IntroductionA Message from the Superintendent

Each day our school and district staff continues to workbehind the scenes to provide safe and orderly campuses andlearning environments for our students. Our organizationcontinues to place students at the center of our work.

Please reference this School Reopening Plan as a guide to helpyou navigate questions that may arise regarding our programofferings. We know this school year is quite different fromprevious years. We will all need to continue to be patient,flexible, and willing to make adjustments to make this newenvironment work. Thank you for your support.

Here at Vista Unified, we have a dual obligation to ourcommunity. Our first obligation is to ensure the health andsafety of students and staff. Our second obligation is to ensurethat all students have access to a high quality and supportivelearning environment. We know that in order to provide thisaccess, students need to build a relationship with theirteachers and connect with their peers. With these obligationsin mind, our work is framed around the following four actions:

• Prioritize the health, safety, and well-being of all VistaUnified students and staff

• Follow the health and safety guidelines from the California Department of Public Health and the San Diego Health and Human Services

• Ensure all Vista Unified school campuses are safe for students, staff, and the general public

• Promote high quality and engaging learning for students in a safe and healthy environment

As we continue to provide learning models that meet the needsof our school community, the health and safety of our students,staff, and school community is of high importance. As theAfrican proverb says, “It takes a village to raise a child”. In thatspirit, we must work together to ensure the followingprocedures are followed so our schools remain safe places oflearning. We are all in this together.

While we know no system is perfect, we are committed tofollowing the guidelines set forth by the California Departmentof Health and Safety as this best ensures the physical safety ofour students and staff. We will make periodic revisions to thisguidebook as we receive updated guidance from the state andcounty health agencies.

Hand Washing, Face Masks, & Physical Distancing

At the August 13, 2020 Regular Board Meeting, the Vista Unified Board of Education voted unanimouslyin favor of Board Policy 0470, requiring all students to wear a face mask when attending in-person school.

• Face masks are required for all students and staff.

• Face masks must be worn at all times, including before school and after school, PE, and extracurricular activities and may only be removed while eating or drinking water.

• Face masks must cover the nose and mouth.

• Students and staff are not permitted to wear bandanas, single cloth masks, neck gaiters (scarves), or face masks with vents and valves.

• Any student who refuses to wear a face mask will be transferred to Vista Virtual, Vista's distance school option.

Face Masks:

Handwashing with soap and water for at least 20 seconds or the use of alcohol-based hand sanitizers whensoap and water are not available is the first line of defense in stopping the spread of infection (CDC 2020).

• All students and staff will be trained on proper, effective hand hygiene.

• Classrooms with sinks will be stocked daily with soap and paper towels. For classrooms without sinks, including school offices and public spaces, hand sanitizer will be available.

• Elementary teachers will submit handwashing schedules to site administrators to ensurethat students are washing their hands multiple times during the school day.

• Secondary students will wash or sanitize their hands upon entering classrooms, before lunch, and throughout the school day.

• Schools will limit the sharing of supplies

• Visual reminders will be posted on all school campuses and VUSD offices.

Hand Washing:

Maintaining a safe, yet practicable, distance from others is a top priority as students & staff return to in-person learning.

• Students will be instructed to maintain six feet distance from one another when coming onto or leaving campus.

• Directional signs and arrows have been placed around school campuses to assist with one-way traffic flow of students during passing period and before and after school.

• Social distance will be maintained during recess and lunch periods, as practicable.

• Excess furniture in classrooms has been removed to create as much open space for students as possible.

• No visitors will be allowed on campus.

ESTABLISHED PROTOCOLS IF SYMPTOMS AREDETECTED WHILE AT SCHOOL

Any student or staff member who exhibits one or more of thesymptoms listed above will not be admitted to the school siteand shall be sent home.

• If symptoms appear while students or staff members are at school, they shall be sent home.

• If a student develops a fever while at school or exhibits any of the above symptoms, they will be isolated from other students, and the parent/guardian will be contacted to pick them up.

• Sick students and staff will be advised to isolate themselves according to CDC Guidelines. Please reference the COVID-19 School Decision Tree.

IF A STUDENT OR STAFF MEMBER TESTS POSITIVEFOR COVID-19

• Notify the school administration of any positive COVID-19 test results.

• Schools will follow district reporting procedures and notify staff and families of any positive cases. Confidentiality will be maintained.

WHAT HAPPENS TO LEARNING IF MY CHILD IS SENTHOME?

When a student is sent home due to symptoms of COVID-19,they will be provided with assignments from their Vista Classicteacher(s). A student would not be placed in Vista Virtual forthe time they are quarantined.

On October 20th, every student will receive a copy ofthe Student Agreements in their morning classes.

Child Nutrition Services

FOR VISTA CLASSIC STUDENTS

• On-campus meals will be provided through contact-free meal service to protect our students and CNS staff.

• Self-service stations have been eliminated.

• A lot of our food is sourced from local vendors, including organic farms and gourmet bakeries.

FOR VISTA VIRTUAL STUDENTS

VISTA UNIFIED IS COMMITTED TO MEETING THE NUTRITIONALNEEDS OF EVERY STUDENT DURING THE 2020-21 SCHOOL YEAR.

WaveCrest Cafe (Child Nutrition Services) believes in providing high quality food service to students. Duringthese changing times, all employees of Wave CrestCafe will strictly follow the health and safety measuresset forth by the California Department of Public Health for handwashing, proper sanitation of workstations, physical distancing, and face coverings.

For the 2020-21 school year, all Vista Unified students may receive free breakfast and lunch, as all mealsare offered at no cost made possible by a special waiver by the USDA.

Facilities, Maintenance,and Operations

Maintaining the highest level of cleanliness for our schools and district facilitiescontinues to be a top priority for Vista Unified and the Facilities Department.

HAND SANITATION STATIONS:All classrooms will be stocked daily with paper towels and soap and/or handsanitizer. Additional hand washing stations have been added to high trafficareas on all campuses.

HOSPITAL GRADE FILTERS AT ALL CAMPUSES:The District has installed highly rated, hospital grade Merv filters in each HVAC unit.

ELECTRO-STATIC SPRAYERS:The district has purchased electro-static sprayers for every school site.

The sprayers enable custodial staff to more efficiently disinfect our campuses. Theunits spray a fine mist of disinfectant solution that is electrostatically charged thatwraps around and then adheres to the surfaces in the room ensuring coverage.Detailed attention will be given to high-touch areas such as door handles, desktops,sink handles, handrails, and restrooms throughout the day.

OTHER SAFETY CONSIDERATIONS:• Restrooms are cleaned and re-stocked with soap and paper productsthroughout the day.

• Drinking fountains are being converted into hydration stations. Studentsshould bring their own water bottles and may refill them at these stations.

• All school sites and district facilities will follow the CDPH guidelines for cleaning, disinfection, and ventilation, as practicable.

Transportation

THEREFORE, THE FOLLOWING HEALTH ANDSAFETY SCHOOL BUS PROTOCOLS WILL BEPRACTICED:

• Temperatures of students will be taken prior to entering the bus.

• Parents are encouraged to stay with their student(s)until health screening is complete.

• Face masks must be worn by the bus driver and all passengers.

• Social distancing on buses will be followed, as practicable.

• Seating will be marked and spaced out.

• Windows are to remain open.

• Buses will be cleaned after each use.
