CALL TO ARTISTS: SCULPTED DRINKING FOUNTAIN OVERVIEW | VISION The Rotary Club of Jeffersonville, Indiana in collaboration with the Jeffersonville Public Art Commission seeks a qualified artist or artist team to fabricate a drinking fountain/bottle filler/dog water station, which is functional as well as decorative. The drinking fountain will be located in the Big Four Station Park and the design should be compatible with the park environment. (Please see site map for exact location.) The site includes existing utility lines. Provisions for tying into the City of Jeffersonville’s chilled water system are in place. The artist selected for this project will be responsible for the design and installation. Jeffersonville Rotarians are willing to participate in the installation process and would appreciate inclusion. A plan for inclusion should be a part of the final submission. Aspects the Rotary Club of Jeffersonville would like to see considered in the design include: Rotary International symbol Clean water access and conservation education – see Rotary.org “Our Causes” for details on importance of clean water both globally and locally – and include how this is reflected in the Sculpted Drinking Fountain Partner and or Donor plaque/acknowledgement Program goals include: Enhance Jeffersonville’s neighborhoods with an exhibit showcasing unique pieces of art. Stimulate interest in Jeffersonville’s public art efforts and add cultural value to the area. Serve as an economic development tool by attracting visitors, residents, and businesses to the area. Provide an opportunity to keep the artworks fresh by designing them as moveable works, which will be mounted on a concrete pedestal to a custom bollard system. PROJECT REQUIREMENTS AND INFORMATION

• The total number of pieces chosen will be 1 for 2017.

• The sculpture must be built around the pre-existing functioning outdoor tubular bottle

filling station that will be provided.

• Pieces may vary in size but must remain between 7 to 9 feet tall and no more than 5

feet at the widest point.

• Sculpture must allow for wheel chair accessibility under the main basin and should not

interfere with the ability to fill a water bottle or allow a pet to drink from the lowest basin.

• Sculpture must be visually appealing and interesting from all vantage points (sides and

top- since pedestrians will see it from above from the walking bridge).

• Artists may submit up to three concept renderings for consideration.

• All entries must be original works of the submitting artist or team of artists.

• All sculptures need to be made of durable materials (fiberglass is preferred but not

insisted upon) appropriate for outdoor display and at times adverse weather conditions

(high winds, low temperatures, high temperatures, snow storms, high traffic areas).

Pieces should be constructed with audience safety in mind, understanding that it will be

displayed in a public setting.

• The piece will be erected on the “soft scape” between the concrete pads in Big Four

Park (see appendices).

• Accepted artists will receive an agreement outlining further information including

details regarding the template for the base, delivery and install.

• Artists will be responsible for the timely delivery and assistance with installation of their

sculpture.

• Jeffersonville Rotarians, and various City Departments will assist artists with installation.

AWARD – ARTIST STIPEND

The final artist/artist team chosen to sculpt the piece will be awarded a contract in the amount of $8,000 honorarium. This amount is to include all artist fees including but not limited to design fees, materials and installation of the drinking station. The contract will be paid ½ before work begins and ½ upon successful completion (within 3 weeks of notification and agreement of completion.) Additional fees can be negotiated based on material needs. SELECTION PROCESS The Rotary Club of Jeffersonville along with the City of Jeffersonville’s Public Art Administrator and Commission will manage the selection process. A Selection/Evaluation Committee will review qualified applications from the artists. The Panel will include professional artists, Jeffersonville Rotarians and may include representation from the following agencies: Jeffersonville Board of Public Works, Jeffersonville Flood Control and Indiana American Water, Jeffersonville Redevelopment Commission, City Engineering Department as well as neighborhood representatives. RFP submissions will be evaluated on the following:

• Originality/creativity • Quality of materials and execution • Appropriateness (fit to feel of the park and the Jeffersonville community) • General community appeal • Durability of the artwork; preference may be given to pieces requiring less

maintenance and better sustainability of materials • Ease of installation • Other evaluation criteria not outlined above may be considered as necessary

ELIGIBILITY

The Call for Artists for the sculpted drinking station is by invitation to professional artists/artist teams with public art experience working in materials that would be suitable for this project. The project is open to all professional artists ages 18 and older. Artists should be willing and capable of working within the project timeline, with the Rotary Club of Jeffersonville, Jeffersonville Public Art Commission and community groups.

Submissions should include the following material:

2. Concept renderings in full color. Artists may submit up to three concept renderings. (See example in appendices)

3. Brief Resume describing artistic experience & at least 3 images of past sculptural work. 4. A brief description of how your drinking fountain renderings best fit the feel of the park,

the community and the desires of the Rotary Club. Artistic style may take any form be it realist, abstract, graphic, expressive, whimsical etc.

*AGAIN, Each artist may submit up to three design concepts for review.

Submissions should adhere to the following guidelines:

1. Quality: The initial concept sketches should be thoughtfully rendered and of high quality. 2. Context: The artwork is suggested to feature the aspects of the Rotary Club (water

conservation, the International Rotary Symbol, blues and golds) 3. Commercial Aspect: The artwork shall not promote goods or services or be “signage” for a

commercial business.

4. Compliance: Artworks shall not violate any federal, state or local laws, or be blatantly offensive.

5. Additionally, the artwork shall not reflect partisan politics, negative imagery, religion and sexual content.

ARTISTS WILL NOT BE COMPENSATED FOR INITIAL RFP CONCEPT SUBMISSIONS.

The Jeffersonville Public Art Commission (JPAC) reserves the right to accept or reject any and all submittals, waive technicalities and informalities, change scope of work, and amend said Request for Proposals as desired by the JPAC. The JPAC reserves the right to select the artist who best meets the JPAC’s and community needs.
