H e said restrictions placed on the development so far have been "nor-. mal, reasonable, necessary things" that any developer expects. Lansdale's partner in th e : project, Richard Roe, originally proposed to build 91 8 houses on 15 acres, b u t th e plan w a s rejected | five years ago. , Since then, th e project h a s been modified repeatedly, b u t failed to w in approval from the old Coastal Commission and, last month, from th e new ly organized S outh Coast Regional Commission. Wednesday's approval came on a n appeal from t h e original re- gional ruling. Several opponents appeared to urge, if not actual rejection, a t least a delay in issuing the perm it. They argued that a n extension o f Loynes Drive would be detrimental to southeast Long Beach by w ors- ening traffic conditions o n Pacific C o a s t Highway . ARGUING against the proposal were C. T. Weber of Long Beach Area Concerned Citizens and Anne Walzer of the Southeast A rea Development and Improvement Plan (SEADIP) study committee. Also opposed were Ed Lucely of the California Wildlife Trust and Sierra Club spokesman Norbert Doll. A s part o f what commission Executive Director Joseph Bodo- vitz described as "very detailed conditions" for the project; th e developers will be required to re- move oil-contaminated dirt from th e Sims Pond wildlife preserve a n d a d d about a n acre o f space to th e pond. Hymie Singer o f Beverly Hills outbid four others for the 301-foot, 2,200-passenger "Big W hite Steamer," then said he'd been pre- pared to pay $250,000 for the ship. Singer said he decided to bid on the ship Tuesday when he asked his wife, Ruth, "How'd you like a big- ger boat for Valentine's Day?" and sh e took him u p on it. T h e Singers, who already had a 32-foot boat, said they have no im- mediate plans for the Catalina. B u t Singer added, " 1 plan to have a big party abo ard it to celebrate o ur 40th wedding anniversary t w o years from now and invite half th e city." T h e ship, which carried mil- lions of passengers between Avalon and Los Angeles Harbor in 9,807 trips, h a s been do cked since 1975 because its owners ra n aground in a sea of financial problems. Carolyn an d Stanleigh M egar- 'gee, who ran the Catalina Tran- sportation Co., said Wednesday they've lost more than $2 million trying to keep th e operation run- ning. The money raised in the auction, conducted b y a deputy U.S. marshal, will go to help offset some $383,000 in debts to creditors ranging from the Los Angeles Har- bor Department to t h e M a r in e Cooks and Stewards Union. T h e union, represented b y Busi- ness Agent Joe Goren, came to the auction prepared to bid $65,000, hoping to buy the ship a n d keep it in cross-channel operation. Others at the auction turned ou t simply to say goodby to an era, having ridden th e steamer in its heydey. The Singers themselves said one consideration in their pur- chase of the ship w a s that Mrs. Singer h ad cruised aboard th e steamer when she was 14. Singer explained he hoped to to w th e craft to .Marina Del Rey a n d dock it there, bu t Chief Harbor- master L o Porter said there w as n o place in that area to dock such a large ship. N onetheless, th e v e s s el will have to be moved from its present dock at Berth 232 on Terminal Is- land by the end of February, when Harbor Department officials intend to develop a container terminal. Port officials said Singer may- have to take th e ship to an anchor- age in the outer harbor until he decides where to permanently dock it . T h e sale closed another chapter in th e ship's rich history, wh ich began in 1 9 24 w hen it was built fo r W illiam W r i g le y , chewing g u m manufacturer who also owned C a - talina Island. During the 1920s and '30s the "Great W hite Steamer" carried millions of tourists to - th e island an d is believed to have carried more passengers than an y other ocean-going ship in history. n those years, th e days of the ig bands, music w as broadcast nationwide from the 12-story Ava- lo n Casino, and a trip to Catalina aboard the SS Catalina was "ex- cruciatingly stylish. In 1936-37 the ship was the ob- ject of a lawsuit following a channel collision in fog that sliced a 76-foot yacht in half. Seven of the yacht's pasengers won a damage award o f $36,500. During World War II the ship served as a troop carrier, and in later years it was a popular set for movies — the last time in 1975. Mediator asked to avert teacher strike Seal Beach teachers, frustrated b y stalemated contract negotiations with district officials, voted Wednesday to call in a state media- tor to help both sides reach agree- ment on disputed issues. Nancy Bechtcl, president of the 54-membcr Seal Beach Teachers Association; said the decision to ask for a mediator from th e Educa- tional Employment Relations Board will avert at least tem- porarily t he threat o f a teachers' strike in the l.QOO-student Seal Beach School District. T he dispute is over class size and salaries. T h e teachers have been work- in g since September w ithout a con- tract. School board mem ber Go r- d o n Powers said h e thought th e negotiations should have been "over w ith a couple o f months ago."
