You are invited to participate in the XXXIst International Conference on Photonic,Electronic and Atomic Collisions to be held in the attractive region of Normandy,France, on July 23-30, 2019.

Thanks to an exciting scientific program at the forefront of research on photonic,atomic, molecular and electronic collisions, including ultracold matter, attosecondscience, and relativistic plasmas, we expect to bring together over 700 scientists fromall over the world at ICPEAC 2019.

15 French institutes, belonging to CNRS and various universities or institutions andlocated all over the country, are involved in the organization of ICPEAC 2019, of itstutorials, and some of its satellite meetings.

The main conference will take place at the Centre International de Deauville, in thewaterfront area of Deauville downtown.

The tutorials will be held in the nearby city of Caen with 1000 years of history.

Scope & Overview

ICPEAC is...... a conference held every two years on four continents, which gathers 500 to 800participants at each edition.The conference brings together world's leading scientists who are actively working inthe field of collisions involving photons, electrons, ions, atoms, molecules, clusters,surfaces, and exotic particles. The latest advances of the domain will be presented,such as ultrafast dynamics at the femto- or attosecond scale, ion-induced radiationdamage in particular of biomolecules, atomic spectroscopy and molecular physicsof antimatter, free electron lasers, particle acceleration generated by high-powerlasers, or ultracold collisions.

The Program will…… start with three Tutorial Lectures that will be held on the downtown Campus ofthe University of Caen Normandy.In Deauville, the ICPEAC scientific program will consist of 5 Plenary Lectures, 63Progress Reports and 26 Special Reports. Plenary Talks are of general interest to allparticipants. Progress Reports and Special Reports will be arranged in two parallelsessions, and are intended to present recent work in different subfields. In particular,the Special Reports are selected from the submitted abstracts to highlight the mostrecent developments. Additionally, about 1000 Posters will be presented in fivePoster Sessions, held either during morning or afternoon sessions. The conferencelanguage is English.

Conference venue

Weather in Normandy

The average daytime high temperature in July is 20°C (68°F). The averagenighttime low temperature is 15°C (59°F).

Tutorials will be hosted by the University ofCaen Normandy on 23 July 2019

The University of Caen Normandy(UNICAEN) is member of NormandieUniversité, a research and higher educationcluster, gathering the universities of Caen,Rouen, Le Havre and the engineering schoolsof Caen (ENSICAEN) and Rouen (INSA).

The downtown campus of the University of Caen Normandy is particularly suitedto host the Tutorials of ICPEAC, which will be opened and free of charge for Masterand PhD students as well as Postdocs (PhD + 4 years) coming from all over theworld. Note that these Tutorials will be accessible to any attendee who is interested.

Caen is one of the most important cities of Normandy. The home town ofWilliam the Conqueror, hero of the Battle of Hastings in 1066, Caen was vital for D-Day and the Normandy Landings in World War II.The city has wonderful and various religious and architectural heritage, as well as amuch appreciated gastronomy offer.

ICPEAC 2019 will be held at theDeauville International Center from 23(evening) to 30 July 2019

The Deauville International Center (CID)hosts about 160 events every year, themost renowned one being the AmericanFilm Festival. The CID offers first–classfacilities to organize a large internationalconference like ICPEAC: a bigauditorium, numerous conferencerooms, and exhibition halls.

The CID is ideally located on the seafront, in a scenic environment suitable forinformal discussions among the attendees.

Deauville is a delightful resort, regarded as the “Queen of the Norman beaches”,linking the sea and the countryside. Experiencing Deauville means walking alongthe Boardwalk with the sea for a garden, discovering Deauville architecturecombining the extravagance of the Second Empire with the golden age of theAnglo-Norman style, setting sail on the Estuary inspiring the painter Dufy,witnessing the unforgettable spectacle of a horse race, and also tasting the excellentlocal specialties.

Registration

All participants, including invited speakers and chairpersons, are requested toregister for ICPEAC 2019 through the registration system available on theConference Website (section Registration). The registration links directly onto thepayment website. The service is available since 6 February 2019.

