PROPOSED AMENDMENT TO THE RULES APPLYINGTO DOG SHOWSCHAPTER 11, Section 8-A – Dog Show

Entries, Conditions of Dogs AffectingEligibility

The AKC Board has endorsed the followingamendment to CHAPTER 11, Section 8-A, ofthe Rules Applying to Dog Shows, based on arequest by Staff to the AKC Board. This will bevoted on at the December 13, 2019 DelegatesMeeting. CHAPTER 11SECTION 8-A. The preceding portion of

this section is unchanged.Any dog, that in the opinion of the Event

Committee attacks a person or dog at an AKCevent and is believed by that Event Committeeto present a hazard to persons or other dogs,shall be disqualified by the Event Committeepursuant to this section, a report shall be filedwith the Executive Secretary of The AmericanKennel Club. The disqualified dog may notagain compete at any AKC event nor be on thegrounds of an AKC event unless and until, fol-lowing application for reinstatement by theowner to the American Kennel Club, theowner receives official notification in writingfrom the AKC that the dog’s eligibility hasbeen reinstated.

PROPOSED AMENDMENT TO THE FIELD TRIALRULES AND STANDARD PROCEDURE FORPOINTING BREEDSCHAPTER 14, Section 20 – Rules for

Pointing Breed Field TrialsThe AKC Board has endorsed the following

amendment to CHAPTER 14, Section 20, ofthe Field Trial Rules and Standard Procedure forPointing Breeds, based on a recommendationby the Weimaraner Club of America. This willbe voted on at the December 13, 2019Delegates Meeting. CHAPTER 14SECTION 20. A National Walking Gun Dog

Championship for Weimaraners may be heldnot more than once in any calendar year. Thestake must be held or sponsored by the ParentClub. The event shall be for dogs over six (6)months of age. The WCA may develop entryqualifications that exceed the AKC minimumstandard for a National Championship. Dogsplacing in this stake shall be credited withchampionship points in accord with the sched-ule for Field Championships and the winnershall be entitled to the designation “NationalWalking Gun Dog Champion of 20__.”(NWGDC)

General Appearance – Characteristics - Anancient breed of northern Chinese origin, thisall-purpose dog of China was used forhunting, herding, pulling and protection ofthe home. While primarily a companion today,his working origin must always beremembered when assessing true Chow type.A powerful, sturdy, squarely built, upstandingdog of Arctic type, medium insize with strong muscular development andheavy bone. The body is compact, shortcoupled, broad and deep, the tail set high andcarried closely to the back, the wholesupported by four straight, strong, sound legs.Viewed from the side, the hind legs have littleapparent angulation and the hock joint andmetatarsals are directly beneath the hip joint.It is this structure which produces thecharacteristic shorter, stilted gait unique to thebreed. The large head with broad, flat skulland short, broad and deep muzzle is proudlycarried and accentuated by a ruff. Eleganceand substance must be combined into a wellbalanced whole, never so massive asto outweigh his ability to be active, alert andagile. Clothed in a smooth or an offstandingrough double coat, the Chow is a masterpieceof beauty, dignity and naturalness. Essential totrue Chow type are his unique blue-blacktongue, scowling expression and stilted gait.

Size, Proportions, Substance: Size – Theaverage height of adult specimens is 17 to 20inches at the withers but in every case

consideration of overall proportions and typeshould take precedence over size. Proportions –Square in profile and close coupled. Distancefrom forechest to point of buttocks equalsheight at the highest points of the withers.Serious fault - Profile other than square.Distance from tip of elbow to ground is halfthe height at the withers. Floor of chest levelwith tips of elbows. Width viewed from thefront and rear is the same and must be broad.It is these proportions that are essential totrue Chow type. In judging puppies, noallowance should be made for their failure toconform to these proportions. Substance –Medium in size with strong musculardevelopment and heavy bone. Equallyobjectionable are snipy, fine boned specimensand overdone, ponderous, cloddy specimens.In comparing specimens of different sex, dueallowance must be made in favor of thebitches who may not have as much head orsubstance as do the males. There is animpression of femininity in bitches ascompared to an impression of masculinity indogs.

Head: Proudly carried, large in proportion tothe size of the dog but never so exaggerated asto make the dog seem top-heavy or to result ina low carriage. Expression essentially scowling,dignified, lordly, discerning, sober andsnobbish, one of independence. The scowl isachieved by a marked brow with a paddedbutton of skin just above the inner, upper

corner of each eye; by sufficient play of skin toform frowning brows and a distinct furrowbetween the eyes beginning at the base of themuzzle and extending up the forehead; by thecorrect eye shape and placement and by thecorrect ear shape, carriage and placement.Excessive loose skin is not desirable. Wrinkleson the muzzle do not contribute to expressionand are not required. Eyes dark brown, deepset and placed wide apart and obliquely, ofmoderate size, almond in shape. The correctplacement and shape should create anOriental appearance. The eye rims black withlids which neither turn in nor droop and thepupils of the eyes clearly visible. Serious FaultsEntropion or ectropion, or pupils wholly orpartially obscured by loose skin. Ears small,moderately thick, triangular in shape with aslight rounding at the tip, carried stiffly erectbut with a slight forward tilt. Placed wide apartwith the inner corner on top of the skull. Anear which flops as the dog moves is veryundesirable. Disqualifying fault - Drop ear orears. A drop ear is one which breaksat any point from its base to its tip or which isnot carried stiffly erect but lies parallel to thetop of the skull. Skull - The top skull is broadand flat from side to side and front to back.Coat and loose skin cannot substitute for thecorrect bone structure. Viewed in profile, thetoplines of the muzzle and skull areapproximately parallel, joined by a moderatestop. The padding of the brows may make thestop appear steeper than it is. The muzzle is

