PATRON'S MESSAGE

Servicing the largest Junior League District with referees is an onerous task but one which has been fulfilled by your Association year after year. Sometimes it seems the difficulties associated with refereeing are increasing rather than decreasing which in turn means the need for even more dedication and greater demands on members.

The recruiting of new members and their training is vital to the success of Rugby League in the Penrith District and everybody interested in Rugby League in the Penrith District should be thankful for the approach of your Association to those tasks.

Penrith is fortunate in having every aspect of Rugby League covered by organisations which are extremely well conducted and are strongly autonomous . There are times of course when this strength can cause conflict and although they are not frequent or serious they occur nevertheless. The District Club, Referees• Association, Junior League Association, Schools' Committee and Coaching Panel are independent and yet not one of them could exist without the others. There are overlapping responsibilities, dependency upon one another which can at times cause frustrations.

From the District Club's point of view it all needs to be tied together in an harmonious relationship between the organisations and the supporting public. The appointment of Ross Gigg as Junior Development Officer has already helped achieve this goal to some extent and the 5 x 5 concept has also helped to tie things together a little. ·

The District Club appreciates your efforts for Rugby League in the Penrith District and we hope you will continue to strive for the attainment of that perfect understanding between all our organisations which will help Penrith become the premier Rugby League District.

PRESIDENT'S REPORT

Season 1985 has come to an end with many changes yet to take place for th e betterment of refereeing and rugby league, which in time during 1986 will start to unfold.

The 1985 season started with some unexpected surprises for the new Executive, which resulted in a lot of time and hard work. Collection of fees for referees• payment was a great effort by the Treasurer, Brett Cowan and Secretary, Gary Haines, so cheques could be paid out which lightened t he burden greatly. Along with the large account to Tiger being finalised, thi s then left the Executive to concentrate on the administering of the Association•s problems and policies for 1985.

The problems that should cause all referees to worry is the policies mad e that cause very good young referees to leave the Association; it is an area that needs to be looked at and solved. One way to solve a lot of the problems we suffered during the year and every year before this one, is t o support the members elected by you to do the job. If you find the policies don•t suit you, then you should try to solve the problems, not form groups to bring the Association down. If some members could put in the amount of constructive criticism as they do the destructive criticism and allow th e elected persons to carry out their duties, the Association can only go forward.

Congratulations to our Social Committee for their efforts during 1985.

To all Grand Final referees and touch judges along with all Interdistrict referees, my congratulations. I would also like to pay tribute to the following achievements -Tony Butler•s •A• Grade Grand Final and his appointment to the President•s Cup Grand Final 11 touch 11

• Peter Filmer and Kevin Russell being graded and to Peter for his appointment to the N.S.W. v Queensland Under 18 fixture at the Sydney Cricket Ground.

Congratulations to the District Club on the First Grade side reaching this year•s Semi-Finals, this effort alone is the injection of pride that all sections of rugby league must strive to maintain, including referees. Thi s district will now be looked upon as one of rugby league•s main strongholds and we must all work to maintain this pride and build on it ourselves. Thi s will be achieved at the Annual Meeting by electing people who are prepar ed to work for the district and the Association.

It does concern me and must concern all active referees that as the Association gets older, the number of non-active and semi-active referees that are starting to take control of policies that have an effect on the active referee. This type of attitude could spell danger in our growth and standards in a time not too far into the future. Some long hard thinking should be done by referees who do not accept adopted policies and non-active members should think as well, what do the active men want and let us not stand in their way with ideas that do not suit competitive referees.

It is hoped that all members can cope with the changing of times, in particular older members who must change their attitude for the betterment of rugby league with the introduction of mini and mini-mod referees• tick ets and the change permitting females to join the ranks. I welcome all these changes as it will make members realise their own potential and capabiliti es and this could be loaded with problems we never thought of.

All the changes that will take place as mentioned have been ratified by the N.S.W. Rugby League, so let us all make it work .

