The SEAONC 2005 Excellence in Structural Engineering Awards were pre-sented at the June dinner meeting. The judging committee, chaired by Dave McCormick, consisted of Patrick Chow, Kelly Cobeen, Doug Hohbach and Steve Johnston as well as the SEAONC membership who voted at the May meeting. The following award winners were selected from a strong slate of contenders.

The Raycom Info Tech Park Tower C project consists of two 17-story offi ce buildings connected via light fi lled entrance pavilion at the Ground Level. The entrance pavilion roof is framed using four main 150mm diameter high-strength galvanized steel cables. The main cables span 63m and are supported from the concrete shear wall cores of the offi ce building.

The vertical glass exterior walls utilize 22mm diameter high-strength galva-nized steel cables spaced at 1500mm on center. The vertical cables span from the Ground Level fl oor framing to the ends of the built-up steel roof framing members. Raycom Info Tech Park Tower C

A Message from the PresidentA Message from the PresidentContinued from page 1Murphy will join continuing members David McCormick, Mike Fretz and Jamie Curry for a year that I hope will increase the public’s awareness of what structural engineers do and provide new oppor-tunities for our members to share their knowledge and experience with their fellow members. April of 2006 will mark the 100th an-niversary of the Great San Francisco Earthquake of 1906. Our ad hoc Centen-nial Committee, chaired by past Presi-dent Joe Sutton, has been busily at work developing plans and raising funds to launch a major media campaign intended to place the contributions of SEAONC and our members center stage in the mind of the public when they think of buildings, structures and earthquakes. The committee is currently developing a website and moving forward on numer-ous other fronts. You can expect to hear a great deal more on this subject in the months to come.

In the coming weeks, we will be assign-ing Board contacts to our committees and developing our budget for the 2005-06 year. Our standing committees are presently developing their charges and budgets for the coming year. In the next newsletter, I hope to provide you with a summary of these charges and planned committee activities so you can better see how your talents and interests could be of help to us.

You will be soon receiving the 2005-06 dues statement and committee sign up forms. You will see that our outgoing 2004-2005 Board has approved a dues increase. This increase reflects a deci-sion by the SEAOC Board to increase the member organizations contribution to SEAOC to defray projected deficits for the next couple of years. Our SEAONC Board voted to increase our members’ dues to cover this expense only after re-ceiving assurances from SEAOC that the Bluebook and other delayed publications would be made available to the mem-bership in the next couple of months. Through my involvement at the SEAOC Board, I will track SEAOC’s performance regarding this commitment to us and I urge you to contact me if other issues regarding SEAOC’s performance should arise. Lastly, I would like to urge all of you to help us in increasing our member-ship, expanding the opportunities for our members and sharing your knowledge and experience with other SEAONC members to improve our profession. Your thoughts, suggestions and involve-ment with SEAONC will always be wel-come and remains our greatest strength.

Best use of Conventional Techniques in Building Retrofit awarded to:

Piers 1 1/2, 3 & 5 Seismic Retrofit and Rehabilitation San Francisco, California

The existing Marginal Wharf and Pier substructures at Piers 1 1/2, 3 & 5 in San Francisco were originally constructed in the 1910’s and had suffered significant degradation due to prolonged exposure to the aggressive marine environ-ment of the San Francisco Bay. Ductility capacity enhancement of the existing structure combined with energy dissipation was provided to limit the inelastic displacements (and hence plastic rotations) to acceptable levels under seismic loadings.

The ductility enhancement was provided by the use of carbon fiber reinforced polymer (CFRP) wrap to the top of the existing piles. After the evaluation of several alternate methods of energy dissipation, hysteretic displacement de-pendent damping was chosen as the appropriate and cost effective method of meeting the design criteria.

Business Forum End of the Year Report

Mehri Ansari Business Forum Chair

The Business Forum was formed in 1994 as a venue for the princi-pals and key employees of member firms to share ideas and interact on professional and business challenges common to the practice of structural engineering. Different from other SEAONC committees, the Forum is financially self-sustaining through dues paid by member firms. Our monthly luncheon meetings feature a speaker, or a panel, discussing business, management, legal, or marketing topics and provides an opportunity for our members to net-work with members of other related professional organizations, such as AIA, PSMA, and SMPS.

