2. STRUCTURE, GOVERNANCE AND MANAGEMENT

Governing Document

Scottish Community Drama is an unincorporated body, governed by a constitution registered in 1926. Its object is the encouragement of community drama in Scotland. The governing body of Scottish Community Drama is the “National Committee”. All assets of the Association, including those held by Divisions and Districts, are held in trust on behalf of the National Association.

The constitution gives authority to a smaller Executive Committee, which has the whole authority and powers of the National Committee in all matters apart from constitutional change. This committee comprises the National Chairman, two Vice Chairmen, National Treasurer and National Secretary and one representative from each Division. The Executive must provide National Committee with minutes of all its activities.

Recruitment and appointment of National Committee

National Committee is made up of the following representatives, elected at the Divisional AGMs:

• Three representatives from each of the four Divisions.

• The National Chairman

• Two National Vice-Chairmen

• The immediate Past Chairman who may serve for one year after demitting office

• The National Treasurer

• The National Secretary of the Association

• The National Membership Secretary

• Scottish Community Drama staff attend as required but without voting rights.

Trustee Induction and Training

All trustees must undergo training and new trustees must undergo induction training. Scottish Community Drama’s Trustee training includes:

• The obligations and duties of National Committee Members as charity trustees

• Knowledge and workings of the Constitution

• Current resources involved in running the Association and the financial management in operation

• Forward planning and the National perspective

• Legal and financial updates

All Executive and National Committee members have signed Trustee Declarations and been advised on the responsibilities of Trustees. This procedure has been rolled out to Divisional and District Committees, and SCDA will recommend to those clubs which are charities that they follow the same procedure.

Risk Management

The trustees examine and update the risk register regularly. The identified risks to Scottish Community Drama cover a wide range of categories. The Executive undertakes the allocation of tasks, reviewing and monitoring the risks identified in the register.

Organisational Structure

Scottish Community Drama operates on many levels. The National Committee takes overall responsibility for governance and strategic planning. Local clubs are able to engage at District level, and the District committee sends representatives to the Divisional Committee. District committees tend to confine their activities to the organisation of local events and festivals. Divisional committees are also involved in event organisation, but will tend to take a more strategic overview of drama in their region. All policy and planning issues are discussed and decisions are made at National Committee or Executive meetings in accordance with our constitution.

Each District and Divisional committee is a “branch” of the Association. All assets held by these committees are held “in trust” for the Association as a whole. Districts and Divisions hold their own bank accounts, and can raise and spend funds within their operating areas, to further the objects of the Association. The Scottish Community Drama constitution operates as both a National and Branch constitution, with the split of responsibilities clearly shown.

Each District and Division has received charity recognition for tax purposes by the Inland Revenue. They are not separate legal entities, but have been transferred to the OSCR charity register pending a review of all listed groups, to take place over the next few years.

3. OBJECTIVES AND ACTIVITIES

Objectives

The objects of the Association are as written in our constitution:

The encouragement and development of drama in Scotland. The Association seeks to bind together amateur drama groups throughout the country. The Association shall, by advice, promotion, publicity, festivals of Community Drama, lectures, conferences and any other suitable means, endeavour to increase interest in Drama.

Activities

The principal activities of the Association are:

• Organising an annual competitive one-act play festival, held between January and April. This comprises District and Divisional rounds and a National Final.

• Organising a UK one-act play festival every fourth year, with entries from Scotland, England, Wales and Northern Ireland.

• Organising an annual competitive youth festival of one-act plays for actors below the age of 18.

• Organising annual play-writing competitions for original scripts performed in the Scottish and UK one-act play festivals.

• Providing a drama advisory service to member clubs, through workshops and similar events.

• Providing a library of play scripts, based in Edinburgh.

• Acting as the umbrella organisation for community drama in Scotland, providing advocacy and communication through our quarterly magazine ‘Scene’, website and Facebook.