To our Junior Branch let me say this -you have all done a very proud and dedicated job for your District and Rugby League. You do not get the praise you deserve, some people may look at you as just boys, I look at you all with envy, because you are the future.

Your performance this year and every year is one of great importance to the District Club and Junior League and the Senior Association could not function without you and your efforts. Whatever you thought of 1985, be proud.

Should any of your members have ideas to help improve your Junior Branch for 1986, put your ideas in writing to the Executive elected for 1986.

In closing I would like to thank my fellow Executive members for their help in administering the Association's affairs. I have enjoyed my term as your President and wish all members a successful 1986.

SECRETARY'S REPORT

Mr Chairman and Members,

It is a privilege and an honour for me to present for consideration and adoption, the 19th Annual Report and Balance Sheet of the Penrith District Rugby Football League Referees 1 Association.

Season 1985 may not be remembered for outstanding individual achievements by any one referee, but more for success in numbers in activities both 11 0n and off the field 11

• It was a season where each and every referee was required to give that little bit extra and many gave even more. Some of the success stories of 1 85 were Penrith 1 s semi-final 11 debut 11

, the Junior Representative sides 1 victories, the participation of members in the Business Houses Competition, the Grand Final performances and the Ladies Night.

It would be remiss if the success of our District sides didn 1 t rate a mention in this report. Whilst the centre of attention was certainly Tim Sheens and his Panthers, our Junior sides certainly held their own. The Harold Matthews and President Cup sides both won their respective competitions; a fine achievement and congratulations to all concerned. Well, what can one say about Tim Sheens! Gone are the days of the 11 Chocolate soldiers 11 and ahead lies further success. I know I speak for all the members in congratulating Tim and the players on their achievements in 1985 and wishing them an even more successful 1986.

You can 1 t have success on the field, without a willing and well balanced team off the field. The Association is grateful to the courtesies extended to its members by Roger Cowan and his highly efficient staff. Special mention must also be made of the assistance, particularly to myself, afforded by Ross Gigg in promoting rugby league and referees in our District. The foundations have been laid for the Association to fully utilise the avenues opened to it; to promote, develop and coach referees in our District.

The 1985 Season also proved to be something of a milestone for the Association 11 downtown 11

- the number of our graded members was doubled, from 2 to 4, with Kevin Russell and Peter Filmer joining Barry Barnes and myself in the graded ranks. Every referee aspires to be graded, it takes hard work, dedication and natural ability- congratulations to Kevin .and Peter, who acquitted themselves well in their initial year.

The Association also received a fairly good run in the Interdistrict and Business Houses competitions. Bruce Mitchell was appointed to President Cup centres; Tony Butler ran President Cup touches, culminating in appointment to the final; and Michael Lynch and Wayne McDermott progressed from S.G. Ball touches to Flegg Cup touches. Bruce Mitchell, Tony Butler, Michael Quinn and Phil Battin all went on 11 display at the Bay 11

Congratulations to each of the above members on their achievements.

The Association devoted a lot of time into training these members to achieve such status through Jack Turner and the Summer Coaching programme. The programme was a success, no doubt about that, however 1 1 m sure that Jack would have liked an even better representation in the Interdistrict fixtures. This may have been the case if what was said by 11 those who matter 11 had actually been carried out. Maybe next year.

On the local scene, the competitions seem to get bigger and bigger each year . This season saw an attempt by the District Club to streaml ine the Sunday competit i on and make it more competitive . It was no fault of theirs that it did not totally succeed, and we still had a Di vision 1 competition with two or three clubs who were obviously not up to standard. Overall , the Association members performed with distinction throughout the year , answering an ever increasing burden of controlling 184 games every weekend . To all the active members -thanks fellas , you deserve a medal . To those members who officated during t he final series, well done and I hope you go one better next year .

The Association also enjoyed a harmonious relationship with the Junior League , and special thanks goes to the Executive Committee and members of the Judiciary Committee for providing much assistance to the Association in 1985 . The relationship between us has at times been a little strained, but this was certainly not the case during this season . The same cannot be said , however , of all those Junior League clubs who failed miserably in fulfilling their financial commitments to the Association . To the clubs concerned, a big raspberry , and it is high time that you put the promotion of the game of rugby league before your own selfish and petty ideas.

