Second Quarter 2018 Social Weather Survey:

Victimization by any crime falls to 5.3%

Property crime falls to 5.1%, Physical violence falls to

record-low 0.2%

Street robbery declines to 4.0%; Break-ins fall to 1.8%

Fear of burglary and unsafe streets, and presence of

drug addicts hardly changed

Social Weather Stations

The Second Quarter 2018 Social Weather Survey, done on June 27-30, 2018, found 5.3%

(est. 1.2 million) of families reporting victimization by any of the common crimes (pickpocket or

robbery of personal property, break-ins, carnapping, and physical violence) within the past six

months [Charts 1 and 2, Table 1].

This is 1.3 points below the 6.6% (est. 1.5 million) in March 2018, and the lowest since the

record-low 3.7% in June 2017.

Property crime falls to 5.1%, Physical violence falls to record-low 0.2%

The June 2018 survey found 5.1% (est. 1.2 million) of families losing property to street

robbery, burglars (break-ins), or carnappers within the past six months.

This is 1.0 point below the 6.1% (est. 1.4 million) in March 2018, and lowest since the

record-low 3.1% in June 2017.

The survey also found a record-low 0.2% (est. 45,000) of families with members hurt by

physical violence within the past six months.

This is 0.4 point below the 0.6% (est. 145,000) in March 2018, and is 0.1 point below the

previous record-low of 0.3% in June 2011 and June 2014.

Since 1989, SWS has been asking respondents of each quarterly survey whether any

household member became a victim of street robbery, home break-in, or violence in the past 6

months. In 1992, SWS added motor vehicle theft to its list of crimes specifically monitored.

Victimization by common crimes reported in SWS surveys is much higher than the number

of crimes actually reported to the police.

Except in March 2013 and June 2016 when it was at 10.5% and 11.4% respectively,

victimization of families by any common crime was at single-digit levels from March 2012 to June

2018. Meanwhile, except in June 2016 when it was 10.9%, victimization of property crimes was

also at single-digit levels from March 2012 to June 2018.

Street robbery declines to 4.0%; Break-ins fall to 1.8%

The June 2018 survey found 4.0% (est. 930,000) of families victimized by street robbery

during the past six months, down by 0.6 point from 4.6% (est. 1.1 million) in March 2018. This is

the lowest since the record-low 2.3% in June 2017.

The survey also found 1.8% (est. 431,000) of families victimized by break-ins, down by

0.4 point from 2.2% (est. 516,000) in March 2018. This is the lowest since the 1.1% in June 2017.

Of families owning any type of motor vehicle, the survey found that 0.5% (est. 52,000)

were robbed of it in the past six months, unchanged from 0.5% (est. 51,000) in March 2018.

Fear of burglary, fear of unsafe streets, and presence of drug addicts hardly change

Since 1985, SWS has regularly included two survey items on whether people in the

neighborhood are usually afraid: (a) that robbers might break into their homes, and (b) to walk in

the streets at night because it is not safe. In 2005, SWS added the item on whether (c) there are

many drug addicts in the neighborhood.

The June 2018 survey found 55% of Filipino adults agreeing with the statement, “In this

neighborhood, people are usually afraid that robbers might break into their houses (Sa lugar na

ito, ang mga tao ay karaniwang natatakot na baka may mga magnanakaw na makakapasok sa

loob ng kanilang tahanan).”

This is similar to 54% in March 2018, and lower than 59% in December 2017 [Chart 3,

Table 2].

The survey found 46% agreeing with the statement, “In this neighborhood, people are

usually afraid to walk in the street at night because it is not safe (Sa lugar na ito, ang mga tao ay

karaniwang natatakot maglakad sa kalye sa gabi dahil mapanganib).”

This is similar to 46% in March 2018, and slightly lower than 48% in December 2017.

