Scorebench Duties WBA Domestic Basketball

GENERAL

Scoring system - The Waverley Basketball Association (WBA) use touch-

screen scoring technology called LiveScore, developed by a local organisation - Jamware. Events occuring during the game such as scores and fouls are entered on the LiveScore touch-screen by the scorer based on signals made by the referees. The current game data in LiveScore is automatically displayed on large LCD monitors on each court where it can be viewed by players, spectators and officials.

Scorer’s responsibility - The scorer is recognised as an official, just like the referees are. This means that scorers must refrain from showing strong vocal support for a team or displaying dissent with refereeing decisions. A scorer can be instructed to leave the scorebench if, in the opinion of the referees, they become overly involved in supporting a team. In extreme cases scorers can be reported. In this event they are reported as an official and the consequences are far worse than when a spectator is reported.

BEFORE THE GAME

Scorebench officials - Both teams provide a scorebench official. One person will operate the LiveScore touch-screen and the other will acknowledge referees signals, check the entries being made to LiveScore by the other official and operate the directional arrow. Introduce yourself to the other team’s representative and decide:

o who is undertaking which duty;

o who will have primary duty to identify the number of a player who has scored.

Game fees – The game will not start until the referees have checked that both teams have paid the prescribed fee for the game, signified by a green dollar sign ($) next to the team name in LiveScore. If unpaid the dollar sign will be red. All Malvern Tigers games are paid on monthly invoice so the dollar sign should always be green.

Registered players - The names of all registered players for each team will be

displayed in the lower section of the LiveScore screen, called the Player Tray. These details are entered by the club’s Membership Officer at the start of the season using an internet-based LiveScore administration system. Changes are also made during the course of the season when new players join or existing players are moved to another team.

Adding players to the game - Players who are present on their bench are added to the active section of LiveScore by touching the ADD TO GAME button next to the player’s name.

Players arriving late – A player arriving late may be added to the active section of LiveScore right up until the end of the game.

New players – If a player’s name is not displayed in the Player Tray the player’s name, date of birth, gender and uniform number are added to the team using the ADD

NEW PLAYER TO GAME button. The player’s uniform number must be updated at the same time but the other details can be added during a break in play or at half time if there is insufficient opportunity before the game commences. Always confirm the

eligibility of the player (see next section) before adding them to the team and entering their details.

Playing under another player’s name is not allowed and will result in sanctions against the offending team and the club. Additonally, the player will not be covered by Basketball Australia’s personal injury insurance.

Eligibility of new players – The typical reason for adding a new player via LiveScore is because the player is an ‘emergency’ player filling-in for a regular player who is absent. Emergency players must be registered with their club and are usually sourced from a team in a lower age group. On a given day a player can only play in one game in each age group for which they qualify. For example, an Under 10 player can legally play with one, and only one Under 12 team as an emergency player. On the same day they can also play with their usual Under 10 team as a regular player. In theory, they could also play in one Under 14 or older team as an emergency player on the same day.

Uniform numbers - Every player on a team must have a unique uniform number. Check the uniform number against each player’s name and make any corrections by touching the displayed number and selecting the correct number from the drop-down list box.

The 36 valid uniform numbers are: 4–15, 20–25, 30–35, 40–45 and 50–55.

Uniforms - All players must wear a team uniform consisting of the same coloured tops and the same coloured shorts, although the colour of the tops does not have to match the colour of the shorts. Failure to comply will result in a penalty of two points for each non-complying article, awarded to the opposition team. For Open Age teams the penalty is five points. These points are to be added to the non-offending team’s score by the referee at the half-time interval, or at the end of the game if the offending player arrives after half-time. Penalties are not applied during grading games to allow teams sufficient time to get their uniforms organized.

Uniform colour clash - When the two teams have similarly coloured uniforms the team shown on the left of the LiveScore screen is permitted to retain their uniforms. The other team must change to alternative contrasting tops. Malvern Tigers uniforms are reversible so it is easy for the team to change to red tops in place of the usual black tops. Sets of alternative yellow tops are held in the Malvern Tigers storage cupboard at Waverley, which is in the ‘void’ area accessed through the door at the end of Court 3. Alternative tops are also available for hire from the Waverley canteen. Late start points will not be awarded whilst teams are organising alternate tops.

Alternate uniform numbers – If hired or borrowed tops are used the numbers will usually be different to a player’s normal number. Touch the TEMP SHIRTS button to reset all player numbers to 00. Touch the 00 next to the first player’s name and select the player’s temporary number from the drop-down list box. Continue this process for all players. The numbers entered will not be retained in Livescore. The player’s usual uniform number will appear at the next game.

