BELL’S BEER BAYVIEW MACKINAC RACESAILING INSTRUCTIONS - 2012

1. RULESThe 2012 Bell’s Beer Bayview Mackinac Race shall be governed by:

1.1 The rules as defined by The Racing Rules of Sailingincluding (RRS) US SAILING prescriptions, except prescriptions60, 63.2, 63.4, which shall not apply.

1.2 The Notice of Race (except as any of these are changed bythese Sailing Instructions), and these Sailing Instructions. TheSailing Instructions shall take precedence over the Notice of Racefor any conflicts that may exist between the two documents, thischanges RRS 63.7.

1.3 Rules of the Performance Handicap Racing Fleet (PHRF),as administered by the Detroit Regional Yacht-Racing Association(DRYA), for boats racing in Division I, II III and IV.

1.4 The rules of Great Lakes Multihull Racing Association(GLMRA) for multihulls.

1.5 The Cruising Division Race Rules of 2012.

1.6 The 2012 Mackinac Safety Regulations – Monohulls andMultihulls.

1.7 Boats racing in an approved one-design/level class shall besubject to their class rules. If there is any difference between a classrule and a handicap rule of the respective Division, the Notice andConditions of Race, the Sailing Instructions or any additionalSailing Instructions, the more restrictive rule shall apply.

1.8 The words “of wire” are deleted from the second sentenceof RRS 49.2. This changes RRS 49.2.

2. CREWThe minimum number of crew for Divisions I, II and III shall be fiveexperienced and capable sailors. Exceptions to this requirement may begranted at the sole discretion of the Race Committee. The number ofcrew for Division IV – Double Handed shall be two experienced andcapable sailors. The minimum number of crew for multihulls inDivision V shall be three experienced and capable sailors.

3. ELIGIBILITYThe race is open only by invitation of Bayview Yacht Club toboats in compliance with (i) the Notice of Race, (ii) the BayviewMackinac Safety Regulations and (iii) these Sailing Instructions.

4. NOTICES TO COMPETITORS4.1 Before the start, notices to competitors will be postedon the Official Notice Board located at (1) Bayview Yacht Clubduring registration on July 10 and 11, 2012, and (2) on theglass wall near Race Committee Headquarters in the StudentCenter building at St. Clair County Community College in PortHuron on July 13 and 14, 2012.

4.2 After the start, notices to competitors will be posted onthe Official Notice Board located at Race CommitteeHeadquarters at the Grand Hotel on Mackinac Island.

5. CHANGES IN SAILING INSTRUCTIONSChanges in the Sailing Instructions will be posted on the glasswall near Race Committee Headquarters in the Student Centerbuilding at St. Clair County Community College in Port Huronbefore 0900 on Saturday, July 14, 2012.

6. SIGNALS MADE ASHORE6.1 Signals made ashore will be displayed at both PortHuron Yacht Club and the Port Huron Harbormaster office.

6.2 Flag “AP” displayed ashore means “The race ispostponed. Boats are advised not to leave the harbor. Pleasemonitor VHF channel 71 and check the Official Notice Board atthe Student Center building, St. Clair County CommunityCollege, for further instructions.”

7. CLASS FLAGS & BOW STICKERS 7.1 Class flags will be the flags designated in SailingInstruction 10.5. A class flag will be included in the skipper’s

packet issued by the Race Committee at registration. Eachboat shall display her class flag from the backstay at least sixfeet above the deck from before the boat first enters theStarting Area or the Staging Area until at least 30 minutes afterstarting and for at least 30 minutes immediately before andafter finishing.

7.2 Bow stickers will be provided at registration and shallbe attached to the forward 25% of both sides of the boat’s hullat all times while racing. The stickers are to be attached withthe top approximately 6”-10” below deck level and with theleading edge approximately 10”-20” aft of the bow.

8. STARTING AREAThe starting area will be on the west side of the shippingchannel on lower Lake Huron, approximately 4.5 nauticalmiles (nm) north of the head of the St. Clair River. The RaceControl Boat will be anchored at approximately N 43° 04.00’,W082° 25.05’.

9. COURSE9.1 Divisions I and V: From the starting line in lowerLake Huron to the Cove Island Buoy set in the vicinity of CoveIsland, Ontario, Canada, visually leaving this to port then to thefinish line at Mackinac Island, leaving the Duck Islands tostarboard, Bois Blanc Island to port and the Round IslandPassage Light to starboard. The Cove Island Buoy is a conicalyellow buoy with a yellow strobe light flashing once every fourseconds that will be set at approximately latitude N 45° 20.00’,longitude W 081° 51.00’. Each boat shall record the time ofpassing the Cove Island Buoy, the boat ahead (if known) andthe boat astern (if known) on the card provided in theskipper’s packet issued at registration.