Year 2004/2005 proved to be a very successful year for SEAONC Busi-ness Forum. This year we were able to invite some well known and respected speakers in various areas related to business management. Their presentations included topics related to human resources, business management, marketing, and finan-cial management. We also invited the Contract Manager from the San Fran-cisco Redevelopment Agency and the Director of Capital Programs at UCSF to give us an overview of their respective agency’s capital improve-ment programs. Two of our meetings were held in AIA’s office which pro-vided a venue for closer networking with our colleagues at AIA.

I would like to thank those who par-ticipated in our program planning for 2004/2005 meetings by suggest-ing speakers and topics of interest, as well as those who attended our forums. I also would like to thank the staff at SEAONC office for their help in setting up our meetings and sending out announcements.I will continue on chairing the SEAONC Business Forum commit-tee next year, and look forward to hearing your suggestions for the topics that you are interested to hear about and speakers that you would like us to invite. Please send your suggestions either to me at [email protected], or to the SEAONC office.

Lastly, we are planning to organize a business related seminar/workshop for next year. To help us plan on the topic and the format that is most useful and convenient to you, we need your input. Shortly you will be receiving a survey form from the SEAONC office to gather your input. Please be sure to respond to it.

SEAONC Seismology Committiee Year End Report

The SEAONC Seismology Com-mittee has been very successful on a number of different fronts over this last year. We have been very active at the State level through our involvement with the development of SEAOC position statements and our development, review and response to provisions of model building codes and standards. Our committee has been diligent in the development and publica-tion of four documents that will be of use as reference documents to the membership. These documents are available on the SEAONC Seis-mology web page and are titled:

1. Seismic Design Factors and Coef-ficients in Seismic-Force Resisting Systems (Seismic Design Factor Statement) 2. Using a Concrete Slab as a Seis-mic Collector 3. Example Problems for Using a Concrete Slab as a Seismic Collec-tor4. Micropile Construction, Design and Code Provisions

A special committee task group is currently evaluating a comprehen-sive guide for the design and anal-ysis of steel storage racks (available on the SEAONC Seismology web page). A statement regarding this document will be developed over the next year.

This past year marked the inaugu-ration of a vibrant Passive Systems Subcommittee. Under the ener-getic leadership of René Vignos, this subcommittee is well on their way to developing new code provisions for base isolated and damped structures. We hope that these efforts will invigorate the use of these outstanding seismic force resisting systems.

Our other subcommittees have been quite busy over the past year.

The following are examples of Sub-committee and Ad-Hoc Committee activities for 2004-2005:

Light-Frame Construction Subcom-mittee- Worked with the local Chapters of ICC and the SEAONC Existing Build-ing Committee to develop a prescrip-tive residential crawlspace retrofit plan- Met several times with representa-tives of LGSEA (light gage steel stud construction) to discuss a potential joint effort at developing design examples- Assisted SEAOC Seismology in drafting a Position Statement on Can-tilever Columns- Developed recommendations for addressing the changing code re-quirements related to load duration factors- Researched available cyclic testing on manufactured wood trusses and the role of the EOR- Currently researching code issues with respect to 5-story light-frame construction- Currently working on a Position Paper for fasteners in newer pres-sure-treated lumber products

Foundation Subcommittee- Developed an educational white paper introducing micro-piles- Currently developing preliminary code provisions for micro-piles, working with SEAOC foundation subcommittee- Currently developing a publication discussing incremental soil loads on basement and sub-grade walls

Steel Subcommittee- Provided public review comments to the 2005 AISC Seismic Provisions (ANSI/AISC 341),- Provided public review comments to the 2005 AISC Prequalified Con-nections for Special and Intermediate Steel Moment Frames for Seismic Applications (ANSI/AISC 358),- Served as a forum for discussion and dissemination of knowledge on the latest experimental results on braced frames research conducted at U.S. and foreign universities- Progressed toward the publication of its online braced frame survey Eq. 33-1 Ad-Hoc Committee

- Established the project goal: deter-mine whether results of a response spectrum analysis can be used for determining diaphragm forces in-stead of using UBC Eq 33-1- Currently conducting a literature search with the following prelimi-nary findings:- EERI report from Northridge detail-ing damage to parking garages with diaphragm failures, - study by Fleischman on inelas-ticity demand in parking garage diaphragms - background (when and why) Eq 33-1 entered in the UBC and Blue Book- Currently compiling data from analyses on a handful of buildings for which we will have results of nonlinear time history, response spectrum and static analyses. - A collateral result of these efforts was the identification that current code requires diaphragms to have some amount of inelastic deforma-tion capacity. This indirect require-ment is not well defined in terms of inelastic deformation demand. This issue will be explored further as time permits.