Inclusions:

Both Regular and Student registration fees include access to the lecture halls, PosterSessions, exhibitions and Public Lectures; Welcome Reception, coffee and beveragebreaks; internet access; a printed conference handbook, an online access to the fullconference program and to the book of abstracts; possibility to book tickets for theConference Dinner on 29 July, plus to the optional weekend excursions (see pages20-24 for details and additional costs). Students are requested to send a copy of theirvalid ID through the online registration system.

The Accompanying Person registration fee includes the Welcome Reception on 23July, coffee breaks, internet connection and access to the Public Lectures; possibilityto book tickets for the Conference Dinner on 29 July, plus for the optional dailytours during the conference and weekend excursions (see pages 20-27 for details andadditional costs). The registration of accompanying persons can be added to theparticipant registration through the online registration form.

Please note that the Conference Dinner is not included in any of the registration fees. Ticketscan be purchased through the online registration system.

PaymentThe registration webpage will link directly onto the secured payment online.Payment is required to complete registration. The online payment accepts creditcards (Visa, Mastercard), bank transfer and check (from a French bank account only).Bank fees must be paid by any participant. All conference and function paymentsmust be received prior to the conference.

Registration ReceiptAll communication with registered delegates will be by email. All registration will befollowed by a confirmation email sent from [email protected]. If you do notreceive this automatic mail, please check your spam/junk folder.

Cancellation & Refund PolicyDelegates who find themselves unable to attend ICPEAC XXXI after submitting aregistration form are most welcome to nominate a substitute. All substitutions andcancellations should be notified in writing an e-mail to Insight-Outside([email protected]).Cancellations received before 17 May 2019 will be refunded, less an administrativefee of 50€. Cancellations received between 18 May and 22 June 2019 will be refundedwith 50% penalty. Cancellations after 22 June 2019 are not refundable. Exceptions areat the discretion of the Local Organizing Committee.Substitutes from the same institution are accepted with written approval by theoriginal registrant and with an administrative charge of 30€.Refunds will be made in the following ways:- For payments received by credit cards, the same credit card will be refunded.- For all other payments, a bank transfer will be made; all bank charges will be forthe registrants account in addition to the administrative charges.By submitting your registration you will agree the terms of the cancellation policy.No refunds will be made in case of cancelled sessions or program changes.

On-site Registration & Information DeskThe registration desk at the Conference Center in Deauville will be open on Tuesday23 July from 16:00 to 22:00, and during the conference from 8:30 to 18:30. Onexceptional case, on-site registration could be possible with payment of theregistration fee by accepted credit cards.Please note that due to security rules you will not be allowed to drop off yourluggage at the CID; you will have to leave your luggage at your hotel.

Processing & Handling Personal DataPersonal data of the conference participants collected by the local organizers will beused ONLY for statistical purposes and for mailing concerning announcements ofXXXI ICPEAC and future ICPEAC conferences, e.g. ICPEAC 2021 in Ottawa. The listof recipients of the data will be limited to the following suppliers of ICPEAC 2019:CID, Insight-Outside, A la carte Events and Hotels. Financial Support Policy

Our general policy is to primarily help young researchers and students to attend theconference.

Limited funds will also be available to support participants presenting Invited Talksor Contributed Posters. Participants from developing regions will be considered onour list of priorities.

Request for a grant should be made by submitting an application letter, withsignature, at [email protected] before 1 March 2019 (ATTN: ICPEAC FinancialSupport). All applicants should be registered and will get a reply by 15 April 2019.

Students & Young Scientists (PhD + 4 years) must submit the application statingtheir citizenship, affiliation, personal data and the amount of support requested. Theapplication must be accompanied by a recommendation letter from the student'ssupervisor or the head of the department.

Participants from developing regions must submit the application stating theircitizenship, affiliation, professional status, personal data and the amount of supportrequested.

