1. Provide seabasing COI (Community of Interest) info on key concepts, programs, and ongoing integration of emerging seabasing capabilities.

2. Examine current capabilities and identify gaps in required capabilities necessary for MAGTF to effectively operate from the seabase.

3. Develop list of required capabilities, prioritized gaps, and potential solutions to be used in Annual Report and as POM 16 submission to OPNAV.

SOAG-14 Goals

CD&I is the HQMC Seabasing Advocate.

SOAG is a forum to hear from those on whose behalf

we advocate.

SEABASING OAG CHARTER & ADVOCACY

Seabasing OAG Charter

•Purpose– Advise and assist DC, CD&I in fulfilling

the responsibilities of the Seabasing Advocate.

•Executive Steering Committee– Consists of O-6/GS-15 representatives

from DC, CD&I; DC, PP&O; DC, I&L; DC, P&R; DC, AVN; Director C4; COMMARFORCOM; COMMARFORPAC; COMMARCENT; COMMARFOREUR; COMMARFORAF; COMMARFORSO; COMMARFORNORTH; COMMARSOC; COMMARCORSYSCOM; and COMMARCORLOGCOM.

– Other organizations may be invited to participate in the ESC.

•DC’s are assigned unique cross-functional responsibilities across broad range of roles.

DC CD&I:

–USMC integrator with authority and responsibility to conduct capabilities-based force development.

–Serve as the Maritime Expeditionary Capabilities & Requirements (Seabasing) Advocate