short in comparison to the length of the topskull but never less than one-third of the headlength. The muzzle is broad andwell filled out under the eyes, its width anddepth are equal and both dimensions shouldappear to be the same from its base to its tip.This square appearance is achieved by correctbone structure plus padding of the muzzleand full cushioned lips. The muzzle shouldnever be so padded or cushioned as to make itappear other than square in shape. The upperlips completely cover the lower lips when themouth is closed but should not be pendulous.Reds, Blacks and Cinnamons must have a solidblack nose. Blue Chows may have a solid blueor slate nose. Cream Chows may have a rangeof nose color, from dark black/brown solidpigment, fading to pinkish pigment, with orwithout darker nose rim pigment at the outeredge, as puppies or adults; all of which areequally correct. Mouth and Tongue - Edges ofthe lips black, tissues of the mouth mostlyblack, gums preferably black. A solid blackmouth is ideal. The top surface and edges ofthe tongue a solid blue-black, the darker thebetter. Disqualifying fault - The top surface oredges of the tongue red or pink or with one ormore spots of red or pink. Teeth strong andeven with a scissors bite.

Neck, Topline, Body: Neck strong, full, wellmuscled, nicely arched and of sufficientlength to carry the head proudly above thetopline when standing at attention. Topline

straight, strong and level from the withers tothe root of the tail. Body short, compact, closecoupled, strongly muscled, broad, deep andwell let down in the flank. The body, back,coupling and croup must all be short to givethe required square build. Chest broad, deepand muscular, never narrow or slab-sided. Theribs close together and well sprung, not barrel.The spring of the front ribs is somewhatnarrowed at their lower ends to permit theshoulder and upper arm to fit smoothlyagainst the chest wall. The floor of the chest isbroad and deep extending down to the tips ofthe elbows. The point of sternum slightly infront of the shoulder points. Serious faults -Labored or abdominal breathing (not toinclude normal panting), narrow or slab-sidedchest. Loin well muscled, strong, short, broadand deep. Croup short and broad withpowerful rump and thigh muscles giving alevel croup. Tail set high and carried closely tothe back at all times, following the line of thespine at the start.

Forequarters: Shoulders strong, well muscled,the tips of the shoulder blades moderatelyclose together; the spine of the shoulderforms an angle approximately 55 degrees withthe horizontal and forms an angle with theupper arm approximately 110 degrees. Lengthof upper arm neverless than length of shoulder blade. Elbowjoints set well back alongside the chest wall,elbows turning neither in nor out. Forelegs

perfectly straight from elbow to foot withheavy bone which must be in proportion tothe rest of the dog. Viewed from the front, theforelegs are parallel and widely spacedcommensurate with the broad chest. Pasternsshort and upright. Wrists shall not knuckleover. The dewclaws may be removed. Feetround, compact, catlike, standing well uponthe thick toe pads.

Hindquarters: The rear assembly broad,powerful, and well muscled in the hips andthighs, heavy in bone with rear and front boneapproximately equal. Viewed from the rear,the legs are straight, parallel and widelyspaced commensurate with the broad pelvis.Stifle joint shows little angulation, is well knitand stable, points straight forward and thebones of the joint should be clean and sharp.Hock joint well let down and appears almoststraight. The hock joint must be strong, wellknit and firm, never bowing or breakingforward or to either side. The hock joint andmetatarsals lie in a straight line below the hipjoint. Serious faults - Unsound stifle or hockjoints. Metatarsals short and perpendicular tothe ground. The dewclaws may be removed.Feet same as front.

Coat: There are two types of coat; rough andsmooth. Both are double coated. Rough - Inthe rough coat, the outer coat is abundant,dense, straight and offstanding, rather coarsein texture; the undercoat soft, thick and wooly.

Puppy coat soft, thick and wooly overall. Thecoat forms a profuse ruff around the head andneck, framing the head. The coat and ruffgenerally longer in dogs than in bitches. Tailwell feathered. The coat length variesmarkedly on different Chows and thickness,texture and condition should be given greateremphasis than length. Obvious trimming orshaping is undesirable. Trimming of thewhiskers, feet and metatarsals optional.Smooth - The smooth coated Chow is judgedby the same standard as the rough coatedChow except that references to the quantityand distribution of the outer coat are notapplicable to the smooth coated Chow, whichhas a hard, dense, smooth outer coat with adefinite undercoat. There should be noobvious ruff or feathering on the legs or tail.

Color: Clear colored, solid or solid with lightershadings in the ruff, tail and featherings.There are five colors in the Chow: red (lightgolden to deep mahogany), black, blue,cinnamon (light fawn to deep cinnamon) andcream. Acceptable colors to be judged on anequal basis.

Gait: Proper movement is the crucial test ofproper conformation and soundness. It mustbe sound, straight moving, agile, brief, quick,and powerful, never lumbering. The rear gaitshorter and stilted because of the straighterrear assembly. It is from the side that theunique stilted action is most easily assessed.

The rear leg moves up and forward from thehip in a straight, stilted pendulum-like linewith a slight bounce in the rump, the legsextend neither far forward nor far backward.The hind foot has a strong thrust whichtransfers power to the body in an almoststraight line due to the minimal rear legangulation. To transmit this power efficientlyto the front assembly, the coupling must beshort and there should be no roll through themidsection. Viewed from the rear, the line ofbone from hip joint to pad remains straight asthe dog moves. As the speed increases thehind legs incline slightly inward. The stiflejoints must point in the line of travel, notoutward resulting in a bowlegged appearancenor hitching in under the dog. Viewed fromthe front, the line of bone from shoulder jointto pad remains straight as the dog moves. Asthe speed increases, the forelegs do not movein exact parallel planes, rather, incline slightlyinward. The front legs must not swing out insemicircles nor mince or show any evidence ofhackney action. The front and rear assembliesmust be in dynamic equilibrium. Somewhatlacking in speed, the Chow has excellentendurance because the sound, straight rearleg provides direct, usable power efficiently.