Late start - To commence the game, both teams must have at least four players on the court and ready to play. If a team is late onto the court, they will be penalised 1 point for each minute they are late, at the discretion of the referee. The game will be forfeited if a team is not ready to play within ten minutes of the scheduled start time of the game. This delay can be extended if the two teams are in agreement, so long as both teams agree that the team leading at the end of game time will be the winner regardless of which team was late in having sufficient playing numbers.

Game timing – Scorers should confirm the rules for operating the game clock and

for team time-outs prior to the game starting. Check with the referees if unsure.

Fixtured games are scheduled to commence at 45 minute intervals and have the following timing rules:

a) Games consist of 2 x 18-minute periods, and a 2-minute period for half time;

b) Each team is permitted a maximum of one 1-minute time-out per half;

c) The game clock does not stop at any stage during the first half of the game;

d) Time-outs are not allowed during the last minute of the first half;

e) The game clock will stop on every whistle during the last two minutes of the second half of the game;

START THE GAME

Touch the START GAME button to start the game clock.

DURING THE GAME

Scorers role - The primary role of the scorebench officials is to accurately record on the LiveScore touch-screen the progress of the game based on signals made by the referees during the course of the game, and to inform the referees of certain events and situations that affect the game.

The scorebench officials also:

o operate the alternating possession indicator so it indicates the team who will

take possession of the ball at the next jump ball call;

o operate the game clock.

o monitor the time a player is in the Sin Bin (as a result of a technical foul) and advise the team coach when that player is allowed to return to the game.

The ADD PENALTY, LOG INJURY and TEAM FORFEIT buttons are only used by the referees and are password-protected.

Acknowledging referee signals - One scorebench official should acknowledge all signals from the referees, preferably by relaying back to the referee their exact hand signal and voice call. Refer to the separate Officials Signals guide for details of referees hand signals. At the very least, make eye contact and visually acknowledge by hand that their signal has been received. This also encourages the less-experienced referees to make sharp and concise signals to the scorebench.

If both scorebench officials are unsure about a referees signal, get the referee to repeat or verify it. Use common sense. If the call could have an immediate affect on the game (could result in bonus free throws due to excessive team fouls or benching of a player due to excessive personal fouls) request immediate confirmation from the referee in question. Use the court siren to attract their attention, if necessary.

Recording game events - The three most common events that need to be recorded

in LiveScore during the course of a game are scores, fouls and time-outs.

Each time a whistle is blown or the ball goes through the basket look to the referees

for a signal. The trail referee (the one following the direction of play) is primarily

responsible for the flight of the ball and will normally signal a score. The lead referee can signal a score when a foul has been committed in the act of shooting. Either referee can signal a foul or a time-out. See page 13 for referee positioning diagram.

Scorebench Duties

Scores -

o Field Goals are worth 2 points from within the 3 point field goal area, and 3 points from outside the 3 point field goal area, as signaled by the trail referee. Touch the 2 (or 3) button next to the player’s name if the shot is successful. The player’s progressive score and the team score will both increment by 2 (or 3).

o Free throws are worth 1 point. Touch the 1 button next to the player’s name if the free throw is successful. The player’s progressive score and the team score will both increment by 1.

Fouls - The sequence of the referees signals for a foul is:

o Points successful (in the event of a foul on a successful shooter);

o Number and uniform colour of the player committing the foul;

o Type of foul;

o Number of free throws or direction of play.

Recording a personal foul – Touch the FOUL button adjacent to the offending player’s name. The player’s foul count (displayed in red) and the team foul count will both increment by 1.

Recording an unsportsmanlike foul – Touch the FOUL OTHER button adjacent to the offending player’s name, then select UNSPORTSMANLIKE from the drop-down list box. The player’s foul count (displayed in red) and the team foul count will both increment by 1. The opposition team will be awarded two free throws, followed by possession at the centre line extended.

Second unsportsmanlike foul – If a player receives a second unsportsmanlike foul they must leave the court precinct for the remainder of the game. The penalty is effectively the same as for a disqualifying foul.

Recording a player technical foul – Touch the FOUL OTHER button adjacent to the offending player’s name, then select TECHNICAL from the drop-down list box. The player’s foul count (displayed in red) and the team foul count will both increment by 1. The opposition team will be awarded two free throws, followed by possession at the centre line extended. See also the Sin Bin rule below.

Recording a coach or bench technical foul – Touch the BENCH FOUL button in the team’s header area, then touch either COACH or BENCH. A bench foul does not count as a team foul so the team foul count will not be incremented. The opposition team will be awarded two free throws, followed by possession at the centre line extended.

Sin Bin rule – This rule applies to every player or coach who receives a technical foul. The offending player (or coach) must leave the court and not participate in the game until five minutes of game time has elapsed. The scorers should record on a piece of paper the time displayed on the game clock when the player leaves the court and the time when the player may return to the game. Half time is not considered game time so, for example, a player committing a technical foul with one minute to go in the first half may not return to the game until four minutes have expired in the second half. Alert the coach and player as soon as the five minute Sin Bin period has elapsed.