If the Cove Island Buoy is missing, boats shall round thecoordinates latitude N 45° 20.00’, longitude W 081° 51.00’ toport and shall record the coordinates and the time of havingrounded the coordinates in their logbook, together with theyacht ahead and astern, if known.

9.2 Divisions II, III and IV: From the starting line to thefinish line at Mackinac Island leaving Thunder Bay Island andBois Blanc Island to port and the Round Island Passage Lightto starboard.

10. THE START10.1 The starting line will be between an orange cylindricalshape or the staff displaying an orange flag on the RaceCommittee Signal Boat at the starboard end and an orangecylindrical shape or the staff displaying an orange flag on a RaceCommittee Boat at the port end. Refer to diagram on page 25.

10.2 A boat shall not enter the “Starting Area” depicted in thediagram on page 25 except during the 20-minute periodimmediately preceding her starting signal. Boats allowed in the“Starting Area” prior to their warning signal shall keep well clearof the boats that are about to start.

10.3 An yellow inflated buoy (Protection Mark) may beanchored near or tethered to the Race Committee Signal Boat atthe starboard end of the starting line and the Race CommitteeBoat at the port end. In addition, the Signal Boat and RaceCommittee Boat may have a yellow buoy attached to the anchorrode. If a boat touches one of the Race Committee boats, aProtection Mark or its tether, or passes between one of the RaceCommittee boats and its Protection Mark, she shall be consideredto have touched a mark. This changes RRS 31. A boat mayexonerate herself in accordance with RRS 44.

10.4 Races will be started using the following starting signals(this changes RRS 26). Times will be taken from the visualsignals; the absence of a sound signal shall be disregarded.

The scheduled time for the warning signal for the first class is1120 on Saturday, July 14, 2012. The warning signal for eachsucceeding class shall be made with or after the starting signalfor the preceding class.

10.5 The class flag assigned to each class and scheduledstarting times are as follows. The scheduled starting timesassume that the warning signal for the first class occurs at itsscheduled time and that the warning signal for eachsucceeding class is made with the starting signal for thepreceding class.

10.6 An observer designated by the Race Committee maybroadcast the visual signals displayed by the Race Committeeon VHF channel 71. These broadcasts will be provided as acourtesy to competitors and will not relieve competitors fromtheir responsibility to observe the visual signals, which shallgovern. The failure to broadcast such information or thebroadcast of incorrect information shall not be grounds forredress. This changes RRS 62.1.

11. INDIVIDUAL RECALLSIndividual recalls shall be signaled in accordance with RRS29.1. In addition, the Race Committee as a courtesy mayattempt to hail the sail number of each boat on the course sideof the starting line at her starting signal on VHF channel 71.

12. RADIO WATCH AND IDENTIFICATION12.1 All boats shall monitor VHF Channel 16 from 1600Saturday, July 14 until one hour prior to their finish and anyother time that the Person-In-Charge deems it necessary.

12.2 All boats are required to carry the position transpondersupplied by the Race Committee and to ensure that thetransponder is installed according to supplied directions, andmake every effort to ensure it is functional for the duration ofthe race.

13. THE FINISH13.1 The Finish Line shall be between the southeast cornerof the abandoned Round Island Lighthouse located on thewesterly tip of Round Island and an orange flag on a pole at theRace Committee finish trailer on Mackinac Island. Two verticalgreen lights and/or flashing strobe may be displayed night andday from the trailer to approximate the location of thefinishing line.

Two high intensity searchlights used by the Race Committee toidentify boats and sail numbers may be flashed on and off.They are positioned to the east of the finish line and have nosignificance to the finishing boat. They are not to be consideredas a signal as to the location of the finish line or that a boat hasfinished. Boats should assume they are still racing until havingsailed entirely beyond the Round Island Lighthouse.

13.2 Each finishing boat shall display the sign showing herreflective sail number, whether finishing during the day ornight and regardless of visibility, along the life lines on thestarboard side, aft of the beam, so as to be unobstructed by anyoverlapping headsail. Finishing boats are requested to leavethe mainsail and the sign showing the reflective sail numberdisplayed until the boat is well beyond the finish line.

13.3 AFTER finishing, each boat shall contact the RaceCommittee on VHF channel 71 and give (1) the boat’s nameand sail number, (2) the boat ahead (if known) and (3) theboat astern (if known). Boats are requested to continue tomonitor VHF channel 71 until instructed to change to VHFchannel 78 for docking or inspection instructions.

