The Securities and Exchange Commission of Pakistan (SECP) was set up in pursuance of the Securities and Exchange Commission of Pakistan Act, 1997. It was initially concerned with the regulation of corporate sector and capital market. Over time, its mandate has expanded to include supervision and regulation of insurance compa- nies, non-banking finance companies and private pensions. It is mandated for the development of modern and efficient corporate sector and capital market, based on sound regulatory principles, that provide impetus for high economic growth. SECP was mandated by the Government of Pakistan to transform its services to support digital interaction with key stakeholders. As part of this initiative, Techlogix successfully digitized key public facing processes for the Commission. The manual paper-based processes were replaced by a work- flow based system which provides for the secure submission of required statutory forms and documents, routing of documents within the organization and provides a searchable storage of all submitted documents. The systems consists of public facing portal, an internal workflow engine and a document management system. SECP was mandated by the Government of Pakistan to transform its services to support digital interaction with key stakeholders.

SECP launches an eServices transformation

The ChallengeAs the SECP’s role and volume of work significantly enhanced in the last decade, its operations had become increasingly difficult to manage since they were being conducted almost entirely in a paper-based environment. SECP wanted a technology-driven transformation to move from its manual transactional systems to a modern digital transactional infrastructure in order to improve its opera-tional efficiencies, corporate governance, and the delivery of its services to the citizens of Pakistan.

The SolutionAfter selecting Techlogix as its partner of choice in this initiative, SECP’s executive sponsors for this project have put together an internal team of subject matter experts and coupled them with Techlogix consultants who have deep experience in implementing business process management solutions.

The project was being carried out in the following phases:

◉ Process Definition: The detailed definition of key business processes

◉ Process Articulation: The development of Process Design sheets listing out automation related aspects such as data elements, field validations, transition maps, notifications, timeouts etc.

◉ Process Development: The output of this phase was developed application

◉ Integration and System Test: This phase focused on extensive testing to validate the application

Solution ComponentsThere are 5 main components of the solution developed for SECP:

◉ Forms submission: This is implemented using IBM Workplace Forms Server (eForms). External users start a process by submitting a form and attaching relevant documents.

◉ BPM to orchestrate business process: This is imple-mented using IBM MQ Workflow. Process models are translated into executable business processes.

◉ Integration of Data into existing applications: This is implemented through IBM Business Integration Server Foundation. Data captured during the processes is shared with the other systems.

◉ Content Management: This is implemented using DB2 Content Manager. All the forms and the documents submitted during the process are stored and are searchable by assigning meta-data to it

◉ Presentation Framework: This is implemented using IBM WebSphere Portal Server. This is the presentation layer integration point for multiple systems including Forms, BPM and Content Management

BenefitsSECP has been able to dramatically reduce the time taken for corporate registration thus providing better services to its customers. Key processes which involved payments to be made to SECP have seen process completion times shrink down to 45 minutes (from an earlier range of 6 to 48 hours). More than 50% of all new corporate registrations are now done online via eServices and SECP has mandated that all future compliance submissions from these companies will only be accepted via the eServices portal. Finally, the use of a Content Management System has allowed SECP to make a significant steps towards the transition to paperless opera-tions.
