Guarantee a cohesive policy based on broad consensus from government, civil and law enforcement authorities
Ensure government strategy is in place to effectively use CCTV as a crime & terror fighting tool
Prioritize security of critical and vulnerable assets
Facilitate budget allocation and acquisition of expertize
Define overall CCTV and security architecture
Make certain compliance with proven international standards to protect investment
Allows adoption of successful models, i.e., Ring of Steel, Video Mapping, Hard Shell, Soft Middle, Solid Core, etc.
Why National CCTV Strategy?

Mandate “best practices” are in place across the nation that will yield desired and measureable results
Systemize national database to allow sharing of critical intelligence data for the benefit of all law enforcement agencies in the country – all channel network
Allows development of skills required to manage data mining, analysis and effective use of video surveillance technology
Allows working more effectively with the private sector to protect high-risk targets
We must learn how to hang together or we get hanged!
Private sector must get more engaged with law enforcement.
Why National CCTV Strategy?

“Welcome! Surveillance cameras and music are for your enjoyment," greeting posted upon entering Old Town Sacramento – State Capital of California, USA
The use of CCTV in public areas to prevent crime & terror has been extremely successful in U.K & elsewhere in the world
Majority of civilians expressed feeling safe when CCTV is in public domain
CCTV has also helped civil administration to improve their services, i.e., traffic safety, incident management, rescue

Effective Standards – BSIA
BSIA (British Security Industry Association) is key industry body
Represent 90% of the CCTV
industry (by turnover)
CCTV Section (TC/10) Work in vital areas:- BS8418, Digital Video Evidence,

Example: BS8418
Only standard in the Industry today, which defines best practice across all aspects of a Remotely Monitored CCTV System including…..
Ensure that the purpose of the CCTV System is defined clearly
Consistent high quality installation, positioning of cameras and detectors
User operational procedures, e.g. Fault reporting, Remote Video Response Center, e.g. Response plan
Transmission medium considerations

Lets look at some other misconceptions of CCTV and the reality of what is successful in the developed world
How many picture or frames per second do we need to record – should the recording be real time?
Should all cameras be high resolution megapixel or high definition HD?
Should we record 24/7 or use intelligent analytic based recording?
Should we archive for 30, 60, 90 days or more?
What about video analytics and meta data indexing?
We must educate and do real research

PPS recording rate
• What is the most common PPS recording rate for SD, MP & HD?
© Copyright AD Group 10/04/23
High frame recording does not guarantee evidential video quality
Key factors for evidential video are lighting conditions, FOV, PPF, CBR, VBR, quality of camera, quality of lens and compression used
Lets look at a recent video of a suspect wanted for arson in Los Angeles and analyse
PPS recording rate

Key design considerations
When assessing image quality and a camera's Field of View, pixels per foot is an often used metric. Assuming this is an analog camera recording at VGA (640 x 480), the ppf at that point in the scene is about 25-32 pixels per foot (i.e., 640 pixels / 20 feet). That's a modest level that 'theoretically' should give some facial details
© Copyright AD Group 10/04/23
The first big problem in the image is the wide variance in lighting between the right center of the image with the streetlight glare and the darker left side. This 7x variance in lighting is a big problem. While most think of WDR as a daytime issue - bright sun through windows or doors, one can have severe WDR problems at night.
Key design considerations

Compounding the glare/WDR issue is the down tilt of the camera.
Key design considerations
© Copyright AD Group 10/04/23
The last image of the suspect in the narrowest FoV. The facial image is still almost completely washed out plus you can see how sharp a down tilt the camera has towards the subject. This camera is likely mounted 15 to 20 feet from ground level. This is a secondary problem to WDR/glare but it further reduces the ability to capture a clear image.
Key design considerations

What is the difference between HD & MP?
HD is a type of megapixel camera. All HD cameras are megapixel but not all megapixel cameras are HD
HD video format is 1280 x 720 or 1920 x 1080 (megapixel cameras can offer many more formats)
HD aspect ratio is 16:9 (compared to 5:4 or 4:3 in other surveillance cameras)
HD frame rate is 30/25 (where megapixel cameras are often 3 - 15 frames)
HDTV has quality compliance standards (where megapixel simply specifies the number of pixels)
High Definition or HD Video

What is the difference between HD & MP?
Maximum HD resolution is 2.1MP, maximum megapixel resolution is ??MP
High definition or HD video

Maximum HD resolution is 2.1MP, maximum megapixel resolution is 16MP

Essential evidential elements
• Use higher resolution MP or HD camera to get more PPF
• Camera should be mounted at a lower height
• Due to ambient light changes use a good WDR such as a CamVu 720p HD D/N camera
Lets look at a video sample of this camera from DM