I would like to thank all of the mem-bers who have contributed countless hours to our selfless efforts. Ranging from the development and review of code changes, to the tireless pursuit of viable technical solutions to the myriad questions posed by our mem-bers, the group has been an outstand-ing example of our capabilities as a profession. I owe a debt of gratitude to our Past Chair, Gary Mochizuki and our Vice Chair, Mark Moore, for their help during my tenure as chair this last year. I also appreciate all of the efforts of our Subcommit-tee Chairs and Ad-Hoc Committee Chairs, without their consistent ef-forts, nothing could be accomplished.

As you can see, this committee is vibrant, dedicated and accomplished. However, we always welcome and appreciate new ideas, new faces and new passion. The next year will bring many challenges and rewards, make sure you get your share of each and become (or remain) a dedicated Seismology and Structural Standards member.

CONTINUING EDUCATION COMMITTEE 2004-2005YEAR-END REPORT

By Taryn Williams, ChairThe Continuing Education Com-mittee had an incredibly suc-cessful year, thanks to our many active members, the excellent volunteer seminar speakers, and the numerous Bay Area design professionals who attended this year’s events. The committee greatly expanded its repertoire of seminars this year. In addition to the usual three seminars, we held the first south bay seminar, and a new series of monthly mini-semi-nars.

2004 SUMMER SEMINAR

The “Unique and Exotic Applica-tions of Structural Engineering” seminar took place on July 14th and 21st, at the PG&E Audito-rium in San Francisco. Speakers presented design processes for structures that most SEAONC members don’t often have the

opportunity to work on; topics included extreme high-rise build-ings, long-span structures, glass structures, roller coasters, tank structures, and hydraulic struc-tures. The speakers were Mark Sarkisian, Marwan Nader, Eric Elsesser, Bill Kelley, Rudy Mulia, and Bob Bittner.

2004 FALL SEMINAR

The “Wood Construction: Detail-ing and Plan Checking” seminar took place on November 10th and 17th at the PG&E Auditorium in San Francisco. This seminar featured 8 speakers, instead of the usual 6, to present the best and most current detailing and plan checking practices in the Bay Area. CEC member and vice-chair Constantine Shuhaibar made a special effort to invite a diverse group of knowledgeable speakers, and to help them co-ordinate their talks prior to the seminar. The speakers were Doug Hohbach, Alan Robinson, Bill Vaughn, Kelly Cobeen, Gary Mo-

chizuki, Andy Fennell, Keyvan Irrannejad (presentation created with James Son), and Pat Buscov-ich. Topics included importance and improvement of structural plan check, wood and masonry details, wood and steel details, wood and concrete details, wood to wood details, wood to weather details, plan check tips, and the San Francisco Building Depart-ment process.

2005 SPRING SEMINAR

The “ASCE 31 and FEMA 356: Seismic Evaluation and Reha-bilitation” seminar took place on March 9th and 16th, at the PG&E Auditorium in San Francisco. The aforementioned documents are rapidly becoming important and widely-used standards in the seismic evaluation and rehabili-tation process. The intent of the seminar was therefore to describe their processes and give exam-ples, benefiting both new users and engineers who use the docu-

2005 SOUTH BAY SEMINAR

The “Light Gauge Steel” seminar, a joint seminar with the Light Gauge Steel Engineers Associa-tion (LGSEA), took place on April 20th and 27th at Santa Clara Uni-versity in Santa Clara. This was the first seminar held in the south bay, and the first joint seminar held with the LGSEA. LGSEA contacted a group of speakers from around the country who

specialize in aspects of light-gauge steel to present design information to Bay Area design and construction profession-als. The speakers were Nader Elhajj, Tony Wu, Bob Warner, Marc Press, and Pat Ford. Topics included an introduction to cold-formed steel framing, light gauge steel insulated panel systems, design and inspection of steel floor joists, steel truss design and construction, the proprietary ISSI system, and load-bearing mid-rise construction.

