As the national governing body for swimming in Scotland, Scottish

Swimming represents our clubs, swim schools, aquatic disciplines,

and thousands of talented and committed volunteers across the entire

swimmer pathway from development and healthy living through to

performance.

This updated Corporate Plan is designed to promote the work of the

governing body, secure investment from key partners and stakeholders,

and agree and communicate our strategic direction leading to 2014.

The Scottish Swimming management and Board have reviewed the plan

annually and have updated the plan in 2009.

Scottish Swimming has a team of 31 and is led by a strong Board of

Directors and management team. We support over 17,500 members within

over 180 clubs and swim schools. Key partners include sportscotland, the

Scottish Government, pool operators (Local Authority councils, trusts,

universities, etc), British Swimming, Commonwealth Games Scotland

and Scottish Disability Sport. Our sponsors are Scottish Gas (principal),

Kellogg’s and Speedo.

In 2009, our turnover was c£1.9m. Our external income comes from

sportscotland, British Swimming and our sponsors. We are also focused

on generating our own income through our members; Kellogg’s Scottish

Swimming Awards Scheme and teacher/coach education (United Kingdom

Coaching Certificate (UKCC) and continuous professional development

(CPD) courses). Our expenditure is split across four areas of business:

healthy living (3%), development (29%), performance (46%), and corporate

development (22%).

Swimming is the sport for all – the sport for life. We work to takeadvantage of the natural inclusiveness of our sport; developing qualityinitiatives that help people enjoy swimming to their full potential.

Inclusive

Swimming is an inclusive activity for people of all ages and allabilities. This applies whether going up and down thelanes to stay fit, participating in any one of the disciplines,

or competing for one’s country.

Safety

It is pivotal that our children in particular are taught to swimin order that they may feel confident and safe throughout theirdeveloping years.

The popularity of swimming

The Scottish Government is making a strong effort to bring about asocietal change in the nation’s approach to health, raising awarenesson the importance of a balanced diet and fitness. Swimming is ahugely popular activity, rated as the most popular sport in the UKafter walking for adults and after football and cycling for children.The sport is ideally placed to satisfy an increased demand for fitnessactivity in Scotland.

The pathway

The embedded principles of long-term athlete development are anadvantage for Scottish Swimming. Ideally, children should becomfortable in the water from infancy and should begin to swim moreseriously from the ages of 10-12. Options for retention in the sportshould be available in the cases where competitive activity does notsuit them.

The promotion of swimming

The push for a healthier nation, London 2012 and Glasgow 2014 offeran unforgettable opportunity to grow and promote swimming inScotland. We need to engage with the Government, the media and thepeople of Scotland to ensure that the vast opportunities for swimmingin Scotland are pursued.

WHERE WE’RE ATSetting the Scottish Swimming scene

Each Scottish Swimming club and swim school offersa buzz of activity around which a community can cometogether and rally. Key facts are:

● Members ranges from 2 to over 90 years in age

● Members and customers total over 58,000 includingclub swimmers, those learning to swim, lifestyleswimmers, teachers, coaches and volunteers

● We have 155 clubs which vary in size from 8 to 657members

● We have 23 swim schools, which offer organised learnto swim opportunities and these vary in size from asmall number to over 5,000 customers

● Clubs and swim schools have a wide geographicalspread across the nation

The governing body has secured funding from NHSHealth Scotland to employ a Healthy Living Manager tohelp motivate those who swim for leisure and thosewho are inactive.

We recognise this is a critical area for the ScottishGovernment and Local Authorities as we face unprecedentedhealth challenges.

We have demonstrated that we are a leading governing body with the

vision and skills to take on a growing remit while maintaining focus on

our support for clubs and swim schools.

Our shared strengths, weaknesses, opportunities and threats are

outlined in detail in our annual plan.

● Club Development - Scottish Swimming was founded in 1888 as an associationof clubs. While the governing body has grown and modernised over the years,expanding its remit to support swim schools and healthy living etc, we have notforgotten our roots. Clubs remain our core membership group, investing in thegoverning body through membership fees and supporting a quality experiencefor interested athletes wishing to progress in their discipline. We believe thatstrong clubs can offer local communities a vibrant locus for volunteer and athletedevelopment, essential for creating lifelong participants and local and national heroes.