Temperament: Keen intelligence, anindependent spirit and innate dignity give theChow an aura of aloofness. It is a Chow’snature to be reserved and discerning withstrangers. Displays of aggression or timidity

are unacceptable. Because of its deep set eyesthe Chow has limited peripheral vision and isbest approached from the front.

Summary: Faults shall be penalized inproportion to their deviation from thestandard. In judging the Chow, the overallpicture is of primary consideration.Exaggeration of any characteristic at theexpense of balance or soundness shall beseverely penalized. Type should includegeneral appearance, temperament, theharmony of all parts, and soundness especiallyas seen when the dog is in motion. Thereshould be proper emphasis on movementwhich is the final test of the Chow'sconformation, balance and soundness.

Disqualifications: Drop ear or ears. A drop ear is one whichbreaks at any point from its base to its tip orwhich is not carried stiffly erect but liesparallel to the top of the skull.The top surface or edges of the tongue red orpink or with one or more spots of red or pink.

General Appearance: The Field Spaniel is acombination of beauty and utility. It is a wellbalanced, substantial hunter-companion ofmedium size, built for activity and endurancein a heavy cover and water. It has a noblecarriage; a proud but docile attitude; is soundand free moving. Symmetry, gait, attitude andpurpose are more important than any onepart.

Size, Proportion, Substance: Balance betweenthese three components is essential. Size –Ideal height for mature adults at the withers is18 inches for dogs and 17 inches for bitches. Aone inch deviation either way is acceptable.Proportion – A well balanced dog, somewhatlonger than tall. The ratio of length to heightis approximately 7:6. (Length is measured ona level from the foremost point of theshoulder to the rearmost point of thebuttocks.) Substance – Solidly built, withmoderate bone, and firm smooth muscles.

Head: Conveys the impression of highbreeding, character and nobility, and must bein proportion to the size of the dog. Expression– Grave, gentle and intelligent. Eyes – Almondin shape, open and of medium size; setmoderately wide and deep. Color: dark hazelto dark brown. The lids are tight and show nohaw; rims comparable to nose in color. Ears –

Moderately long (reaching the end of themuzzle) and wide. Set on slightly below eyelevel: pendulous, hanging close to the head;rolled and well feathered. Leather ismoderately heavy, supple, and rounded at thetip. Skull – The crown is slightly wider at theback than at the brow and lightly archedlaterally; sides and cheeks are straight andclean. The occiput is distinct and rounded.Brows are slightly raised. The stop ismoderate, but well defined by the brows. Theface is chiseled beneath the eyes. Muzzle –Strong, long and lean, neither snipy norsquarely cut. The nasal bone is straight andslightly divergent from parallel, slopingdownward toward the nose from the plane ofthe top skull. In profile, the lower planecurves gradually from the nose to the throat.Jaws are level. Nose-Large, flesh and welldeveloped with open nostrils. Set on as anextension of the muzzle. Color: solid: light todark brown or black as befits the color of thecoat. Lips-Close fitting, clean, and sufficientlydeep to cover the lower jaw without beingpendulous. Bite – Scissors or level, withcomplete dentition. Scissors preferred.

Neck, Topline, Body: Neck – Long, strong,muscular, slightly arched, clean, and well setinto shoulders. Topline – The neck slopessmoothly into the withers; the back is level,well muscled, firm and strong; the croup isshort and gently rounded. Body – Theprosternum is prominent and well fleshed.

The depth of chest is roughly equal to thelength of the front leg from elbow to ground.The rib cage is long and extending into ashort loin. Ribs are oval, well sprung andcurve gently into a firm loin. Loin-Short,strong, and deep, with little or no tuck up.Tail – Set on low, in line with the croup, justbelow the level of the back with a naturaldownward inclination. Docked tails preferred,natural tails are allowed. The tail whetherdocked or natural length should be in balancewith the overall dog.

Forequarters: Shoulders blades are obliqueand sloping. The upper arm is closed-set;elbows are directly below the withers, and turnneither in nor out. Bone is flat. Forelegs arestraight and well boned to the feet. Pasternsare moderately sloping but strong. Dewclawsmay be removed. Feet face forward and arelarge, rounded, and webbed, with strong, wellarched relatively tight toes and thick pads.

Hindquarters: Strong and driving; stifles andhocks only moderately bent. Hocks well letdown; pasterns relatively short, strong andparallel when viewed from the rear. Hipsmoderately broad and muscular; upper thighbroad and powerful; second thigh wellmuscled. Bone corresponds to that of theforelegs. No dewclaws.

Coat: Single; moderately long; flat or slightlywavy; silky; and glossy; dense and water

repellent. Moderate setter-like featheringadorns the chest, underbody, backs of the legs,buttocks, and may also be present on thesecond thigh and underside of the tail.Pasterns have clean outlines to the ground.There is short, soft hair between the toes.Overabundance of coat, or cottony texture,impractical for field work should be penalized.Trimming is limited to that which enhancesthe natural appearance of the dog. Amount ofcoat or absence of coat should not be faultedas much as structural faults. Color: Black, liver,golden liver or shades thereof, in any intensity(dark or light); either selfcolored or bi-colored. Bi-colored dogs must be roanedand/or ticked in white areas. Tan points areacceptable on the aforementioned colors andare the same as any normally tan pointedbreed. White is allowed on the throat, chest,and/or brisket, and may be clear, ticked, orroaned on a self-color dog. The sable pattern,a lighter undercoat with darker shading astipping or dark overlay, with or without a maskpresent, is a disqualification.