4. ACHIEVEMENTS AND PERFORMANCE

Festivals

Entries to our one act festival once again was up to 113 entries. (2018 had 110 and 2017, 105). A drop in entries from Highland Division, was more than compensated by Western Division’s increase from 36 to 42. Eastern and Northern remained pretty much the same. Youth entries followed a similar pattern with 39 entries (36 in 2018 and 31 in 2017)

We had a very successful One Act Final at the Adam Smith Institute, Kirkcaldy where eight of our top clubs took part. Our winner, claiming the Wheatley Tassie was Stromness Drama Club from Northern Division with ‘Shakers’ by John Godber and Jane Thornton. All Divisions were represented in the trophy line up with Eastern’s Leslie ADS coming second, 88Theatre from Western third and Buccaneer Theatre Group from Highland receiving the Donald Farmer Trophy for ‘best theatrical moment’.

Stromness then represented Scotland in the British Final in Harrogate and was placed second.

The Scott Salver Trophy for best original script out of 13 entries went for the second time to Mike Tibbetts, from Milngavie with "Mrs G".

The Youth Final was held in the Ryan Theatre, Stranraer where our top three youth teams, Mill Youth Theatre from Edinburgh District, Stromness DC from Orkney District and Kirkintilloch DC from Glasgow District performed. The worthy winner of the Quidi Vidi Trophy was Kirkintilloch Drama

Club, with their performance of ‘Scarfed for Life’ by Martin Travers. Once again, the overall standard of the Youth final was exceptionally high.

As always, these festivals are only possible because of the hard work of all the volunteers involved in the organisation.

The Festivals Committee spent considerable time revising the rules on eligibility of individual actors, as amateurs and clarified when timing of plays should start. These were then approved by the National Committee.

It continues to work closely with the Adjudicator organisations, GoDA and SASDA, and has agreed with these organisations, that reserve adjudicators can liaise more closely with the professional adjudicator.

The review and updating of the forms and documents is ongoing.

Playwriting

There is always a limit to the number of original scripts receiving their World Premieres in our Annual One Act Play Festivals and it was pleasing to report a significant increase in entry submissions from across the UK with experienced playwrights vying for success with first time entrants.

Thirteen new plays were assessed by our experienced Judging Panel members in the 2019 Scott Salver Competition and achieving victory for the fifth occasion was previous winner Mike Tibbetts from Milngavie with his latest work ‘Mrs G’ premiered at Stirling District Festival.

In runner-up position came ‘The Train (Back to Where It Ended’) by Drew Young of Banchory and in third place Cambuslang based writer Isabella C Rae’s ‘Grave Prospects’. Last season’s ‘hat trick’ winner Bob Davidson from Luncarty came in fourth with ‘La Tour Eiffel’.

The Entry Form and Rules for this competition have been recently revised in one document.

Most of our Scottish based authors chose to enter the countrywide Geoffrey Whitworth Competition which is administered by SCDA on behalf of the UK Community Drama Festivals Federation.

The winning script was ‘A Penny for Them’ by Keith Burton of Pateley Bridge near Harrogate, a regular competition entrant who achieved runner-up position in 2018.

A dramatised reading of the play was given at Frazer Theatre, Knaresborough during the British Final Weekend when Keith was presented with the trophy in Harrogate Theatre by Simon Smith of Cresrelles Publishers.

Four scripts were Commended: ‘Forgive our Foolish Ways’ by Shari Gledhill from Scarborough. ‘Mrs G’ by our Scott Salver winner Mike Tibbetts, ‘Our Boy’ by Helen Hammond of Edinburgh and finally ‘Welcome To The Pearly Gates plc’ by David Gorton from Tividale, West Midlands.

We wish to extend best wishes to Ron and Norma Nicol who retire this season after eleven years’ service as our Professional Judges – Competition entrants have greatly appreciated their helpful advice and comments.

We hope to relaunch a new look version of our popular Play on Words Competition for 2020.

All the top plays in our Competitions over the years are available to borrow from the National Library at Summerhall, Edinburgh.

