CHAIRPERSON’S INTRODUCTION

One of the goals at the start of the year was to increase the number of young people benefiting from SKAMM. So it’s great to report that in 2009/10 more than eighty young people were involved with SKAMM projects – up from twenty in the previous year.

With guidance from our producer and invaluable volunteers, SKAMM’s young people have been involved in all aspects of the film production process through the production of four short films funded by First Light. They have taken part in workshops led by industry professionals, immersed themselves in film as delegates at the Edinburgh International Film Festival and have had their own films screened for the public and nominated for national awards in London and Leeds.

Along the way creative alliances have been formed with other arts and youth organisations, new people have joined the group and older members have used the skills learned at SKAMM to follow their filmmaking passion in further education and jobs in the film and TV industry.

All of this has been possible due to several significant one off grants for which we are very grateful. We are also able to plan for the future thanks to some crucial rolling funding over the next three years from The Robertson Trust. Fundraising is never easy but the current sub zero financial climate makes these achievements by the SKAMM staff all the more remarkable.

At the start of 2010 we held our first AGM. Board members welcomed SKAMM young people, parents, siblings, partner organisations, individual supporters and staff. After the business of the AGM was completed, we were treated to a performance of Tam O’Shanter from Andy Cannon accompanied on cello by Wendy Weatherby from Foolish Notion. It was a brilliant interpretation and a great way to start the New Year with an old Scottish story for an audience of new Scottish storytellers.

None of the year’s accomplishments would have happened without the sterling support of SKAMM’s volunteers, those who work with the young people each week and the Board of Directors, who have provided continuous support thought the year.

Thanks to everyone for all your work – may 2011 bring still more success.

PRODUCER’S REPORT

2009 – 10 has been a busy and challenging year for SKAMM. Our young people have been writing scripts, learning new skills, watching films, attending awards events and making films. Older members have left to follow their dreams and new members have joined bringing with them a new mix of talent and enthusiasm. New funding has meant that we have been able to start production on four new films and the number of young people involved in SKAMM activities has increased.

First Light Script Fund project

The 09/10 year began with the SKAMMers learning about scriptwriting. Over the 20 week course, which was supported by lottery funding through the UK Film Council’s First Light initiative, each young person was encouraged to write a 10 minute script.

After the first few weeks of theory sessions, talks by guest speakers and brainstorming ideas, scripts began to be developed. After the October holidays, young actors from Strange Town Youth Theatre joined the group to assist with script readings. These sessions were particularly useful for the writers to get feedback and to hear for themselves how their dialogue was working. After the Christmas holidays, each writer pitched his/her script to the group and three scripts were selected to go into production in 2010 (funding permitting).

Feedback from the course was very positive. The young people found that they had more ideas and that they now have the confidence to develop those ideas into a script. For some just having to write a script has made them discover a latent creativity they weren’t aware of. For those who didn’t write a script, listening to the ideas of others made them consider how those ideas could be filmed and what would work and what wouldn’t work. For the young actors it made them really consider what had been written and how to interpret the dialogue effectively with little rehearsal and an audience watching.

SKAMM First Light 2010

With three scripts to get into production, I set about applying for funding from First Light for a Studio Grant. I was ably assisted by the three writer/directors Lyle Bushe, Jack Morning-Newton and Julian Joseph who were very good at providing text for the application and for helping me work out what would be needed in terms of equipment, wardrobe, props, locations and staff resources.

The Studio Grant allows up to four films to be made under one application, so we took the opportunity to also include a completely new project for SKAMM – an experimental film. This was a new genre for SKAMM to work in and also involved working in a new location with a new partner, the Edinburgh Sculpture Workshop (www.edinburghsculpture.org). The idea was to run a course of workshops on Friday afternoons (Council schools in Edinburgh are off on Friday afternoons) at Edinburgh Sculpture Workshop. The workshops would be led by award-winning experimental filmmaker Matt Hulse and participants would work together to produce a three minute experimental film. The application was submitted in April and in June we were told that it had been successful. Once all the agreement documents had been submitted and approved we were able to start preproduction on the three narrative films, in July.

The first job was to set up web pages for each production on the SKAMM website (http://www.skamm.org.uk/SKAMM_Website/Productions.html). The Producer and/or director for each project designed their own pages with support from graphic designer Tschick Black.