Recording a disqualifying foul – Touch the FOUL OTHER button adjacent to the offending player’s name, then select DISQUALIFYING from the drop-down list box. The player’s foul count (displayed in red) and the team foul count will both increment by 1. The opposition team will be awarded two free throws, followed by possession at the centre line extended. The offending player or coach must leave the court precinct for the remainder of the game.

Scorebench Duties

Personal foul count - When a player commits his or her fourth personal foul, it is a courtesy to alert the Coach for that team, as the Coach may wish to substitute that player out of the game. When a player commits his or her fifth personal foul, alert the referee, who will then instruct the player to leave the court and take no further part in the game.

An automated court announcement is made when a player’s foul count reaches four and five but it may not be heard by the referees, player or coach.

Team foul count - When a team commits its eighth team foul in that half of the game, alert the closest referee. When a team commits its ninth and any subsequent team foul in that half of the game, alert the referee that signaled the foul. Bonus free throws to the opposing team will normally apply. The exception is an offensive foul (a foul committed by the team in control of the ball). In this case, bonus free throws do not apply and possession is taken from the side-line.

An automated court announcement is made when a team’s foul count reaches eight or more but it may not be heard by the referees or coach.

Time outs - When a team time-out is signaled by a referee, first check that the team has not already taken a time-out in that half and then touch the team’s TIME OUT button. If that team has already used their allotted timeout (one per team per half) advise the referees immediately so they can decline the timeout request. Time-outs cannot be taken during the last minute of the first half of the game.

The clock does not stop for time-outs, except in the last two minutes (see below).

When ten seconds of the sixty second time-out period remains an automated court announcement will be made to alert the teams and to prompt the referees to take action to restart the game.

Alternating possession indicator - After the jump ball to start the game no further jump balls take place in the game. Instead, the two teams alternately take possession of the ball from the side-line when a jump ball would otherwise have occurred. The

team whose turn it is to take possession is indicated by the alternating possession

indicator operated by the scorebench officials. As soon as one team takes clear possession of the ball from the jump ball that started the game, the arrow on the indicator is moved so it points in the direction of that team’s basket (i.e. the end to which the opposing team will try to score). This will be indicated by one of the referees. From that point on, the team whose offensive end is in the direction of the arrow will take possession of the ball from the sideline. The arrow is reversed when the player on the sideline actually passes the ball back into play, and not before.

Game clock in last two minutes - In the second half of the game, the scorebench officials should alert one another when the game time is approaching the last two minutes. Inside this period the clock is stopped on every referee’s whistle as soon as the whistle is blown. The scorebench official should keep their finger near the START/STOP game clock button on the touch-screen so the clock can be stopped without delay when a whistle blows. The clock is started again once the ball is touched by a player on the court after being inbounded. If an inbounded ball goes out of play again without being touched by any player on the court the clock remains stopped. Referees are meant to signal to the scorebench to start the clock but this doesn’t always happen in junior domestic games.

When free throws have been awarded inside the last two minutes, the clock remains stopped while the player is shooting, and does not start again until:

a) after the last (or only) free throw is successful, the ball touches or is touched by a player on the court after being inbounded from the baseline; or

b) after the last (or only) free throw is unsuccessful, the ball touches or is touched by a player on the court following the unsuccessful shot.

Scorebench Duties

Correcting errors – An error can sometimes be made when entering events on the touch-screen, such as awarding a score or foul to the wrong player, or awarding 3 points instead of 2 points.

These can be corrected in two ways:

o If the last entry made is an incorrect entry, touch the UNDO LAST button to remove the last entry, then make the correct entry in the usual way.

o If one or more entries have been made since the erroneous entry, make note of the error and the time it occurred. At the next break in play touch the UNDO

LOG ENTRY button, touch SELECT ACTION TO UNDO and then touch the log entry to be deleted. Touch UNDO to remove the offending event.

AT HALF TIME

Provide access to the LiveScore touch-screen so the referee can check that all details are correct and signed off. Observe any change made by the referee (e.g. penalty for incorrect uniform or late start) so it can be communicated to team coaches.

Add the name, date of birth and gender details of any new player if that information has not already been entered.

Check that all players in the active section for both teams are present on the team bench. Move any absent players back to the Player Tray by touching the REMOVE

FROM GAME button next to the player’s name. Players can still be added to the active section if they arrive after half time.

Ensure the referees reverse the arrow on the alternating possession indicator so it takes account of the teams change of ends after half time.

AT THE END OF THE GAME

Ensure the details of any player injuries are entered into LiveScore by a referee.

Remain at the scorebench until the referee has finished as you may need to help resolve a query or correct an error.

Thank the referees and the other scorebench official for their help and support during the game.
