The Second meeting of the National Level Advisory Committee on RSETIs was conducted under the Chairmanship of

Special invitees from RBI, NABARD, CAPART and SIDBI, informed that the RSETI project is a four‐way partnership involving

Bankers, State Government, National Academy of RUDSETI and MoRD and expressed satisfaction about the performance of

RSETIs. He informed that the stakeholders have taken the responsibility and are also keenly involved in improving the

performance. He also stated that NLACR was formed by merging two earlier Committees on the RSETI project at the

National level. Floral welcome was also given to Sri Amarjeet Sinha and Dr. D Veerendra Heggade by presenting bouquets.

The conclave was inaugurated by Dr Ram S Sangapure,

Executive Director and Chairperson, PNB Centenary Rural

Development Trust through video conferencing. In his inaugural

address, he emphasized the need for increasing the settlement

rate of trained candidates by extending credit support thereby

increasing the percentage of credit linkage from the existing

level of 33% to 55% before the end of the financial year 2016‐17.

The Conclave was also attended by Dr. Rakesh Gupta, GM and

Executive Trustee, PNB Centenary Rural Development Trust,

MoRD, who had earlier

associated with RSETIs in

NLACR and felt that his rich experience will benefit the RSETI

movement. He expressed the view that Sri Sinha has taken

charge of the Department at a crucial juncture when the

association of MoRD with RSETIs has completed 5 years besides

achieving a significant milestone of training over 20 lakh

unemployed youth and hence is poised to achieve higher

milestones under his leadership. He also dwelt on the

achievements of RSETIs in the area of training, settlement,

credit linkage and requested the Banks to ensure that rejection

of loan applications are done only at the Controlling Office level.

Dr. Heggade also highlighted few major issues of concern which

are to be addressed for smooth functioning of RSETIs and

requested the support from the Secretary in resolution of these

issues.

The important issues that were deliberated during NLACR were:

Implementation of 'LIFE MGNREGA' and'PM MUDRA'

Projects,

Introduction of Biometric System of attendance in RSETIs,

Operationalization of HR Policy for outsourced Staff of

RSETIs,

Financial Literacy Initiative, Constitution and functioning of

'State Level Committee on RSETIs'

Revision in guidelines on reimbursement of training

expenses,

Early resolution of pending claims for reimbursement of

training expenses of RSETIs

Sponsoring of applications to RSETIs by the District

Administration under various 'Thrust programmes’.

Sri Amarjeet Sinha, Secretary,

RSETIs have to fall in line with

the 'Common Norms' of

Ministry of Skill Development

and Entrepreneurship in

training of candidates and

suggested that a Committee

b e f o r m e d u n d e r t h e

Chairmanship of Joint Secretary, MoRD involving major Banks to

come out with recommendations on the adoptability of the

existing norms which will be taken up with Ministry of MSDE for

their concurrence. Further, he also suggested that the course

modules of RSETIs, wherever possible, be redesigned to suit the

changed requirements. As regards enhancement in the amount

to be reimbursed for training expenses, he was of the view that a

quick study may be undertaken to come out with

recommendations to justify enhancement in the training cost.

He also informed that the request for increasing the present

limit of grant support of Rs.1 crore for construction of RSETI

building will be examined further. He requested the RSETIs to

involve in the Projects of Government of India like 'Stand‐up

India' and 'Start‐up India' and cover RSETI trained candidates

under such Projects.

The meeting concluded with a vote of thanks from

Sri. K.N. Janardhana, NDR.

Annual Staff Conference of RUDSETI Directors

A three‐day Annual Staff Conference of Rural Development and

Self Employment Training Institute (RUDSETI) for the year 2016

was held at “Sri Sannidhi”, Dharmasthala from 18th to 20th

August 2016.

The Conference was inaugurated by Dr D Veerendra Heggade,

President, RUDSET Institutes, in the presence of

Sri Dina Bandhu Mohapatra, Executive Director of Canara Bank,

Sri T C Nautiyal, IFS, DS, MoRD, Sri Sathish Kamath, FGM,

SyndicateBank, HO, Prof S Prabhakar, Vice President, SDME

Trust, Ujire, Sri K N Janardhana, NDR, Sri S M Desai, DGM, CO,

SyndicateBank, Sri N S Somayaji, DGM,HO, SyndicateBank,

Sri Palanivelu, DGM, HO, Canara Bank, Sri R R Singh, DG, NAR,

Sri Vasudev Kalkundri, Director and Sri Aruna V J, ED, RUDSETI.