A football season is not complete without the odd social function , convivial or get together . This year was no exception with a variety of functions which were generally well attended . The highlight of the social calendar was undoubtedly the Ladies Night and what a night to remember . Congratulations to Peter Shaw and his Social Committee , it really was superb . The feedback the Association received certainly left no doubt as to the quality of the evening . Congratulations to Noel Cahill who was presented with Life Membership on this night and also to Rosemary Wilkinson on receiving Honorary Membership for her dedicated and tireless service to the Association .

It is impossible for any individual to perform the tasks of a position such as Secretary, adequately and efficiently as I hope I have, without assistance and advice from many friends . I am no differ ent to anybody else and would like to take the opportunity to thank the following people :

My fellow Executive members- Noel, Don, Brett and Michael -for support and the odd soothing word . To succeed you need to work as a team and that we were ; it was a pleasure to work with you all .

Kevin Wood for his help and co-operation as always - I came to expect it!

Rosemary Wilkinson for (nearly) everything- I couldn ' t list them all but you know the Association would fall apart without you .

* My wife Irene, most importantly because of the support, assistance and encouragement over the past 12 months. Many people tend to think that being Secretary is a full-time job and you're on call 24 hours a day. I wou l dn • t have survived without my 11 secretary .. and I am sure many members and club officials are grateful as I am for that support and advice.

Briefly, I would also like to thank Kevin Roberts, Frank Walsh and Ian McCall who gave freely of their valuable time to visit our Association during the year and speak to the members.

In closing my report, I'll finish with a thought for the future. The Association has a short but proud history, and within its membership, men with great experience in rugby league. With this background and more recently support from our District Club, the seeds have been sown to ensure we'll reap the benefits for a healthy future. It is futile for members to 11 Sit on the fence" and see that future eroded away. Be involved, play an active role and work together to attain our real objectives .

TREASURER'S REPORT

My fellow Executive and Members,

I am pleased to present to you for your consideration and acceptance Balance Sheets for the accounts operated by the Association for the year 1985.

A reduced competition size, wet weather, a decrease in the set fees for semi-final games and general inflation paints a gloomy economic picture for the Association. We have been faced with many hurdles in an attempt to maintain an equitable balance of payments, however, due to expenditure restraint, a totally revised system of trial fees; coupled with the running of a 11 500 11 Club and increased interest from our investments, we have once again been able to partially subsidise Ladies Night and remain in a satisfactory position to cope with immediate expenditures.

But, be warned! To be succinct, there is a definite need to continually monitor our spending. As your Treasurer and as a member of the Association, I believe there is a necessary and valid reason to monitor the Social Budget as this is the major monetary outlay by this Association. Therefore, we as an Association should look carefully at the structure of the committee; the type of activities organised; the actual budget and the system of funding. Oversighting of all committees should be a continuous process to ensure that each and every sub-committee of the Association caters for the needs and requirements of the members.

It distresses me that very few of us are willing to assist the Association to function and operate as an harmonious body. Too many members believe that fault finding and faction fighting is the major aim and objective of being a member of the Association. Too many members are putting their own interests and their own promotion before the good of the Association.

Let us not take a fatalistic view, let us remember here lies the perfect opportunity to correct our problems; to make the sacrifices. In this world it is not what we take up, but what we give up that makes us rich. We can work as one! We must work as one!

On a better note, I offer my sincere and hearty congratulations to all referees who officiated in Saturday and Sunday competition rounds and the semi-final series. Every referee who runs out on the paddock deserves congratulations, because it is this member who is keeping this Association going. It is this member who is helping to achieve the Association's true aim.

To Peter Filmer congratulations - keep up the good work Pete!

To Tony Butler congratulations -Tony you now have the perfect opportunity to go onto bigger and better things.