The next job was to organise the auditions. This proved to be the most difficult task because the schools were on holiday and the theatre groups were busy with their own projects. This meant that getting actors for the auditions and Acting for Screen workshops was far more difficult than expected. A lot of young actors found out about our auditions too late and were very disappointed. For this reason, in 2010 SKAMM is hoping to set up a database for young actors who are interested in acting for screen. The database will allow SKAMM to let these young people know about opportunities for acting and training for screen, not just in SKAMM but hopefully professionally too.

So July was a very busy month, organising locations, gathering props, searching for costumes, refining the scripts, training the crews and finding actors while all the time trying to fit in with SKAMMers’ holidays.

By the beginning of August, most of the arrangements were in place. The auditions, rehearsals and productions of Operation Watchmen (now Operation Hell’s Watchmen) and Easier As A Spaceman took place over two hectic weeks before the schools went back. There were all kinds of challenges for the cast and crew – early mornings, late nights, rain, scenes by firelight, ski lifts, midnight hill walks, bee stings and helpful pharmacists, directors who were late, directors who were tired, having to learn to speak Latin, obstacle courses, accidentally killing aliens, actors going home before the shoot was over and so much more. It was all hard work but hopefully it was fun too.

September saw the start of the Experimental Films Workshop and the auditions for Three Blind Mice. With everyone back at school it proved much easier to advertise the activities and attendance was good. Post production of Operation Hell’s Watchmen and Easier As A Spaceman began and some pick up shots were gathered.

Looking forward to next year, we aim to film Three Blind Mice in October and to complete the Experimental Films Workshop in December. The screening of all the films is planned for 12 March 2011.

Other productions

In March 2010, SKAMM worked with WWF to make a short film about Earth Hour in Edinburgh. Two SKAMMers Ryan Buchanan and John Percival were involved and, with support from myself and Fiona, our tireless volunteer, they ran (honestly) around the centre of Edinburgh getting shots of the resultant darkness and interviewing students who were participating in the event. The final film was put on SKAMMtube on YouTube and joined a collection of films from all over the world that celebrated Earth Hour. WWF were delighted with SKAMM’s input and we hope to be involved in Earth Hour 2011.

Training with industry professionals

It is an important element of SKAMM that our young people work with and are trained by industry professionals. This year we have been fortunate to have some really interesting sessions with some great professionals.

SKAMM & EIFF

SKAMM has been participating the Edinburgh International Film Festival for many years. In fact SKAMM was launched during EIFF 1994, by the then Festival Director Mark Cousins and Education Officer Shiona Wood.

Since that time SKAMMers have been involved in all kinds of activities in the Festival from watching films, documenting events, interviewing world famous filmmakers and actors, participating in panels, talking about their own films to audiences and just loving being immersed in the world of film.

SKAMM is grateful to EIFF for its ongoing support that allows our young filmmakers to participate fully in the Festival. This is what it means to our young people:

“Over the past two years I have seen 12 films at the EIFF, including some of its finest: Skeletons, L’Immortal and Le Donk. It is great way of going to see films that you would not necessarily see in the cinema. The movies are always incredibly imaginative and original, such as The Dunwich Horror, which was a film with no pictures, only sound. The experience was incredible and I believe it is a groundbreaking piece of cinema.

“This is just one example of the exceptional ideas involved in the EIFF. Not only do you have a chance to the see the latest in the film releases, but also you are able to go to many industrial events, where you can meet some of the biggest names in the film industry (I met the producer of LORD OF THE RINGS!). It is unmissable, an absolute must go!”

“I saw about 10 films at the Edinburgh international Film Festival 2010. It was a brilliant experience. Pelican Blood was a film I saw which I found really inspiring. It had such a unique story line and was hard hitting. I thought the acting was excellent as well.

“With my delegates pass I was able to go to the delegates & press screenings. To get to see these amazing films for free was amazing! I would have probably only have managed to see 1 or 2 films if I had to pay because I’m just a school student and I live in Lockerbie so I would have struggled to find the money to see more.

“Seeing all these new films inspired me and made me really question what it is that makes a good film. Being a delegate helped me understand more about the industry itself. The festival felt a bit like work experience as I flitted from cinema to cinema and noted down my thoughts about each movie. It was an amazing experience and I am so thankful for it.”

‘’This year I saw some really great films including: The Extra Man, Get Low, Soulboy, and World’s Greatest Dad. I really enjoyed the buzz of travelling from cinema to cinema and seeing film after film. I also especially enjoyed talking to various writers and filmmakers and just bumping into people who also have a passion for film making. These encounters are very inspiring and I love hearing the ideas and opinions of people who make a living in the film industry.