13.4 Each boat shall take her own finishing time and recordit and the sail numbers of the boats ahead and astern on thecard provided in the skipper’s packet issued at registration. Arepresentative from each boat shall turn in their positiontransponder, completed and signed card and sign the register

at the Race Committee Skipper Check-In desk located at TheVillage Inn on Main Street and Hoban Street, Mackinac Islandthe earlier of two hours after the boat finishes or no later than1000 the following day in the event the boat finishes after 2200.The Mackinac Island Race Committee Headquarters hours ofoperation for boat representative check in are 0600 – 2400.

Failure to turn in the position transponder as directed by thissection may result in your credit card being charged up to $500 forthe cost of the transponder or for additional postage/shippingcosts incurred by the Race Committee in returning thetransponder, in accordance with your electronic submission of theRace Tracker Application.

14. DOCKAGE ON MACKINAC ISLAND14.1 Dockage in the Mackinac Island Harbor is limited. Forsafety reasons, the Michigan Department of Natural Resources(DNR) requires a 20-foot fairway to be maintained in the innerharbor. This requirement will be STRICTLY ENFORCED.

14.2 Upon finishing, the Race Committee will directcompetitors to dock in a Docking Zone pre-assigned to eachboat as indicated in their Skipper’s Packet. Docking Zones willbe labeled A through L. Competitors will receive a card labeled“Mackinac Island Docking Chart” at Registration identifyingthe location of the various Docking Zones and the one towhich they have been pre-assigned.

14.3 Due to the limited amount of dockage available onMackinac Island, the Person-In-Charge is required to followthe docking instructions given by the Harbormaster or theRace Committee. In addition, upon leaving the harbor, thePerson-In-Charge and/or crew shall act responsibly whenuntying any boat rafted off from it. Failure to comply with theabove or instructions from the Harbormaster may result in theRace Committee requesting that the Jury act under RRS 69.1and/or that the competitor be denied an invitation toparticipate in future Bayview Mackinac Races.

14.4 Competitors must call the DNR at 1-800-44PARKSto extend their stay in the Mackinac Island Harbor beyond1200 on Wednesday, July 18, 2012, and pay the additionaldockage fees to the DNR. Failure to comply may result in aprotest against the boat, and the boat may be denied entry infuture Mackinac Races.

15. INSPECTIONBoats will be selected at random for inspection after finishing.Upon finishing, boats selected for inspection will be notified bythe Race Committee on VHF channel 78 or will be selected by theInspection Committee upon docking. Boats that refuse to followsuch instructions, hinder the inspection process or are found notin compliance with the Mackinac Equipment Requirements aresubject to protest by the Race Committee only.

16. BOATS RETIRING FROM THE RACEA boat that retires from the Race for any reason SHALL notifythe Race Committee on Mackinac Island by telephone at (906)847-3305 as soon as possible. The boat also shall notify theUnited States Coast Guard via VHF channel 16, if possible. Ifthe boat cannot establish radio contact with the United StatesCoast Guard, she shall notify a United States Coast Guardstation nearest the port of refuge. Failure to comply with thisSailing Instruction may result in a protest by the RaceCommittee and/or denial of an invitation to participate infuture Mackinac Races.

17. PROTESTS AND ALTERNATIVE PENALTIES17.1 Protests and Requests for Redress shall be decided bythe Bayview Mackinac Protest Committee. Protests shall befiled with the Race Committee at Race CommitteeHeadquarters at the Grand Hotel on Mackinac Island withinthree (3) hours of the finish of the protesting boat or no laterthan 1000 the following day in the event the protest boatfinishes after 2101. A withdrawing boat intending to file aprotest shall notify the Race Committee of her intent to protestwhen reporting her withdrawal. Protest by a boat that haswithdrawn from the race shall be delivered to the RaceCommittee at Mackinac Island within 24 hours of arrival at theharbor of refuge – fax protest to Bayview Yacht Club MackinacRace Committee at 906-847-3359.

17.2 Failure to comply with the Bayview Mackinac SafetyRequirements or a breach of Sailing Instruction 10.2, 12, 14, 15or 16 will not be grounds for protest by a boat. This changesRRS 60.1(a).

17.3 Protests should be submitted on a US SAILING ProtestForm (available at Race Committee Headquarters at the Grand

Hotel). In addition, provide a cell phone number on the protestform in the event the Protest Committee or the RaceCommittee needs to contact the protestor.

17.4 Posting of notice of a protest and the time of the hearingon the Official Notice Board at Race Committee Headquarters atthe Grand Hotel will constitute the notification required by RRS63.2. In addition, protest notices may also be posted at theHarbor Master Office located at the main harbor. It shall be theresponsibility of the Person-in-Charge or other boatrepresentative to note the protest postings and to attend theprotest hearing, if involved in a protest.