Gait: The head is carried alertly, neither sohigh nor so low as to impede motion or stride.There is good forward reach that begins in theshoulder, coupled with strong drive from therear, giving the characteristic effortless, long,low majestic stride. When viewed from frontand/or rear elbows and hocks move parallel.The legs move straight, with slightconvergence at increased speed. When

moving, the tail is carried inclined slightlydownward or level with the back, and with awagging motion. Tail carried above the back isincorrect. Side movement is straight andclean, without energy wasting motions.Overreaching and single tracking areincorrect. The Field Spaniel should be shownat its own natural speed in an endurance trot,preferably on a loose lead, in order to evaluateits movement.

Temperament: Unusually docile, sensitive, fun-loving, independent and intelligent, with agreat affinity for human companionship. Theymay be somewhat reserved in initial meetings.Any display of shyness, fear, or aggression is tobe severely penalized.

Disqualifications:The sable pattern, a lighter undercoat with

darker shading as tipping or dark overlay, withor without a mask present.

The August 2019 Board minutes, copies ofwhich had been provided to all Directors, werereviewed. Upon a motion by Mr. Powers, seconded byMs. Biddle, the August 2019 minutes were ap-proved unanimously.

EXECUTIVE SESSIONThere was an EXECUTIVE SESSION to dis-cuss sensitive business matters. There wasnothing reported out of this session.

CHAIRMAN’S REPORTThe Chairman shared out a copy of two toasts madeby him at the Board of Directors’ dinner on October13, 2019.

“I did some quick fact-checking before cominghere to dinner this evening to find one manwho reportedly lived 146 years; and a womanwho lived 128 years. So, I think it is fair to saythat it is improbable for a human being to liveup to 135 years or more.”

“It is slightly less improbable that a companywill last for 135 years or more. There are amere twenty companies in the United Statesthat have been in existence for more than 150years. In the ranks of the Century Club arecompanies 100 years and older. Let us toast incongratulations to the American Kennel Club,founded in 1884. After 135 years of existence,it shares these rarefied heights of corporatehistory.”

“One reason for the longevity of these compa-nies, including the American Kennel Club, isleadership and employees who function as afamily in dedication to their respective mis-sions. This brings me to ask that we raise ourglasses a second time in gratitude to DennisSprung for giving 30 years of dedication toand leadership of the American Kennel Club.”

FINANCEJoseph Baffuto, CFO, presented AKC’s unau-dited financial results for the eight monthsended August 31, 2019. Total year to date rev-enues of $51.6 million were 2.8% belowbudget, but 3.5% greater than the 2018 com-parative period. Year-to-date Dog Registra-tions’ volume of more than 406,000 is 3%below budget, but 1% greater than the previ-ous year. Total Litters processed to-date werenearly 174,000 and represented a 2% declinefrom budget, but a 2% increase from the prioryear as well. Total operating expenses of $48million were $3.2 million or 6% under budgetas well as remaining 2% below last year’s eightmonths actual. Operating income for the yearto date through Aug 31, 2019 was $3.7 millionwhich was favorable compared to both 2019budgeted operating income of $2 million aswell as the 2018 mark of $1 million. Further-more, our investment portfolio reflects unreal-ized gains for the year totaling $11.7 milliondollars.

2020 BudgetJoseph Baffuto, CFO, gave an overview of theproposed 2020 budget. The 2020 Budget, asdescribed in Mr. Sprung’ s introduction to theBudget, is mission driven. Emphasis is on in-creasing entries, litters and individual registra-tions, as well as adding more unique breeders.

Following a motion by Mr. Powers, secondedby Mr. Tatro, the Board VOTED (unani-mously) to approve the 2020 Budget.

AKC Canine Health Foundation Following a motion by Mr. Powers, secondedby Ms. McAteer, the Board VOTED (in favor:Directors Biddle, Carota, Feeney, Garvin,Hamblin, McAteer, Powers, Sweetwood, Tatro,Wallin; against: Directors Cruz, Davies, Smyth)to permit, at the request of the AKC CanineHealth Foundation (AKC CHF) to allocate10% of AKC’s 2020 one million-dollar($1,000,000) donation to be used for grant ad-ministrative expense rather than exclusivelyfor grants in accordance with the Memo ofUnderstanding. The AKC also will donate anadditional $200,000 in kind for a total dona-tion in 2020 of $1,200,000. The total dona-tions from AKC to AKC CHF now totalsapproximately $29,000,000.

Chow Chow Proposed Breed Standard RevisionThe Board reviewed the proposed revisions toNose Color section of the Chow Chow stan-dard as submitted by the Chow Chow Club,Inc. The current standard was approved Octo-ber 10, 2005. Following a motion by Dr. Davies, seconded byMr. Sweetwood, the Board VOTED (unani-mously) to approve to have the proposed revi-sions published in the Secretary’s Page of theAKC Gazette.

Field Spaniel Proposed Breed Standard RevisionThe Field Spaniel Society of America, Inc(FSSA) has submitted proposed revisions tothe Color section of the Field Spaniel stan-dard, specifically to add a disqualification forthe sable color pattern. The current standardwas approved September 14, 1998.

Following a motion by Mr. Hamblin, secondedby Mr. Powers, the Board VOTED (unani-mously) to approve to have the proposed revi-sions published in the Secretary’s Page of theGazette.

Belgian Laekenois Eligibility to Compete in theHerding Group The Board reviewed a petition, submitted bythe American Belgian Laekenois Association(ABLA), seeking acceptance for the BelgianLaekenois into the AKC Stud Book and for theBelgian Laekenois to be eligible to compete inthe Herding Group.

The ABLA was founded in 1996 by a group ofbreeders and fanciers in order to promote andprotect the Belgian Laekenois in the UnitedStates. The ABLA has fulfilled all criteria asoutlined in the AKC publication “Guide-lines—Registering a New Breed.”The Board also reviewed the breed standardsubmitted by ABLA for AKC Board approval.

Following a motion by Dr. Davies, seconded byMr. Powers, the Board VOTED (unanimously)to consider the matter at this meeting waivingits normal notice procedures.