National Drama Advisor

The NDA roadshow activity decreased in 2018/19. 8 clubs booked workshops 2 of whom were new to the service. Bookings for next year are already high and all available slots are booked to the end of

2019. Northern Division continue to be the busiest. A total of 85 adults and 30 youth members participated in workshops.

Reporting includes preparation and research. Although this resulted in the total number of days not meeting target of 25% of Carole’s hours delivering the workshop programme, this is due to the increase in the other activities detailed below. In addition to the roadshow programme, the following additional activities took place.

• The Amateur Directors programme delivered in partnership with the Citizens Theatre was

successfully launched with 9 directors from across Scotland taking part. It consisted of 2 intensive

training weekends and individual mentoring. This new initiative has taken quite a lot of Carole’s

time and mentoring will continue through 2019/20 but we believe that developing targeted

programmes such as this are vital for clubs and audiences. The programme is now being offered

to Divisions and the one-off development costs will continue to pay off in future years.

• Reserve Adjudicator training with Dave Bennet - in response to participants’ feedback, a small

group attended EK Rep to practice their adjudication skills followed by a detailed discussion and

comparison of marks. The final element will be practicing our delivery of the adjudication. Our

intention is to combine everything into one activity in the future to coincide with a festival.

• A new partnership with The Lyceum Theatre in Edinburgh was created and a play reading event

will be delivered early in 2019/20. We hope that this will be the first of many mutually beneficial

partnerships with arts organisations.

• Carole has also been heavily involved in developing our understanding of the legislation and best

practice in connection with Child Performing Licences and resources for clubs and festival

organisers are available on the website.

Library

It’s well over five years ago that our National Script Library, based in Summerhall Arts Centre, Edinburgh, came into being. The initial stock came from the closed Edinburgh premises, and has since grown to include items from all the other SCDA libraries, except Inverness. There have since been generous donations from individuals, from publishers, and elsewhere. There are perhaps 20,000 titles now on the shelves.

The Library is used by individuals and groups from all over Scotland, and further afield, with an online catalogue and a postal service, as well as the ability for a personal visit to borrow scripts.

Thanks go to the volunteer Librarians, Douglas, Susan, Alison, who have all worked tirelessly for many years now, and Gordon, a newer recruit, all ably backed up technically by Walter.

The Library would not survive without these keen volunteers, and new volunteers are sought to keep the Library working.

The Library brought in direct income for the year of £566. This does not meet the running costs, and we have been fortunate in earlier years for financial support from Divisions, Districts and individuals to assist with the rent. Currently the Library is being funded largely from SCDA general income.

With more volunteers, and more diverse income, the Library can remain the treasure house that it is for future years.

Communication

Our quarterly magazine, Scene, continues to provide a forum for exchanging views and reporting on amateur theatre around Scotland. We have four copy dates and Scene regularly comes out on time. We are actively trying to obtain more advertisers in the hope of moving towards Scene being self-financing but this continues to be quite a struggle. We like to encourage readers to submit new articles and photographs on all aspects of amateur theatre enabling us to continue to present a fresh and onward-looking lively magazine. Anyone who wishes to become a roving reporter, photographer or theatre critic, please contact [email protected].

The magazine is sent out electronically to our clubs in the hope it is circulated round all their members, giving the association a wider voice. It also goes out to Universities and National Libraries.

We are also delighted with the continued use of our Facebook page which is overseen by Laura Mundell and Erika Miller. There are now many of our member clubs using it to advertise their performances and generally keep us all up to date with their activities. Our thanks again go to Laura for this positive transformation.

A monthly electronic newsletter produced at HQ by Brenda Williams, the Office Administrator continues to be a great success. Individual members who are not in receipt of a copy can obtain one by contacting Headquarters. Our thanks go to Brenda for organising this.

Website

The SCDA website has not changed substantially since 2017, apart from necessary updates to content. From last September until mid-September there have been 7,600 unique visitors. The most popular destination for users is the Festivals Diary. The website is the source of all SCDA Festival Forms and documents for all entrants. We noted last year that we needed to recruit some more individuals with some IT knowledge to share the process of updating and maintaining the system. We are anticipating that the website will be substantially revised in May/June 2020.