Penultimately, to my fellow Executive members and more importantly to Gary and Irene Haines, your assistance has been above and beyond the call of duty. Irene has been Gary•s secretary and my treasurer.

It has been a pleasure and an enjoyable experience to have been a member of this Association and a privilege to serve this Association over the years in the positions I have held. These moments will be remembered by me with fondness always.

In conclusion, I leave you with the following remark to ponder. If you wish to master all things, let reason be your master.

The list of people that I, as Social Secretary, would like to thank for their support is far too long for this report, so I just say thank you to you all.

As most of our members now know, I have changed my own career, which has restricted my participation and the hard work of running the social functions. But, as always, the members of my Social Committee have carried the extra load without complaint and with their usual ability.

To the Assistant Social Secretary, Graeme King, who has never stopped working for the good of the Association, I wish to extend my sincere thanks and gratitude on behalf of the rest of the Social Committee. I can assure you that we will miss you and your family when you leave for Gosford .

To all the members of the Social Committee, both present and past, I must thank you for the enormous support you have given me - without you the past three years could not have been as enjoyable and successful as they have been. To the wives of my Social Committee the words •thank you• do not describe my feelings about the work you have carried out in the background with little recognition.

GRADE/INTERDISTRICT COACHING OFFICER'S REPORT

The 1984/85 Summer training programme proved to be quite successful . Of the 12 invitees to the programme , 2 were called to grade, 1 officiated in President Cup centres, 1 officiated on President Cup touches going right through to the Finals, and 2 progressed through the S. G. Ball Cup touches to Flegg Cup touches . A very good effort by these people and all are to be congratulated.

In addition to the above, 4 members received appointments to the Business Houses Competition and were assessed by members of the NSWRL Advisory Board. All performed to expectations and good reports, both written and verbal, were received back by the Association .

As expected, some of the selected members dropped out of the programme, whilst others did not commence or attempt to contact me regarding the programme , their needs or the requirements necessary to maintain their position in the squad. Of course from this minority came the rebuffs and complaints for they expected to do little or nothing and still be considered above those who committed themselves without question to the programme as a whole .

Five juniors were invited to attend the programme; one only made the effort to participate , ap peared once and was not seen again for the duration of the programme. To say the least , a most disappointing effort from these young people .

Throughout the programme, several guest speakers attended our training sessions . Eric Cox, Ray O'Donnell and Arthur Neville were in attendance at the first Orchard Hills session and after the run spoke to the members on various aspects of refereeing. Chris Ward and Frank Walsh also attended training and lecture sess i ons and spoke on refereeing in general, both at Grade, Interdistrict and Business Houses levels.

John Harris on behalf of the NSWRL conducted an examination on the laws of the game . This examination was the same as that conducted for the NSW Referees ' Association at the beginning of 1985. Some good results were achieved by the squad members .

On behalf of the Association and squad members I would like to thank these people for their interest and time given to the programme . Their participation assisted in its overall success .

To kick off the 1985/86 programme, 10 seniors and 8 juniors were invited to meet with the Executive of the Association and the Grade/Interdistrict Coaching Officer regarding the Summer programme. At this meeting, each squad member was given a copy of the programme and advised of their commitment , the Coaching Officers' commitment to the programme and to them, the squad members . Many points were reinforced by the Executive and full support offered to the set programme.

In closing this report I would like all squad and indeed all Association members to realise that to obtain and maintain grade/interdistrict and indeed top district status, a very realistic approach must be considered to tra ining programmes. Gone are the days whereby personal requirements were that you used trial games to obtain necessary condition and rule knowledge.

Pressure by clubs, media, video and the public in general, has made the refereeing of rugby league football a high performance activity. We as referees must rise to meet this challenge and make every attempt to improve our own basic refereeing techniques by attending and supporting the Association•s training programme.

With this challenge in mind, the 1985/86 Summer programme has been compiled.