Standard of the Belgian LaekenoisGENERAL APPEARANCEThe first impression of the BelgianLaekenois is that of a square, well-balanceddog, elegant in appearance, with an ex-ceedingly proud carriage of the head andneck. He is a strong, agile, well-muscledanimal, alert and full of life. His wholeconformation gives the impression ofdepth and solidity without bulkiness. Themale dog is usually somewhat more im-pressive and grander than his female coun-terpart. The bitch should have a distinctlyfeminine look. Both male and femaleshould be judged equally. Faults – Any de-viation from these specifications is a fault.In determining whether a fault is minor,serious, or major, these two factors shouldbe used as a guide: 1. The extent to whichit deviates from the standard, 2. The ex-tent to which such deviation would actuallyaffect the working ability of the dog.

SIZE PROPORTION, SUBSTANCE - SIZE Males should be 24-26 inches in heightand females 22-24 inches, measured at thewithers. The length, measured from pointof breastbone to point of rump, shouldequal the height. Bitches may be slightlylonger. Bone structure should be moder-ately heavy in proportion to his height sothat he is well-balanced throughout andneither spindly or leggy nor cumbersomeand bulky. The Belgian Laekenois shouldstand squarely on all fours. From a sideview the topline, front legs, and back legsshould closely approximate a square.Males under 23 inches or over 27 inchesshall be disqualified. Females under 20.5inches or over 25 inches shall be disquali-fied.

HEADClean cut and strong, long without exag-geration and lean. The skull and muzzleare approximately the same length with atmost a very slight advantage for the muz-zle. Overall size should be in proportion tothe body. Expression – should be intelli-gent and questioning, indicating alertness,attention and readiness for activity. Eyes –are brown, preferably dark brown,medium size, slightly almond shaped andnot protruding. Ears – are triangular inshape, stiff, erect, and in proportion to thehead in size. Base of the ear should notcome below the center of the eye. Skull –

is flattened rather than rounded with thewidth approximately the same, but notwider than the length. The stop is moder-ate. Muzzle – is moderately pointed, avoid-ing any tendency to snipiness, andapproximately equal in length to that ofthe topskull. The jaws should be strongand powerful. Nose – is black without spotsor discolored areas. The lips should betight and black, with no pink showing onthe outside. Teeth – full complement ofstrong, white teeth, evenly set. Bite –should be even or scissors. An overshot orundershot bite is a fault. An undershot orovershot bite in which two or more of theupper incisors lose contact with two ormore of the lower incisors is a disqualifica-tion. The absence of two premolars or mo-lars is a serious fault. The absence of onepremolar (PMI) is not to be penalized.Four or more missing teeth is a disqualifi-cation.

NECK, TOPLINE, BODY Neck – is round and rather outstretched,tapered from head to body, well-muscled,with tight skin. Topline – the withers areslightly higher and slope into the back,which must be level, straight, and firmfrom withers to hip joints. Chest – is notbroad, but deep. The lowest point shouldreach the elbow, forming a smooth ascen-dant curve to the abdomen. Abdomen isof moderate development, neither tucked

up nor paunchy. Loin – loin section whenviewed from above is relatively short, broadand strong, and blends smoothly into theback. Croup – is very slightly sloped,broad, but not excessively so. Tail – isstrong at the base with the last vertebrareaching the hock. At rest the dog holds itlow, the tip bent back level with the hock.When in action he raises it and gives it aslight curve, which is strongest towards thetip, without forming a hook. Cropped orstump tail are disqualifications.

FOREQUARTERSShoulders – are long and oblique, laid flatagainst the body, forming a sharp angle(approximately 90 degrees) with the upperarm. Legs – are straight, strong and paral-lel to each other with bone oval ratherthan round. Development (length andsubstance) should be well proportioned tothe size of the dog. Pasterns – are short,strong and very slightly sloped. Feet – areround (cat footed). Toes – curved close to-gether, well padded. Nails – strong andblack, except that they may be white tomatch white toe tips. Dewclaws – are per-missible.

HINDQUARTERSLegs – are in length and substance well-proportioned to the size of the dog withthe bone oval rather than round. Legs areparallel to each other. Thighs – are broad

and heavily muscled. The upper and lowerthigh bones approximately parallel theshoulder blade and upper arm respec-tively, forming a relatively sharp angle atstifle joint. The angle at the hock is rela-tively sharp, although the BelgianLaekenois does not have extreme angula-tion. Metatarsus – is medium length,strong and slightly sloped. Feet – areslightly elongated. Toes – curved close to-gether, well padded. Nails – strong andblack, except that they may be white tomatch white toe tips. Dewclaws – if any,should be removed.

COAT The coat must have a texture which isrough and coarse giving a disorderly, tou-sled look. The coat should be severely pe-nalized if silky or soft or lacking a doublecoat. The length of the hair should be ap-proximately 2 1/2 inches over the body. Abeard must be present on the muzzle andhair on the head should not be in excessso as to hide the eyes nor the lines of thehead and skull and make the head appearsquare or heavy. The tail should not form aplume.

COLORAll shades of red or fawn to grayish tonesare acceptable with traces of black appear-ing principally on the muzzle and tail. Thedegree of blackening varies considerably

from dog to dog with all variations beingequally acceptable. A small to moderatewhite patch is permitted on the chest andthe tips of the toes may be white. White orgray frosting on the chin and muzzle isnormal and acceptable.

GAITMotion should be smooth, free and easy,seemingly never tiring, exhibiting facilityof movement rather than hard driving ac-tion. The Belgian Laekenois tends to sin-gle track at a fast gait; the legs, both frontand rear, converging toward the centerline of gravity of the dog. The backlineshould remain firm and level, parallel tothe center of motion, with no crabbing.The dog shows a marked tendency tomove in a circle or curve rather than astraight line.

