1. On Feb. 20, 2019, Hopi Tribal Council directed me to draft a Hopi Education Code based on a unified school district model with a Superintendent under a single BIE grant.
2. Bringing the schools together will give significant administrative support to the schools, allow schools more time and resources to focus on student achievement, and create greater accountability at all levels of Hopi schools.
3. This draft Education Code incorporates input from over 115 meetings, the findings of the Feasibility Study, and hundreds of comments.

4. In the 2017/2018 school year, the total BIE budget for all Hopi schools was nearly $30 million for 1,446 students.
5. BIE Staff have informed us that this funding level for Hopi’s Tribally Controlled Schools can fund a unified system so long as economies of scale and cost savings are implemented.
6. The draft Hopi Education Code does not call for teacher hiring or firing. Teachers will be retained per their normal evaluation process.

HOPI TRIBE SCHOOL SYSTEM
Hopi Sinöm and Tsatsayom (Children)Purpose of the Hopi Tribe School System is to provide effective education policies,
standards and curriculum so that Hopi children have the necessary skills, preparation and confidence to attain their life goals and perpetuate the
Hopi people, resources, language, culture and history.
Tribal Council Delegates all authorities and responsibilities to the Hopi Board of Education
to exercise regulatory authority over all operations of Hopi schools. Retains authority to oversee the Hopi Tribe School System to ensure it is fully
and appropriately executing its policies and procedures and providing effective educational services to Hopi students.
Hopi Board of EducationAs a Regulated Entity, oversees the operations of the Central Administration Office,
Superintendent, local schools and pre-schoolswithin the exterior boundaries of the Hopi Reservation.
SuperintendentServes as the Chief Operating Officer of the Hopi Tribe School System. Manages the Central Administration Office and conducts the schools'
BIE reporting requirements and other administative tasks.
Central Administration Office
Administration staff will fairly and equally
provide administrative services to all local schools.
Local School Boards
Each attendance area elects a local school board to advise their local school on local
school matters.
Local Schools and CSAs
Maintain day-to-day management authority over their local schools.

1. Education of Hopi youth will remain the responsibility of education professionals.
2. HTC delegates authority to oversee schools and set education policies to the new HBE.
3. HTC will not have any more or any less oversight responsibilities or authorities than it has now.
4. HTC will not have access to or control of Hopi Tribe School System funding or setting its budgets.
5. HTC will not be involved in development or implementation of the schools’ education policy, standards, curriculum or other day-to-day management.

Transition Committee: In consultation with local schools, the HBE Chair will nominate 12 members to be confirmed by Tribal Council:
- Three Current CSAs- Current Teacher- Parent of a currently enrolled student in a local school- Professional educator with at least a Master’s in education- Hopilavayi Teacher, Elder, or Community Member- Current Business manager- Current Transportation professional- Current Operations and maintenance professional- Current Special needs education teacher or professional- Hopi Department of Behavioral Health Services representative

1. A new Hopi Board of Education (HBE) will bring increased accountability and excellence to Hopi schools.
2. Bring all Hopi schools under a new Hopi Board of Education, organized as an independent, Regulated Entity (replaces old HBE).
3. In consultation with all Stakeholders, HBE will approve education policies, education standards and a consistent curriculum that is aligned with the education standards.
4. In consultation with all Stakeholders, HBE will determine the administrative areas to centralize in a Central Administration Office and will hire a Superintendent.

5. HBE reviews and approves annual appropriations and operating budgets for the Hopi Tribe School System.
6. Members have 3y terms, staggered, with a 2 consecutive term limit, must pass background checks; meet at least once a year in each attendance area.
7. 7 members elected from each school attendance area.
8. 7 alternate members will also serve, who were the second highest votes in the election.
9. HBE ensures that all local schools equally receive their BIE funding based in part on their 3-year rolling student enrollment average.

1. At least 5 years of mid to senior level supervisory management with proven experience and at least a Master’s degree.
2. Supervise and manage Central Administration Office (Exs: transportation director, Special Needs Ed director).
3. Ensure admin. services are equally provided to all schools.
4. Prepare and file annual audits, financial and other reports with the BIE.
5. Prepare and present “Annual State of Hopi Education Report” to Tribal Council/Stakeholders, including audits, student achievement.

1. Local schools and their CSA will have day-to-day management authority to operate their school. Exs: Hiring decisions, determine teaching methods, schedules, discipline policies.
2. Will not have so many administrative tasks and can focus on identifying and improving educational opportunities and results and collaborating to improve communication and education planning.
3. Submit student data to Superintendent as part of reporting and accountability systems.
4. All private funds, grants and gifts in existing bank and investment accounts shall remain the sole property of their local school/sch bd.
5. Community schools re-established by students attending school of their residence unless receive waiver developed by stakeholders.

1. Education Standards: In consultation with Stakeholders, the HBE shall approve rigorous education standards.
2. Assessments: Aligned with the education standards to measure whether students are on track to meet the education standards.
3. Accountability: Rewards or recognition for high-performing schools, and resources, support, and interventions for schools that are struggling to meet education standards.
Accountability Report: HBE will publish a Report, including: each local school’s rating, student achievement data, and related information for Hopi students, communities and parents.

5. As required under federal law, total administrative costs allowed for Hopi Tribe School System has a maximum for administrative costs and this will be followed.