APPOINTMENTS BOARD REPORT

Firstly and foremost, congratulations to all referees and touch judges who officiated in the semi-finals, finals and grand finals in 1985. To those members who missed out, my commiserations and thank you for a job well done leading up to the finals .

I believe a number of "firsts" were achieved on the field this year. The first Saturday grand final day, without any withdrawals; the first time in the Association's history whereby three junior members officiated in the centres of the Under 12, Under 13 and Under 14 Division 1 Grand Finals -namely David Quinn, Greg Watts and Brett Wright, three fine young and up and coming members, who no doub t have a very good chance of making "Grade" one day. Also, the first Sun day finals without any withdrawals. A top effort gentlemen - thank you.

Season 1985 began with a few major problems for the Board, but these were quickly overcome and we were able to get on with the job. A new style of adjudicating was implemented into the system, which from the Board's point of view was successful. Some members disagreed as the system tended to find their shortfalls in performance.

I believe that the general standard of refereeing dropped somewhat from previous seasons and believe me, it showed in quite a few cases. Whether the standard of football was lower than previous seasons it is hard to ascertain, but it did seem at times that the referee's standard fell to that of the game. Being consistent and endeavouring to rai se your standard and expertise is paramount. To obtain that, dedication is required - that was also lacking this season. Just look at how many members attended training! Two season ago, just about every member was turning up. Now, well?

I would like to thank Noel Cahill, Jack Harris, Len Manuel, Jack Turner, Keith Hogan and all the other members from whom, throughout the 1985 Season, I sought advice and received much more than was required -you better believe it!

To the Board members of '85, I thank you also. A very well ba lan ced team, who were not backward in coming forward and to giving voice to their thoughts throughout all meetings.

In conclusion, may I wish on behalf of myself and the members of the Board, to all members and their families, a Merry Christmas and a Happy and Prosperous New Year.

RECRUITING OFFICERS' REPORT

The 1985 Season is over and from the coaching classes, we sent 22 candidates to sit for their referee's tickets with a 100% success.

These were: 11 Juniors 7 Seniors (1 female) 4 Juniors to Seniors - M. Kerr , J . Miller, J . Lavin,

C. Kolkman.

We would like to take this opportunity to congratulate all of these people , and urge the Association to continue with on field coaching of these new members which will assist them in their future refereeing careers.

We would also like to express our sincere appreciation to those members who assisted us during the season and in particular, the Principals of St Dom in ies and St Patricks Colleges for again allowing us to use their schools to conduct the coaching classes.

TRAINER'S REPORT

PETER KERR and IAN TEMPEST RECRUITING OFFICERS

Season 1985 saw for the first time, the facilities at Penrith Park made available for the training and conditioning of referees in this district.

For a time, a good number of our members took the chance to use these facilities but numbers soon started to drop off, and reached an all time low when it was stated that referees in this district did not have to train because their fitness should be good enough due to the amount of games we referee every week. I believe this to be an irrespons i ble statement and feel the standard of refereeing dropped because of the lack of fitness. I ask all members to give the trainer your full support and attend training in the coming season .

On a personal note I would like to take the opportunity to thank Jack Turner for the help he ga ve me during the Interdistrict competition, for without his help I may not have been selected as a touch judge on the President's Cup final .

JUNIOR COACHING PANEL REPORT

The aforegoing season has been one of mi xed results for our Junior Referees. The high points included the appointment of our Juniors to the U14 Division 1 Grand Final; the admission of four Juniors to the Senior Association ; and the inclusion of eight Juniors in the Grade/Interdistrict Coaching Squad . Not wishing to dwell upon the shortcomings , it is suffice to say that the new-found enthusiasm and dedication that was evident at the end of the season will prove a sound base for 1986 .

While recognising that morale and camaraderie was a major problem confronting our young members , it is difficult for their activities to blossom when a 40% turnover of membership is experienced . The weight of responsibility for stemming the t ide of this trend and restoring the prestige that once existed , must rest with the example and actions of our senior members .