“It is such a great festival and I really appreciated having the freedom to see anything and go anywhere within the community which is created. I also attended several seminars, talks and panel discussions by industry professionals and I learned some really valuable lessons about specific aspects of the industry. I particularly found the panel discussion on the casting process fascinating because it answered many questions I had.

“I thought the programme of films this year was wonderful due to the wide variety of films I was able to see in different languages, styles, lengths and genres. Overall it was a highlight in my year and I look forward greatly to future ones.’’

“I found the Edinburgh International Film Festival both very enjoyable and insightful. Some of the films and industry events were genuinely mind-opening and it’s very exciting to see some of the ground breaking independent films being screened.

Being a delegate gave me much more of an incentive to go out and expose myself to as much of the festival as I could. I feel like I’ve learned some important lessons in film making and it was fantastic to meet so many interesting people who work in the industry. One of the highlights was definitely attending Sean Connery’s anniversary screening and seeing him in person on stage before The Man Who Would Be King.

I would recommend to any budding young filmmaker to experience the festival as a delegate, the wealth of insight into the whole process of filmmaking is invaluable.”

Awards, nominations and screenings

We have been delighted that our First Light 2008 films have continued to be nominated for awards and selected for screenings. The Bacon Boy was short-listed as part of the Youth Jury Selection in the Discovery Film Festival in Oct 2009 and selected for screening as part of the Screen Academy’s Caught Short event in December 2009 and for the National Schools Film Week in 2010. In November 2009, Tramatising Edinburgh came third in the Palme-Dewar Award 2009 in competition with films made by adults.

The Bacon Boy was also short-listed for the Best Screenplay and Best Original Music in the First Light Awards 2010. A group of five SKAMMers and two adults headed down to London for the event at the famous Odeon Leicester Square.

It was a red carpet affair with lots of press and crowds waiting outside to see the various celebrities who would be giving the awards. It was all quite exciting. The award for the Best Screenplay was presented by Sir Ian McKellen and he spoke highly of The Bacon Boy, which, as a dedicated vegetarian had really appealed to him. Sadly our film did not win the Best Screenplay or Best Original Music Award but the SKAMMers were very proud that their work had been nominated. We were all grateful to Scottish Screen and one of our Board members for assisting with travel and accommodation costs for the trip.

The Bacon Boy was also nominated for the National Young Filmmakers Award (15 – 19 years) at the Leeds Young People’s Film Festival in April 2010.

New Equipment

Thanks to our funders, SKAMM has been able to invest in some new equipment this year. We have purchased a small HD camcorder which SKAMMers can borrow for their own projects. In addition we have also been able to buy some animation equipment - 3 light boxes and a rostrum stand. We have also upgraded our animation software.

SKAMM online

SKAMM’s online presence has increased over the past year. Not only has the website expanded but there are now three Facebook groups – SKAMM (for current members of SKAMM), X-SKAMM (for former members of SKAMM) and SKAMM EXPERIMENTAL FILM WORKSHOP

(specifically for participants in this workshop). For child protection reasons only the X-SKAMM group is open to adults, other than staff.

In addition our archive of SKAMM films is also being put online. This is a gradual process but we hope to have all our films online in 2011.

Looking forward

I am thankful that in these times of economic austerity, SKAMM has continued to be able to find funding to support its work. This is only possible because of the hard work of the Board, the staff and the young people and the continued support of our partner organisations. As we look forward to the coming financial year, SKAMM has to adapt to financial constraints and to be creative in how it generates funds and how it works. SKAMM is always moving forwards, finding new ways to work, new people and organisations to work with and all with the aim of helping young people realise their dream of making films.

Why is this important? Well for many of our young people, making films, is not just a passing interest or hobby, it is what they want to do as a career. For aspiring young filmmakers SKAMM not only provides an opportunity to meet like minded people and to make films but it also helps them gain a work ethic and to learn work skills such as taking responsibility, working with others and working to the best of their ability. This in turn helps them to gain places at college and university or to go straight into employed work.

My son Rob joined SKAMM in 2006 and has benefited hugely from being a member. He attends the Saturday session without fail and works his weekend round it. He has learnt so much from SKAMM and has used what he has learned to pursue his chosen career in film animation. He is currently studying at Stevenson’s College and I know he wouldn’t have done that without the help and support of SKAMM. I think SKAMM is an amazing organisation for what it provides its members, I only wish there had been such a thing when I was growing up in Edinburgh.

