Dear Friends,

The United Nations’ International Maritime Organization (IMO) declared 2010 the “Year of the Seafarer” to proclaim the significant contributions seafarers make to the world and the vital part they play in global trade. IMO Secretary-General Efthimios E. Mitropoulos declared, “Seafarers deserve respect and recognition: let us resolve, during 2010, to ensure that this message is trumpeted loud and clear.”

In 2010 (and, indeed, since our founding), SCI has trumpeted the message that mariners, not propellers, are the real force behind maritime commerce. Their skill, stamina, and training move the world’s cargo. To get the job done, mariners face numerous adversities and sacrifices that SCI seeks to ameliorate through its daily work.

Mariners merit our prayerful consideration and support. With help from friends like you, SCI works to ensure that the men and women serving in the maritime workplace thrive amid always changing conditions. SCI cares for their safety, advocates for their needs,

and works for improved working and living conditions.

In our efforts to that end, I am pleased to report that during the “Year of the Seafarer,” SCI

• Opened the doors of its Port Newark International Seafarers’ Center, situating vital resources for the maritime community in the heart of Port Newark;

• Conducted major upgrades to its Houston facility, including new state-of-the-art computer simulators used in training professional mariners;

• And, in the wake of the largest oil spill ever to originate in US-controlled waters, convened a notable roundtable discussion of industry and governmental leaders to exchange views on regulatory and commercial changes that might emerge in the aftermath.

These projects supplemented SCI’s continuing daily work of chaplaincy, our Christmas at Sea volunteer knitting program, maritime education, and

advocacy, including the publication of further progress in SCI’s groundbreaking Piracy Trauma Study.

Unquestionably, every year—not just 2010—should be proclaimed the year of the seafarer. Mariners’ workloads do not wane with trends or tides. They continue 24/7/365 and so does our work to support them. So, too, should our trumpeting, making sure that, in a world where few look closely at the complex realities behind our modern conveniences, we remember the individuals who make it all possible.

This Annual Report reflects on how SCI marked the “Year of the Seafarer” by drawing attention both to the work of mariners and to the mariners themselves. From launching SCI-TV featuring mariners sharing their stories to starting the “I am…” campaign (http://seamenschurch.org/iam), SCI expressed its mission directly through those we serve.

At SCI, we embrace the 21st century by harnessing emerging technology. In 2010, we upgraded our Center for Maritime Education training simulators with the latest computer software and hardware, making teaching exercises mirror real-life experiences on the water. Our new John J. McMullen International Seafarers’ Center in Port Newark provides all of the conveniences a seafarer, port worker, or trucker needs to conduct business or connect with loved ones. Also, we have upgraded the way we connect with mariners and those who care about them through new social media resources.

I am proud to lead SCI as it evolves with changing times. The ambitious work accomplished by our staff, dedicated volunteers, and Board members astounds me every day.

I express heartfelt thanks to you and all SCI’s loyal donors. SCI’s mission comes alive each day because of your generous financial support. Working together, it is a true blessing to serve mariners on both the inland waters and the deep blue sea.

At 12:00 noon EST on November 22, SCI opened the doors of its Port Newark International Seafarers’ Center to the first group of seafarers to use the newly renovated 18,000-square-foot Center, which situates vital resources for the maritime community in the heart of Port Newark, NJ. Taking the first few steps across the new threshold, a seafarer from the Marguerite Ace, a car-carrier in port, uttered, “Beautiful, sir…beautiful!”

First opened in the 1960s, SCI’s International Seafarers’ Center needed replacement of old engineering systems and refurbishment of public spaces. Several years ago, SCI broke ground on an extensive construction project that would offer “radical hospitality,” according to SCI’s President & Executive Director the Rev. David M. Rider. The renovated Center contains a chapel, Internet café, telephone carrels, business services, conference rooms, offices, a recreation lounge, a basketball court, and a sports field.

Chaplaincy

SCI Chaplain Begins Ohio River Ministry SCI appointed the Rev. Kempton D. Baldridge to Ministry on the River, the nation’s only full-time pastoral care ministry on the Ohio and Lower Mississippi River systems. Based from SCI’s Paducah Center, Chaplain Baldridge serves the Ohio River region.

SCI Honors and Remembers Mariners SCI led a celebration of National Maritime Day recognizing the achievements and legacy of the maritime industry at the American Merchant Mariners’ Memorial in New York’s Battery Park.

Now Broadcasting: SCI-TV SCI launched its own Vimeo Channel, a public feed of video clips featuring scenes from the daily work of the Institute. SCI-TV (http://bit.ly/sci-tv) aims to draw attention to the often-unobserved workforce of the maritime industry.

4SCI-Bay Area Celebrates First Anniversary On Thursday, July 1, SCI celebrated its first anniversary of managing the International Maritime Center in Oakland, CA, extending SCI’s outreach ministry to three coasts.

SCI operates the world’s only full-time, free legal aid program for merchant mariners. The Center for Seafarers’ Rights works to improve laws and practices that protect mariners and increase the safety and security of the maritime industry.

Roundtable In October, SCI convened a roundtable discussion entitled

“Life Beyond the Crisis” at its newly renovated Gulf Region Center for Maritime Education in Houston, TX. Twenty-five maritime industry and governmental leaders exchanged views on regulatory and commercial changes that might emerge as a result of the Deepwater Horizon oil spill in the Gulf of Mexico.