Prizes for Young Scientists

Two prestigious prizes for young scientists will be awarded at the XXXI ICPEAC inDeauville – deadline for application 31 March 2019.The IUPAP Young Scientist Prizein Atomic, Molecular, and Optical Physics,

• The Sheldon Datz Prize for an Outstanding Young Scientist attending ICPEAC.

Please see the ICPEAC Central Website for further details and instructions on how toapply.

In addition, a Poster Prize for each of the five Poster Sessions will be awarded justafter a Plenary Session.

Organization & Policy

ICPEAC XXXI is organized by the local committee and governed by theInternational ICPEAC Executive and General Committees.

The local organizers of ICPEAC XXXI abide by IUPAP Policies on Conferences,including those of Free Circulation of Scientists, maximum IUPAP conferenceregistration fee, as well as the IUPAP policy statement on harassment at conferences.According to the IUPAP policy, the two statements - one on Harassment atconferences, and the other on the Free Circulation of Scientists- are displayedexplicitly on the ICPEAC2019 conference website.

Visa & Invitation Letters

Visa situation

Participants coming from outside the Schengen Area wishing to enter France mustbe able to submit statutory documents at the border concerning the reasons for theirstay, their means of support and accommodation arrangements.

A visa is generally required, in the absence of a waiver. For general information andfor preparing, submitting and tracking your visa application, log on to France-Visas,France’s official visa site. France-Visas is a single portal with all the information youneed to guide you through the process and help you every step of the way(preparing the application, entering details, submitting and tracking the application).

Waiting times for appointments and for processing applications will vary dependingon your nationality and the time of year. Users are therefore asked to submit theirvisa applications well in advance of their departure date.

Letters of InvitationLetters of invitation will be sent upon request. Please complete part of theregistration form dedicated to this issue and make sure you include your fulladdress. Invited speakers may request a letter starting from 6 February 2019. Forparticipants submitting contributed abstracts, requests should be made as soon aspossible after receiving notification of acceptance. The title of your invited talk orcontributed poster will be specifically mentioned in the letter. Both an electroniccopy and a hard copy can be requested. You will receive the invitation letter by e-mail within a one week.

Please note that such invitation letter does not imply any obligation, financial orotherwise, by ICPEAC 2019.

Scientific Program

Outline

The scientific program will consist of Plenary Lectures (1 hour, includingdiscussion), Progress Reports (30 minutes, including discussion), and Special Reports(15 minutes, including discussion) selected for oral presentation from thecontributed abstracts. The contributed posters will be presented in dedicated PosterSessions on Wednesday, Thursday, Friday, Monday and Tuesday. Plenary Talks areof general interest to all participants; Progress Reports and Special Reports describerecent work in particular subfields and will be arranged in two parallel sessions;Special Reports are short presentations on the most recent advances.

Public Lectures are foreseen and scheduled on the evening of Wednesday andThursday 24 & 25 July. One will be given by Philippe Fleury, eminent specialist ofthe antiquity, the other by the French astronaut, Thomas Pesquet (to be confirmed).The lectures are open to conference participants, accompanying persons, and thegeneral public.

Following the successful action initiated in the XXVIII ICPEAC, a set of TutorialLectures will take place on Tuesday 23 July at the downtown Campus of theUniversity of Caen Normandie. The lectures (1h30) will give an interactive andpedagogical account among the most recent advances in the field of photonic,electronic and atomic collisions. Master and PhD students as well as youngresearchers (PhD + 4 years), registered in ICPEAC, are invited to attend the Tutorialswithout extra fee (including one night of accommodation, lunch and coffee-breaks).Note that these Tutorials will be accessible to any attendee who is interested in.

Special Reports

The ICPEAC Committees (Executive and General) will select from the submittedabstracts several contributions to be presented orally as Special Reports. The authorsof abstracts selected for Special Reports will be notified in April 2019.

