Years 5 & 6 have consistently been used to juggle the actual numbers of students on either the high school or primary school campus. There is a consistent history going back to 2002 of Scots either: 1. Ignoring them in the Victoria Rd numbers to keep down its Victoria Rd numbers when submikng their 2004 DA 2. Including them in the Mansion Rd numbers to keep down their Victoria Rd numbers 3. Excluding them all togetherwhen now asked for consolidated numbers 4. Since 2006/7 they are in a building between the high school and primary school called the Ginahgulla Campus not men>oned in any DAs.

It is our understanding that year 9 spend two terms at the Scots Glengarry campus in the Kangaroo Valley. Thus by using FTEs, they misrepresent the enrollments by reducing the student numbers by around half .even when their published informa>on says they actually have around 200 students enrolled.

December 2007: Scots lodges DA for Mansion Rd - 407 enrolled students (excluding years 5 & 6) declare NO INCREASE in student numbers (Source: Scots Annual Report & DA758/2008.)

Early 2009: Scots adds addi>onal students - 460 Students enrolled (Source: DA758/2008.)

May 2009: Dr Lambert (Scots Principal) Exis>ng enrolments - 500 students (Source: Woollahra Council AAP mee>ng 9th May, 2009).

I understand the numberswere derived from advice provided by Dr Lambert Dr Lambert is a respected personof the well regarded private schoolit was reasonably open to the AAP to rely on his advice in good faith.

1. Scots has been allowed to signicantly increase its enrollments from 1,400 to around 1,880 to become the fastest growing schools in the area and one of the largest independent schools in the state. 2. Other than 1992, there has never been a published Masterplan which details the growth in numbers and facili>es and the impact it will have on the local residents. 3. By consistently saying that there will be no increase in student numbers, it has avoided any referrals of its proposed developments to the RMS in regard to the trac conges>on, or consulta>on with local residents in terms of loss of local amenity.

LATE 2000S: Scots buys 17 & 19 Kambala Rd NOV 2010: Scots announces in its newsleuer that it plans to build an 80 student preschool on number 19. preschool plans for 19.

FEB 2011: Scots meets with Woollahra Council for a formal pre-DA mee>ng to discuss

MAR 2011: Scots submits a building altera>ons CDC by a private cer>er, clearly indica>ng 19 as a residence with bedrooms etc.

DEC 2011: Scots submits a DA 2 weeks prior Xmas for change of use of 19 to an SCOTS STATES: There will be no increase in student numbers, so there is no need to undertake a trac management plan!

Virtually every major school in the vicinity has an internal drop o & pick up area and/or drop o lay-by area to eliminate the possibility of children been injured.

1. Scots needs to be held accountable

for its lack of transparency/honesty over the past decade in rela>on to the student enrollments.

2. Woollahra Council, when assessing

any current or future DAs, must strictly apply the 1992 master plan and caps on student enrollments of 1120 on Victoria Rd and 500 on Mansion Rd.

3. No applica>ons should be considered without: a. The current and projected enrollments b. All planned new buildings and improvements to exis>ng facili>es. c. A thorough trac management plan that incorporates internal drop o & pick up on all campuses, allowance for bus movements and sta parking.

ObjecMve: To minimise conict between vehicles and pedestrians, parGcularly at entrances; Control: New educaGonal establishments must provide an internal driveway for vehicles that are picking-up and dropping-o students;