TEMPERAMENT The Belgian Laekenois should reflect thequalities of intelligence, courage, alertnessand devotion to master. Protectiveness ofthe person and property of his master isadded to his inherent aptitude as aguardian of flocks and fields. He should bewatchful, attentive and always in motionwhen not under command. He should beobservant and vigilant with strangers, butnot apprehensive in his relationship withhumans. He should not show fear or shy-ness nor viciousness by unwarranted or un-

Public Education Mobile App Ashley Jacot, Director, Education, participatedin this portion of the meeting. AKC Public Education seeks to provide chil-dren, parents and teachers a curriculum-basedlearning app that simultaneously educatesabout purebred dog breeds and the sport ofpurebred dogs.The Staff presented to the Board information

about a mobile application that is currentlybeing developed called AKC Math Agility. AKCMath Agility is intended for children ages 5-8and will introduce users to sixty breeds andthe sport of agility through the practice ofmath facts. AKC Math Agility seeks to providea useful educational tool that also increasesbrand awareness among children, parents, andteachers. AKC Math Agility is projected tolaunch on December 13, 2019 and will beavailable for purchase through the Apple AppStore and Google Play for $2.99.

The AKC Math Agility app will expose users tothe AKC brand, dog breeds, and dog sports inseveral ways:

1. The game strongly revolves aroundagility competitions, introducing par-ents, teachers and children tothe exciting world of AKC dog sports.

2. Kids will learn about dozens of breeds asthey unlock playable dogs and specialbreed cards.

3. There is an opportunity to use a varietyof language that is associated with AKC.

4. A variation of the actual Agility rules andscoring will be utilized to show kids theirfinal results.

Field Trial Rules – Addresses Required in Premium The Board reviewed a recommendation toclarify the requirement that the addresses forthe judges and trial chair which appear in thepremium for field trials need only include thecity and state, not the street address. Currentlythe Rules state the premium shall include thejudge’s address as provided on the event appli-cation form. This has traditionally been inter-preted to include the individual’s streetaddress. Some individuals are concernedabout home security. The Beagle AdvisoryCommittee was the first to recommend thatthis requirement be clarified to only includethe city and state for the judges and eventchair. The Delegates Field Trial / HuntingTest Committee discussed this idea at theirSeptember meeting and is recommending thesame clarification be made to the Rules gov-erning all types of field trials.

BEAGLE FIELD TRIAL RULES and STAN-DARD PROCEDURE Proposed Regulations(Line In)

Chapter 6. Field Trial Committee, Field TrialSecretary, Premium ListsSection 4. The last sentence in this section.

The premium list and/or announcements foreach licensed or member field trial shall con-tain all the information set forth on the offi-cial AKC Event Application form as approvedby the American Kennel Club, except the ad-dresses for the judges, trial chair and club offi-cers need only include the city and state. Thepremium list shall be of official size.

Senior Earthdog – Giving an Additional CommandThe Board reviewed a recommendation fromthe Delegate Herding, Earthdog and CoursingEvents committee to allow the handler of adog in the Senior Earthdog test to give onecommand should the dog exit the den prior toreaching the quarry. Giving the command is atthe determination of the handler and doesnot require the instruction of the judge. Cur-rently in the Senior level test, once a dog is re-leased to enter the den, the handler may notgive any commands.

the test shall start when the dog is released bythe handler. The dog has 90 seconds from thetime of release to reach the quarry, providedthat it is continuously searching during thattime. The dog may enter and leave the den,provided it has not reached the quarry. If thedog exits the den prior to reaching the quarry,the handler may, on his/her own determina-tion (without being instructed by the judge),give the dog one command without penalty. Toearn a qualifying score, the dog must make atleast 30 feet of forward progress to reach thequarry. A dog which false marks by vigorouslyor loudly working in the false den area formore than 15 seconds may not pass.

Following a motion by Ms. McAteer, secondedby Mr. Carota, the Board VOTED (in favor: Di-rectors Biddle, Carota, Cruz, Davies, Feeney,Hamblin, McAteer, Powers, Smyth, Sweetwood,Tatro, Wallin; against: Garvin) to consider thematter at this meeting waiving its normal noticeprocedures.

Following a motion by Dr. Davies, seconded byMr. Powers, the Board VOTED (unanimously)to approve the proposed regulation change,effective January 1, 2020.

Scent Work Regional and National ChampionshipsThe Board reviewed a recommendation forAKC to offer Scent Work Regional Champi-onship events and a National Championship.The winner of the National will be awarded

the prefix title Scent Work National Cham-pion (SWNC).

Dogs that place in the Master level at the Re-gionals will automatically qualify for the Na-tional event. Regional Championships willstart in 2020 with the first National Champi-onship to be held during the first half of 2021.Initially there will be five regions. Clubs inter-ested in hosting a Regional will be welcomedto apply. One club per region will be selectedto host the event based on proven ability tohost a quality trial, and with considerationgiven to scheduling and venue selection.

The format for Regionals will differ from typi-cal Scent Work trials in that winners will be se-lected per difficulty level (novice, advanced,excellent, master) in the Odor Search Divisionacross all search elements (container, interior,exterior, buried). This format will be tested ata trial in California in late October. RegionalChampionships are not titling events, howeverwinning dogs will be recognized as the ScentWork Novice Regional Champion, AdvancedRegional Champion, Excellent RegionalChampion and Master Regional Champion fortheir respective region. Winners will also bedetermined from the Handler DiscriminationDivision; the dogs with the best overall per-formance in their difficulty level will be hon-ored as HD Regional Champions.

count towards standard AKC titles. Master Re-gional Champions as well as dogs who placed2nd thru 4th at each Regional will automati-cally qualify for the following year’s NationalChampionship.

