failing which will be considered as “non-complying” for those specific requirements. The qualifications described are to supplement the information already provided in the TOR that directly or indirectly defines the level and range of expertise, qualifications and experience to be possessed by the experts, and is, therefore, not an exhaustive list of requirements”. The CVs of the following key professional staff should meet the criteria below (see clause 7.5 of TOR)

Team Leader

i) Educational Qualification Essential Graduate in Civil Engineering and preferably hold a

post graduate qualification in Construction Management, Business, Engineering or other relevant field

Essential Experience a) Total Professional Experience Preferably, 15 years in review of highway designs,

including geometric design of highways, asphalt pavement construction, concrete pavement construction.

Experience gained in administering either FIDIC or other internationally recognized Contract Documents is required. Experience of working in live traffic situations and handling safety aspects of works is essential.

Should have experience in the quality control testing requirements for pavements of a similar type as included in the project including geotechnical/ material tests for Highway Construction Supervision of at least 02 number highway projects in similar topographic condition (Himalayan Hills) of aggregate length of 50 km or more.

Bridge/ Structural Engineer

i) Educational Qualification a) Essential Graduate in Civil Engineering preferably with a Master’s

Degree or equivalent in structural/bridge engineering ii) Essential Experience a) Total Professional

Experience Preferably, 10 years

b) Experience in Bridge Projects

Preferably, 5 years in design and supervision of bridge projects and drainage structures. Experience in designing and implementing bridge rehabilitation is required

c) Experience in Similar Capacity

Supervision of minimum two major bridges (length more than 75mtr.) preferably in similar topographic condition.

Quantity Surveyor

i) Educational Qualification Essential Graduate in Civil Engineering

Worked in similar capacity in at least 02 number highway projects in similar topographic conditions. Knowledge of pavement construction (flexible and rigid) is a must.

Pavement cum Material Engineer

i) Educational Qualification a) Essential

Graduate in Civil Engineering

ii)

Essential Experience a) Total Professional Experience

Preferably, 10 years in asphalt pavement construction, setting up quality control testing facilities, preparation mix designs of pavement courses, materials testing and related quality tests.

b) Experience in Similar Capacity

Worked in similar capacity in at least 02 number highway projects. Knowledge of pavement construction (flexible and rigid) is a must. Prior experience in hilly terrain preferred. Experience in pavement and sub-grade investigations including deflection tests and in design of pavement rehabilitation and strengthening is a necessity