● Community Partnerships - We take seriously the facilitation role thatScottish Swimming can play in bringing together clubs, pool operators and other

partners to share challenges and opportunities in developing swimming in alocal area. The appointment of the Regional Swimming Development

Managers allows the governing body to have a resource on the ground tomeet with partners and share guidance on facility development, facility

access, water management, club development, and performancecoaching etc. We believe these partnerships are essential for taking

swimming forward, making better use of our limited water andbringing together strong swimmers in a training unit supported

by a full-time paid coach.

● Performance - The tremendous success ofswimming at the Melbourne Commonwealth Gamesin 2006 demonstrated that Scots are talented andcan win on the international stage. While Scotland

faces health challenges over the coming years, withparticipation targets being critical for sportscotland and government success, wecannot lose sight of the belief that comes from seeing one of our own succeed atthe highest level. With London 2012 and Glasgow 2014 on the horizon, we do notwant to disappoint. We continue to support our talented athletes in daily trainingenvironments including national camps and competition opportunities. ● Healthy Living - The governing body recognises

the need to contribute to the improved health of thenation. We believe, provided we are supported withnew resources, we have the knowledge andinfrastructure to help get more people swimming forleisure, health and fun. We have been involved in thisarea in the past, lobbying for a swimming entitlementand promoting SwimGym. However, we have neverbefore had a Healthy Living Manager to take the areaforward in a more meaningful manner. This is animportant area for raising the profile of swimming inScotland, achieving national participation targets,better supporting hard to reach groups and ensuringthat every child in Scotland can swim.

● Learn To Swim - Learning to swim is at the base ofthe swimmer pathway. Growth of the Learn to SwimProgramme and Kellogg’s Scottish Swimming AwardsScheme ensures the promotion of a best practicemodel for swimmer development while also offeringa vehicle for generating income to reinvest back intothe sport. With a strong foundation in swimming,anything is possible. Children emerging from a qualityprogramme will have the confidence to join a club,swim for fun, or join one of our disciplines.

Scottish Swimming’s headline goals haveevolved since the launch of our corporate plan in

2006. Our Board has considered carefully optionsfor taking forward the sport and have supported the

following targets as key areas of focus for a variety ofimportant reasons:

HEADLINE TARGETS 2009-2014

Pushing onwards from 2009, Scottish Swimming aims to support athletes, coaches,members and partners in achieving a number of headline targets:

LOOKING FORWARDHEADLINE TARGET PROGRESS REPORT2006 -2009From 2006-2009, Scottish Swimming has supportedathletes, coaches, members, and partners in achievinga number of targets.

Development – Over the last 3 years

● We certificated 729 teachers and 306 coaches (UnitedKingdom Coach Certificate UKCC)

● We licensed 250 teachers and 113 coaches

● We trained over 1800 volunteers including officialsand team managers and 529 young volunteers (<25years of age)

● We inducted 4 disabled athletes to the ScottishAcademy programme

● We secured the Preliminary level in the EquityStandard – A Framework for Sport

Unfortunately, we did not achieve our target for thepromotion of our Learn to Swim Programme into 20Local Authorities (15 authorities achieved), nor did wedeliver aquaskills in 40 clubs (28 achieved). Lastly, wedid not achieve the implementation of swiMark in 40clubs. Many of those targets not achieved have led tosignificant changes in the way we approach our workincluding a review of our club development programmeand a restructuring of the development team in order tobetter reach our customers (regionalisation of thedevelopment managers)

Performance – Over the last 3 years

● We supported 5 athletes in achieving a top 15 worldranking (2 per nation). While this is a strong standing,it falls 3 short of our target for 2012 (8 athletes in thetop 15)

● We supported 37 coaches with continuousprofessional development - each with athletes on theScottish national programme

● We led a national programme catering for over 600athletes from the District Regional level through tothe Senior Gold level. The target set for the numberof athletes at the base of the pathway was notreached, however, we are satisfied that this is due toa tighter selection policy and that athletes will rise tothe new standards in future years

Corporate Development - Over the last 3 years:

● We accomplished an annual turnover of £1.9m,growing from a base of £1.3m in 2006

● We took steps to reach out to our members and staff,increasing our customer satisfaction rating by 10%and our staff satisfaction rating by 19%

● We grew our membership and customer base by 55%

● We secured a 100% electronic Annual Membershipreturn, developing our Club Membership Systemsoftware and building relations with our ClubMembership Secretaries

In summary, we have not hit every single target setover the last three years. However, we have madeconsiderable progress and we’ve taken the necessarysteps to evaluate areas for improvement to take usforward to 2014.