17.5 Protests shall be heard on Mackinac Island at the RaceCommittee Headquarters at the Grand Hotel in accordancewith the following schedule:

Monday, July 16 at 1200 EDTTuesday, July 17 at 0900 EDT

The Protest Committee shall continue to hear protests for aslong as it determines necessary and may vary this schedule ifneeded. The owner or owner’s representative of eachprotesting or protested boat that finished the race shall notifythe Race Committee before leaving Mackinac Island.

17.6 Two-Turns Penalty shall only apply within two (2)hours of a boat’s starting signal. This changes RRS 44.1.17.7 RRS 44.3 shall not apply.

17.8 RRS G4 is changed to read: When a Protest Committeefinds that a boat has broken a rule of this appendix it maywarn the boat but shall not penalize it.

17.9 The penalties that the Protest Committee may imposeinclude disqualification, or in lieu thereof, the ProtestCommittee may penalize a boat by (a) increasing her elapsedand/or corrected time by an amount the Protest Committeedeems appropriate or (b) assigning a penalty score equal to theplace worse than her finishing position by the whole number(rounding 0.5 upward) not to exceed 40% of the number ofboats in its class. After penalties are applied, the scores of allboats shall be adjusted to reflect any changes in positions.

18. SCORING18.1 Division I, II, III and IV: Time allowances for thesedivisions will be based upon the boats PHRF rating using time-on-time coefficients as recommended by the US Sailing formula.

18.2 Division V - Multihull Cove Island: Time allowancesshall be based on time-on-time scoring.

18.3 One-Design/Level: Elapsed time will be used for thoseone-design/level classes that elect to race level. Boats racing ina one-design/level class that has elected to race level will beeligible for overall scoring within their division if they havesubmitted a valid rating certificate for the respective divisionthey are registered in.

18.4 Yacht Club Challenge: Teams will be scored based oncorrected times in accordance with the applicable rulespublished by the Race Committee.

18.5 The Race Committee reserves the right to correct atany time, errors in ratings, time allowances and scoring.

NOTE: Boats racing in the Divisions II, III, IV and V are noteligible for Overall or First-to-Finish honors. Boats racing inDivision I will receive Overall in lieu of Division honors. Boatsracing in Divisions IV and V are not eligible for Division honors.

19. AWARDSSkippers, crew and guests are invited to attend the Bell’s BeerBayview Mackinac Race Awards Party beginning at 1200 onTuesday, July 17, 2012, at the Grand Hotel. Entry will be limitedto persons who display the Awards Party sticker distributed atthe sign-in after finishing the race. Flags will be awarded asfollows: seven or more boats in a class - 1st, 2nd and 3rd placeawards, four to six boats in a class - 1st and 2nd place awards,three or less boats in a class - 1st place award. An award will alsobe presented to the 1st place team in the Yacht Club Challenge.

A more formal trophy presentation will be made at theinvitational Mackinac Awards Dinner at Bayview Yacht Club onSaturday, September 22, 2012.

SAFETY AT SEABayview Yacht Club supports the US SAILING Safety at SeaReporting Program, requiring that boats failing to finish therace report the reasons and circumstances to US SAILING inwriting. In addition, it is requested that a report be filed withthe Race Committee on any significant accident, or boat orequipment failure, even if the boat finishes.

The Board of Governors of Bayview Yacht Cluband the Race Committee wish you a safe, fastpassage and a pleasant stay on Mackinac Island.

NOTICE TO SKIPPERS, CREWS AND GUESTS

During pre-race meetings with representatives of the MackinacIsland Police, the Mackinac County Sheriff and the DNR, theRace Committee has been advised of the following policies:

1. The penalty for furnishing alcohol to a minor is amandatory ten-day jail sentence. Having alcohol on a boat,with a minor drinking, will be considered furnishing.

2. All Michigan law enforcement agencies enforce “Zero-Tolerance” policies respecting illegal drugs.

3. No open alcoholic beverages will be permitted outside thedock area.

4. The DNR will inspect all boats entering the harbor forproper State registration stickers. If a boat does not have properstickers, the owner will be fined, and the entire boat will beinspected for other violations.

5. All holding tank laws and regulations will be strictlyenforced. “Y” valves that are not permanently sealed will not betolerated.

6. Competitors must call the DNR at 1-800-44PARKS toextend their stay in the Mackinac Island Harbor beyond1200 on Wednesday, July 27, 2011, and pay the additionaldockage fees to the DNR. Failure to comply may result in aprotest against the boat, and the boat may be denied entryin future Mackinac Races.