Poster Sessions

The Poster Sessions will take place in the Thalasso Halls at the convention venue.There will be a total of five Poster Sessions, in three afternoon sessions (Wednesday,Thursday and Monday) and two morning sessions (Friday and Tuesday).

Talk of the Winner of the IUPAP Young Scientist Prize

The winner of the IUPAP Young Scientist Prize in Atomic, Molecular and Optical(AMO) Physics will be invited to give a Progress Report (30 minutes, includingdiscussion) in the morning Plenary Session of Monday 29 July.

ICPEAC open business meeting

All ICPEAC attendees are invited to participate in the open ICPEAC businessmeeting at 12:30 on Tuesday 30 July. This meeting includes the ICPEAC treasurer’sand secretary’s report, a presentation of new ICPEAC committee members, apresentation on ICPEAC 2021 in Ottawa, and general information on other futureICPEAC meetings.

Executive & General Committee meetings

The Executive Committee will convene on Tuesday 23 July at 19:00 in a room of theconference venue that will be specified later. The General Committee of ICPEACwill meet on Thursday 25 July from 12:30 to 14:00 also at the conference venue(lunch will be served). The current members of the Executive and GeneralCommittees are listed at the end of this Announcement, and the new members willalso be invited to the lunch meeting on Thursday.

Final Conference Program

A detailed Conference Program and schedule will be available in May 2019 at theConference Website. The final Conference Program, including abstracts of theinvited talks (Tutorials, Plenary Lectures and Progress Reports) together with thesynopsis of the Special Reports and a list of accepted Posters will be published in theICPEAC 2019 Conference Handbook given to the participants at the registrationdesk. In addition, all the accepted abstracts will be available online in a Book ofAbstracts.

Instructions for abstracts

The length of each abstract is strictly limited to one page. Abstracts should beinformative, carefully prepared, with new insights stressed. The abstract shouldenable the ICPEAC Committees to judge the scientific merit of the paper.

Preparation

Abstracts must be prepared using Word or LaTeX templates. The text of thosetemplates provides detailed instructions on the preparation of regular abstracts.When using the templates, do not make changes or modifications to the page layoutor paragraph styles. Before submission the abstract must be converted to the PDFformat. It should look like this sample abstract. The file size should not exceed 1 Mb.

Note: The PDF file of the abstract should be named as “Einstein_A.pdf”, where “Einstein”is the full family name of the first author, followed by an underscore “_“, then the first letter“A” of the initials of the given name of the first author. In case you submit more than oneabstract, a number _1, _2,... should be appended to the initials of the given name, e.g.“Einstein_A_1.pdf”, "Einstein_A_2.pdf“.

Submission

When your abstract is ready, proceed to the abstract submission page. To access thesubmission page you will first need to create a user account on the ConfToolConference Administration platform for ICPEAC 2019. You will then be able tosubmit, verify and modify all your submitted contributions from the page “YourSubmissions” of your ConfTool account. Further information are posted on theICPEAC Website.

To guarantee being considered by the ICPEAC Committees (Executive and General),all regular abstracts must be submitted before the deadline, March 1st, 2019. Regular Abstracts (continuation)

Acceptance and publication

All valid abstracts prepared according to the guidelines will be considered by theICPEAC Committees. Authors whose abstracts have been accepted will be notifiedby e-mail in April 2019. It is intended that all accepted abstracts are published aspart of the Conference Proceedings in JPCS, the Journal of Physics: ConferenceSeries under the IOP Proceedings Licence. Authors will be asked at the time ofsubmission if they decline the publication of their abstract in the JPCS. All acceptedabstracts will appear also in the Book of Abstracts of the conference that will beavailable online via the Conference Website.

Note: At least one of the authors should be registered for the conference, the deadline forearly–bird registration being 17 May 2019.

Each accepted contribution will be presented in the form of a poster in one of thefive Poster Sessions, each covering the full range of topics within the conference.The sessions will take place on Wednesday 24 July, Thursday 25 July, Friday 26 July,Monday 29 July and Tuesday 30 July.