Review of the disciplines 2006-2009 Over the last 3 years:

● The disciplines of diving, masters, open water,synchro, water polo have all produced developmentplans

● The discipline committees are implementing thedevelopment plans and the Board allocated fundingagainst the delivery of these plans

● The Board has invested a total of £185,000 in thedisciplines

● Funding has been secured for a part-time Water PoloDevelopment Officer

● There has been significant growth in water poloactivity due to the Kellogg’s Swim Active Mini Poloproject, which has attracted significant funding

● There has been modest growth in the number ofmembers from the disciplines

Each of the disciplines faces a range of differentchallenges going forward. For diving, there are areduced number of new or refurbished diving facilitiesin Scotland. The main facility at the Royal CommonwealthPool, Edinburgh, is closed for two years forrefurbishment. This will have a significant impact on theDiving Committee’s delivery of the Diving Developmentplan. All of the disciplines will have the on-goingchallenge of increasing participation and ensuring thatthe infrastructure of clubs, coaches, officials andcompetitions will be sufficiently robust to ensure thatany increase in participation can be maintained in thelonger term. It is towards this end that a series of coredevelopment targets have been produced.

2006-2009 Overview

● Our turnover target has been achieved each year(percentage growth from 2006-2009: 28%)

● A small surplus has been generated each year,providing sufficient funds to achieve our target for3 months’ trading activity cover

● The grant received from sportscotland, our mainfunding provider, has increased significantly eachyear (percentage growth from 2006-2009: 45%)

● Significant new funds have been generated fromBritish Swimming and sponsors. Sponsorship incomehas grown from 1% of our turnover in 2006 to 4% in2009 (Scottish Gas, Kellogg’s and Speedo)

● Our low-risk cash investments continue to grow andcontribute towards our strong financial position

● An investment of over £185k has been made in ourdisciplines

● The Scottish Swimming Awards scheme has gonesuccessfully through the charitable status dissolutionprocess generating more profit potential and flexibilityof funding

2009-2014 Looking ahead

In 2009, sportscotland continues to be our main fundingpartner, an investment equating to 52% of our turnover(£1.3M for 2009-2010). This investment illustrates astrong partnership with sportscotland as we delivershared targets year on year.

The next few years will see Scottish Swimming embarkon several new financial challenges. The first is to growour learn to swim programme, engaging with all 32

Local Authorities. The second is to continue to supportour coach education strategy beyond 2011, after whichgrant funding for United Kingdom Coaching Certificatebursaries is no longer guaranteed.

Scottish Swimming is committed to ensuring that ourfinancial governance continues to be innovative whencompared to other sporting organisations in Britain.As a governing body, Scottish Swimming continuesto receive strong reports through our annual externalexamination year-end process. In September 2009,we received a fit for purpose audit led by sportscotlandand positive feedback on our corporate governancepolicies and procedures.

TARGETSScottish Swimming has three key financial targets:

● Growing our income to achieve the turnover neededto support the key areas of our business

● Monitoring and evaluating our key performanceindicators to ensure that we deliver a balancedbudget

● Generating the surplus required for our reserves inorder that we can support 3 months’ of tradingactivity

PRIORITIESOur turnover from 2008-09 to 2009-10 has grown by£184K – a small figure when it comes to trying to reachour ambitious vision. As a result, the governing bodyhas to consider carefully any new areas of expenditure.Our Board has reflected upon our headline targets andhas supported the following priorities for ongoing andnew expenditure:

● Healthy Living - With this project funded through NHS Health Scotland, theinvestment is ring fenced. Future expenditure is dependent on the ScottishGovernment’s health budget and the success of our pilots for growingparticipation

● Swim School and Club Development - This key area of business has recentlyexperienced a growth in financial support through the investment in ourRegional Swimming Development Managers (RSDMs). The managers are nowout in the local environment, engaging with clubs and swim schools, poolproviders, and other key partners. The Board support ongoing investment inthis area and indeed wish to target further funds for a fifth RSDM position

● Community Partnerships - The investment in RSDMs as per the above willalso greatly assist with the development of community partnerships. RSDMscan assist in facilitating meetings and the development of agreements whereour members and partners come together to achieve shared aims. ScottishSwimming has also invested heavily in the recruitment of performancedevelopment coaches. These are full time paid coaches, funded by ScottishSwimming in partnership with the Local Authority and the club(s) in the area,to help bring together talented athletes for more performance-orientatedtraining. While additional investment has not been secured during 2009-10for additional coaching positions, this is an areatargeted as a priority for growthover the course of theCorporate Plan

LIQUID ASSETS

Funding the plan

Our financial summary outlines the income requiredto support our plan and the expenditure we will focusupon to reach our corporate goals. A key financialaspiration is to grow and diversify our income streamsin order to generate an annual turnover of £2.6m by theyear 2014. The achievement of our financial aims willensure we have the stability to properly resource ourplan from 2009-2014.

