    We,themovementfordemocracyandrightsofethnicnationalities,successfullyheldour15

    th strategicconsultationmeetingon20thand21stMarchon theThaiBurma

    border. Participants from 10 major alliances discussed and debated the current

    politicalsituationofBurmaatthemeetingandcametoacommonposition. Weare

    all in complete agreement inour position to reject the five electoral laws and the

    technical regulations issued by the SPDC. In our opinion, these laws have been

    developedforthesolepurposeof institutionalizingtheoppressionof thepeopleof

    Burma.

    WealsorestatethatwedonotaccepttheprocessoftheNargisConstitutionnordoweacceptthesubstancesoftheconstitution.Moreoverwereaffirmourpositionon

    supportingNLDsShwegonedaingDeclarationthatseeksapeacefulsolutionthrough

    nationalreconciliationprocessinordertosolvethecountrysproblems.

    Theelectoral lawshavebeen created Inorder to force theprodemocracypoliticalparties and forces to give up their political stands including the Shwegonedaing

    Declaration.Accordingtothese laws,politicalpartieswouldbe forcedtoexpelDaw

    AungSanSuuKyi,UHKunHtunOo,andallothercolleagueswhohavebeen falsely

    imprisonedby the regime. Inaddition,according to these laws,before registering,

    thepolitical

    parties

    have

    to

    pledge

    to

    uphold

    the

    Nargis

    Constitution.

    Therefore

    we

    find it impossibletoaccept these lawsandwestronglydenouncethem. Moreover,

    webelieve thatpoliticalparties shouldnot registerat the commissionaccording to

    theunfairpoliticalpartyregistrationact.

    In addition, we state our strong objection to the regimes plans to transform theethnicceasefiregroupsintoborderguardforces. Thisplansultimateaimisclearlyto

    abolish themovement for selfdeterminationand rightsof ethnicnationalities.We

    believe that the rejections of ceasefire groups to this plan are critical to the

    developmentofthecountryspoliticalprocess.Wefullysupportthecurrentpositions

    of

    KIO,

    UWSP,

    NMSP,

    and

    some

    ceasefire

    groups

    which

    seek

    justice

    and

    fairness

    in

    thetransformationprocessinordertomaintaintheiridentities,theirterritories,and

    theirorganizations.Wealsoreaffirmourpositionthatwewillcontinuetoworkwith

    ourfelloworganizationsofceasefiregroupsforequalityandselfdeterminationofthe

    ethnicnationalitiesandfortheestablishmentofthefederalunion.

    We condemn the regimes offensive against ethnic nationalities and their militaryoperations in theethnicareas,actionspursuing the regimesgoalof systematically

    dividingandrulingtheethnicnationalitiesofBurma.

    It is beyond doubt that the regime does not seek to solve the problems throughdialogue,withtheNLDandpoliticalforcesnorwiththeethnicnationalities,including

    the ceasefire groups. Theelectoral lawsand theborderguard forceplansprovide

    clearsupportingevidenceofthis.

    Thereforewe, themovement for democracy and the rightsof ethnicnationalities,opposeallunjust lawsanddecreesandwillboycottthe2010electionsbyallmeans,

    includingmassmovement.

    1. Werequestalldemocraticforcesinsideandoutsidetojoinwithusinordertoopposetheelectoral laws

    2. We request the International community, including the UnitedNations, todenounce

    the

    2010

    elections,

    which

    have

    been

    set

    up

    by

    these

    laws

    to

    work

    against the democratization of the country. We request the international

    communitynottorecognizetheresultoftheelection.

    3. Andagainandmostimportantly,werequestallpoliticalforcesandtheentirepopulation to oppose the unjust laws and decrees of the regime and to

    boycottthe2010electionsbyallmeans.