STRUCTURE, GOVERNANCE AND MANAGEMENT

Governing Document

The organisation is a charitable company limited by guarantee, incorporated on 21 August 1996 and registered as a charity. The company was established under a Memorandum of Association, which established the objects and powers of the charitable company and is governed under its Articles of Association. In the event of the company being wound up members are required to contribute an amount not exceeding £1.

Recruitment and Appointment of Directors

The directors of the company are also charity trustees for the purposes of charity law. Under the requirements of the Memorandum and Articles of Association the directors were elected to serve for three years after which they must be re-elected at the next Annual General Meeting.

Neil Buchanan and Kenneth Grieve retire by rotation and offer themselves for re-election.

The current directors are listed on page 9. In addition, the following retired during the year:

The current directors are grateful to the retiring directors for all their assistance in the past.

The board wish to recruit directors so that the board has a range of skills relevant to the company. Individuals with a known interest in film-making and young people are approached and invited into the board. The board currently has a broad mix of skills, including film and TV production, finance, marketing, fundraising and education.

Director Induction and Training

Any individual being appointed as director will meet with the directors to discuss the charity, its operations and its future plans. The individual at their first board meeting is invited to address the board regarding their experience and skills with particular reference to filmmaking and young people.

Risk management

The board has discussed the major risks to which the charity is exposed which have been agreed and minuted, and action taken where relevant.

The board has in place Public Liability Insurance and Employer’s Liability Insurance. The board has identified the principal non-financial risk areas from working with young people and the need to comply with all relevant legislation, in particular disclosure. Several directors have however considerable experience in this area and have ensured that the appropriate procedures are followed. The principal financial risk is the uncertainty over future income, but this is addressed through careful budgeting and ensuring that the charity does not commit to projects and expenditure until the relevant funds have been secured.

Organisational Structure

The board is ultimately responsible for the charity and meet about six times yearly to discuss all matters relevant to the charity. The day-to-day running of the charity is delegated to the Producer and the Project Co-ordinator. The Producer and the Project Co-ordinator report to the board at board meetings and to the treasurer between board meetings. The treasurer is responsible for maintaining the charity’s financial records, and reports on the charity’s financial position at board meetings.

Related Parties

SKAMM is an independent body but has a working relationship with the Centre for the Moving Image (formerly known as Filmhouse) who also provide in-kind support through staff time, use of facilities and delegates passes for the Edinburgh International Film Festival. SKAMM also rents the Guild Room and Cinema from the Edinburgh Film Guild. They allow SKAMM to have two storage cupboards in which to store equipment and materials.

OBJECTIVES AND ACTIVITIES

The charity’s objectives are :

to advance public education by promotion and the encouragement of understanding and knowledge of film, video, multimedia, television and related media in Scotland by such means and in such manner as may be appropriate for the achievement of such object;

to promote and encourage the skills of film, video, multimedia and telephone production amongst young persons in Scotland by the creation, organisation, administration and management of projects, courses, conference, exhibitions, displays, meetings, lectures, educational programmes, classes and seminars and other events and similar initiatives and developments in Scotland; and

to identify and inspire talented young people with a particular interest in films by creating a framework which nurtures that talent.

ACHIEVEMENTS AND PERFORMANCE

SKAMM is open to young people aged 12 -18 with an interest in filmmaking.During the course of the year, SKAMM continued to hold workshops on Saturdays for about 20 young people aged 12 – 18 (SKAMMers), at which the SKAMMers, gained experience in a wide range of film-making skills. The workshops were led by the Producer with the assistance of tutors with specific film-making skills and two volunteers.

During the year, SKAMMers completed a 20 week course in scriptwriting. This led to 14 scripts being developed. A successful funding bid to First Light meant that three of these scripts were put into production. This funding has also allowed SKAMM to branch out into the genre of experimental filmmaking. A course of experimental filmmaking is now taking place on Friday afternoons at the Edinburgh Sculpture Workshop. It involves 10 young filmmakers, most of whom are new to filmmaking. All the films created with the funding from First Light will be screened in March 2011 to family and friends.

FINANCIAL REVIEW

The total income for the year was £34,078 (2009 - £12,118) the vast majority being grants and donations.

Expenditure in the year was £32,383 (2009 - £24,975).

Principal Funding Sources

The majority of the funding has been grants and donations, as disclosed in Note 2. The board recognises that SKAMM needs to source new and more regular funding sources if it is to achieve its objectives of inspiring a greater number of young people into filmmaking.