● Performance - Investment has beensecured for support in Glasgow, Edinburgh, Stirling,and Aberdeen – four areas critical for the development of performance swimmers.The investment will go toward coaching, water, and/or programme support.A further allocation has been targeted specifically for the preparation of athletesheading toward Delhi for the Commonwealth Games. New investment will also bepursued for additional funding in advance of the London and Glasgow Games

CONTINGENCY PLANNING Scottish Swimming has projected a relatively modest growth in turnover between 2009and 2014. However, given the financial climate, even a small increase in investmentmay be unrealistic and indeed a significant reduction in funds could be on the horizonfor sport. In such a situation, the Board would be forced to make difficult choices,including:

● A halt on the renewal of the Performance Development Coach positions

● A reduction in attendance for national squads at events and camps abroad

● A cut in athlete awards

The largest impact of this approach would be in the governing body’s ability to reachits outlined performance targets. However, it is recognized the sport as a whole wouldsuffer. As it stands, the Board would not support a cut in the support for learn toswim/awards and education as these are areas of profit for Scottish Swimming. Ifthese two streams were to become a barrier to the Governing Body’s financial stability,then cuts here would be required as well, likely in the area of staffing.

PROJECTED INCOMEProjected income includes investment from the four areas detailed inthe chart below.

PROJECTED EXPENDITURE

There is an increase in spending activity across all fourareas throughout the plan, with new investments beingtargeted towards the appointment of the fifth RegionalDevelopment Manager’s post and towards delivering agrowth in the learn to swim programme and Kellogg’sScottish Swimming Awards Scheme.

At the start of this corporate plan, our reserves showedScottish Swimming to be in a strong financial position withc£342k in the bank after all financial commitments hadbeen met. The plan illustrates Scottish Swimminggenerating a small surplus each year, which will buildour reserves and increase the financial stability ofour Association. If this aim is realised, then ourreserves will reach c£370k at the end of 2014.

After 2010, the funding received from sportcotlandstarts to decline due to the potential reduction ingrants being available to support the UKCC initiativebeyond 2011. The above chart focuses conservativelyon the funding that is likely to be committed to us forthe period up to 2014.

The chart illustrates that our grants fromsportscotland and other external partners continuesto make up the bulk of our income. This is followed bythe investment from our membership base andsponsorship partners. The Board continue torecognise the valuable input from all of our fundingpartners; without this contribution, we would beunable to deliver on expectations year on year.

The plan does not include any new additional fundingthat will be requested in the run up to the 2012London and 2014 Glasgow Games. We envisage thatwe will need c£200k for 2012 and c£200k for 2014.This level of funding would be used to ensure coachesand swimmers have everything they need to performat their best in 2012 and 2014.

PROJECTED EXPENDITUREWe have projected the costs of the five-year planbelow, categorised into the four core areas of ourbusiness:

● Healthy Living expenditure to get more Scotsswimming for health, fitness, and fun (pilots,education courses, water time, travel costs etc)

● Development expenditure includes areas suchas staffing, club development, discipline support,disability swimming; learn to swim and UKCCteacher/coach education

● Performance expenditure includes investment instaffing, athlete support, coach support, the 2010Commonwealth Games, the International TrainingCentre, performance coach/club development

● Corporate Development expenditure contributestowards staffing, office costs, the website,marketing and general overheads

The team behind the plan

At our helm, we have an appointed chair and strong

Board of Directors. All Directors are recruited by the

governing body council, which is headed by an elected

President and Vice-President.

The Board is supported by a senior management team

including the Chief Executive, Director of Performance,

Director of Coaching and Development, Director of

Operations, Marketing and Communications Manager,

and Finance Manager.

The wider team includes Scottish Swimming’s 31 members

of staff, many of whom are based at our headquarters at

the national swimming academy, some of whom are on

the pool deck and others who are based in one of our 4

regions to support local development.