The survey also found 41% agreeing with the statement, “In this neighborhood there are

already very many people addicted to banned drugs (Sa lugar na ito, napakarami na ang mga

taong na-aadik sa mga ipinagbabawal na gamot).”

This hardly differs from 40% in March 2018 and 42% in December 2017.

Street robberies fall in all areas except in Mindanao

Families robbed of their personal property outside their homes in the past six months fell

by 2.7 points in the Visayas, from 3.0% in March 2018 to 0.3% in June 2018 [Charts 4 to 7, Tables

3 to 6].

Quarterly victimization by street robbery also fell by 2.7 points in Metro Manila, from

10.7% in March to 8.0% in June.

It fell by 0.3 point in Balance Luzon, from 4.3% in March to 4.0% in June.

However, it rose by 2.0 points in Mindanao, from 2.7% in March to 4.7% in June.

Break-ins fall in Balance Luzon and Metro Manila, but rise in Visayas and Mindanao

Families who suffered break-ins fell by 1.4 points in Balance Luzon, from 2.7% in March

2018 to 1.3% in June 2018.

Quarterly victimization by break-ins fell by 0.3 point in Metro Manila, from 3.0% in March

to 2.7% in June.

However, it rose by 1.0 point in the Visayas, from 1.7% in March to 2.7% in June.

It rose by 0.4 point in Mindanao, from 1.3% in March to 1.7% in June.

Carnapping case at zero in Metro Manila and the Visayas, but rises in Mindanao and

Balance Luzon

As of June 2018, none of the vehicle-owning sample families in Metro Manila experienced

carnapping, compared to 2.2% in March 2018.

The survey also found no case of carnapping among vehicle-owning sample families in the

Visayas, compared to 1.3% in March.

However, quarterly victimization by carnapping rose in Balance Luzon, from zero case in

March to 0.7% in June.

It also rose in Mindanao, from zero case in March to 0.8% in June. There had been no case

of carnapping among vehicle-owning sample families in Mindanao from June 2017 to March 2018.

Cases of physical violence fall in Metro Manila, steady in Balance Luzon; no case found in

Visayas and Mindanao

Families with any member hurt from physical violence in the past six months fell by 1.7

points in Metro Manila, from 2.0% in March 2018 to 0.3% in June 2018.

Quarterly victimization by physical violence in Balance Luzon has been at 0.3% for three

consecutive quarters since December 2017.

On the other hand, the June 2018 survey found no case of physical violence in the Visayas,

compared to 0.7% in March 2018.

It also found no case of physical violence in Mindanao, compared to 0.3% in March.

Victimization by street robbery rises among women, physical violence rises among men

The June 2018 survey found that among the 4.0% who have been victims of street robbery,

61% were women and 34% were men [Chart 8, Table 7].

Victimization by street robbery fell by 4 points among men, from 38% in March 2018.

On the other hand, it rose by 2 points among women, from 59% in March 2018.

The June 2018 survey also found that victims of physical violence were all men, compared

to March 2018 when 43% were and 50% were women [Chart 9, Table 8].

Since March 2005, victims of physical violence has been typically more men than women,

except in June 2011, September 2016, and March 2018 when the women outnumbered the men.

Fear of burglaries falls in Mindanao, hardly changes in Visayas, but rises elsewhere

Families fearing burglaries fell by 12 points in Mindanao, from 54% in March 2018 to 42%

in June 2018, the lowest since the 40% in September 2007 [Chart 10, Table 9].

Fear of burglaries hardly changed in the Visayas, from 52% in March to 53% in June.

However, it rose by 9 points in Metro Manila, from 60% in March to 69% in June.

It rose by 6 points in Balance Luzon, from 52% in March to 58% in June.

Fear of unsafe streets falls in Mindanao, hardly changes in the Visayas and Metro Manila,

but rises in Balance Luzon

Families fearing unsafe streets fell by 12 points in Mindanao, from 48% in March 2018 to

36% in June 2018 [Chart 11, Table 10].