The Poster Sessions represent the major forum for the presentation of new researchand scientific discussions. Refreshments will be available nearby and there will bespaces available in these sessions for informal exchanges.

Each poster is limited to A0 size (841mm wide by 1189mm high), portrait format.Posters may be presented only if the corresponding abstract has been acceptedand if at least one of the authors listed has registered for the conference. A fewpost-deadline posters might be considered for presentation provided that space isavailable. Transportation in the City

Deauville and Caen are easy to reach from Paris

Deauville and Caen are distant from each other by 50 km (45 mins) by car.For tutorial participants, bus transportation will be organized to join ICPEAC 2019 in Deauville.

By car: at approximately 250 km (150 miles) west of Paris, with an average time lessthan 2:30 h from Paris Charles de Gaulle or Orly airports via the A13 Highway (toll of 11.70 €)

By train: around two hours from Paris St-Lazare with direct Intercités trains toDeauville-Trouville or Caen stations.

How to reach Gare Saint-Lazare from Paris airports by public transportation? From Charles De Gaulle Airport to St-Lazare train station (around 50 min): Take the

RER B (south bound) and step out at "Gare du Nord". Change to the RER E which willtake you to Saint-Lazare station in just one stop (and at no extra cost - the transfer isincluded in your ticket from the airport). The fare will be about 9€.

From Orly Airport to St-Lazare train station (around one hour): Take the Orlyval shuttleto the "Antony" RER B station. From there take any train in the direction of "Mitry-Claye"or "Aéroport-CDG" and exit at "Châtelet-les-Halles" station. Transfer to the Métro Line 14to go to Gare St Lazare. The fare will be around 10€.

There are also two airports nearby:Deauville- Normandie (9 km from the Deauville center).

Ferries sail daily from Portsmouth (Great Britain) to Caen.

Deauville has no public transport network. However, considering its size, you caneasily walk around the town without tiring yourself. You can also rent a bike sinceDeauville is a small and flat land, perfect for cycling. If you want to visit the entireCalvados, the Bus Verts can take you to more than 100 Norman Towns.

Car parks in Deauville:The roadside parking areas are divided into 4 zones. As for car parks, you canchoose between the one near the harbor or the market. Prices vary according to theoption you choose and you can check the price list.Parking lots are also available at the CID and nearby for a daily rate of around 22 €.

By bus: the bus company Ouibus operates during the summer direct lines betweenParis and Deauville, for 18-20 € (single ticket)

1800 rooms or apartments are located within 10 min walking distance from theInternational Center of Deauville (CID); quite a few hotel residences are availablewhich can provide a good deal for participants including students. You can alsothink of renting a big house or even a small castle for your group!

Deauville is a very touristic location and summer is the peak season; so we advise allparticipants to book their accommodation as soon as possible!

Of course you can use your favorite website to reserve your accommodation butspecial accommodation rates have been secured for delegates attending theConference in a few hotels in various price categories. The hotel rooms currentlysecured are listed and displayed on a map in page 18. Specific rates for other hotelsand apartments in residences will be available for accommodation sharing up tofive persons – please check the online registration system & ICPEAC 2019 Website.Note: Participants are strongly encouraged to book their accommodation as early as possiblesince the supply of the hotel rooms may fail to meet the demand. To book those accommodations at special rates, you must use the onlineregistration form. All rates are per room per night unless otherwise specified andare in Euros. Breakfast and local taxes are included in room rates. Theaccommodation booking via the online registration form is available from 6February 2019 until 22 June 2019.

A confirmation email and invoice will be sent right after we received the payment.You will also receive an electronic voucher 10 days prior the conference. Social Program & Activities

Traditionally, ICPEAC has a dynamic Social Program. It starts with a WelcomeReception on Tuesday 23 July (from 18:00 to 22:00), continues with Public Lecturesof general interest on Wednesday and Thursday 24 & 25 July at 20:00, andconcludes with a Conference Dinner on Monday 29 July at 20:00. In addition anentertainment on “Plasma” will be displayed during the whole conference. All ofthese activities will be held at the Deauville International Center. The PublicLectures are free. The cost of the Welcome Reception is included in the full, studentand accompanying person registration fees. Conference Dinner tickets can bepurchased at a subsidized rate using the online registration process. Anaccompanying person program as well as weekend tours, nautical and kid activitiesare also proposed.