Our thanks for efforts throughout the year are extended to Trevor Murphy, Kevin Flynn and Mark Kerr. The feedback received in r elation to our Juniors on-field performances was most valuable . Further , we are indebted to all who took the time and trouble t o assist our Juniors around the grounds . In closing , we look towards the years ahead as a slow building process with camaraderie and clear guidance as the cornerstone to our Juniors • ad van cement .

It is unfortunate that hardly a season can pass without rugby league and particularly refereeing, suffering the tragic loss of one of their number . 1985 was no exception with the untimely deaths of two great Australians -Clive Churchill and Cyril Wigzell .

Cyril Wigzell was a legend in refereeing and a lifelong friend to many at Penrith . Apart from being an Honorary Life Member and Patron of our Association , Cyr il was a true gentleman ; his loss is a tragedy for rugby league.

To all our members who may have lost a l oved one during 1985, the Association extends its deepest sympathies and hopes that we were of assistance in such a sad and difficult time .

SENIOR V JUNIOR FOOTBALL MATCH

The Annual football match, often billed as •the Game•, took place at Penrith Park despite three days of persistent and heavy rain.

The Juniors, impeccably drilled by coach Gerard Hughes, were supremely confident of victory, particularly after an 11 0ff-season 11 raid on the Seniors• stars. The Seniors, big on heart, big on size and just about everything else, were equally confident they would retain the trophy for the third successive year.

The Seniors opened the scoring early in the first quarter with a penalty goal by Tony Butler after an indiscretion by the Juniors inside their •22•. It was quite clear that referee Gary Haines would not tolerate any nonsense from either side. The Juniors soon got their act together, throwing the ball around in an attempt to run the Seniors off their legs. The plan paid dividends when after a long break and a quick play the ball, Glenn Crippa dived over to score to give the Juniors a 4-2 lead.

This setback seemed to rally the Seniors with coach Brad Izzard urging the boys on from the rear. Tony Butler was knocked down after a high kick, the referee ruled play on and after a scramble near the try line, Alan Wheatland came up with a va uable 4 points. The conversion by Michael 11 Headgear 11

o•Malley gave the 11 0ldies 11 an 8-4 lead at quarter time.

Round 2 began with a family duel involving the Izzards, with Craig (a Junior) being shown that Brad (a Senior), really is the boss. It settled into an exciting period of football with both teams trying to assert their superiority. The break for the Juniors came after a midfield switch of play saw Scott Izzard dash over under the posts. The conversion gave the Juniors a valuable 10-8 lead. The Seniors appeared to get bogged down in their own half and were desperately looking for that half time hooter. The Juniors suffered a 11 huge 11 loss when Michael Quinn had to be replaced suffering from concussion.

The third quarter became a battle of tactics as coaches Hughes and Izzard tried everything to get that vital break. Unfortunately that break never came and a scoreless quarter saw the score unchanged (10-8) going into the final 15 minutes.

Every player was calling on their final reserves of energy as the last quarter began. The younger Juniors certainly had everything to play for and the Seniors were just as determined to come out winners. You could have sworn you were at the S.C.G. - with less than 5 minutes remaining the Juniors were penalised after Justin Lavin failed to regain his feet to play the ball. Tony Butler calmly potted the goal to level the scores at 10-10. President Noel Cahill was seen consulting his Constitution on the rules governing extra time. Extra time it was not to be, with Colin Kerr crashing over for the match winning try to give the Juniors a well deserved victory 14 points to 10.

All players are to be congratulated on their performances and their approach to the game. Best for the Juniors were David Quinn, Colin Kerr, Justin Lavin and Mark •wayne• Kerr, while for the Seniors Alan Wheatland was outstanding along with Phil Heeb, Graeme King and Barry Izzard. Special thanks also to Gary Haines for an outstanding display with the whistle -this game is easily the most difficult of any season and Gary responded with a polished performance with able assistance from the •Bengal Lancers•, John Mewett and Reg Newsome.

Annual Meeting time sees many new faces elected to office. Jack Turner lets his Interdistrict squad loose for the first time on 11 Heartbreak HilP - oh, the agony!