Fear of unsafe streets hardly changed in the Visayas, from 49% in March to 48% in June.

It also hardly changed in Metro Manila, from 52% in March to 53% in June.

However, it rose by 6 points in Balance Luzon, from 42% in March to 48% in June.

Presence of many drug addicts falls in the Visayas, hardly changes in Balance Luzon, but

rises in Mindanao and Metro Manila

Families fearing the presence of many drug addicts fell by 4 points in Visayas, from 41%

March 2018 to 37% in June 2018 [Chart 12, Table 11].

Presence of many drug addicts hardly changed in Balance Luzon, from 39% March to 40%

in June.

However, it rose by 5 points in Mindanao, from 33% in March to 38% in June.

It rose by 3 points in Metro Manila, from 51% in March to 54% in June.

Survey background

The Second Quarter 2018 Social Weather Survey was conducted from June 27-30, 2018

using face-to-face interviews of 1,200 adults (18 years old and above) nationwide: 300 each in

Metro Manila, Balance Luzon, Visayas, and Mindanao (sampling error margins of ±2.5% for

national percentages, and ±6% each for Metro Manila, Balance Luzon, Visayas, and Mindanao).

The area estimates were weighted by Philippine Statistics Authority medium-population

projections for 2018 to obtain the national estimates.

The SWS survey questions about families victimized by common crimes and feelings of

neighborhood insecurity are directed to an adult respondent. Such items are non-commissioned,

and are always included on SWS's own initiative and released as a public service.

The exact questions on victimization by common crimes are as follows: Ngayon, nais po

naming malaman ang karanasan ninyo at ng iba pang miyembro ng inyong pamilyang nakatira

dito, tungkol sa krimen. Nitong nakaraang 6 buwan, kayo ba o kahit na sinong miyembro ng inyong

pamilya ay naging biktima ng... (Pandurukot o pagnanakaw ng pansariling kagamitan; Pagpasok

o break-in sa tahanan; Pagnanakaw ng kotse o sasakyang de motor o wala kayong sasakyang de

motor; Pambubugbog, pananaksak o iba pang karahasan)? Kung OO: Ilang beses po? [Now, we

would also like to know your experiences and those of other family members residing here,

regarding crime. In the past 6 months, have you or any member of your family been a victim of...

(Pick-pocketing/robbery of personal property; Break-in at respondent’s residence; Carnapping or

no motor vehicle; Physical violence)? IF YES: How many times?].

For those who answered that there have been a victim of pick-pocketing/robbery of

personal property and physical violence in their family, a follow up question was asked: Ano po

On feelings of neighborhood insecurity, the questions are: “Ngayon po, mayroon ako ritong

ngayon. Pakisabi po kung kayo ay sumasang-ayon o hindi sumasang-ayon sa mga statements o

rating board na ito. (Lubos na sumasang-ayon, Medyo sumasang-ayon, Hindi tiyak kung

sumasang-ayon) [I have here some statements which may reflect how people feel or think about

certain matters at present. Please tell me if you agree or disagree with these statements. You may

indicate your answers by placing the card with the statement in the appropriate place on this

1. Fear of burglary: “Sa lugar na ito, ang mga tao ay karaniwang natatakot na baka may mga

magnanakaw na makakapasok sa loob ng kanilang tahanan (In this neighborhood, people

are usually afraid that robbers might break into their houses).”

2. Fear of unsafe streets: “Sa lugar na ito, ang mga tao ay karaniwang natatakot maglakad

sa kalye sa gabi dahil mapanganib (In this neighborhood, people are usually afraid to walk

in the street at night because it is not safe).”

3. Many drug addicts in the area: “Sa lugar na ito, napakarami na ang mga taong na-aadik

sa mga ipinagbabawal na gamot (In this neighborhood there are already very many people

addicted to banned drugs).”

SWS employs its own staff for questionnaire design, sampling, fieldwork, data-processing, and