Public Lectures

EntertainmentsA “Plasma game” allowing grown-ups and kids to play with their own reflection in a magnetized plasma will be available during the conference.A generative and interactive artwork thatmakes it possible for visitors to see theirown reflection in the fourth state of matter:Plasma.

Plasma Reflection is designed like adistorting mirror which would turn thematter of those who are facing it. On theother side of the mirror, matter is ionized.It is Plasma. The silhouettes of those whostand or move in front of PlasmaReflection are diffused in space and aresubject to the turbulence generated by themagnetic field. The installation lives withpeople who interact with it.

Some “kid activities”, as “experiments @ the beach” to enjoy physics laws and evencollisions (!) could be proposed depending on the weather and the number ofchildren interested.

Philippe Fleury, Pro-fessor in Latin at theUniversity of Caen, andeminent specialist inancient Rome, will take usback in time. Thanks tothe virtual reality tech-niques, he will propose usan immersion in themazes of ancient Rome orwill make us discover themachines of antiquity andtheir operation mode.

A completely differentjourney could be propo-sed by Thomas Pesquet,if his schedule allows himto join us. Born in Rouen,Normandie, this Frenchastronaut will share hisspaceflight experience onboard of Soyuz MS-03and his six-months ofmission as part of Ex-peditions 50 & 51 (2016/2017).

The Mont Saint-Michel abbey was initially a monastery built during the 10th century. Bayeux –Tour 4 -Saturday 27 JulyAn afternoon in Bayeux, discovering the city and the Bayeuxtapestry: a medieval experience!

Founded as a Gallo-Roman settlement in the 1st century BC,Bayeux is nowadays a major tourist attraction, best known forthe Bayeux tapestry, made to commemorate events in theNorman Conquest of England in 1066. According to thelegend, the tapestry was embroidered by Reine Mathilde, thewife of William the Conqueror. In fact, it may have beendesigned and woven in England. It is displayed in a museum inthe town centre. The large Norman-Romanesque and GothicCathedral Notre-Dame de Bayeux consecrated in 1077, wasarguably the original home of the tapestry where William'shalf-brother Odo of Bayeux (represented on the tapestry witha wooden club at the Battle of Hastings), would have had itdisplayed.

With a departure from Deauville at 1:15 pm., the tour, with a guide, will last until around6:00 pm. (arrival in Deauville) .

The “Lys Noir” is one of the last French yachts of the 20’s. She was built in Arcachon in 1914for a rich German Prince whose blazon was a black Lily. Never delivered because of the war,she was bought by a French family after the war to the fifties, and will sail on theMediterranean under the name of Oceanix. Bought in 1972 by passionate sailors fromGranville, she will be entirely renovated in the eighties. Since 2014, she belongs to “Lys NoirAssociation” and sails from Granville port.Note that warm, weather-resistant windbreaker jacket with hood, as well as comfortable, sturdy,closed-toe shoes are recommended.

Tour on World War II Batteries on boards Jeeps- Tuesday 30 July

The tour will last from 2:30 pm to 5 pm.

Driven in authentic WWII Jeeps, during anafternoon, you will discover one of the mostsurprising sites in Deauville.On a hill steeped in history, you will visit acoastal battery, which is the most importantartillery support point that operatedbetween 1935 and 1940. The most attractiveelement of the visit is the undergroundstructure, 15 meters below the surface, withits 250 meter-long network of tunnels, 25barracks, 6 stairs allowing access to thesurface, 25 ammunition bunkers… A uniquework on more than 150 km of Normancoast!