3. PROVISIONAL PROGRAM3.1 (a) Race office open September 21, 2012 – 1400 hrs.

(b) Registration and Practice September 21, 2012–1400-2000 hrs.

(c) Registration – 1000 - 1100 hrs. September 22, 2012

(d) Mandatory Skippers Meeting 1100 hrs

(e) Time of the first race will be approximately 1200 hrs

(f) The latest time for a Warning Signal will be 1800 hrs.

(g) Prize giving September 22, 2012 – during the BYC Mac Race Awards dinner

4. SKIPPERS ELIGIBILITY(a) The registered skipper of the winning yacht of each class

of the 2012 Bell’s Beer Mackinac Race will receive an invitation to this regatta.

(b) The registered skipper of the winning yacht entered in the 2012 Bell’s Beer Mackinac Races shall helm the boat at all times while racing, except in an emergency.

5. ENTRIES5.1 The skipper shall be entered on completion ofregistration, and the payment of all fees.

5.2 A refundable Damage Deposit of (US) $1000 is required tobe paid at registration (check payable to Bayview Yacht Club orcredit card is acceptable). In the event a portion of the damagedeposit is used during the event, the skipper may be required torestore that deposit to (US) $1000 in order to continue in the event.

6. RULESa) The event will be governed by the rules as defined in the RRS.

(b) The rules for the handling of boats.

(c) Ultimate 20 Class rules will not apply.

(d) USCG-approved PFDs shall be worn at all times by competitors while on the water, other than brief periods while adding or removing clothing. The Y flag will not be flown. This modifies RRS 40.1 and the preamble to Part 4.All competitors shall supply their own PFDs.

7. BOATS AND SAILS (a) The event will be sailed in Ultimate 20-type sailboats.

(b) As many as seven (7) boats will be provided by the Bayview Yacht Club.

(c) The following sails will be provided for each boat:Mainsail, Jib, and Spinnaker.

(d) Boats will be allocated by draw, either for the day, or for each round as decided by the Race Committee.

8. CREW (INCLUDING SKIPPER)(a) The number of crew (including the skipper) shall be

three (3) or four (4).

(b) Personnel safety equipment is the responsibility of the skipper and crew-it will not be provided by the organizing authority.

i. US Coast Guard approved lifejackets shall be worn at all times by every member of the crew (including skipper)

ii. Whistles shall be attached to the lifejacket

(c) All registered crew shall sail all races.

(d) U20 class crew weight limits are modified, per 8 (g).

(e) With the permission of the Race Committee, a designated alternate may replace any member of a team aboard a boat before any race of a given flight. If a team does not bring a designated alternate to the event, the jury may allow a substitute alternate in the event of an emergency.

(f) ALL CREW MUST HAVE SAILED ABOARD THE WINNING ENTRY FOR THE MACKINAC RACE.

(g) The total weight of the crew, including the skipper, shall be upto 295.5 kg (650 lbs) when wearing at least shorts and shirts.

9. EVENT FORMAT(a) The event will consist of the following stages: Stage 1:

Round Robin racing to determine Champion Round finalists. Stage 2: Championship Round race(s)

(b) The OA may change the format, or terminate or eliminate any round, when conditions do not permit the completionof the intended format.

10. COURSE(a) The intended course will be short point to point races,

that may have a downwind start. Length of course shall bedetermined by the Race Committee and shall be dependant upon wind strength and direction.

(b) The intended course area will be in the vicinity of the Bayview Yacht Club.

11. ADVERTISING(a) As boats and equipment will be supplied by the Bayview

Yacht Club. ISAF regulation 20.4 applies. Each boat may be required to display advertising as supplied by the OA orthe Bayview Yacht Club.

(b) Competitors may be permitted to display advertising ashore at the venue, but this is subject to approval of the OA.

(c) Boats shall not be permitted the right to protest for breaches of any rules regarding advertising (amends RRS 60.1).

12. PRIZESThe winner’s name will be engraved on the Carter Sales Trophyfor the Mackinac Champion of Champions which will remain atBayview Yacht Club.

13. MEDIA, IMAGES AND SOUNDThe OA and/or sponsors may require competitors to be availablefor interviews. The OA and sponsors shall have the right to use anyimages and sound recorded during the event free of any charge.

14. PRACTICE SAILINGThe boats will be available for practice on Friday, Sept. 21, 2012from 1400 – 2000 hrs. All skippers must complete registration andpay all fees, prior to obtaining a boat for practice.All skippers mustcomply with the practice schedule in order to give all participantstime in the boats. The rules for the handling of the boats and therequirement to wear PFDs will apply during practice.