The eligibility for Regionals will be deter-mined based on a dog’s level of accomplish-ment in AKC trials. The format for theNational as well as for Regionals with be heldas two trials (one on Saturday and one on Sun-day) plus a Championship Round comprisedof the winner from each class. The Scent WorkNational Champion will receive the prefix titledesignation, Scent Work National Champion(SWNC). One dog per year will earn theSWNC title.

Refinements to Agility Equipment and Course De-signThe Board reviewed recommend changes tothe Agility Regulations pertaining to agilityequipment and course design. They arebrought forward as the result of feedback fromAgility judges and/or the Agility Advisory Com-mittee. Specifically, the recommendations ad-dress the wall jump, tunnels, weave poles, theobstacle content of the FAST class and require-ments to participate in the InternationalSweepstakes Class.

1. Wall Jump – Addresses the need to clarifyequipment design and the correct judg-ing of this obstacle. Requested by staff.

2. Tunnels – The 10-13-foot tunnel replacesthe closed tunnel that was removed in2016 for use in Standard classes. Thischange allows for more course designcreativity. The addition is a common re-quest from Agility Judges and was a rec-ommendation of the Agility AdvisoryCommittee.

3. Weave Poles - Updates the Regulations tomake weave pole configuration moreconsistent, reducing configurations thatare seldom encountered. Staff believesless than 5 clubs in the county have 9-11pole weave sets that would need to be re-placed. This was recommended by stafffor uniformity.

4. FAST Class – These changes to the obsta-cle content for the class will allow for in-creased flexibility in course design. Thischange was requested by judges and staffstrongly agrees with the request.

5. International Sweepstakes Class (ISC) –To allow more participation in this classthe Agility Advisory Committee recom-mended that all dogs eligible to competeat AKC Agility would be eligible to enterthis class when offered. The otherchanges align this non-regular classmore closely with the FCI Agility Regula-tions which it was originally designed tomimic.

Wickets and Scales - Rules Applying to Dog ShowsChapter 14, Section 5 The Board reviewed a recommendation by theDelegate Dog Show Rules Committee (DSRC)to modify Chapter 14 Section 5 of The RulesApplying to Dog Shows, which addresses theresponsibility of Event Committees to providefor determining eligibility with respect toheight and weight (wickets and scales). The DSRC’s proposal if adopted would (1) re-vise the italics and insert it into the rule, (2)eliminate the reference to specific states andterritories, (3) replace the height range forwickets and replace with the generic “com-plete set”, (4) add language pertaining to theexpectation of scales that meet all AKC re-quirements and with platform of sufficient sizeto safely accommodate all weighable breeds,and (5) insert language concerning the expec-tation for equipment at specialty and groupshows. Adoption and implementation of the proposalwould require the formation of the definedguidelines for scales and what is considered aplatform of sufficient size to be included inthe AKC Show Manual and disseminated to su-perintendents. Rewording and Reorganization of Chapter 14 Sec-tions 3, 4 and 6 of The Rules Applying to DogShows The Board reviewed a request from the Dele-gate Dog Show Rules Committee (DSRC) toreword Chapter 14, Sections 3, 4 and 6 of TheRules Applying to Dog Shows renaming as Sec-tions 1, 2 and 3 respectively; and in addition, arecommendation to add new section to ad-dress a judge’s authority on conditions of classother than color, to be inserted as Section 4.

This will be discussed further at the Novembermeeting.

Junior Eligibility to Participate in the 4-6 MonthBeginner Puppy CompetitionThe Board reviewed a memo based on theproposal from AKC Board member Ms. Patri-cia Cruz, to modify the Sanctioned Four-to-SixMonth (Beginner Puppy) Competition Regu-lations to allow assistants to professional han-dlers eligible to compete in juniorshowmanship to personally exhibit dogs in theFour-to-Six Month (Beginner Puppy) Compe-tition, consistent with recent revisions to theNOHS regulations related to eligibility withinthe sport. If approved this would be effectiveJanuary 1, 2020.This will be discussed further at the Novembermeeting.

All-Breed Events Held in 2018 and not in 2019The Board reviewed a Staff memo detailing

the conformation clubs that held an event in2018 that did not or will not hold an event in2019.Each year about fifty clubs hold a differentnumber of all-breed shows than they did theyear before. Some hold more and some holdless. Club Development conducted an analysisof sixteen clubs that held an all-breed show(s)in 2018, but no all-breeds shows in 2019.In 2019 there was no net change in the num-ber of all-breed events over 2018.Mr. Sprung will share this information withour Member clubs.

Show Trial Manual – Listing of Parent Club Titlesin Catalogs at National Specialties The Staff presented the Board with a memoadvising the Board of Staff’s intent to revisethe section of the AKC Show Manual pertain-ing to titles in show catalogs to the following(underline indicates new text).

Only official AKC titles and AKC recognizedtitles may be included in the catalog. Seethe list of Official AKC Titles for Catalog,pp. 13-34 – 13-36. The inclusion of AKC rec-ognized titles is not required and at the dis-cretion of the event superintendent orsecretary. As the inser-tions are predicated upon current AKC rulesand policy, staff is presenting this informationfor the Board’s information and a formal voteshould not be required.

1. To be added to the section “JUDGING THEDOGS” – Board policy on Acceptable Col-lars and Leashes at Conformation Events –adopted at its August 2019 meeting. [P] All dogs must be presented on an ac-ceptable collar and lead when compet-ing at conformation dog shows. Anacceptable collar and lead is defined as asingle lead and collar combination uti-lized for the presentation of the dog.Special training devices and/or devicesused to mask deficiencies in training,temperament or conformation are notacceptable and not permitted for use atconformation dog shows; this includethe use of multiple acceptable collars orlead and collar combinations simultane-ously. Timeline to Pay RestitutionThe Board at its July 2019 meeting approvedthe addition of an Explanatory Note with re-spect to the payment of restitution in regardto disciplinary actions. The Explanatory Notestates “Payment of restitution for damagesshall be paid as a condition of any reinstate-ment of privileges, in addition to any other ap-plicable conditions.” language.