The roundtable participants included high-level representatives of stakeholders likely to be affected by the Deepwater Horizon spill, including the US Coast Guard, marine insurers, maritime attorneys, ship operators, classification societies, shipping organizations, and educators. The discussions addressed perceptions and realities arising from the spill.

SCI sponsors roundtable discussions periodically to gather different senior government and marine industry leaders for candid, exploratory conversation on major issues of the day. Recent discussions have included the Maritime Labour Convention, 2006; seafarer shore leave access; and humanitarian care for seafarers held hostage by pirates.

Advocacy Statistics

In 2010, SCI handled 66 new cases involving work-related issues, such as death benefits, security restrictions, medical care, repatriation, wages, and working/living conditions.

SCI Joins IMO Deliberation on Piracy The Maritime Safety Committee provided SCI over 30 minutes to present the rationale and insights of its Piracy Study to a special lunchtime meeting of more than 100 delegates.

Stevenson Addresses UN General Assembly In May, the President of the United Nations General Assembly, Ali Treki, convened a special session to discuss the problem of international maritime piracy, inviting SCI’s Center for Seafarers’ Rights Director to address piracy’s impact on seafarers and their families.

2010 Shore Leave Study Published With TWIC implementation in effect nationwide for more than a year, SCI asked seafarers’ centers to report on consequences of the program. Data gleaned from SCI’s Shore Leave Report provides important information, helping to improve shore leave opportunities for seafarers and chaplains’ access to terminals.

SCI Publishes Vetted Piracy Guidelines With a comprehensive analysis of initial study interviews, SCI published Version 2.0 of its Guidelines for Post-Piracy Care for Seafarers, strategic plans that provide a structure for the care of seafarers impacted by piracy.

SCI Produces Environmental Guides for Seafarers Thanks to a grant from the National Fish and Wildlife Foundation, SCI began work on a new set of environmental educational materials to equip seafarers with information on their rights while employed.

TechnologySCI’s Houston Center for Maritime Education’s ten-year-old simulators required updates to remain on the cutting edge of training. In 2010, major upgrades to the Houston simulators placed the technology on equal footing with the equipment used in SCI’s Paducah, KY Center, even surpassing that technology in some areas for deep-sea training.

Benefits include enhanced training capability for various modes of transportation with superior graphics and visual systems. New simulators in Houston incorporate the latest technology, and new geographical databases for the area surrounding the Port of Houston allow the simulation of multiple events in different areas of the Port. These upgrades introduce a path for future groundbreaking training, including safety and security exercises and oil spill scenarios.

In addition to the simulators, SCI also made updates to the Houston Center’s physical plant. The Institute equipped classrooms with better, more functional floor plans, superior AV equipment and projection screens, and new furniture. The common areas of the Center received new life, too, including a large, open lounge area for students.

Fleeting/Harbor Courses Fill Training Niche In 2010, SCI made new simulation training available to the harbor and fleeting boat community, operators that work in and around the multitude of barge fleets up and down the United States’ rivers.

Feasibility Study at SCI On March 16, Major General John W. Peabody, Commander of the Great Lakes and Ohio River Division of the US Army Corps of Engineers, sat in the “driver’s seat” of SCI’s upgraded Paducah simulator, piloting a vessel into the Olmsted Locks at Ohio River Mile 964.4, a construction project currently not scheduled for completion for another 11 years.

Marine Insurance Forum On November 3–4, SCI hosted an inland waterways industry forum on marine insurance. The two-day professional development seminar included presentations from the insurance underwriting industry and USCG, panel discussions, and simulator training exercises.

Simulator Conference Inspires SCI’s Director of Maritime Education co-led the 16th International Navigation Simulator Lecturers’ Conference at Dalian Maritime University in Dalian, China. Participants from around the globe exchanged ideas and experiences using navigation simulators in training and research.

Steersmen Train with New Technology In July, a group of professional mariners took part in a newly implemented course at SCI’s Center for Maritime Education in Paducah, KY. After an intensive two-week training session, 13 AEP Steersmen completed the USCG-approved Mate/Steersman program using SCI’s newly upgraded simulators, becoming the Center’s first graduates in the new training curriculum.

It may not seem like much, but it meant a lot to me being so far from home for the holidays, and very few Xmas gifts have ever approached the true spirit of the season.”

New HomeThe Knitting Room at SCI, the assembly point for the gifts SCI collects for mariners each year, moved to the heart of the Port of New York and New Jersey in 2010. SCI’s newly renovated International Seafarers’ Center in Port Newark, part of the largest container terminal complex on the East Coast, houses the new headquarters.

The remodeled Port Newark Center puts the program in the middle of port activity. Staff, including the program’s new manager, Paige Sato, and volunteers work in the same building where mariners, truckers, and port workers find hospitality. The Center closely assimilates land-dwelling knitters with the world of seafarers.

The Center offers one of the only spots accessible to unescorted volunteers in the secure areas of the port. A giant east wall made of glass provides a panoramic view of cranes and container ships—a perfect backdrop for knitting mariner scarves and hats.