Fundraising

The past year has seen a significant increase in fundraising activity. Our Merchandise Stand was proudly displayed at many of our festivals around the country, and more importantly was very well supported by the membership and guests. Over the year many donations were received and our flagship ‘Patrons Scheme’ enjoyed an increase in support too from our generous members.

It is recognised that to ‘balance the books’ we need further effort to be made in respect of grant applications and work in this area has already commenced. The use of ‘Easyfundraising’ when making purchases online has to be promoted much more as along with ‘AmazonSmile’ the schemes provide the Association with donations at no cost to the shopper.

Efforts will continue to be made to explore all possible avenues of fundraising during the year ahead.

Membership

The table below shows the membership statistics for the year ended 30th June 2019.

Club membership has held up. Individual membership fell significantly, largely in two of the four Divisions. For 2019/20 onwards we have reinstated Life Membership. This was ended a good number of years ago as the rates were out of touch with the financial needs of the Association. We have instituted a sliding scale which will be reviewed on a regular basis. Age 55 & over is currently £550; 60+ £440; 65+£330; 70+£200 and 75+£100. Contact HQ if you are interested.

We encourage all our existing members to find us a lot more.

This year’s accounts show a deficit of £1,390 compared with a deficit of £14,406 in the year 2017-18. This looks like a remarkable improvement; however, we need to take into account two major factors.

1. The Gift Aid claim for 2016-17 donations was not made until 2018-19.

2. The surplus from the 2018 Scottish Final was not paid to the National account until the Autumn of 2018.

These two items represent income of £7,157, roughly half the deficit of 2017-18.

There is a further increase in income over and above the items already mentioned. There was an increase in donations, largely due to Committee members donating their expenses.

On the opposite side though, there is an increase also in expenditure.

SCDA Executive made a decision to fully fund a Directors Workshop in the year, following an inability to attract grant assistance. The whole of the National Committee agreed that we needed to spend on “artistic” activity even though our finances are still not strong.

In earlier years we have had donations which largely met the annual Library rental. All donations have now been exhausted meaning that, apart from day to day income from people using the library, the rental is being funded nationally.

We continue to be heavily reliant on income from our Patrons. We are very grateful to them and all our other supporters be they Divisions, Districts, Clubs, individual members or just people who like to help.

Investment

Our reserve held in the Scottish Building Society had to be reduced in the year due to the large deficit for 2017-18. There is however still £56,915 in the account. SCDA Executive are hoping to transfer these funds into accounts paying better interest by the end of September 2019. Opening new charity

savings accounts takes time and effort, but we aim to increase the amount of interest earned on our reserves, while keeping adequate funds to hand.

Future Plans

The Association must continue on the path of financial prudence in order to ensure a long term future. We continue to explore new avenues to increase our income. Without radical changes we cannot reduce our expenditure much further. Our budget for 2019-20 shows a deficit once more but this is shown as just £2,894. We hope this is achievable and we have to work towards at least breaking even in future years to retain the Association’s future.

My examination is carried out in accordance with Regulation 11 of the Charities Accounts

(Scotland) Regulations 2006. An examination includes a review of the accounting records kept by

the charity and a comparison of the accounts presented with those records. It also includes

consideration of any unusual items or disclosures in the accounts, and seeks explanations from the

trustees concerning any such matters. The procedures undertaken do not provide all the evidence

that would be required in an audit, and consequently I do not express an audit opinion on the view

given by the accounts.

Nature and purpose of specific funds

Restricted funds:

The Library Fund is for the running of the SCDA National Library at Summerhall, Edinburgh.

The Chairman's Fund is to help youth groups who have financial difficulty paying expenses to attend the

National Youth Final.

Unrestricted fund:

The Life Members Fund represents subscriptions paid for the newly re-instated Life Membership.

This fund will be drawn on annually to maintain annual membership income.