MINI-SEMINARS

The CEC began a series of mini-seminars, to be held monthly, typically the week after the SEAONC dinner meetings. The intent of the mini-seminar series is to provide informa-tion to SEAONC members on current structural engineering topics, and the current activities and/or publications of SEAONC committees. SEAONC member response to the mini-seminar se-ries has been positive so far, and the CEC intends to continue the series during the next year.

The first mini-seminar was held on January 4, 2005, at the office of Forell/Elsesser, and featured Ron Hamburger presenting new information from the current International Building Code (IBC) that differed from previous Uniform Building Code (UBC) provisions. Subsequent seminars were held at the Bechtel Audi-torium in San Francisco, and in-cluded Walterio Lopez on buck-ling-restrained braced frames on February 8, Tim Mathison on

shoring and underpinning design considerations on March 8, the next upcoming mini-seminar will be held at the BechtelAuditorium presented by Mason Walters on base isolation code provisions and proposed changes on June 14, and Russell Berkowitz on gusset plates on July 12. CEC member Tracy Coughlin has done an excellent job in planning each of the above events, and will continue to plan these in the upcoming year.

COMING UP: 2005 SUMMER SEMINAR

The committee is currently plan-ning a seminar entitled “Build-ing Skins”, concerning building cladding and curtain walls, to be held on August 17th and 24th, at the PG&E Auditorium in San Francisco. Best use of New Technology in New Construction:

J. David Gladstone Institutes San Francisco, CA

Designed as a fast-track job, with early steel and foundation packages, the J. David Gladstone Institutes, a 200,000 square-foot research laboratory located adjacent to the University of California San Francisco’s Mission Bay Campus was the first buckling-restrained braced frame (BRBF) structure to be reviewed by the city of San Francisco’s Building Department. Full-scale subassembly testing of the proposed buckling restrained braces was required.

Nonlinear static analyses were performed to proportion the buckling restrained braces in order to check for the absence of undesirable behavior modes, estimate the amount of plastic deformations in the different ele-ments of BRBF at the target displacement, and obtain the load demands at the foundation. To achieve a higher degree of confidence against the formation of undesirable behavior modes, nonlinear static analyses were carried to twice the target displacement.

COMMITTEE MEMBERSHIP

In addition to the above events, the Continuing Education Committee met on a monthly basis. The com-mittee currently has 11 active mem-bers, and continues to be a vibrant group with a strong work ethic and an ability to make things happen. Committee members for the year included Taryn Williams (chair), Constantine Shuhaibar (vice-chair), Arne Halterman, Lynn Deutsch-bauer, Grace Yamamoto, Howard Zee, Ching-Sheng Hwang, Julia Hunting, Natalie Tse, Tracy Cough-lin, and Lucie Fougner. Each of the committee members has volunteered a significant amount of time, and I am grateful for all their help. Their efforts have made it possible to of-fer SEAONC members a significant increase in educational opportunities over the past year. I trust that next year’s chair, Constantine Shuhaibar, will do a fantastic job in leading the committee to plan excellent semi-nars and further increase the educa-tional benefits that we provide to the SEAONC membership and to the Bay Area design and construction com-munity.

Sustainable Design Committee - July Meeting

A new committee, the Sustainable Design Committee, will provide a forum to advocate the role of the structural engineer in the sustainabledesign process and community. The committee’s June kickoff meeting had a huge turnout, with engineers from a wide variety of firms attend-ing.

The next meeting will be held on Tuesday, July 5, 5pm, at Forell/Elsesser Engineers, 160 Pine Street, 6th Floor, San Francisco. The meeting will consist of a few brief project presentations followed by discussion.

Seismic Design of BRBF’s - Steel Tips Publication

Walterio Lopez and Rafael Sabelli wrote this design document to aide the structural engineer in designing a building using buck-ling-restrained braced frames (BRBF’s). The report focuses on the performance of calculations using linear elastic models and pro-vides step-by-step examples on how to proportion a BRBF using FEMA 450 and how to develop testing protocols. It also offers commentary on upcoming publication of the 2005 AISC Seismic Provisions.