In future, SKAMM hopes to obtain funds from charitable trusts, from sponsorship and from fundraising events.

Reserves Policy

The board would like to build up free reserves to a level, which would cover three months operational costs and a reasonable contingency. The board believe £10,000 would be an appropriate level of unrestricted funds, but recognise that this target may not be achievable in the immediate future.

PLANS FOR FUTURE PERIODS

The board would hope to secure sufficient funds to carry out similar sized projects in the future and expanding the activities geographically throughout Scotland. The board are also keen to introduce an international dimension in the longer term, so that SKAMMers can be aware of film-making in other countries and cultures.

In the first half of the year to 30 September 2011, the SKAMMers will be concentrating on completing the First Light film productions (above) and organising the screening event.

In the medium term, the board intend• To develop and strengthen our links with the film, television and games industries, in order

to develop vocational opportunities for our young people. • To continue to develop and extend partnerships with other organisations. • To increase number of skilled volunteers involved with SKAMM.

RESPONSIBILITIES OF THE DIRECTORS

Company law requires the directors to prepare financial statements for each financial year, which give a true and fair view of the state of affairs of the company at the end of the year and of the incoming and outgoing resources for the year then ended.

In preparing those financial statements, the directors are required to select suitable accounting policies and then apply them consistently, making judgements and estimates that are reasonable and prudent. The directors must also prepare the financial statements on the going concern basis unless it is inappropriate to presume that the company will continue its activities.

Respective responsibilities of the Directors and the Independent Examiner

The directors are responsible for the preparation of the accounts in accordance with the terms of the Charities and Trustees Investment (Scotland) Act 2005 and the Charities Accounts (Scotland) Regulations 2006. The directors consider that the audit requirement of Regulation 10(1) (a) to (c) of the Accounts Regulations does not apply. It is my responsibility to examine the accounts as required under section 44(1) (c) of the Act and to state whether particular matters have come to my attention.

Basis of Independent Examiner’s Report

My examination was carried out in accordance with Regulation 11 of the Charities Accounts (Scotland) Regulation 2006. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from you as directors concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently I do not express an audit opinion on the view given by the accounts.

In the course of my examination, no matter has come to my attention:

1) which gives me reasonable cause to believe that in any material respect the requirements:

1. ACCOUNTING POLICIES

Basis of accounting

The accounts have been prepared under the historical cost convention and are in accordance with the Financial Reporting Standard for Smaller Entities (effective April 2008), the Companies Act 2006 and follow the recommendations in Accounting and Reporting by Charities: Statement of Recommended Practice (SORP) issued in March 2005..

Fixed assets and depreciation

Fixed assets are originally recorded at cost. Depreciation is calculated so as to write off the cost of an asset, less its estimated residual value, over the useful economic life of that asset as follows :

Equipment - 25% Straight line Items of expenditure are capitalised where the purchase price exceeds £300.

Incoming resources

All incoming resources are included in the Statement of Financial Activities when the charity is entitled to the income and the amount can be quantified with reasonable accuracy. The following specific policies are applied to particular categories of income:

• Voluntary income is received by way of donations and is included in full in the Statement of Financial Activities when receivable

• Activities for generating funds are included in full in the Statement of Financial Activities when the charity earns the right to the income

• Investment income is included when receivable• Incoming resources from charitable activities are received by the way of grants. Grants,

where entitlement is not conditional on the delivery of a specific performance by the charity, are recognised when the charity becomes unconditionally entitled to the grant. Grants, where related to performance and specific deliverables, are accounted for as the charity earns the right to consideration by its performance.

• The value of services provided by volunteers has not been included in these accounts

Resources expended

All expenditure is included on an accruals basis and is recognised when there is a legal or constructive obligation to pay for expenditure. The charity is not registered for VAT and accordingly costs are shown gross of irrecoverable VAT.

• Charitable expenditure comprises those costs incurred by the charity in the delivery of its activities and services for its beneficiaries. It includes both costs that can be directly to such activities and those of an indirect nature necessary to support them.

• Governance costs include those costs associated with meeting the constitutional and statutory requirements of the charity.

The First Light Movies Script Fund was to develop the SKAMMers scriptwriting experience.

The Scottish Screen grant was to assist with the costs of travel and accommodation so that five young people, the SKAMM producer and a volunteer could attend the First Light Awards event in London in March 2010.

The First Light Movies Film Project is to produce four films. This is also match-funded by the Robertson Trust.