Christmas time for members with most receiving their fees for the season. A long time coming, but we made it - just!

A New Year and a new season lies ahead. In what should be a relatively quiet period, the 11 heat 11 is on. The first of many phone calls from Club Secretaries wanting trials (yes, really) and some still had money owing from 1984.

A fiery Adjourned Annual Meeting tempered somewhat by the news that Kevin Russell and Peter Filmer had been invited to Grade training. The Interdistrict squad were in full training and had joined forces with Tim Sheens and his Panthers.

Here we go again! - 1985 football had arrived with trials, trials and more trials. We had at least secured a better deal with trial fees and Peter Filmer and Kevin Russell were graded. The Panthers started 1985 with a bang by beating Manly 26-14 at Brookvale.

The football begins in earnest with a record number of teams playing in the local competition. How many games each weekend, Laurie? - 184 wasn•t it? Four of our members are appointed to Junior Representative matches.

A month of consolidation for everyone, everywhere- in Grade, in Interdistrict, in our own district. It•s also time to socialise with our Mother•s Day 11 d0 11 at the Pack•n Saddle.

Panthers strike gold with the record-breaking Harold Matthews side successful at Wagga -well done boys. Tony Butler is appointed to the Presidents Cup final as a touch judge - which Penrith won! Congratulations to Tony and the Panthers.

It•s all quiet on the western front, something is brewing, but what? Refereeing performances are continuing to improve, particularly the Juniors.

What a month - from beginning to end. Firstly, our Ladies Night, an evening which received wide acclaim right across the football fraternity. Saturday football reached its finale and we came through with flying colours. Sunday semi-finals started and you could feel the pressure building up.

3rd September, 1985 will long be remembered by all Panther supporters. After nearly two decades of trying, Penrith made it to the semi-finals at the SCG. A marvellous moment for all associated with football in our district. Sunday football reached finality again with some fine performances from our referees. The Juniors snatched a last minute victory in the 11 Big Game.

A special meeting is held to discuss plans for 1986. The "on-field" activities completed for another year, members can relax for a short while before it starts all over again.

HOW TO KILL YOUR ASSOCIATION

1. Don 1 t come to the meeting, or if you do , come late. Don 1 t think of coming if the weather does not suit or if you have another engagement of 1 ess importance .

2. If you atten d a Meeting, find fault with the work of the Officers , particularly the Secretary and other members.

3. Never be nominated for the Committee. It is far easier to criticise than to do t hings . Be sure however , to be annoyed if you are not appointed to a Committee .

4. If you are asked by the Chairman to give your op1n1on on an important mat ter , tell him you have nothing to say. After the meeting, tell everyone what shou l d have been done.

5. Do nothing yourself. If others get busy, grumble and declare that the Assoc i ation is run by a clique.

6. Do not listen to the business, and afterwards say that nobody ever t ells you anything.

7. Vote in favour of something, then do exactly the opposite.

8. Agr ee with everything that is said at the meeting, and disagree outside .

9. Get all the benefits you can, through the wor k of the Association, but do not contribute anything yourself .

Progression- 11 The act of progressing forward; an orivJard movement 11

(Macquarie Dictionary) .

Progression is a word that depicts the Junior Branch. Forward and onward movement, this is what the Junior Branch is doing , with 11 juniors running on Saturday and 8 juniors running as Sunday Grand Final touch judges. progression is the only explanation.

Season 1985 has certain l y been a very successful one indeed; jt made me feel very proud, yet very humble to ~erve you as Presid~nt in '85.

When I look through the Sunday Grand Final appointments, 33 referees officiated - 16 of these were past or present members of the JuniOr Branch, which shows that the fruits of the Junior Branch has now established itself in Penrith. Over t he past few seasons, the Junior Executive has attempted to play an active role in the runni ng of the Association and, under the scrutiny of the Senior Executive, have worked fruitfully and harmoniously in order to create better communication between the two Branches. This Season has proved to be the best ever with the Senior Exe cutive willing and eager to help and encourage ideas from the Junior Branch.

