Sector Highlights

Global human consumption of seafood has increased from 114.9 million tons in 2006 to 135.6million tons in 2012 and is expected to reach 160.5 million tons by 2022. India has been feedingthis global demand with an installed processing capacity of 18,520 tons and is the 11th topexporter of seafood in the world.

During 2013-14, Odisha produced 413 thousand tons of fish, out of which 86 thousand metric tonshas been exported. The total potential of fisheries in Odisha is 513 thousand tons. With anuntapped potential of 100 thousand tons, Government of Odisha is focusing on developing seafoodprocessing clusters, with processing facilities and supporting infrastructure, to attractinvestors.

•15 Pre-processing centers, each of 10MT, Cold storages of 2,000 MT capacity,100 MT of Block Ice manufacturing,Polythene Unit and Packaging Unit

•Spread across 150 acres withprojected investment of USD 22 million.

•Well-developed cluster in terms ofwater, electricity and other physicalinfrastructure requirements

Key Advantages of the Project

Hub and Spoke model: The cluster with a CentralProcessing Center (CPC) located at Deras, serves PrimaryProcessing Center (PPC) located across seven districts ofthe state

Perennial availability of raw materials: Availability ofraw materials almost all-round the year in the form ofmarine fish, brackish water fish and shrimps.

Location: The cluster is located strategically to capturedomestic, national and international market. The cluster isconnected through all forms of connectivity to all majorcities of India, and the world.

Incentive support through policies: Special incentives oninvestment and tax rebates through Odisha FoodProcessing Policy, IPR and Government of India schemesfor cluster development.

Skilled Resources: Availability of large pool of skilled andsemi-skilled manpower and presence of nationalinstitutions of higher learning and research institutions inproximityl to the project.

Master plan: Holistically planned ecosystem, to facilitate seamless integration betweencommercial and social elements of industrial clusters, complimentary with large open andgreen areas.

Enhanced competitiveness: 150 acres of developed plots with quality infrastructure andaccess to common facilities, reducing the cost of operations, thereby enhancingcompetitiveness.

Exclusive Common Facility Centre: Common cold storage, Common Pre-processingcenter (CPC), block ice factory, Dormitory for working staff, Administrative building, AnnexBuilding, Skill development and training center, convenient store, Polythene unit, Research &Development center

Quality infrastructure: Water supply at door step, Telecom & IT infrastructure, wideaccess roads for seamless movement inside the park, with quality environmentalinfrastructure (solid waste and effluent treatment facilities) meeting the statutory norms

Research & Development and Skill Development center: A research & developmentcenter along with skill development and training center to provide continuous and timelyinputs for enhancing efficiency and ensuring continuous skill availability respectively.

Special Purpose Vehicle: A Special Purpose Vehicle (SPV) with established units asmembers looks after the Operation and Maintenance (O&M) of the common infrastructureestablished along with providing requisite technical and extension services