The Board also asked for staff to prepare aproposed policy on the setting, payment andcollection of restitution.

Following a motion by Dr. Garvin, secondedby Mr. Hamblin, the Board VOTED (unani-mously) to adopt the following policy with re-spect to the setting and payment of restitution

Setting and Payment of RestitutionWhere appropriate, the Management Discipli-nary Committee (“MDC”) and the Staff EventCommittee (“SEC”) will set the amount ofrestitution to be paid, to whom the restitutionshould be paid, and the date by which pay-ment must be made (“Terms of Restitution”).In setting the Terms of Restitution, MDC andSEC will consider the ability of the accused topay within a set time period as well as the in-jured party’s ability to function. The goal willalso be to make sure that the injured party iscompensated as soon as possible. The personrequired to pay restitution must provide theAKC with proof of payment prior to the per-son being reinstated or being eligible to haveawards recorded. Payment of restitution priorto MDC or SEC reviewing the matter and pro-viding proof thereof will be considered as amitigating factor and failure to reach an agree-ment between the parties involved can be con-sidered an aggravated factor in determiningthe penalty level.

Retriever Hunting Tests – Increasing Capacity inMH TestsThe Board VOTED to make three changes toRegulations & Guidelines for AKC HuntingTests for Retrievers, to increase the capacity ofthe Master Hunter level test and have a moreefficiently run event.

1) Increase the entry limit in the Masterlevel test by approximately 10%, (2)limit the scratch fee for dogs that scratchprior to closing to approximately thecredit card processing fee incurred bythe club or entry service, and (3) re-

quest that individuals that handle morethan 12 dogs in a hunting test bringalong assistance to get the dogs to theproper test and get them to the line in atimely manner.

These changes are effective for events heldafter January 1, 2020. Changes underlinedbelow:

Regulations & Guidelines for AKC Hunting Testsfor Retrievers,Chapter 1. Section 3. Limiting Entries to Mas-ter Hunter TestsClubs may at their option limit the number ofentries in their Master Hunter test to either66, 100, 132, or 200 entries. Clubs may run un-limited Master level tests if they choose. If en-tries are limited, the number must be stated inthe premium and announcements for theevent. Entries shall be accepted on a firstcome, first served basis. The regulations re-garding the days required for testing and thesplitting of test levels remains the same as ex-plained in Chapter 1, Section 18.

in any Hunting Test and shall not be allowedon the grounds. Entry fees paid for a bitchwithdrawn because of coming in season or fora dog withdrawn because of injury or illness,or for a dog that dies, shall be refunded in fullby the test-giving club. Prior to paying such re-fund, the club may require an appropriate vet-erinary certificate. In the event a dog iswithdrawn for other reasons after entries haveclosed, the test-giving club is free to formulateits own policy regarding refunds provided thesaid policy is fixed in advance of the mailing ofthe premium list for any particular test.

If a handler knows that a dog will be with-drawn for reasons other than a bitch in sea-son, injury, sickness or death, it is in the bestinterest of the event that the dog be with-drawn prior to closing so another dog may uti-lize the slot. Therefore, the club or an entryservice employed by the club, may only chargea scratch fee approximately equal to the creditcard processing fee that they incurred.

New paragraph 14.Efficient Running of an Events. For the effi-cient running of an event and with considera-tion for fellow participants, an individual thathandles more than 12 dogs in a hunting test(all testing levels) is asked to take responsibil-

ity for having assistance at the event in orderto take care of the dogs, get dogs to theproper test and get them to the line in a timelymanner.

Match Regulations UpdateThe Board VOTED to update the Match Regu-lations to allow clubs the option of not print-ing the date of the match and location on theface of the ribbon.

In December 2018, the AKC amended theRules Applying to Dog Shows, giving clubs theoption of not printing the date of the showand location of the show on the face of regularand non-regular class placement ribbons. Thisupdate makes the Match Regulations consis-tent with the Rules Applying to Dog Shows.Changes underlined below:

If a ribbon is offered at a Plan OA or OB sanc-tioned match for the Highest Scoring Dog inthe regular classes, it shall be Pink and Green.If a Plan A or Plan OA match, each ribbon orrosette, if offered, shall be at least two incheswide and approximately eight inches long andbear on its face a facsimile of the seal of TheAmerican Kennel Club, the name of the prize,the name of the match-giving club, and thewords “Sanctioned Match”. Ribbons androsettes used for regular and non-regular classplacements may, but are not required, to bearthe date and location of the match on theface, at the option of the club.

Mentored Conformation Event Option for LocalSpecialty ClubsExpanded Mentored Conformation Event Optionfor Local Specialty ClubsThe Board VOTED to expand the eligibilityfor the mentored conformation event optionto include newly accredited local Specialtyclubs and existing licensed local Specialtyclubs, provided the club has significant mem-ber experience in various capacities of holdingshows. For existing licensed Specialty clubs, signifi-cant experience is defined as at least 5 clubmembers with qualifying show managementexperience. For new Specialty clubs, signifi-cant experience is defined as approximately50% of the members possess qualifying confor-mation sport experience. This policy is effective immediately.

With mentored events, points and titles can beearned. An AKC Field Rep or AKC designatedofficial from a mentoring club will be availableto assist the club in planning and conductingthe event. A report including details of thementored event is submitted to Club Rela-tions. If the results are acceptable, clubs are of-ficially licensed to hold that type ofcompetition. For an existing licensed specialtyclub which, at this time does not hold confor-mation but does hold AKC licensed events toqualify to hold a mentored conformationshow, it must have at least 5 club memberswith extensive experience in the sport. Fornew local specialty clubs, approximately 50%of club members must have extensive memberexperience in the sport.