Dr Heggade, in his inaugural address, highlighted the important

role played by RUDSETIs in the development of economy by

identifying the hidden talent and motivating them to become

successful entrepreneurs through training and creating

opportunities to grow.

RSETI movement

and RSETIs are

drawing inspiration

from the RUDSETIs

initiatives. He also

shared the expectations of MoRD from the RUDSETI.

Dr L H Manjunath, ED, SKDRDP participated in the Conclave and

enlightened the participants about the various activities of

SKDRDP.

Sri A C Sahu, GM, SIDBI, RO, Bengaluru also took part in the

Conclave and interacted with the participants and explained the

contribution of SIDBI towards MSME sector.

Concurrent sessions were held separately for both

SyndicateBank and Canara Bank Directors, wherein

Sri S M Desai, DGM interacted with the Directors deputed from

SyndicateBank and Sri T P Jagadeesha Murthy, AGM, Canara

Bank, RDS, HO, interacted with the Directors deputed from

Canara Bank.

Twenty‐Seven RUDSETI Directors and Forty‐two Faculty

Members participated in the Conference.

2. Bank of Baroda:

A two‐day Conclave of

Baroda was held on 26th

and 27th September 2016 at

Bank of Baroda Apex

Academy, Ahmedabad.

The Conclave was inaugurated by Sri G B Bhuyan, GM, BOB, in

the presence of Sri Kamlesh R Patel, GM and Principal, Apex

Academy, Ahmedabad, Sri M V Murali Krishna, DGM, Sri KN

Janardhana, NDR, Sri Vasudev Kalkundri, Director, NACER and Sri

O N Bansal, PD, NIRDPR.

Sri Bhuyan, in his inaugural address, exhorted the Directors to

select right candidates, maintain the quality of training, achieve

higher Bank credit linkage rate and prepare the training calendar

keeping in view the sustainability of the business activity.

Sri Janardhana and Sri Vasudev Kalkundri reviewed the

performance of individual RSETIs.

Forty‐Eight RSETI Directors participated in the Conclave.

Director, NACER and Sri O.N. Bansal, PD, NIRDPR. Ms. Usha

Anantha subramanian, MD & CEO addressed the participants in

the valedictory session. She urged the participants to increase

the settlement rate from the existing level of 59% to 75% during

the current financial year 2016‐17.

Sri Janardhana and Sri Vasudev Kalkundri reviewed the

performance of individual RSETIs.

Visit of Dr D Veerendra Heggade, President, NAR to NAR, Bengaluru, Karnataka

Dr D Veerendra Heggade, President, National Academy of RUDSETI (NAR) visited NAR and held a meeting with the executives of both the sponsor Banks i.e. SyndicateBank and Canara Bank. Issues related to campus development of NAR and training of Master Trainers on Financial Literacy through NAR were also deliberated during the visit. The meeting was attended by Sri Jagadisha Murthy, AGM, Canara Bank, Sri S.M. Desai, DGM SyndicateBank in addition to Sri K.N. Janardhana, NDR NACER and Sri R.R. Singh, DG, NAR.

Interaction of Union Minister for Rural Development with Director, Cent RSETI, Morena, Madhya Pradesh

Sri R K Saxena, Director, Cent RSETI, Morena sponsored by

Central Bank of India called on Sri Narendra Singh Tomar,

Hon'ble Union Minister for Rural Development at his

residence at Gwalior and apprised him about the activities of

RSETIs and the progress made by RSETIs in the Country.

Sri Rameswar Sharma, MLA, Bhopal and Government

officials were also present on the occasion.

Zee Media team visits Dharmasthala

Zee Media Corporation Limited (ZMCL) has proposed to implement 'SARTHI' program to bring about change in the lives of people through constructive intervention. ‘SARTHI’ is a platform to bridge the gap between change makers and change seekers and showcase selected success stories where positive changes have been brought about through their intervention so that it will inspire more people to avail their support. To study the RUDSETI Model and to have an insight into the functioning of RSETIs, a team from ZMCL consisting of Ms. Nitasha Agarwal, Social Scientist, Zee Newsand Sri Brijesh Nayak Patel, Team Leader, Zee News visited Dharmasthala and had a detailed one to one discussion with Dr D Veerendra Heggade, which was facilitated by Sri K N Janardhana, NDR. They also felicitated Dr D Veerendra Heggade on the occasion.

