Early 2000, Eurocontrol launches Airport CDM program to address airport delay
Objectives:
• Improve collaboration of all airport actors
• Reinforce decision making by sharing relevant, up to date and synchronized information
• Enhance performance of each actor
Application in France: CDG in 2010, ORY and LYS (2015).

2. Airport CDM
Some measured benefits:
• Runway waiting time -17%
• Taxi time -8%
• Departure punctuality +9%
• Fuel saving 4000 t / year (= 40 Paris-NY flights)
• Improved take of time predictability +23% (30 min before)– Less regulation

3. EGNOS
EGNOS
pan-European satellite navigation system (SBAS)
It complements GPS:
• more precise positioning
• information on reliability

3. EGNOS
Published PBN procedures
(status Jan 2015):
141 RWY withRNAV APCH : • 139 LNAV
• 34 LNAV/VNAV
• 87 LPV EGNOS
Target 200 by2016

3. EGNOS
Benefits of PBN for Approach:
• improve safety(vertical guidance) where no ILS
• performant ILS backup
• reduce ANSP’s costs(ILS Cat I) bytransitioning to PBN
• Improve airportaccessbility (more direct, greener paths)
Ministère de l'Écologie, du Développement durable et de l’Énergie
Direction générale de l’Aviation civile

3. EGNOS
ILS CAT I rationalisation
plan
• Blue: Airports where
existing ILS Cat I to be
replaced by a PBN
RNP APCH with
EGNOS
• Red: 2016 ILS reduced
network
This plan will allow DSNA to
save 5 M€ of infrastructure
expenditures per year

3. EGNOSPRECISION APPROACHES
• DSNA preferred solution for CAT I is EGNOS (PBN)– EGNOS is free (public funding), GBAS incurs infrastructure costs
• DSNA supports R&D for CAT II/III GBAS
– SESAR station deployed at Toulouse Blagnac
– ICAO SARPs planned by this year
• But still many issues to solve to achieve CAT II/III
– Ionospheric monitoring
– Vulnerability to Interferences
– Field Strength Runway Coverage
– Serious operational concerns (how to practically increase airport capability in Low Visibility Procedures conditions?)

4. 4-Flight
• Objectives
– Replace the current ATM system by probably the most modern one in Europe
– Stripless environment with very advanced HMI
– 4D trajectory management
– Sesar compliant and upgradable
• First release currently being deployed in Aix and Reims ACCs for operational validation
• Entry into service from 2018
Ministère de l'Écologie, du Développement durable et de l’Énergie
Direction générale de l’Aviation civile
22
4. 4-Flight
• Designed to ease controller’s cognitive process
(using quick loop iterative design processes with end
users)
– Stripless concept, direct graphical interaction
• Flight position states
• Dynamic labels
– Integration of Mode S downlinked flight information and datalink
Ministère de l'Écologie, du Développement durable et de l’Énergie

Conclusion
Technology alone is not sufficient => operational aspects represent 35% of the investment into a new system:• Project management, regulation, operational concept definition, deployment, training and
documentation.
Technology is used to improve performances with safety first:• ex. remote Apron trial in CDG to add augmented vision (thermal and night vision, blind
corners, auto-tracking)

ConclusionINTEGRATION: Future ATM is developed in common with other countries, in close loop with the industry and end users.
INTEROPERABILITY: Standardization of components and communication protocols improves scalability, use of remote services, thus optimizing investment cost.
COLLABORATION: The Single European Sky (SES) program promotes European ANSP collaboration and public-private partnership by requiring performance objectives (safety, capacity, environment) at “block” level, and economic efficiency.