In a Season so suc cessful there are members that seem to stand out and through my report I would like to congratulate them. Firstly, Brett Wright who refereed the Under 14 Division 1 Grand Final, also Greg Watts and David Quinn who re ~ ereed the Under 13 and Under 12 Division 1 Grand Finals respectively. These three members have refereed the top three _games of the Season and I congratulate you .

There are three other members whose performances deserve recognition -to David Bonham, Peter Besseling and Matthew Gadd, congratulations on refereeing Grand Finals in only your first season .

Over the season, th ere are many people who deserve special thanks. Firstly, to Kevin Roberts who addressed one of our meetings this year ; Mr Roberts was by far the best guest we have had address us since I've been a member of the Associat ion . To our Patrons, Mr John Brown, Federal Minister for Sport, Rec r eation and Tourism, Mr Lenny Davies and Mr Peter Kerr I'd like to thank them for their support. Also, to the Senior Executive, Social Committee and especially th e Junior Executive, namely Jim Miller (Secretary), David Quinn (Vice President) and Andrae Foenander (Assistant Secretary), who gave 110% to the Association and I'd personally like to thank for making my job as President so much easier.

This Season has seen the Junior Executive donate a trophy to the Association -

11 The John Dyer Memori al Shield 11 in memory of John Dyer and to be awarded to the player of the match in the Seniors v Juniors game. The trophy will be presented for the first time this year and on behalf of the Junior Ex ecutive, I congratulate the winner whoever it may be .

In conclusion, I would like to thank all the members who have helped me in my term as President, but especially to my parents who have put up with refereeing over the past four seasons . Finally, I would like to wish all member s and their families, the best for the festive season and to all members, best wi shes for 1986 as success is 1% inspiration and 99% perspiration.

VICE PRESIDENT'S REPORT

Boots hu ng up, shorts and jersey away , now it ' s time to put pen to paper instead of whistle to mouth .

Firstly, I would like to thank all Junior members for making 1985 a success through their devotion and support to such a great institution . Again 1985 proved to be another very successful year for the juniors. This year's success was attained by all members working hard to gain appointment and proving that when it came to the "Big Games" , the juniors had the goods.

As Welfare Officer , it was my great pleasure to watch junior referees progress t hroughout the Season and I would like t o congratulate those members through my r eport. To Brett Wright who refereed the Under 14 Division 1 Grand Final , to Greg Watts who refereed the Under 13 Division 1 Grand Final and to Michael Beveridge who refereed the Under 9 Division 3 Grand Final, I extend my congratulations .

In this my first year on the Junior Executive , I would like to thank my fellow Executive members for their support and advice .

In conclusion, rugby league is a young man's game full of opportunity for those who are willing to listen and learn -don ' t miss that opportunity.

·MERIT AWARD COMMITTEE REPORT

The Merit Award Committee after long deliber ation decided on a winner of the Michael Grady Merit Award Trophy. The Committee looked mostly at the work the member did for the Association and the service given by the member; with this came refereeing and interest in the Junior Branch activities. Attitude and dedication was the major attribute we looked for in a worthy winner.

After "heated" discussion, we came down to 5 members and from this came our winner. A most successful season , as 1985 was , made it a difficult decision for us to make as a committee . The Merit Award Committee would like to congratulate the recipient and hope all members aspire to this height in refereeing .

HISTORY OF JUNIOR BRANCH

The Junior Branch of the Association was formed in 1969 to cope with the growth of rugby league in the Penrith District. The first President of the Branch was Paul McPhee, who later graduated to the senior ranks. Other 11 famous 11 names associated with the Juniors include Grady, Manuel, North, Quinn and Kerr. Indeed, some of Penrith•s best referees are products of the Junior Branch.

Therefore, it was felt appropriate that a few memories might be revived by providing a list of former Office Bearers dating back to 1977. This information is printed hereunder for the benefit of all our members.