Sri K N Janardhana, NDR, NACER signed an MOU on behalf

of NACER with Madhya Pradesh State Urban Livelihoods

Mission for training the unemployed youth from the urban

area to take up various activities for their livelihood.

The MOU was signed by Sri Mohit Bundas, IAS, State Mission

Director, SULM on behalf of the Directorate of Urban

Administration and Development, Govt. of Madhya Pradesh

and Sri K N Janardhana, NDR on behalf of NACER in the

presence of Smt. Garima, NULM, State Mission Manager, on

18th July 2016 at Bhopal. This initiative will involve the

RSETIs in Madhya Pradesh in training the beneficiaries in 51

Districts of Madhya Pradesh and enable them to support the

unemployed youth to take up self‐employment.

Sri R.V. Deshpande, Hon'ble Minister for Higher Education & Infrastructure Development, Govt. of Karnataka presided over the function organized by CB RSETI, Haliyal, Karnataka and released the Annual Activities Report of the RSETI for the FY 2015‐16. The other dignitaries who attended the programme were Sri Krishan Khanna, Founder, India Watch Foundation, Mumbai, Sri T.P. Jagadeesha Murthy, AGM, Canara Bank, H.O., Sri Prasad R Deshpande, President, CBD‐RSETI, Sri S.L. Ghotnekar, MLC, Uttara Kannada, Sri B. Rahul Kamath, President, Karnataka Cashew Manufacturers Association, Sri M.K. Sri Omkar Singh Yadav, Hon'ble Minister for Rural Development, Govt. of Uttar Pradesh,along with CDO and other officials visited the stall put up on the occasion of 'Kisan Mela' by PNB RSETI, Budaun sponsored by Punjab National Bank and interacted with the Director, staff and successful entrepreneurs trained by the RSETI.

The RSETI could generate 67 applications for training for different courses and 40 farmers were also selected for sensitizing them on Organic Farming.

The story of Sangita

Jogi can be an eye

opener to anyone

who is facing utter

poverty and miseries

in life. Unlike the

s t o r i e s a b o u t

persons who are

born with a silver

spoon, here is a story

of a small girl who had to undergo struggles right from her

childhood for survival, which steeled her resolve in the

formative years of her life.

Her father was suffering from chronic illness and was bedridden

for five years and her mother was the sole bread earner as a

MGNREGA labourer who was getting wage employment for

maximum of 100 days in a year. Life was very tough and hard

days were the norm. The only silver lining for the family was

that her mother was a very strong willed person, prepared to do

anything for the sake of the family and groomed her daughter

to face adversities. Her mother worked as a maid servant doing

household chores and many times Sangita accompanied her

mother for work. Having undergone the hardships right from

the beginning, Sangita wanted to come out of poverty one way

or the other.

As it so happened, one day, ICICI RSETI, Udaipur had started an

Entrepreneurship Awareness Programme (EAP) in her village,

which she attended and got enthused to enrol herself for the

training programme on 'Dress Designing for Women'.

She was very attentive and exhibited a lot of enthusiasm during

the training period to learn about dress designing and also

about the management of business enterprises. Soon after the

training, she managed to start a small tailoring shop pooling all

her resources and also by getting support from her well‐

wishers. Initially, Sangita had to work hard and also charged less

for stitching the clothes to attract the customers and build her

own network and soon, she was able to get more customers

and regular work.

When the tailoring activity got established, customers started

coming in search of her shop, which helped her in getting

regular income. Being a quick learner, Sangita managed to

diversify her activity from tailoring unit to start selling

stationery items and cosmetics, which improved her income.

Today, she is getting a minimum income of Rs. 12,000 per

month, which has helped her mother from working as a

labourer under MGNREGA or to do part time maid servant's

job. Because of the increase in the income, the family is now

able to send her younger brother to School and afford a colour

television besides meeting family expenses.

Determination, hard work and perseverance of Kum. Sangita

were responsible for changing her life from being a lowly paid

maid servant to prosper in her profession. Her strong willed

mother was always an inspiration to her to succeed. She has set

her eyes on further expansion of her business activities and she

is now confident of succeeding in her plans and lead a decent

life.

She always remembers the timely guidance and handholding

support given by ICICI RSETI, Udaipur, which eventually

changed the course of her life.
