    A) WEST BENGALGLORIOUS CONTRIBUTION TO INDIAN INTELLECTUAL GROWTHThe state of West Bengal, once used to hog the centre point across India, was producing best talents to thecountry.

    In mid 1950s, the state produced 33.3% of engineers & 22% of doctors and 11.7% general stream graduatesfor the country. However, the coveted stance got severely diluted with passage of time and with other Indianstates displayed significant all around improvement in student development, thereby relegating the state of WestBengal to a distant rank amongst Indian states, with gross literacy rate at 77% (ranked 13) is falling below allIndia average of 80.3%, the similar trend is visible in terms of lower Gross Enrolment Ratio (GER), standing at12.6% (all India average 13.8%) and increasing school drop out ratio at 4.6% (much higher than all Indiaaverage of 3.5%).

    B) PRESENT STATE ANALYSISThe falling standard is visible along the bandwidth of entire education spectrum. The debilitating state of healthis represented all along the spectrum, eg: at basic level:-

    i) BORDA RANKINGIndicators of infrastructure for primary education: The state is havinga distant 18

    rank. The state ranks poorly in terms of Primary: Upper Primary educational institutes(5.22) & Student: Teacher Ratio (52.5/ 1000 student), as well.

    ii) Higher Secondary level or above of qualification per 1000 persons:West Bengal (110) isnow ranked well below all India average of 127 and is well below leading states like Maharashtra(171), Tamilnadu (152) etc.

    iii) Falling number of AICTE accredited institutions : The falling share of the state aptly depictedin falling share of states all India presence in HIGHER Education:-

    The poor performance in not only visible in primary, upper-primary as well as at the apex technical level, but alsois more than equally visible at the higher end of the spectrum as well.

    Serving IAS Officers:Amongst 4443 number of serving IAS officers, West Bengal cadre IAS officers isnot ranking in top 10 states in the country.

    Common Aptitude Test (CAT) :For the year 2012, only 92 pupils scored 99% percentile or above(basic requirement for getting calls from the IIMs of the country) with no students ranking in the top 30in India.

    A combination of factor has lead to the current day scenario, resulting in all around poor performance of the

    state.

    Non availability of Tier-II institutes : Laurels of past performance as well as the current residualperformance of the state is still pivoted against the institutes which were setup half a century ago. The presentlot of private institutes in the higher education is either under-equipped (for lab related studies) or are poor inteaching quality (staff quality and teaching methods are questionable), which is again a predictable outcome ofdecades of qualitative degeneration of the overall education system in the State. In the past few decades, properefforts to develop the high quality tier-II institutes for higher education in scattered across the district was notseriously undertaken, leading to this dismal scenario.In general, numerous private institutes that were setup in the course of the past few decades are more orientedtowards commercial interests than building an environment of educational excellence and imparting in high-quality holistic education.

    Institutes with Foreign Affiliation :The state also ranks poorly in terms of institutes with foreign affiliation

    (with dual degree qualification, student exchange program etc), compared to the leading states like Tamilnadu(23), Maharashtra (20) & Andhra Pradesh (18), West Bengal is having only 15 such accredited institutes.

    C) RECENT INITIATIVES BY GoWBThe growing need for quality facilities in the States education system to cater to the growing number of studentsemerging out of the States secondary school system, the State Government considers it necessary to formulatea policy to provide a stable policy and institutional framework to encourage private investment in the State, withan emphasis on the guiding principles of expansion, inclusion and quality in the higher education sector.

    i) Private Universities Act, West Bengal, 2012: Paved the way for eligible entities to set upUniversities across the state of West Bengal. The state has allowed private universities which willbe a real boost for the private parties to invest in good quality higher education.

    ii) Higher State Budget allocation :To address the falling standard, GoWB has understood theimportance of the gravity of the situation and has started allocating higher percentage of Budgetaryallocation to address the basic issues.

    iii) Specific initiatives by the state govt of West Bengal:To support inclusive growth acrossthe state, GoWB has launched various programs, to name a few:-

    Scheme Purpose

    Kanyashree project is to stop dropouts among girls and delay their early marriage,with a budgetary allocation of Rs 1000 cr

    ATI, Saltlake Administrative Training institute to train IAS aspirants from the state.

    To handhold government initiatives, all around development is required to support & take thegrowth initiatives forward.

    D) REQUIREMENT OF THE DAYTo bridge the yawning gap and to address the issues related to continuously falling standards of education(all around the bandwidth of education spectrum), qualified & wholesome growth of students in the state of

    West Bengal is the requirement of the day, encompassing & addressing the issues of:-i) BASIC INFRASTRUCTURE:-

    State educational growth need to address the basic issues towards development of studentqualities to address issues related to

    Out-of-School Children Social InclusionGender ratio as well as inclusion of minority classes, Teacher-Student ratio:Against the national average is about 1 teacher to every 34 students, in state

    1 teacher for 60 students, Basic Infrastructure like drinking water, sanitation etc: Only 65 out of 1000 schools have

    drinking water facility in state, against all India average of 84 per 1000 schools..

    ii) IMPARTING QUALITY EDUCATIONcreation of Quality Learning Centre (QLCs)Dedicated institutes will devote towards all around growth of the students helping to bridge the gapin quality fo students in the state.

    PPP ModelWEBCON being the NODAL state level agency, in executing projects in the state,across bandwidth, is well poised to develop private infrastructure, suitably partnered withleading entrepreneurs, for setting up Quality Knowledge learning centres (QLCs) forall aroundgrowth of students.
